This paper analyses the meanings of "integration" and "inclusion" in the context of disability services to determine the extent to which the latter signals a change in perspective rather than simply a change in terminology. It is argued that integration implies that disabled people need to be integrated into "mainstream" society and that it is they rather than society which is required to change. The policy response which results from this approach may thus be a technical one which focuses on physical integration alone. In contrast, inclusion takes as its starting-point the fact that a just state of affairs is one in which disabled people are included in society and hence the required policy response is a broad one which includes comprehensive civil rights legislation, an analysis of the effects of present and future policy on disabled people and the participation of disabled people in the democratic decision-making process. However, as disabled people are currently excluded from many aspects of society, the potential for an inclusive approach to be dismissed as being too idealistic is noted, and a number of possible barriers to its realization are discussed. It is concluded that whilst such barriers exist they should not, in themselves, provide a reason for inaction as an understanding of the implications of inclusion for policy and practice can provide a useful starting-point from which to bring about change.  相似文献

This article explores the religious roots of job security regulations in Western democracies by putting Esping-Andersen's famous social Catholicism thesis to the test. Esping-Andersen argues that due to religious socialization, Catholics exhibit more conservative family values, i.e. they tend to support the male breadwinner model. To sustain this model of family organization, Catholics are expected to support job security regulations. These regulations have been described in the literature as important determinants of gender-segregated labour markets and low female employment rates. Data from this article show that while Catholics indeed support more conservative family models, so do Reformed Protestants and religious persons in general. Furthermore, no relationship between religious denomination and preferences for job security regulations can be observed. The analysis thus refutes Esping-Andersen's social Catholicism thesis.  相似文献

This study investigates the variability in well‐being of people with disabilities in paid employment in two different labour market contexts: the beginning (1998) and end (2009) of a period of growth in non‐standard hours and work intensification. It focuses on the well‐being constraints that arise from three influences: a person's disability, a person's gender, and the labour market context. Hypotheses are developed using the social model of disability and social identity theory. Hierarchical moderator regression is employed to examine two national samples of nearly 4,000 people with disabilities in paid employment. Individuals who are most limited by their disabilities, particularly women, reported lower well‐being in 2009 than in 1998. Welfare‐to‐work policies affecting these disadvantaged groups are discussed in relation to the labour market and national regulatory environments.  相似文献

对改革开放以来北京市产业结构和就业结构变动趋势的考察及对二者的关联性分析表明:北京市产业结构正向着有利于促进就业的方向发展,第三产业的快速发展极大的促进了就业扩张。但是,就业结构滞后于产业结构是影响北京市扩大就业的重要方面。因此,在继续调整产业结构促进就业的同时调整优化就业结构,合理配置劳动力资源,使之与经济结构的演进相协调,对于有效缓解北京市的就业压力,进而实现经济增长、结构优化、就业扩张的目标有着重要意义。  相似文献

China is experiencing rapid population ageing and already has 44 million older people with disabilities aged over 59 years. Yet social support of these older people with disabilities is undeveloped and not well researched. This article contributes by using a disability rights framework (right to life and protection, economic security and social support) to analyze local cases in rural China. It finds that, although the family is still the main provider of economic and care support to rural older people with disabilities, the absence of a state role in welfare provision has negative impacts on the well‐being of older and younger generations in rural families.  相似文献

A shift in policy goals at the central decision-making level does not always produce the expected degree of change in policy implementation. This article investigates what actually happens at the local level in respect of the implementation of the reformed Employment Insurance Programme of Korea through case studies covering three district governments. Given the sources of difficulty in implementation, local case studies show that the change that welfare reform sought has not fully materialised in reform implementation. Therefore, successfully pursuing welfare reform must involve the necessary change in the implementation process that follows reform decision-making.  相似文献

In this article we compare the introduction of individualized budget policies for people with disabilities in Australia and England. Data is drawn from semi‐structured interviews undertaken in Australia with politicians, policymakers, providers, disability rights groups and care planners, along with analysis of policy documents. This data is compared to the authors’ earlier research from England on the personalization narrative. We argue that the National Disability Insurance Scheme (NDIS) currently being introduced in Australia deploys an insurance storyline, emphasizing risk‐pooling and the minimizing of future liabilities. This contrasts with the dominant storyline in England in which attention has focused on the right to choice and control for a minority of the population. This difference can be explained by the different financial context: the NDIS needed to build public and political support for a large increase in funding for disability services, whereas in England the reforms have been designed as cost‐neutral. Tensions in the English narrative have been about the extent to which personalization reforms empower the individual as a consumer, with purchasing power, or as a citizen with democratic rights. Australia's approach can be characterized as a form of social investment, evoking tensions between the citizenship of people with disabilities now and the future worker‐citizen.  相似文献

This article provides a 'situated' gender analysis of the Colombian conditional cash transfer programme, Familias en Acción, offering empirical evidence from a specific rural setting. This 'located' approach shows that generalizations about gender implications of conditional cash transfer programmes in Latin America do not always fit neatly with realities. The article shows how the implementation of these programmes in a specific rural context, the municipality of Paipa, reflects a reinforcement of traditional gender allocations and responsibilities. At the same time, the local authorities, official workers and the mothers adapt the social programmes to recent gender trends. For example, men may carry out some domestic activities single-handedly, take care of children without their wives, women may leave men, and women and men may work together in off-farm activities, with husbands and wives taking joint decisions about domestic issues. In other words, the gender effects of the Familias en Acción programme in rural settings currently move between old gender customs and practices and changeable gender conditions. In Latin-American terms, it is possible to say that these conditions range between 'machismo' and 'feminist liberalization'.  相似文献

This research focuses upon employment in the new economy, exploring labour protection and social protection in the digital age in China. Through an empirical survey conducted in three Chinese cities, social insurance and the labour rights of employees in the digital economic sector, such as gig employment, e-commerce, and various other forms of online employment, have been examined in-depth. This study reveals new regulatory loopholes in the digital labour market, which have substantially eroded the basis of social policy arrangements in China, “softening” participation in social insurance branches and compliance with labour regulations remarkably. Drawing upon the theoretical concepts of Polanyi on embeddedness and disembeddedness, we argue that the digital employment sector in China has been increasingly disembedded from social institutions and social control. The new configuration in the digital field of social policy requires novel conceptual models and institutional settings to cope with increasing social risks in virtual spaces.  相似文献

Older people are beginning to represent a large proportion ofthe general population and have become a major area for socialprogramming in many parts of the world. However, neglect orviolation of older people’s rights is common. Until recently,there has been a surprising lack of advocacy on the part ofnon-governmental organizations (NGOs) and human rights activistsfor a legally effective international convention on the rightsof older people, as compared with other vulnerable groups suchas children and women. This paper argues that the introductionof an international convention on the rights of older peopleis long overdue. Such an international convention should containcomprehensive and legally binding provisions which would requireratifying states to promote older people’s rights. Itshould be reinforced by a strong monitoring system that wouldinvolve key members of the international community. This paperoutlines the arguments in favor of the creation of a transnationalhuman rights agreement for older people and proposes that internationalNGOs and human rights advocates should work toward creatingsuch a convention.  相似文献

This study examines the experiences of disabled people in Sri Lanka as they make the transition out of vocational training programmes into employment. This study was carried out using purposive sampling method to select ‘good practice’ cases and semi-structured interviews with 12 disabled people. The study applied thematic analysis to the qualitative data using NVivo software. The disabled people were found to have distinctive employment experiences following vocational training such as gaining work satisfaction, earning and spending income, presenting workability, expanding social relationships, and facing challenges. This study also identified key factors related to the transition process, including skills acquired through training, job opportunities, participants’ strengths and empowerment, supportive environments, and suitable work. These findings have important implications for both policy and practice.  相似文献

Employment‐based pension plans constitute the main form of pension provision in Latin America. Although recent pension reform in the region has focused on strengthening these, old‐age poverty remains high in most countries in the region, with older people over‐represented among the poor. The article argues that ensuring old‐age support for poor and vulnerable groups involves a different set of priorities and options for pension reform, namely a strong focus on tax‐financed public cash transfer programmes. Cash transfer programmes focused on poor older people are the missing piece of pension reform in the region. The article examines the experience of the handful of countries with such programmes in place, and draws the lessons for the future of social policy in the region.  相似文献

The Central Policy Review Staff (CPRS) attempted to create an ambitious strategy for the horizontal coordination of social policy in the UK during the early 1970s. The attempt – inspired largely by planning, programming and budgeting systems – was a failure, and gave way to a much modified ‘joint framework for social policies’ in 1975. Recent research has compared the CPRS's joint framework approach to the Labour government's promotion of ‘joined‐up government’ (JUG) in the 2000s. This article provides a case study of the CPRS's work on social policy planning, using archival sources. The case study addresses themes that remain significant, particularly approaches to and the politics of horizontal coordination. Finally, the article makes a modest attempt to signal the differences between the 1970s' approach and ‘JUG’.  相似文献

This secondary data analysis examined racial disparities in associations betwen welfare dependence/financial independence and human capital, local economy, and state TANF policies. A sample of 6,737 parents was extracted from the public-use data set titled “National Longitudinal Survey of Youth.” Results showed that restrictive TANF policies reduced African Americans’ likelihood of welfare use and increased likelihood of their financial independence. Multinomial logistic results also showed that, among Hispanics, employment growth in neighboring counties promoted welfare use; whereas among Caucasians such growth promoted financial independence. County poverty increased (a) Caucasians’ likelihood of welfare use and (b) Hispanics’ likelihood of being working poor; it decreased Caucasians’ and African Americans’ likelihood of financial independence. Across ethnic groups, education reduced likelihood of welfare use and working poor status; across minority groups, education increased likelihood of financial independence, but among Caucasians it decreased such likelihood. Across ethnic groups, occupational skills hindered dependence and improved odds of employment (regardless of welfare or poverty status). This study concluded the studied TANF policies and job markets were not color-blind. Interventions this study implies include less-restrictive TANF policies, generous support services, TANF staff cultural-competence training, and antidiscrimination rules. Research investigating particular TANF policies’ and services’ effects by ethnicity might prove useful.  相似文献

Denmark and the Netherlands are usually considered to belong to two different families of welfare states: the Scandinavian and the Continental model respectively. Yet, in both states active labour market policies, or activation, have increased during the 1990s and are currently prominent. Both in Denmark and in the Netherlands activation has been viewed as an important reason for the low unemployment rates which both states have experienced since the early to mid‐1990s, hence explaining the so‐called Dutch and Danish jobs miracles. The paper examines critically the activation measures taken in both countries and their alleged positive effect upon (un)employment. It further examines their effect on rights and obligations from a citizenship perspective. The paper concludes that in both cases the positive development of labour market performance cannot primarily be attributed to activation measures. Furthermore, activation has reduced the entitlements and increased the obligations affiliated with social citizenship.  相似文献

This paper critically examines new policies currently being implemented in England aimed at increasing the choice and control that disabled and older people can exercise over the social care support and services they receive. The development of these policies, and their elaboration in three policy documents published during 2005, are summarized. The paper then discusses two issues underpinning these proposals: the role of quasi‐markets within publicly funded social care services; and the political and policy discourses of consumerism and choice within the welfare state. Despite powerful critiques of welfare consumerism, the paper argues that there are nevertheless very important reasons for taking choice seriously when considering how best to organize and deliver support and other services for disabled and older people. A policy discourse on consumerism, however, combined with the use of market mechanisms for implementing this, may be highly problematic as the means of creating opportunities for increased choice and, on its own, risks introducing new forms of disadvantage and social exclusion.  相似文献
