Collaboration and networking are ubiquitous, versatile features of social service provision in most Western countries. However, it is an open question whether networking means and entails the same across countries. Comparing regulatory frameworks in three jurisdictions representing distinctiveworlds of welfare services’ – Germany, Norway and Quebecthis article aims at eliciting the normative rationales that underpin and inform local service networks in child welfare and protection (CWP) systems. In Norway, where services are little diversified and largely insular, networking appears as a way of opening up for greater organizational plurality, within and beyond the public sector realm. In Germany in contrast, where services are highly pluralized and fragmented, networks are seen as an instrument for streamlining complexity. As for Quebecan intermediate case in some respectsnetworking is envisioned as a catalyst for aligning two co‐existing service streams and mitigating the child protectionfamily support divide. Interestingly, in all three places, networking is now being enforced through similar highly formalized, top‐down regulatory provisions, even though the intended directions of change differ markedly. This has implications for CWP policy as well as research on networks at large.  相似文献

Abstract

Coordinated care network is an approach to human service delivery that is recognized to improve client outcomes at a reduced cost. However, general mixed findings on the effectiveness of coordinated care networks warrant research contextualization. This article seeks to discover factors influencing the performance of a coordinated care network delivering social services to veterans and their families. The study provides a contextual analysis of a coordinated care network launched in 2016 in southeastern Virginia for two samples of 1,512 and 375 veterans and their families. Results of the regression analyses indicate that initial progress has been made both in efficiency measured as the amount of days a client’s case is open and effectiveness measured as the recorded outcome of a client’s case. However, performance was affected by both client’s characteristics and types of services requested. Therefore, performance was not uniform across the network of providers. Further, indicators could be enhanced to better capture areas of the network needing improvement. Future research may consider adding performance measures and track it over time and across contextual attributes to confirm the effectiveness and efficiency performance of a coordinated care network.  相似文献

Disabled young people leaving care often experience a more complex transition to adulthood than other youths. Still, policy and services can fail to recognize the intersection between a young person's care experiences and disability. Drawing on data from a qualitative interview study with 14 social workers who work with aftercare in the Norwegian child welfare services, we investigate social workers' professional judgements about support for this subgroup of the leaving care population. Our analysis uses the theoretical construct of institutional logics and shows that social workers did not include concepts of disability in their judgements about support for these young people. Instead, the social workers' considerations were guided by three other organizing principles: a ‘medical logic’, an ‘activation logic’ and an ‘aftercare logic’. We discuss these findings in light of critical disability studies and argue for a more nuanced understanding of disability in social work practice with care leavers. Highlighting disability rights and going beyond diagnosis and categorisations of disabled people can challenge a medical model approach to service provision.  相似文献

Cortis N. Overlooked and under‐served? Promoting service use and engagement among ‘hard‐to‐reach’ populations Social service providers strive to meet the needs of those most marginalised from society and from service systems. Yet many people who might benefit from available help consistently miss out. Using qualitative data, this study developed a repertoire of actions that organisations and service personnel can employ to improve participation and outcomes for groups who may be eligible for and may benefit from services, but whom service providers find difficult to identify, reach and engage. Semi‐structured interviews with service managers and coordinators of child, family and youth services in Australia attest to the diversity and context specificity of those who are deemed to be ‘hard‐to‐reach’. The research data highlight ways to improve reach and engagement in a managerialist context by refining organisational action in four strategic domains: overcoming access barriers, building client relationships, utilising networks and partnerships, and ensuring staff capacity and sustainability.  相似文献

Child welfare case management systems were designed, in part, to standardize participatory practices for both young people and their parents. This paper reports the findings of a qualitative study of Australian service users' experiences of participation when using the case management systems, Looking After Children and Supporting Children and Responding to Families. Findings indicate that the majority of service users reported positive experiences of participating in the use of these systems. However, participatory relations were often slow to develop and frequently involved conflict. Some service users used their power to control the flow and accuracy of information, or resisted workers in other ways. Some children and young people were excluded from the opportunity to participate because the systems did not have a ‘text‐based’ format to ‘ensure’ that this process occurred. These findings indicate that case management systems did not result in relationships which consistently informed the intervention in a way that the systems' authors had envisaged. Service users did not necessarily take up the openings offered to them and workers did not necessarily comply with the systems' obligations. The findings cause us to question the assumptions that power can be bestowed or withdrawn, in the way suggested by these case management systems.  相似文献

ABSTRACT

This article explores how social workers deal with the ambiguity that arises from their ability to transform the private needs of individuals into issues of public concern. It is argued that the current shift towards joined-up working, which is epitomized by the creation of interorganizational networks, could encourage new opportunities for social work. These horizontal and nonhierarchical forms of cooperation serve as platforms for debate to ensure regular discussions about the causes of and potential solutions to complex societal problems. This article relies on a case-study of bottom-up networks in two Belgian cities where social workers from various policy fields voluntarily joined forces to look after hard-to-reach groups of homeless people. The primary data were obtained from document analysis, semi-structured interviews with network participants, and direct observations of network meetings. These data were analyzed by conducting a directed content analysis. The examination shows that the joint creation of welfare services leads to substantial debates among social workers about the criteria which homeless people must meet in order to be provided with welfare services and primary care. The paper shows that despite being aware of differing viewpoints by their engagement in such debates, social workers are reluctant to challenge the dominant conceptualizations underlying their own day-to-day practices, and that this impacts on the potential to induce local policymakers to take further action with regard to reducing homelessness.  相似文献

In October 2011, a new Act on Private Social Care Services came into force in Finland. The Act included a provision on a ‘self‐monitoring plan’. According to the provision, providers of private social care services are required to draw up a self‐monitoring plan and to follow its realization. The plan must be kept publicly on view so that clients and their relatives can also keep an eye on the realization of self‐monitoring. In this article, self‐monitoring is first explained and then briefly analyzed against the background of a wider theoretical discussion on accountability. It is argued that the introduction of client involvement in the supervision of private social care services represents a new mechanism of accountability that is typical of the Post‐Keynesian welfare state. Because public authorities are no longer able to supervise the growing number of private social care service providers, the responsibility has been partly shifted to service providers themselves as well as to clients. However, it is argued that the idea of self‐monitoring lends itself poorly to ‘delegated’ private social care services, i.e. to services that are outsourced to private service suppliers. Supervision of private social care service providers should not be too eagerly delegated to service providers themselves, or to clients, because we are here dealing with the constitutional right to adequate social care services. Client involvement also involves numerous practical problems, as shown at the end of the article.  相似文献

Many welfare states have met with criticism and it has been argued that they are in crisis. Simultaneously, there has been a greater openness to voluntary work as an alternative to statutory services, for example in Sweden. Sometimes the activities of voluntary organizations have been seen as complementary to those of local authorities; at other times this issue has been addressed in terms of welfare pluralism. However, countries with strong welfare states have often been assumed to have insignificant voluntary work—as claimed in substitution theory. The purpose of this article is to examine variation in welfare service provision in the light of welfare pluralism, substitution theory and complementarity theory. The study was carried out in the area of support for relatives of older people in Sweden. It was conducted by means of national questionnaire surveys of voluntary organizations and local authorities in 1999 and 2002. In this period, there was an increase in statutory service provision and more voluntary organizations were involved in service provision. However, it is yet too early to describe this in terms of welfare pluralism. Neither was any evidence found for substitution theory. Furthermore, overlaps in service provision from voluntary organizations and local authorities question complementarity theory, which assumes that different actors specialize in different tasks. Nevertheless, the actors tended to be complementary at a local level. It is suggested that this complementarity might be explained by ideological support for a norm of complementarity.  相似文献

The privatisation of some essential services in South Africa has raised severe difficulties for those for whom the idea of fees for services is quite foreign and who, in any case, cannot afford to pay for services. The government has developed several initiatives to educate people about the need to pay for services provided by local government, the largest of which was the Masakhane fees‐for‐services campaign. This article describes two recent initiatives that seek to engage local citizen participation, namely, Integrated Development Plans and izimbizo (or traditional forums). These are examined along with the challenges faced by local government in promoting citizenship participation in service delivery within a decentralised system of governance. The article concludes with some recommendations on how citizen participation can be enhanced so as to make the ‘public’ visible in public service delivery and thus improve social welfare services.  相似文献

This article begins with an examination of the role of social services as the key instrument of social investment strategy, presenting an empirical analysis of its impact on economic performance. A pooled time series, cross‐section analysis was conducted with the data of 15 welfare states from 1990 to 2007 under the ‘social investment hypothesis’ that more social service orientedness brings about a greater positive effect on the economy. The results show that a larger share of social service spending in the total social expenditure – more social service orientedness – contributes to economic growth and labour market performance, whereas a larger aggregate size of the welfare state may have a negative effect on employment. In conclusion, this study suggests that the relatively ambiguous welfare strategy of social investment could be clarified as a ‘transition from income security to livelihood security’ in which emphasis is placed on social service. This paper describes the well‐being of participants in the Midwest Evaluation of the Adult Functioning of Former Foster Youth (n = 603), a study of youth leaving out‐of‐home care in the USA, at the point where they have been ‘young adults’ for about 1 year. Although some of these young adults are in stable situations and either moving forward with their education or employed in promising jobs, more of them are having significant difficulties during the early stages of the transition to adulthood. Too many are neither employed nor in school, have children that they are not able to parent, suffer from persistent mental illness or substance use disorders, find themselves without basic necessities, become homeless, or end up involved with the criminal justice system. They are doing worse than other young adults across a number of important dimensions. Most of these young adults continue to maintain relations with members of their family of origin, with many finding themselves living with family at age 19. Importantly, those young people who chose to remain under the care and supervision of the child welfare system experienced better outcomes than those who either chose to or were forced to leave care.  相似文献

Efforts to improve the efficiency and responsiveness of public services by harnessing the self‐interest of professionals in state agencies have been widely debated in the recent literature on welfare state reform. In the context of social services, one way in which British policy‐makers have sought to effect such changes has been through the “new community care” of the 1990 NHS and Community Care Act. Key to this is the concept of care management, in which the identification of needs and the provision of services are separated, purportedly with a view to improving advocacy, choice and quality for service users. This paper uses data from a wide‐ranging qualitative study of access to social care for older people to examine the success of the policy in these terms, with specific reference to its attempts to harness the rational self‐interest of professionals. While care management removes one potential conflict of interests by separating commissioning and provision, the responsibility of social care professionals to comply with organizational priorities conflicts with their role of advocacy for their clients, a tension rendered all the more problematic by the perceived inadequacy of funding. Moreover, the bureaucracy of the care management process itself further negates the approach's supposedly client‐centred ethos.  相似文献

This article identifies three temporal images of the homeless youth population. The dominant media typification is of an ‘underclass’ with chronic problems. A dissident image contends that most young people experience only short periods of homelessness, and that there is a ‘high turnover’ population. A third account suggests that there are both ‘short-term’ and ‘chronically’ homeless youth, but few individuals in-between. It is a ‘polarised’ image of the population. This article draws on information from a sample of 1,410 homeless young people to assess these accounts. The article theorises temporal concepts and it explains a methodological issue called the ‘point in time dilemma’. The main finding of the study is that the homeless population is characterised by temporal diversity. The basis for the dominant underclass typification is explained, and various policy issues are discussed.  相似文献

It is increasingly common for urban planners and local policymakers to adopt interactive technologies, such as geographical information systems (GISs), to inform their decision making and to enhance performance. This paper aimed to assess the role that interactive technology can play in enhancing urban governance to meet social needs by improving local organisations’ capacities, client access, and service effectiveness and responsiveness, as well as community building. Using the previous research framework on mapping community capacity developed by Brudney et al. (Community Development Journal, 2016, 52, 354) and Çöltekin et al. (Cartography and Geographic Information Science, 2009, 36, 5–17), we examined a simulated online interactive map for service provision in Hong Kong and interviewed around 20 local community organisations and 100 local residents about their user experience, their willingness to support its long-term adoption and their challenges. Our findings reveal that local residents find the interactive map helpful, particularly in improving service access, whereas local organisations are more reluctant to adopt such technology due to high maintenance costs. The implications of our study include the need to develop incentives to encourage technology adoption, to improve the capacity of local organisations and to establish better links between community organisations and local residents to identify sustainable financing (through crowdsourcing) for GIS applications to improve urban community governance.  相似文献

ABSTRACT

Little is known about rates and correlates of service use or the role that social context plays in service engagement among homeless youth. This study compares two distinct service areas and uses a social network approach to examine how environmental factors (e.g., neighborhood), social factors (e.g., social capital and network engagement) and individual level factors that relate to service use patterns among homeless youth in Los Angeles, California. A sample of 938 youth was recruited from three drop-in centers in two distinct service sites. Individuals were surveyed about their individual and social network attributes. Univariable and multivariable analyses were utilized to understand the influence of social-contextual variables on service use. Service use behaviors varied across site and service type with youth in Hollywood showing greater engagement than youth at the Beach site. Across both sites and several service types, staff emotional support was positively correlated with levels of service use. The site comparisons also point to the fact that even within a single geographic area, like Los Angeles County, client profiles and rates of service use can significantly vary. Future research needs are presented with specific emphasis on understanding the needs of non-service-seeking youth.  相似文献

Debates around welfare change have tended to concentrate on the balance between market and state provision. Although there is increasing reference to a mixed economy of welfare, this generally signifies a greater emphasis on a third sector of voluntary/community level provision. However, the family sphere has been, and still remains, an important and dynamic source of welfare provision across changing regimes and between generations. With this as background, the article addresses three particular questions. First, how has the role of families in the welfare mix changed over time? Second, how do family ‘strategies’ adapt to structural changes in order to maximize collective/individual benefits in certain areas and how do these strategies evolve over generations? Third, is such family engagement in welfare influenced by policy shifts appropriately conceptualized as ‘re‐familization’ or ‘de‐familization'? These issues are explored in the comparative socio‐economic and cultural contexts of China and Japan and draw on qualitative research with three generations of families in Shanghai and Tokyo.  相似文献

The study asks what kinds of interpretative repertoires do socialwelfare workers use and produce when describing their work,and how is the practitioner–client relationship describedin the different repertoires? Social welfare work is approachedthrough a single organization targeted for homeless women. Theresearch data consist of a free-form diary kept by the workers.The analysis shows that the workers construct six differentinterpretative repertoires: repertoire of care, repertoire ofassessment, repertoire of control, repertoire of therapy, repertoireof service provision and repertoire of fellowship. The repertoiresare not anchored to given workers or homeless women. Individualworkers adopt different repertoires, and a single homeless womanmay be encountered in several ways. The variation in the repertoiresand the movement between them make the work flexible. The quantitativelymost frequent repertoire is the repertoire of care based onthe ethics of care. As a carrying principle of the daily work,it may create a climate of trust and confidence which makesthe other repertoires possible. Due to its variation and commitmentto long-term care, the work with homeless women can be saidto challenge predominant policies that emphasize the citizen’sown responsibility and the managerialist mode of operation.  相似文献

The welfare state literature exhibits a ‘transfer bias’ in the sense that very little research exists on welfare services or benefits in‐kind. This article presents one of the first systematic studies on the determinants of welfare service provision since the end of the Golden Age of welfare expansion. The article concludes that partisan factors do not drive change, although historically they may have been pivotal. Instead, new factors, including deindustrialisation, female labour force participation and rising public attention appear to be highly significant. It is argued that new studies need to take seriously both the individual characteristics of services as well as the changing social demands that the services are supposed to meet.  相似文献

This article explores intersecting notions of leisure among middle‐aged people with intellectual disabilities in the setting of the Swedish welfare state. The participants are recipients of long‐term disability services and have experienced the changing ideological frameworks of the welfare effort, which has recently focused on normalisation, inclusion and participation. Structured activities are arranged by disability services in order to normalise living conditions and provide recreation for disabled people. However, the range of activities is constrained by financial resources, by notions of gender and age and by an institutionalised emphasis on the work ethic – leading to constructions of leisure partly as ‘time beside’ where ‘free time’ activities should not interfere with the duties of the working week. The participants' limited resources and their lack of a strong voice limit their ability to demand their legal rights and leave many of them with ‘too much time with too little to do’. Key Practitioner Message: ● A common idea of leisure is the relationship between social and physical activities, well‐being and health;People with disabilities, regardless of age, engage in fewer leisure activities than the general population due to a lack of resources;Even with legal rights, the lack of a strong voice as well as institutional constraints limit their leisure opportunities.  相似文献

In most Western countries, the eldercare sector has undergone transformations to obtain cost containment and more efficient service provision, changing the temporal framing of homecare. Time pressure is a salient issue in homecare, but little is known about how homecare workers experience the temporal conditions of their work. Based on 13 group interviews with homecare workers in Sweden, this study examined how the staff experience temporal conditions and handle time pressure in their everyday work in a context of marketisation and increased use of ‘information and communication technology’. The analysis showed that the workers attributed their experiences of time pressure to the compression of time, the control of time and the unpredictability of time. Strategies adopted to handle time pressure included working unpaid hours, maximising efficiency and reallocating time. It is concluded that the homecare workers primarily adopted individual short-term strategies to deal with structural and organisational temporal issues.  相似文献
