With the 1996 introduction of a new visa making it easier for employers to sponsor skilled foreign workers, temporary skilled migration has become a significant component of international migration flows to Australia. This paper examines employers' reasons for sponsoring skilled workers from abroad, their modes of recruitment, the occupational skills they require, and their industry profile. We also discuss issues relating to the perception of a shortage of skilled workers, the extent that sponsoring foreign workers substitutes for investing in local training, and the role of networks in recruiting overseas workers. Many employers' now have a global view of labour recruitment. While this is understandable for multinational companies with global operations, many small businesses and public sector institutions are adopting the same strategy to obtain skilled labour which they say is in short supply in Australia. With the internationalization of the Australian economy, there is also an increasing demand for people with specialized skills and knowledge that is not available in Australia's relatively small labour market. An understanding of the demand factors motivating temporary skilled migration is crucial to effectively managing Australia's migration and labour trends.  相似文献

This article aims to contribute to labour recruitment policy by demonstrating the relations between cross-border mobility and inequality through the lens of migration intermediaries. Drawing on thematic analysis of the MIDEQ project's in-depth interviews with Nepalese labour migrants (n = 20) in Malaysia, this research reveals the range of migration intermediaries along the recruitment chain, and shows contradictory roles played by migration intermediaries: they help migrant workers access employment and other opportunities thus overcoming inequality in mobility, whilst simultaneously reproducing socio-economic inequalities and the unequal power relations experienced by migrants. Hence, we identify a “middle space effect” that links migration processes with migration outcomes, reconstructing socio-economic inequalities in mediated migration. We highlight the role of state policies regarding migration and labour in co-producing such inequalities, and the embeddedness of middle space intermediaries in unequal global power dynamics, and we offer policy suggestions on regulation of labour recruitment and employment.  相似文献

Research on the migration industry has demonstrated the wide variety of roles played by private actors in international migration. However, so far little of this work has attempted to quantitatively measure the size and composition of these industries within particular migration schemes. Using the case of the H‐2 temporary working visa in the US, this article looks to better understand the prevalence, impact, and dynamics of the private labour intermediaries that offer services to US employers looking to hire workers from abroad. Using data from applications to hire foreign workers made to the US Department of Labor, this article finds that private intermediaries are extensively involved. Their broad inclusion raises questions of public and private authority in the visa programme, as the use of private intermediaries becomes necessary for employers to access and navigate the state institutions that oversee the programme.  相似文献

This paper analyses the causes, consequences, and policy implications of Lithuanian emigration following the country’s European Union (EU) accession in May 2004. After placing Lithuanian emigration in its historical context, the study assesses the recent dynamics, including the driving forces and characteristics of Lithuanian emigration at both the international and domestic level. The study finds that the primary determinants of this movement are both demand‐ and supply‐side factors. On the demand side, the labour shortages, decline in the working age population, and desire for cheaper labour in Western European countries function to attract Lithuanian labour. Concurrently, lower wages, higher unemployment, and the generally less developed economic conditions in Lithuania are encouraging Lithuanians to take advantage of the greater mobility that came with EU accession. The expanding networks linking migrants and potential migrants are facilitating this out‐migration, as well as the social mind‐set by which emigration is a perceived solution to socio‐economic difficulties. This study concludes that the consequences of this new emigration reality are mixed. The free movement of workers has helped to relieve pressure on the domestic labour market, drive down unemployment, place upward pressure on wages, and increase the remittances rate to Lithuania. However, concern is not ill‐founded; recent emigration has introduced labour market shortages, placed greater demographic pressure on the country, and increased the likelihood of brain drain. This study argues, therefore, that while Lithuanian emigration cannot and should not be stopped, Lithuania does have policy alternatives as a sending‐country that will help to mitigate the costs of emigration and maximize the benefits for the country’s long‐term development.  相似文献

This article addresses possible changes in Dutch employers' behavior regarding the recruitment and retention of older workers during the last decade. The authors analyze surveys administered to Dutch employers in 2000, 2002, 2005, 2008, and 2009. The results show that efforts to recruit older workers are changing, congruous with the economic climate, while retention behavior shows a clear and rather gradual time effect. The authors conclude that the position of older workers has improved between 2000 and 2008 and has done so in comparison with other underrepresented groups in the labor market. During the recession, recruitment of older workers declined substantially, while efforts to retain older workers are in both absolute and relative terms higher than in 2000. With respect to organizational policies, the authors conclude that throughout the period under observation these policies are dominated by measures that "spare" older workers.  相似文献

In response to fundamental market changes that are giving labour a much more central role in product market competition, employers often seek to extend their control over human capital beyond termination of the employment relationship. Although empirical studies are scarce, the use of restrictive post‐employment covenants is indeed believed to be widespread. But to what extent can employers lawfully restrict the freedom of their former employees? The author examines the criteria that courts in the United States have considered in balancing employers' legitimate economic interests against labour market efficiency and workers' post‐employment freedom and mobility.  相似文献

In little more than a decade, Italy has become a country characterized by immigration from abroad. This pattern is far removed from what central-northern European countries experienced during the 1950s and the 1960s.
Immigration has not been explicitly demanded by employers, nor has it been ruled by agreements with the immigrants' countries of origin, nor perceived as necessary for the economic system. For all these reasons, immigration has been chaotic and managed in an emergency and approximate way, even though it is deemed useful and is requested by the "informal" as well as the "official" economy.
Following presentations of statistics on trends in the phenomenon, three issues are analysed:
- how immigrants are integrated into a labour market that has not called them and into circumstances characterized by the absence of public policies to help them in their job search.
- whether it is possible to separate regular immigration involved in the "official" market from irregular immigration in the hidden economy, considering advantages of the first and harmful effects of the second for the Italian socio-economic system.
- whether it is appropriate to address complementarity between immigrant labour and the national labour force in a country with 2,500,000 unemployed workers and heavy territorial unbalances.  相似文献

Previous research on trends in the quality of work in Britain was carried out in a period marked by long-term growth and increasing prosperity. Although often taken as an exemplar case of a ‘liberal’ regime, the implications of an emphasis on deregulation and work-force flexibility for employees’ quality of work are arguably less serious when labour markets are tight and the market power of employees may oblige employers to be concerned about the retention and commitment of the work-force. The prolonged economic crisis that followed the economic recession of 2008–2009, however, provides a more severe test of the implications of a relatively deregulated employment regime for employee welfare. It is precisely under conditions of high unemployment and weak bargaining power that it could be expected to facilitate a sharp reassertion of employer prerogatives both to shed labour and to restructure work processes. Internationally, child welfare services experience chronic workforce shortages and high rates of staff turnover. One strategy adopted to fill critical workforce gaps is the international recruitment of social workers. Child welfare employers in Australia, New Zealand and the United Kingdom have a shared tradition of recruiting transnational social workers to address ongoing labour shortages in the Northern and Southern Hemisphere. This raises questions about the impact of this practice for those migrating social workers and about practice with indigenous populations. This paper scoped publications to identify emerging themes about social work movement between these countries, with a focus on knowledge that can prepare transnational social workers for the unique Australian context, including working with Aboriginal and Torres Strait Islander communities. The review found that international recruitment to statutory child welfare in Australia is not well researched, with limited evidence about the profile of recruits, the effectiveness of this strategy and retention rates. The demographics and experiences of overseas qualified social workers in child welfare over the past 40 years in the various Australian jurisdictions remain relatively unknown. There are major gaps in knowledge about the ways international recruitment affects outcomes for children, and their families, in Australia's statutory child welfare services delivery.  相似文献

A much neglected aspect in the comparative literature on labour market flexibility has ignored how employers' use of flexibility is affected by national differences in labour market characteristics. In this paper the case of part-time work, in the retail banking sector in Britain and France, is taken to show how the preferences of available female workers, together with differences in educational attainment, childcare provision, legal regulation, personnel policy and organizational culture affect employers' use of this type of flexibility. The main argument of this paper is that the type of flexibility employers can obtain from female workers varies between countries. Thus employers design jobs, consciously or not, in response to these differences. This paper supports the approach which emphasizes the need to integrate an analysis of economic production with social reproduction so as to enrich our understanding, from a comparative perspective, of the nature of contemporary work organization.  相似文献

Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

"This paper seeks to assess the value of the overseas-born members of the labour force in ensuring a flexible labour supply in New Zealand since the beginning of the 1970s. Three main issues are considered: first, the role of the labour market in New Zealand's immigration policy; second, international migration trends and the labour market; and third, the evidence on migration and labour market segmentation in New Zealand." Data used are from official external migration statistics, quinquennial censuses, and recent research. The author notes that "in New Zealand immigration measures are currently being taken that emphasize that immigration continues to add to the flexibility of the labour market while uncontrolled emigration is a major cause of labour market instability." In this article, I suggest that transnational labour markets are characterized by their multi‐layered embeddedness, not only in national but also in transnational institutional settings. Hence, the national institutional factors formerly at the centre of sociological labour market theories insufficiently explain the newly emerging transnational labour markets. To account for the full complexity and institutional context of the latter, I propose an inductive theoretical approach to transnational labour markets and develop a research heuristic to instruct empirical studies about particular transnational labour markets and inductive theory building. This heuristic draws on analytical categories as developed by the new economic sociology of markets. The empirical example of the transnational labour market that matches eastern European workers to jobs in the German meat industry serves to illustrate how one can use this heuristic, which reveals some preliminary features of transnational labour markets compared with national ones, as well as some research gaps to be addressed by future studies.  相似文献

The paper argues that co-operative firms play a set of roles in market economies, based on the co-operative values and principles that are rarely noted in economic literature. Among other, those roles are to internalize market externalities, to serve as laboratories for social innovation, to espouse social entrepreneurship, to promote ethical business practices, and to aid in development. While economic literature has been focused primarily on the ownership and control structure as a source of the difference, we argue that this focus paints an incomplete picture. The principles of co-operation may supply additional insights in addressing questions why co-operatives may thrive in areas of low labour mobility, prevalent market failures, oligopoly markets, and labour intensive industries. They may also offer insights into strategies and survival in global markets of successful co-operative firms.  相似文献

Employment is an essential activity that can generate income for people with disabilities, but very little is known about the interplay between disabled women, family and paid jobs. This article, therefore, sets forth a qualitative method for examining barriers that affect the employment opportunities of physically disabled women. Findings drawn from face-to-face interviews with 20 physically disabled women who live in rural poverty in Thailand clearly indicate that physical barriers from built environment, personal limitations; attitudinal barriers from the non-disabled community, especially employers; and over-protection from families limit their employment opportunities. Despite showing their interests in the labour market, these women are still left behind and trapped in rural poverty. The author argues that this situation is due to the non-disabled community ignoring the potential of these women. The author also recommends that the government of Thailand, NGOs and disability organisations should introduce strong tailored interventions and a multifaceted approach to address the medical, social and legal aspects of restricted participation in the labour market in order to improve the employment prospects of women with physical disabilities.  相似文献

Abstract Rural communities rely increasingly on local development organizations (LDOs) to promote economic development. The rise of LDOs has been the source of much debate. Using a national data set that links local governments with development organizations, we contrast the economic development activities, and their outcomes, of local governments and development organizations in rural America. We find that LDOs are involved in more economic development activities than are local governments. They are more successful at business recruitment and more effective at retention/expansion, both in number of firms and in jobs. The organizational networks of LDOs and local governments consistently influence their effectiveness. Finally, we examine the effects of an LDO's presence on the outcomes of business recruitment and of retention and expansion activities. The results suggest that the LDOs' success may be due in part to the networks in which they are embedded and to the amount of effort they make to promote growth.  相似文献

Current research has failed to examine how women's opportunities in the labor market, in combination with their human capital attributes, differentially affect the likelihood that they will live in poverty. This study overcomes this limitation by placing specific emphasis on the role that labor market opportunities play in contributing to, or reducing, women's and men's risk of poverty. In addition, differences in poverty risk by urban and rural labor market areas are examined, as labor market dynamics vary substantially by rurality. Using the PUMS-L and STF3C for 1990, logistic regression techniques are employed to address these issues. Our results indicate that women across all labor market contexts have a significantly higher risk of poverty than men, and incorporation of labor market characteristics fails to explain this higher risk. However, the economic opportunities available in the labor market play an important role in determining how an individual's credentials, family background, and work experience translate into poverty risk. While individual attributes play a smaller role in explaining rural women's likelihood of living in poverty, women in both urban and rural labor markets face more limited economic opportunities than their male counterparts. This suggests that a "gendered" context of opportunity remains a barrier for women's movement out of poverty in both urban and rural labor markets.  相似文献

In mainstream International Political Economy (IPE) writings on globalization, the multinational corporation (MNC) is placed at the centre of the emergence of a global market economy. Allied to this view is the normative position that these firms will have a positive, developmental impact on the states that they invest in. This article presents a gendered political economy perspective on the process of foreign direct investment (FDI), arguing that liberal IPE has failed to understand adequately the impact of the MNC on host states because of its attachment to ideas of rational action and modernization, and its assumption that the market is a gender-neutral space. By contrast, in this article, I argue that by looking at the gendered nature of recruitment practices within an MNC we are forced to confront the way in which firms work with existing inequalities embedded in the economy of the host state in order to secure a supply of low cost labour. The article presents case study research from an MNC operating in Malaysia, focusing on how company recruitment intersects with local social divisions based upon gender, ethnicity as well as age, rural–urban divides, class and education. I suggest that via its recruitment strategies, the firm plays a role in the construction of gendered and racialized inequalities. I argue that the MNC needs to be investigated as a site for the active construction of gendered identities across globalizing production lines, thus moving away from the traditional focus of feminist analysis of East Asian development on the experiences of the workers themselves.  相似文献

It is often maintained that contemporary foreign labour recruitment programs have taken an increasingly selective stance and that skills are increasingly crucial in granting migrants easier access and stronger welfare and residency rights in receiving countries. The paper provides a retrospective account of the evolution of Italian labour migration management, paying attention to the changing selection criteria reflected in some of its “front, back and side doors”. It will be shown that Italian labour migration management is increasingly embracing a bifurcated regime of deservingness. Despite some recent tentative signs of change towards an increased evaluation of high skills as a selection principle embedded into a competitiveness‐driven frame, over the last decades labour migration management has been largely dominated by the recruitment of a low‐skilled workforce. The paper discusses the emergence of a specific construction migrants’ deservingness placing Italy in a peculiar position in a European context.  相似文献
