Summary This paper explores the perceptions of social disqualificationor ‘stigma’ that service users attributed to publicchild welfare services in random samples of service users takenfrom the Netherlands, a part of Spain (Catalonia) and a partof the United Kingdom (Wales). It was found that, in all threesamples, foster and residential care invoked the greatest senseof stigma, while the health related and the preventive familyservices were perceived as the least stigmatizing types of publicwelfare services. Comparative analysis further revealed thata positive attitude towards the use of public welfare services,a perception of supportive or non-stigmatizing social normsregarding the use of such services, and a perception of publicwelfare services as helpful correlated in all three sampleswith higher levels of user satisfaction and involvement in theservices. It was further found that, in the British and Spanishsamples, a positive attitude towards public welfare services,as well as a perception of public welfare services as helpfulfor their recipients, were the predominating factors promotinghigher levels of satisfactory user involvement in the services,while, in the Dutch sample, a perception of supportive socialnorms was the factor that most promoted satisfactory user involvement.  相似文献

Summary Is there real sharing of decision-making responsibility withinsocial service agencies? What hope is there for participationby the consumer of services if the agency worker nearest andmost relevant to him has little voice or leverage within theorganization? This paper examines the notion of worker participationwithin the context of the social services department and theprobation service, noting the imperfections of the ‘publicmandate’ behind the authority structure of these organizations.Above all it looks for continuity between the values socialservice agencies publicly represent and the values in theirday-to-day dealings with their own staff and clients. Currenttrade union proposals for worker representation at committeelevel are considered, and Dutch experience in extending theworkers' council from the industrial to the social welfare sphereis presented as one alternative model.  相似文献

Summary The professionalization of social work in the UK during thiscentury has led to an occupational unity, but one in which therehas been continued struggle over the form and content of professionalism.This paper summarizes the key points of developments in thelast two decades, in which debates between professionalism andanti-professionalism and between specialization and localizationcan be discerned. Further changes in the welfare state haveprovided the impetus for continuing developments which, it isargued, integrate aspects from opposing sides of the previousdebates. The failure of social work to address issues of genderand of racism is considered, and related to the possibilitiesof greater service user participation. Welfare rights take-up activityhas become an important feature of provision by local authoritysocial services departments, frequently targeted on particulargroups of clients known to experience problems in claiming fullbenefit entitlement. Users of home care services are such aclient group. Take-up work with home care clients is also, however,a product of the impact of community care policy changes andof financial pressures on local authority social services. Thesehave resulted in the introduction of charges for home care servicesby many authorities, and the use of rebates from such chargesto protect low income service users. Welfare rights work hasthus become an important feature of the reconciliation of thesenew charging policies with the continued service needs of poorhome care clients. The research examined a successful take-upinitiative, linked to home care charges, in Sheffield and contrastedthis with similar activities in other authorities throughoutthe UK. The conclusion is reached that levels of non-take-upof social security benefits are particularly low amongst homecare clients and that benefit checks can secure significantadditional income for them, which may also have the indirecteffect of increasing the income to social services departmentsfrom the charges for home care services.  相似文献

This article examines the potential impact of institutional change on popular welfare support. The encompassing welfare state of Sweden provides an interesting case where the privatization of social service delivery has been widespread over the last decades. We use survey data from five rounds of the Swedish Welfare State Survey (1992, 1997, 2002, 2006 and 2010) in order to study how public preferences for the financing and organization of welfare services have changed over time. Based on a theory describing an ideal‐typical pattern of public support for an encompassing welfare model, we derive three types of public preferences: support for a pure state model, a pure market model and a mixed model (welfare services are funded by taxes but provided by private firms). We begin by tracking the development of these ideal‐typical attitude patterns between 1992 and 2010. We then investigate how preference patterns vary across municipalities displaying different degrees of privatization of social service delivery. Our results show that welfare support among Swedes over the last decades is better characterized as dynamic rather than stable. Swedes seem to take an overall more ideologically based position on the role of the welfare state over time. The share of respondents expressing such ideologically based preferences has increased from 54 per cent in 1992 to 78 per cent in 2010. This change is principally manifested in increased support for the state and mixed models. This trend seems to be parallel to the increasing share of private welfare service providers over the last decade. We also find a link between the municipal degree of privatization and support for our three ideal‐typical welfare models. Public support for a mixed welfare model and, to some extent, a market model, is comparatively stronger in municipalities where welfare services to a large extent are carried out by private actors. Conversely, data shows that public support for the traditional Swedish state model is more widespread in municipalities having a low degree of welfare services privatization. Lastly, we discuss some theoretical implications of our findings.  相似文献

This article examines changes to non-government social welfare, their impact on service delivery and on the social work profession. To redress the legacy of the past and the consequent inequalities in social welfare, in the first decade of democracy the government allocated the bulk of its welfare resources to transforming the social security system at the expense of social service delivery. As a result, South Africa has a costly social security budget with social services on the brink of collapse, leaving social workers and other social service professionals with low morale in the face of the huge challenge of providing welfare services with scarce resources, especially in the non-government sector. Nevertheless, social work remains an important role player in social development. From its marginalised position in the first decade of democracy, in the second decade it is repositioning itself as a recognised contributor to reconstruction and development in South Africa.  相似文献

Summary Turnover and wastage rates among social work staff are highand subject to marked variation between grades, locations andlocal authorities. Such high rates have a number of deleteriouseffects on the quality of social work, and consequently on clients,on the costs of delivering personal social services and on thegeneral administration and organization of social care. Employingdata on 13,750 basic grade field social workers employed byEnglish and Welsh local authority social services departmentsin 1974–75, turnover and wastage rates were predictedusing information on the personal characteristics of employeesand the workplace locations. The analyses revealed the importanceof age, sex, educational background, social work qualifications,length of service and workplace in determining the probabilitiesof changing social work jobs and leaving social work completely.  相似文献

The paper starts out by identifying a substantial increase in the use of welfare state typologies within comparative studies. This has developed to a degree where many authors take it for granted that the world consists of a limited number of well-defined welfare regimes. This discussion took off in 1990 and it is expected to continue as an important dimension of welfare and social policy research long into the next millennium. It is shown that the idea of ordering welfare states according to ideal-typical models dates back to the late 1950s and was elaborated substantially during the early 1970s, though rather unnoticed. The publication of Esping-Andersen's The Three Worlds of Welfare Capitalism in 1990 is identified as the starting point for what has now become a whole academic industry, here entitled the Welfare Modelling Business. Different typologies with different degrees of differentiation are discussed: should we consider welfare capitalism to come in two, three, four or more models? Though the differentiation into regimes is widely recognized, there have, of course, been many discussions about problems and shortcomings. Two major issues are elaborated: the one-sided focus on social insurance provisions and the simultaneous neglect of personal social services; and the parallel one-sided focus on state and market and the neglect of civil societal institutions such as family and networks. The paper concludes that welfare typologizing must take into account the kinds of programmes analysed: context matters.  相似文献

Summary The word ‘welfare’ is difficult to define becauseit combines within it a range of ideologies and actions. Twoconclusions are drawn from this: first, that social servicesshould be regarded as contributors to, but not providers ofwelfare; second, that the study of social work and social administrationshould be concerned not only with the relationship of ‘service’to ‘need’ but also with societal movements and pressureswhich determine the emergence of both. The article reviews theprofessed values of the welfare state, particularly ‘socialequality’ and the problems associated with its achievement,namely public attitudes, and the discontinuity between intentionand practice in the welfare services. A recent thread of debate in social policy research has been the ‘discovery’ of welfare services. Previous comparative studies in this field have been largely erratic and have led to different results. This ambiguity is mainly due to flaws inherent in the data sets. In order to overcome these problems, this article uses an alternative approach of operationalizing welfare services. Employment patterns in the welfare sector provide a holistic picture of welfare services regarding quantity, kind, and organization. Cluster analysis leads to a four‐cluster structure that bears high resemblance to the conventional welfare regime typology by Esping‐Andersen and its subsequent advancements. These findings are set in the context of the welfare regimes literature in order to enhance our understanding of the functioning of welfare regimes. The study suggests that the ideological orientation of the welfare state is a good starting point for a holistic framework of welfare regimes combining the transfer and the service component.  相似文献

Summary The article explores the condition of state social work in Englandtoday. It is based on interviews with experienced social workersemployed by local authority social services departments acrossthe north of England. These front line state social workersprovide a penetrating insight into the diverse ways in whichtheir work has been transformed and degraded and the mannerin which the needs of clients have been largely ignored. Fromtheir perspective, the election of a Labour government in 1997proved to be a massive disappointment and many social workersreported that it has further undermined state social work practice,workers and clients. The paper seeks to offer an explanationby noting the neo-liberalism of Labour's social policy and thedire consequences which flow from New Labour's fixation withwaged work as the principal solution to social exclusion andpoverty. Personswho lack money and apply for social welfare compensation generallyhave to turn to a public social welfare bureau where their eligibilityis assessed by a professional social worker. The central questionfor the present study is how social workers and clients dealwith the morally delicate question of personal financial deficitsand how this question should be processed in a formal and institutionalsetting by formal means. This problem is discussed through ananalysis of conversations between social workers and clientsat social welfare bureaux in the municipality of Stockholm,Sweden. In pursuing a formal inquiry the social worker is conductinga moral search: the social worker has to determine the moralcharacter of the client and the circumstances around his/herhandling of his/her own financial situation. The ‘relevantcharacteristics of the citizen’ that the social workertries to match with the beneficiary rules are of a moral nature.In this respect, the social worker is not only a social workerbut also a moral worker. In order to define and defend his orher moral character the client has to pursue the financial issueas a moral issue. Summary Attention is drawn to experience that much social work has beenundertaken on a base of common sense, personal intuition andfeelings that the client's situation has been 'understood'.Medical, sociological and psychological sources for theory whichhave given status to objectivity and implicitly deterministicways of thinking are criticized as sometimes contrary to usefulunderstanding and not supportive to constructive change. Itis claimed that a goal of social work theory should be to disciplinethe 'understanding' which exists in the practice and it is suggestedthat this might be based upon the investigation of the meaningwhich people give to the world in which they live and to theirself within that world. This phenomenologkal approach placessubjectivity and the role of the self-concept at the focus ofattention. As a working philosophy it incorporates the formativeinfluences of past experiences whilst also asserting the primacyof the person who may impose a new significance upon both thosepast events and his immediate situation. It is claimed thatsuch an approach might be the source of a discipline which couldrelate more intimately than hitherto the theory and good practiceof all concerned with social welfare and social change.  相似文献

Summary This paper describes the emergence and development of a neighbourhood-basedself-help organization. For over three years it has been staffedby self-styled community workers. For the first two years theworkers were mostly ex-students who hoped that this organizationcould be a means of effecting radical forms of social change.They have been succeeded by local people whose main purposeis to provide a social service. This transition produced disagreementbetween the different community workers. But it is a trend whichshould confound any stereotype ideas about community workersas always out of sympathy with all aspects of the establishment. The organization has moved from concern with one issue to providingvarious community services. It has passed through stages ofdevelopment characterized by the liabilities of newness, byattempts to' plan and consolidate and by efforts to resist becomingan established organization. The latter stages also became liabilitiesof 'success'. A central problem in this community work enterprise is the relationshipbetween participation and patronage. This refers to the problemof how to elicit and maintain local interest and support andthe paradox, that although outside help may be one way of ensuringthat local groups survive, it may also limit local people'sinvolvement and influence their goals. Dependence on patronsand a reluctance to organize local participation affected theorganization's development: patrons provided various resourcesbut were possibly a disincentive to the development of localinitiatives. The nature of free participation resulted in anunintended drift towards more conventional forms of social service,albeit in an unconventional setting  相似文献

Summary There has been little research attention paid to the natureand extent of social work intervention with children and youngpeople with invisible impairments. The recent study describedhere found that children and young people with a hidden andstigmatizing impairment received a social work service whichwas at a minimal level. The children and young people were affectedby physically induced incontinence, and described how they facedan environment which created particular tensions. Their parentsconcurred with this overall picture and reported unmet needs.Recommendations are made about social services input, but itis recognized that the level of social services interventionavailable to these families may, in part, be a reflection ofa low priority assigned to disabled children generally. It isargued that, although such an assignment is a common picturein recent research about social services provision to disabledchildren, a change in priorities is needed which recognizesthe importance of coherent support to disabled children as ameans of improving their environment and thereby reducing families'stress levels and the likelihood of abuse or rejection.  相似文献

This article begins with an examination of the role of social services as the key instrument of social investment strategy, presenting an empirical analysis of its impact on economic performance. A pooled time series, cross‐section analysis was conducted with the data of 15 welfare states from 1990 to 2007 under the ‘social investment hypothesis’ that more social service orientedness brings about a greater positive effect on the economy. The results show that a larger share of social service spending in the total social expenditure – more social service orientedness – contributes to economic growth and labour market performance, whereas a larger aggregate size of the welfare state may have a negative effect on employment. In conclusion, this study suggests that the relatively ambiguous welfare strategy of social investment could be clarified as a ‘transition from income security to livelihood security’ in which emphasis is placed on social service. Summary This article discusses visits paid to fifty-three families witha severely mentally handicapped adult living at home, most ofwhom were also quite severely disabled physically. Varying reactionsto the services offered by general practitioners and mentalwelfare officers are described and those factors influencingthe generally poor opinion of mental welfare officers' servicesare discussed. The importance of the daily routine of the familiesis emphasized and the difficulty of the mental welfare servicein providing services or practical assistance which helps withthe daily routine. Finally it is suggested that the social servicesshould see a greater part of their work as helping and enablingthe community to do better, and with less strain, the caringit does already and that this means that the planning of servicesneeds to start from the locality in which the handicapped personlives  相似文献

Summary What problems do social workers at social services offices haveto face in their child welfare work? How do they handle theproblems, and how important is the relation between the socialworker and the child's parents? The research project includes189 child welfare cases with 0–3-year-old children inten local communities in Sweden. The article shows that thesocial work can be categorized into four different types ofwork, where the work done, as well as the relation between thesocial worker and the child's parents, differ. (1) The socialworker is mediating help and support and has a positive contactwith the child's parents. (2) The social worker is exercisingcontrol and authority and has a negative contact with the child'sparents. (3) The social worker is doing treatment-oriented workand has a personal involvement and a relation to the parentsthat is important for the family and not exchangeable. (4) Thesocial worker is solely engaged in investigatory work with norelation to the child's parents, rather a neutral contact. Inthe categorization the concepts contact and relation are differentiated.Only in the treatment-oriented category, encompassing aboutone-fifth of the children, can one speak of a relation. In allcategories there are elements of both help and control, butdifferent ways of handling this doubleness.  相似文献

The aim of this paper is to investigate the relations between fiscal soundness and public social expenditure in advanced welfare states so as to reconsider the conventional wisdom that welfare expenditure aggravates national finances. Through this, I propose the clues of building the sustainable Korean welfare state. I focus on the interdependent relationship between fiscal soundness and public social expenditure based on fiscal sociology. Considering this interaction, I form two sets of simultaneous equations models and employ a special statistical method, three‐stage least squares (3SLS). The results regarding the causal relationship between fiscal soundness and public social spending indicate that, if public welfare spending is increased, fiscal health is damaged. However, as many comparative social policy researchers have pointed out, outcomes of welfare states differ from country to country according to the composition of public welfare spending. Specifically, some welfare states with priority given to social services such as vocational training or childcare services have maintained the stability of public finance. By extension, we can say that public social expenditures have a positive influence on fiscal soundness based on the composition of social expenditures. Finally, it is possible to create financially sustainable welfare states.  相似文献
