The degree to which risk perceptions are socially constructed versus the result of actual exposure to risk is highly contested; how risk exposure and risk perception influence policy attitudes is also poorly understood. We examine how personal exposure to risk factors impacts risk perceptions and policy support related to air pollution and climate change. Our selection of risk exposure variables is informed by the “mental models” literature, and we employ an array of variables to capture subjective risk perceptions using novel survey data. We find that exposure to risk does little to predict risk perception and has a small influence on policy support. Overall, our findings lend support to a constructionist understanding of risk perception and support for policies related to environmental risks.  相似文献

Abstract Decisions regarding hazardous waste facility siting are now open to extensive public debate. Efforts on the part of public officials and private companies to site waste management facilities have been thwarted by public opposition. Using survey data from leaders and residents in communities which are hosting or siting facilities, this study examines their sociodemographic characteristics, knowledge, levels of trust, perceptions of risk, perceptions of economic impacts, perceptions of equity issues and the differential effects of these factors on acceptance of local waste facility siting. Leaders in these communities were more supportive of local waste facility siting than were other community residents. The major determinant of leaders' acceptance of waste siting was their perceptions of the economic benefits of a facility to the community. Although this was also important to residents, perceptions of health, safety, and environmental contamination risks had larger effects on their acceptance of such facilities.  相似文献

Research has explored the ways in which communities respond to local polluting facilities. In some cases, residents mobilize to confront corporate and state polluters, whereas in other cases residents remain quiescent in the wake of documented environmental threats. The variation in community response is often linked to demographic variables, including age, gender, education, and length of residence; yet cultural factors remain largely unexamined. We examine how cultural factors such as community identity and memory mitigate the relationship between community residents and polluting facilities. We present a comparative study of two heavily polluted communities—Blackwell, Oklahoma, and Cañon City, Colorado—that had divergent responses to contamination. The data for these cases come from in‐depth interviews with community residents and various officials (N = 105), content analyses of newspaper coverage and relevant organization documents, and direct observation of meetings and organizing activities. Our findings indicate that cultural factors play a critical role in understanding the relationship between local residents and polluting facilities. We conclude by discussing the implications of our findings for future research on rural communities and environmental contamination.  相似文献

Abstract

Based on document analysis and in-depth interviews with 80 respondents, this paper examines the importance of risks associated with activism in shaping recruitment and participation patterns in a government town. Residents have a history of involvement in civil rights activism, peace activities, and environmental organizing outside their community. However, citizens have not mobilized around local environmental problems despite a 50-year legacy of contamination from nuclear weapons production. I examine two organizing efforts in the community and analyze how residents' perceptions of risk associated with activism contributed to the relative success and failure of each. I argue that risk is an important variable that is critical to our understanding of social movement recruitment and participation patterns.  相似文献

Many rural areas of the United States are experiencing population decline due to out‐migration. However, others—especially those places rich in natural amenities and recreational opportunities—are attracting new residents and losing less of their native population. In this article we investigate the predictors of rural Americans' migration intentions by examining how individual‐level community assessments, including community attachment and perceptions of community‐level problems, shape rural Americans' migration decision making while controlling for individual and place effects. Drawing on survey data from 17,000 residents in 11 different rural areas around the United States, we find that community attachment is a key predictor of rural migration, even during periods of economic recession, and regardless of individual and place characteristics or perceptions of community‐level problems. We also find that multiple dimensions of community attachment (e.g., practical, natural, family, community trust) have independent effects on the propensity of rural residents to migrate. Our research contributes to knowledge on migration trends among rural Americans by exploring the complicated reasoning behind why people stay in, or move to, certain rural communities and not others.  相似文献

Abstract

The present study examines risk perceptions before and after a recent natural-technological event. The aim is to improve understanding of how long-time residents understand chronic and acute industrial risks, including hazardous industrial releases triggered by natural disasters. Thirty-two interviews were conducted in Channelview, Texas: 19 in February 2017, six months before Hurricane Harvey’s landfall, and 13 with those same residents in December 2017, four months after Harvey’s landfall. Results indicate that long-time residents normalized chronic risks of industrial pollution before the storm, but they were either unaware or incredulous that major industrial spills might result from a hurricane. After such an event, residents strengthened their normalization of industrial risks and became even more inclined to frame them as coming from external forces rather than from local facilities that continue to put their community at risk.  相似文献

Drawing from extensive fieldwork and document analysis, we examine environmental illness claims in Oklahoma's Tar Creek basin, one of the Environmental Protection Agency's (EPA) premier Superfund sites. Our findings indicate that contested illness in the Tar Creek Superfund site differed from typical cases in that the links between high lead exposures and permanent neurological damage were thoroughly and unequivocally documented. But, despite the certainty of these linkages, residents remained embroiled in controversy and they encountered obstacles in obtaining diagnoses, treatment, and compensation. The resultant environmental dispute took two forms: conflict between residents and EPA officials over the adequacy of the agency's remediation project and conflict among residents over ultimate responsibility for children's lead exposures and consequent learning disabilities.  相似文献

While research has established how elite actors can work to protect structures that contribute to environmental harm, relatively less is known about the cultural resources that can serve elite interests at the local level. In cases of localized pollution, multiple groups have vested interests in protecting corporate legitimacy. We draw on treadmill of production theory and collective identity to analyze a case of community petrochemical contamination. Specifically, we asked: (1) how elite actors appropriated cultural resources to protect productivity following a legitimization crisis; and (2) how discursive retaliation matters in understanding the pathways to violence when protest threatens an industrial community's economic identity. Our data for this research included in-depth interviews, newspaper coverage, and archival data. Findings indicate that the corporation, the city, and corporate employees responded to local environmental activism with a discursive campaign that ultimately paved the way for widespread threats and retaliation against the residents. This research highlights the ways in which local proponents of the energy industry can take advantage of cultural resources to suppress challengers to the industry.  相似文献

ABSTRACT

This interpretive study investigated how residents from socioeconomically challenged communities in North St. Louis understand and make meaning of environmental change and its impact on their well-being. Based on these localized data, we argue that racial minorities facing socioeconomic challenges may experience some environmental issues as less of an immediate concern than violence and racism. However, race and racism shape both the realities of environmental threats as well as residents’ perceptions about environmental injustice in their communities. This study informs ecosocial work practices such as educating communities on local environmental issues and mobilizing community members toward environmental decision-making.  相似文献

Given increasing political and financial commitments to wildfire preparedness, risk policy demands that risk identification, assessment, and mitigation activities are balanced among diverse resident groups. Essential for this is the understanding of residents' perceptions of wildfire risks. This study compares wildfire‐risk perceptions of Pennsylvania residents with those of Minnesotans living in natural‐amenity‐rich communities. Natural‐amenity‐driven migration shifts land‐use patterns and social conditions, making it important to understand if and how such changes affect residents' perceptions of wildfire. Key informant interviews suggest land use and contrasting values associated with sociodemographic shifts were intertwined with wildfire‐risk awareness, concern, and mitigation. In both study areas, local social interactions were impaired by geospatial and sociocultural barriers related to land use and population change. Barriers included perceived threats to quality of life, conflicting needs for economic development, and homes built in isolated locations. As a result, residents did not agree on community‐wide notions of wildfire risk and response. Further, residents' ideas about the potential for a wildfire disaster did not correspond to those of risk managers. Although some places were attempting to overcome these challenges, many informants said their communities were overwhelmed with the effects of change. Finding common notions of wildfire risk is critical precisely because resident participation is crucial to hazard management. In these localities, rural community development can facilitate capacities to address wildfire risk in the context of landscape and social change.  相似文献

The medical community, along with other government agencies, has created its own frame of environmental illness. This frame has been generally accepted by the American public. In this paper we discuss framing in general and the factors related to how the environmental illness frame has been constructed and maintained. We offer a brief history of the medical institution and illustrate the frame with its definitions of environmental illness. Qualitative data from a study of Oak Ridge, a contaminated community located in Tennessee, are examined to analyze the consequences of challenging the environmental illness frame. Following a brief review of sociological and psychological definitions of rurality, this paper illustrates the uses of an empirically-derived taxonomy of environmental perceptions for understanding the rural experiences of older residents of small towns in the midwestern United States. Specifically, variations in perceptions of twelve dimensions of rural environments were examined (1) among older residents of small towns of different sizes (populations 100–500, 501–1500 or 1501–2500), and (2) among four groups of older residents (n = 898) displaying differing profiles of subjective social and psychological well-being. Reliable town- size differences in environmental perceptions were found for eight of the 12 environmental attributes. Illustratively, residents of smaller towns reported lower levels of community satisfaction and community involvement, higher levels of intimacy and consensus on town issues, and fewer barriers to services and activities than residents of larger towns. Reliable differences in environmental perceptions were found for ten of the attributes for older residents differing in well-being. For example, more frail residents were less satisfied with their communities, and felt more constricted and isolated by physical barriers and social norms; they were less involved in their communities and less aware of available community services. The advantages of the application of person-environment taxonomies to research and intervention in rural environments are discussed. Chief among these is the refinement gained in the understanding of individual differences in ecological adaptation.  相似文献

The purpose of this article is to explore children's perceptions and experiences of safety and risk in one highly contested interface area in Belfast. Interface areas are landscapes divided by physical and symbolic boundaries on the basis of religious/ethno‐national identification. The research draws on maps and focus group discussions with young teenagers from four schools in an interface area located in North Belfast. The teenagers identified both private and public places of risk that they faced in their everyday lives. The types of risks produced by this environment are outlined and the teenagers’ strategies for managing the daily risks that they faced in their everyday lives are assessed. The data reveal how teenagers negotiate movement across different types of space and illustrate the extent to which their immediate geographical environment is dependent on its location within wider political, social and cultural systems.  相似文献

Criminologists who examine prison siting and proliferation often take two approaches. On one hand, researchers explore citizens’ perceptions of prison siting in their community. Alternatively, they unpack consequences a prison brings to a region—often with attention toward whether they fuel economic growth. This discussion occasionally invokes the concept environmental sociologists commonly used to examine environmental injustices: LULUs (locally undesirable land uses). However, criminologists have not drawn on this concept to consider how environmental contamination and prison proliferation dovetail in the context of mass incarceration. Relatedly, environmental justice scholars have begun to suggest that prisons are rife with environmental justice issues that scholars in that subdiscipline should take seriously. Here, we draw these subfields into conversation with one another, as we see several important synergies. In particular, we heed Eason's (2017, Big House on the Prairie: Rise of the Rural Ghetto and Prison Proliferation. Chicago, IL: University of Chicago Press) call for a more robust theoretical framework interrogating the causes and consequences of the prison boom by making a case that environmental justice work on LULUs provides criminology an opportunity to understand prison proliferation more critically. In turn, we make the case that environmental justice scholars have inroads into the study of mass incarceration—especially as it relates to prison proliferation.  相似文献

This article examines how child welfare workers from three countries assess risk to a child in the context of different risk assessment tools, child welfare systems and welfare regimes. Previous research suggests that there are distinct differences between child protection-oriented child welfare systems such as England and the U.S., and family service-oriented child welfare systems such as Norway (Gilbert et al., 2011). We use a case vignette method to analyze how 299 child welfare workers from England, Norway and California (U.S.) assess risk. The case vignette describes the case of ‘Beatrice’, a nine year-old girl of Black African descent who was born with an organic heart disease and a cleft palate. We found that respondents from California assessed the risk to be the lowest, followed by respondents from England and Norway. The risk factors that respondents highlighted as important for their assessment also varied significantly between countries, displaying different perceptions of elements in a case constituting risk. Respondents from Norway, who, comparatively, practice within the context of the least regulated assessment platform, identified the most homogenous assessments and types of reasoning, whereas both the assessment of risk levels and identifications of risk factors were more heterogeneous among workers in England and California. We argue that the different risk assessment tools only partly influence what workers identify as risk factors in a case, and that type of welfare states and child welfare systems is also an influence. This study thus supports existing scholarship on the distinctions between child welfare systems. However, we also found significant differences in perceptions of risk factors between England and the United States.  相似文献

Abstract Fish consumption advisories fail to adequately help communities address the benefits and risks of eating potentially contaminated fish. We engaged community members and relevant institutions in identifying and implementing more effective risk communication in Michigan's rural Upper Peninsula. In 2004–2005, we collected data in four Michigan counties through focus groups, community dinners, public meetings and angler interviews. Residents express a strong affinity toward eating Great Lakes fish, though a minority of participants have read the official fish advisory. Participants lack an understanding of how bioaccumulation affects consumption risk depending on the type of contaminant. We attribute the situation to conditions of post‐normal risk that emerge through interaction of the structural dimensions of science and bureaucracy with a strong natural resource‐based culture that affects the agency of residents. The implications loom large as Michigan's Department of Community Health no longer distributes hard copies of the Michigan Fish Advisory.  相似文献

This article engages with problems that are usually opaque: What trajectories do scientific debates assume, when does a scientific community consider a proposition to be a fact, and how can we know that? We develop a strategy for evaluating the state of scientific contestation on issues. The analysis builds from Latour's black box imagery, which we observe in scientific citation networks. We show that as consensus forms, the importance of internal divisions to the overall network structure declines. We consider substantive cases that are now considered facts, such as the carcinogenicity of smoking and the non-carcinogenicity of coffee. We then employ the same analysis to currently contested cases: the suspected carcinogenicity of cellular phones, and the relationship between vaccines and autism. Extracting meaning from the internal structure of scientific knowledge carves a niche for renewed sociological commentary on science, revealing a typology of trajectories that scientific propositions may experience en route to consensus.  相似文献

This study investigates how members of anti-GM campaign groups and environment groups perceive the risks and benefits of genetically modified (GM) technology in food and agriculture. The study targeted these groups as the most risk-averse sector of society when considering GM technology. Survey respondents were asked to rank the current and future risks and benefits of GM and to rank GM risks against other health risks. Respondents appear to be unconvinced by the claims that future GM technologies will provide additional consumer (or environmental) benefit, since perceived future risks were ranked more highly than future benefits. Results support the claim that there is an inverse relationship between perceived risk and perceived benefit. Results also suggest that among the respondents there are differences of opinion regarding the degree of risk to health posed by the technology. Women and people living in rural areas, on average, ranked risks more highly than men and people living in urban areas. This study serves to fill a void in the understanding of the perceptions of anti-GM campaigners.  相似文献

There has been a deadly resurgence of black lung disease, particularly in central Appalachia. The disease has a long and contentious history in the United States. During the 1960s, coal miners and their supporters successfully mobilized for recognition and treatment of the disease when it was largely eradicated. We draw from literature on environmental health movements and contested environmental illness to analyze black lung advocacy and continued obstruction from the coal industry. Our data come from a case study that includes in-depth interviews, participant observation, and document analysis. Results indicate that the black lung movement is now being spearheaded by professionals, such as medical and legal advocates, who partner with retired miners and their supporters. Unlike previous organizing efforts around black lung, active miners are largely absent from current advocacy efforts. Our findings also reveal four major obstruction tactics utilized by the industry, including: (1) industry denial, (2) falsifying records, (3) fear and intimidation, and (4) contestation of new regulations.  相似文献
