文章以上海为例探讨在当前我国社会化养老初级阶段,家庭照料的重要作用,指出社会化养老服务体系不是替代家庭养老功能,而是应该维持家庭的照顾能力,帮助和支持家庭更好地履行养老责任。最后,文章从政策制定及法律保障、医保梯度支付、居家养老服务提供、支持家庭照料者几个方面构建鼓励家庭成员承担老年照料的支持体系。  相似文献

沉重的家庭照料负担极易导致农村重度残疾人家庭陷入致贫返贫风险.对河北、河南、山东、湖北及广东等地428个农村重度残疾家庭的调查显示,家庭成员是重度残疾人最主要的照料者,以提供生活照料为主.农村重度残疾人家庭不仅面临着医疗康复等客观负担、照料者的精神负担和心理压力,还面临着因照料重度残疾人所产生的机会成本.当前,农村重度残疾人照料负担的社会分担机制存在着明显的短板.为巩固拓展残疾人脱贫攻坚成果,防止贫困边缘群体返贫,需要大力整合残疾人社会救助、老年福利及扶贫政策资源,扩大集中托养服务覆盖面,开展照料者照料知识和技能培训,构建照料负担的多元参与分担机制.  相似文献

This paper examines the relationship between the number of dependent children and medical debt outcomes. Results show that the presence of dependent children in the household increased the probability of having any medical debt by 8 % for “high” financial burden households, 4 % for households at the 50th percentile of the income distribution and 3 % for privately insured households. The amount of medical debt by households at the 75th percentile of the income distribution was also increased. These findings show that the number of dependent children in the household was associated with medical debt for households in the middle of the income distribution. These results may be explained by the fact that those households at the lower tail of the income distribution are more likely to have public coverage, which tends to have lower cost sharing compared to those with private insurance.  相似文献

SUMMARY. The last fifteen yeas have seen rapid changes in the financial circumstances of households with children. They are increasingly found among those on the lowest incomes and are over-represented among households dependent on income support for their survival. At the same time, changes in the social security system have left claimant families with greater financial responsibility and reduced access to additional sources of financial support from the state. The article reviews these changes in the economic welfare of households with children, paying particular attention to the circumstances of low-income families. It looks in turn at trends in household income, at changes in the social security system and at the patterns of debt and unmet needs reported by parents caring for children on low incomes.  相似文献

A larger share of individuals 65 and older have been staying in or returning to the labor force since the late 1980s. Because Social Security was changed from providing incentives for earlier withdrawal from the labor force to providing incentives to remain in the labor market longer, we can expect to find a relationship between the Retirement Earnings Test removal and labor force participation. The findings have implications for welfare policy such that they can increase the portion of older adults who work.  相似文献

This study offers knowledge about factors associated with a key type of family change, namely, two- to-three-generation household transformations, which are poorly understood, despite increasing numbers of three-generation households, especially ones headed by females. Using a representative sample of 5,874 Australian children, results showed that the circumstances of children in two-generation households differed greatly by family structure. Thus, before investigating determinants of three-generation household formation, children were first grouped as living in either two-parent or single-mother households. For both groups of children, several factors were found associated with three-generation household formation. In two-parent households, the odds of three-generation household formation decreased with mothers?? ages, fathers?? higher educational attainments, and more children, but increased as children grew older. In single-mother households, the odds of three-generation household formation decreased with mothers?? higher educational attainments, increasing income, and more children, but increased if mothers had never been married and worked more hours. Living in rural areas decreased odds of three-generation household formation for children in both types of households. Overall, grandparents appear to play a relatively more important resource role in three-generation, mother only households than in three-generation, two-parent households.  相似文献

This paper asks, in the context of recent legislative changes, what can be done to support more citizens in England and Wales with learning disabilities to vote in national elections? This issue is addressed through (i) a review of recent disability access campaigns that have reported discrimination against, and the under‐representation of, adults with disabilities in UK elections; (ii) a review of recent research undertaken in the USA into the assessment of competence to vote and research undertaken in England that conclusively documents the under‐representation of voters with learning disabilities in the 2005 general election. It is proposed that a ‘functional approach’ to developing an individual's capacity to vote could help to fulfil Article 29 of the United Nations' Convention on the rights of persons with disabilities that gives all people the same political rights.  相似文献

Civil society strengthening programs aim to foster democratic governance by supporting civil society organization (CSO) engagement in advocacy. However, critics claim that these programs foster apolitical and professional organizations that have weak political effects because they do not mobilize citizen participation. This literature focuses on how donor programs lead to low legitimacy of CSOs with citizens, limiting the means to develop agency toward the state. Here I investigate the influence of CSO legitimacy with donors and citizens on civic agency. Empirical research was conducted in Bosnia–Herzegovina on CSOs considered legitimate by donors, citizens, and both. I found that different forms of legitimacy were associated with different strategies and agency. CSOs with both forms of legitimacy, which have not received much attention until now, turned out to be of particular interest. These CSOs demonstrated agency as intermediaries between donors, government, and citizens, which enabled greater agency and broader outcomes.  相似文献
