Low female labor market participation is a problem many developed countries have to face. Beside activating inactive women, one possible solution is to support the re-integration of unemployed women. Due to female-specific labor market constraints (preferences for flexible working hours, discrimination), this is a difficult task, and the question arises whether active labor market policies (ALMP) are an appropriate tool to help. It has been shown that the effectiveness of traditional (ALMP) programs—which focus on the integration in dependent (potentially inflexible) employment—is positive but limited. At the same time, recent evidence for Austria shows that these programs reduce fertility which might be judged unfavorable from a societal perspective. Promoting self-employment among unemployed women might therefore be a promising alternative. Starting their own business might give women more independence and flexibility to reconcile work and family and increase labor market participation. Based on long-term informative data, we find that start-up programs persistently integrate former unemployed women into the labor market, and the impact on fertility is less detrimental than for traditional ALMP programs.  相似文献

This paper examines fertility behavior of women in Kinshasa, Zaire's capital city with a population of roughly four million. We look at relationships linking women's education, employment, and fertility behavior (children ever born, age at first marriage, contraception, abortion, breastfeeding, and postpartum abstinence), using data from a 1990 survey of reproductive-age women. Other things equal, there are significant differences by educational attainment and by modern sector employment in lifetime fertility and in most of the proximate determinants as well. The results suggest that modern contraception and abortion are alternative fertility control strategies in Kinshasa, with abortion appearing to play an important role in contributing to the observed fertility differentials by education and employment. The dramatic increases that have taken place in women's access to secondary and higher education are likely to reduce fertility in the future, while the effects of Zaire's current economic and political crisis are uncertain. Our findings are consistent with some of the arguments of Caldwell et al. (1992) on a new type of fertility transition in sub-Saharan Africa. If Zaire seeks to lower fertility, policy efforts should be made to soften the impact of economic crisis on school enrollments and enhance opportunities for young women to remain in school, at least well into the secondary level. Policy should also seek to promote more effective marketing and delivery of modern family planning services, so as to induce women to substitute modern contraception for abortion as a means of controlling their fertility.  相似文献

Although Pakistan remains in a pretransitional stage (contraceptive prevalence of only 11.9% among married women in 1992), urban women with post-primary levels of education are spearheading the gradual move toward fertility transition. Data collected in the city of Karachi in 1987 were used to determine whether the inverse association between fertility and female education is attributable to child supply variables, demand factors, or fertility regulation costs. Karachi, with its high concentration of women with secondary educations employed in professional occupations, has a contraceptive prevalence rate of 31%. Among women married for less than 20 years, a 10-year increment in education predicts that a woman will average two-fifths of a child less than other women in the previous 5 years. Regression analysis identified 4 significant intervening variables in the education-fertility relationship: marriage duration, net family income, formal sector employment, and age at first marriage. Education appears to affect fertility because it promotes a later age at marriage and thus reduces life-time exposure to the risk of childbearing, induces women to marry men with higher incomes (a phenomenon that either reduces the cost of fertility regulation or the demand for children), leads women to become employed in the formal sector (leading to a reduction in the demand for children), and has other unspecified effects on women's values or opportunities that are captured by their birth cohort. When these intervening variables are held constant, women's attitude toward family planning loses its impact on fertility, as do women's domestic autonomy and their expectations of self-support in old age. These findings lend support to increased investments in female education in urban Pakistan as a means of limiting the childbearing of married women. Although it is not clear if investment in female education would have the same effect in rural Pakistan, such action is important from a human and economic development perspective.  相似文献

通过构建家庭效用函数模型,论证了家庭收入增长中女性收入对家庭生育决策的影响,说明了随着女性收入的提高,会降低生育率。进一步,通过引用女性劳动参与率、受教育程度及就业方式作为女性收入对生育率影响的中间变量,再运用相关数据进行实证分析,发现女性劳动参与率、受教育程度对生育率有着负向的影响,而女性非全日制就业方式对生育率有着正向的影响。再进一步,对亚洲各国生育政策的调整进行国际比较,探讨生育政策的具体措施与影响女性收入的三个因素之间的关系,最后针对中国目前的生育水平提出两方面的建议:硬政策的完善和软环境的支持,以有助于提高人口素质,优化人口结构。  相似文献

Preference theory is a new approach to explaining current and future patterns of employment and fertility among women in modern societies. Although economists usually claim that preferences cannot be measured, methods for identifying women's and men's lifestyle preferences were developed and applied in British (and Spanish) national surveys, confirming the results of previous British and American studies showing three distinct lifestyle preference groups. The results confirm the heterogeneity of women's preferences and suggest that preferences are the primary determinant of fertility and employment decisions. The implications for policies to raise fertility are discussed.  相似文献

This study examines the role of both individual adolescent expectations of market and nonmarket income and aggregate influences on first birth timing for Blacks and Whites and for three birth cohorts of American women. Using two panels of the National Longitudinal surveys, results suggest that between-race differences in age at first birth result from differences in individual expectations about market and nonmarket income. Cohort differences in age at first birth result from relationship differences in both individual and aggregate influences, with aggregate influences differentially altering the role of individual expectations on first birth timing. These results suggest that employment policies that reduce poverty and increase wages would effectively delay childbearing. For Blacks, since early childbearing results from lower expectations about future economic success, similar fertility timing patterns between the races would result if Blacks had White employment and wage levels. Over time, these employment and wage policies will not only alter individual expectations about economic success but also will alter the impact of expectations on fertility timing.  相似文献

This paper shows that financial intermediation can influence fertility and labor allocation decisions by raising market wages. The increase in wages induces some households to abandon “traditional” labor intensive methods of production managed at the household level and supply labor to “modern” sector firms. Since it is optimal for households in the modern sector to have fewer children, the labor allocation decision leads to lower national fertility. A panel VAR using financial intermediation, fertility and industrial employment share data in 87 countries is estimated. Previous studies report that neighborhood characteristics influence pregnancy and childbearing risk among African-American adolescent women. These studies, however, leave unidentified the effects of many neighborhood properties on the proximate determinants of nonmarital fertility. In this study I examine the effects of neighborhood characteristics on the risk of nonmarital first intercourse and on contraceptive use among black female adolescents. The results suggest that neighborhood socioeconomic status, female employment and marital dissolution rates, and peers’ departure from mainstream lifecourse trajectories influence young black women’s sexual and contraceptive behavior. The effects of female employment and socioeconomic status are greater for teens in urban neighborhoods than for teens living elsewhere.  相似文献

There is little empirical evidence on how working conditions affect women’s employment and fertility choices, despite a number of studies on the impact of individual-level and institutional factors. The article addresses this gap by examining how family life stages are related to particular aspects of job quality among employed women in 27 European countries. The central argument of the analysis is that high-quality jobs are conducive to both transitions to motherhood and employment after childbirth as women select into these roles. Accordingly, mothers of young children, if employed, are expected to have relatively better quality jobs. Four dimensions of job quality are considered: job security, career progression, working time and intrinsic job quality. The results indicate that mothers with young children are more likely to hold high-quality jobs than women at other life stages with respect to working time quality and job security, but with some variation across countries for job security. The findings highlight the importance of high-quality jobs for women’s fertility decisions and labour market attachment after childbirth, with implications for European employment policy.  相似文献

This study investigates the role of female labour-market attachment and earnings in childbearing progressions in two very different European contexts. By applying event-history techniques to German and Danish register data during 1981–2001, we demonstrate how female earnings relate to first, second and third birth propensities. Our study shows that female earnings are positively associated with first birth fertility in Denmark, while this is not the case in West Germany. We interpret our findings based on the fact that Danish social context and policy encourage women to establish themselves in the labour market before becoming mothers, while the German institutional context during the 1980s and 1990s was not geared towards encouraging maternal employment. For higher-order births, the results are less clearcut. For Denmark we find a slightly positive correlation between female earnings and second-birth fertility, while the association is somewhat negative for third-order births. In Germany, women tend to leave the labour market when becoming mothers. Non-employed mothers have elevated second and, in particular, third-birth rates. For the group of mothers who are employed, we find only a weak association between their earnings and higher-order fertility.  相似文献

Abstract The first part of this study (which appeared in the preceding issue of Population Studies) assessed the extent of the decline in fertility in the countries of the area during the last 10-15 years, and analyzed the purely demographic aspects ofthis phenomenon. Part II examines the socio-economic differentials in fertility, with regard to such variables as urban-rural residence, socio-occupational and employment status of women, educational attainment, income and housing conditions, and the consequent impact of structural changes in these characteristics of the population on observed fertility trends. The broad conclusion is that the fertility differentials usually found in western societies are also relevant to the socialist countries of eastern Europe, and that the dramatic falls in fertility in the 1950's and the 1960's have largely been the outcome ofthe deep and rapid structural changes, particularly those associated with urbanization, educational attainment and the incidence of female employment. The last part of the study is concerned with the impact on post-war fertility trends of social legislation and of general economic policies, particularly in the fields of employment and income. An appraisal of the extent of family planning is followed by a discussion of the recent pro-natalist measures introduced in most countries of the area and of their effectiveness.  相似文献

The paper examines hypotheses that certain aspects of status of married women such as (i) decision-making power; (ii) employment status and (iii) educational status, are positively associated with use of contraception and inversely related to fertility performance. The study is based on 1,130 women of reproductive age (15-49) who are currently married and living with their husbands and reported to be fecund. The data are drawn from a cross-section of working and non-working women of Dacca City. The hypothesis that each of the above status variables is related to fertility behaviour (measured as current use of contraception and number of children ever-born) is confirmed, with the sole exception of the relationship between female employment status and fertility behaviour. Female participation in the labour force has little or no effect on use of contraception, particularly among those who belong to higher education and income groups. However, in the lower education and income groups, fertility and use of contraception vary with work experience. The findings clearly point out the need to improve the status of women in order to achieve a breakthrough in the use of contraception and a reduction in fertility.  相似文献

The oft-observed inverse relationship between economic activity in the formal or informal sector and levels of fertility is attributed to the opportunity costs of reproduction. The economic and social policies that initiate and maintain the substantial flow of federal transfer payments to the Puerto Rican population is likely to reduce the opportunity costs among women participating in the informal economy; therefore, informal labor market participants will have fertility levels more like women who have never worked than like women active in the formal labor market. Using data from the 1982 Puerto Rican Fertility and Family Planning Assessment, this paper compares fertility differentials among ever-married women who have never worked, who have ever worked in the informal economy, and who have only worked in the formal economy. Contrary to expectations, the fertility levels of informal labor market participants are more like those of formal labor market participants; economic activity in either sector is associated with bearing fewer children. Federal transfer payments do not appear to reduce the opportunity costs of reproduction among women employed in the informal economy. This paper considers the impact of an extended family structure on the fertility behavior of married women in Taiwan. A sequential duration model is applied to identify the differences in fertility behavior during the early and latter stages of a woman's reproductive period. Heterogeneity adjustments which correct the respondent-specific characteristics are also implemented. It is found that living with the husband's parents has an impact on the wife's fertility only at the early stage of her childbearing period, and that the subjective son preferences together with the objective fact of no son in the previous 2 births do force a wife to expedite her third birth. These results are robust across different cohorts during the demographic transition and under different specifications of hazard functions. Understanding how households make fertility decisions is important to implementing effective policy to slow population growth. Most empirical studies of this decision are based on household models in which men and women are assumed to act as if they have the same preferences for the number of children. However, if men and women have different preferences regarding fertility and are more likely to assert their own preferences as their bargaining power in the household increases, policies to lower fertility rates may be more effectively targeted toward one spouse or the other. In this paper, we test the relevance of the single preferences model by investigating whether men and women's nonwage incomes have the same effects on the number of children in the household. We find that while increases in both the man and woman's nonwage income lower the number of children in the household, an equivalent increase in the woman's income has a significantly stronger effect than the man's. In addition, we find that increases in women's nonwage transfer income have the strongest effects on the fertility decisions of women with low levels of education. The most important policy implication of our results is that policies aimed at increasing the incomes of the least-educated women will be the most effective in lowering fertility rates.  相似文献

This paper investigates the structure of the relationship between female education and fertility. It is based on data published in First Country Reports of the World Fertility Surveys for eleven countries—Costa Rica, Colombia, Dominican Republic, Panama, Fiji, Korea, Malaysia, Pakistan, Sri Lanka, Thailand, and Indonesia. The cumulative marital fertility of educated women is shown to be similar in different settings. A lack of uniformity in the education and fertility relationship including the curvilinear nature of this relationship observed across countries is shown to be attributable to marked differences between countries in the average fertility of women with no education rather than to the presumed differences in the average fertility of the educated women. The structure of the relationship is shown to be similar across several developing countries. This analysis suggests that advancement in female education can be expected to influence fertility behavior even without simultaneous changes in other factors such as increasing opportunity for participation in the paid labor force in the modem sector.  相似文献

This article examines the effects of English proficiency and female education on cumulative and recent fertility within the Mexican-origin population in the U.S. To ascertain whether the cultural or the human capital aspects of linguistic variables have the greater salience for fertility behavior, fertility patterns of bilingual women are compared with those of monolingual women speaking English or Spanish. Using the 1980 U.S. Census 5 percent Public Use Microdata Sample for ever-married Mexican-origin women aged 15-44, we find that for almost all age cohorts, the effects of English proficiency are negative and increase with rising education. The strength of the interaction is greater in younger age groups. Greater English proficiency is also associated with a more negative impact of education for native- than foreign-born women. Overall, the influence of "opportunity cost," as opposed to cultural factors, is more important in shaping the fertility behavior of these women.  相似文献

In this work, I study the impact of fertility on mothers’ employment for a sample of developing countries. Using the event of multiple births as an instrumental variable (IV) for fertility, I find that having children has a negative impact on female employment. In addition, three types of heterogeneity are found. First, the magnitude of the impact depends on the birth at which the increase in fertility takes place. Second, the types of jobs affected by a fertility shock (multiple births) are jobs identified with a higher degree of informality, such as self-employment or unpaid jobs. Finally, the heterogeneity analysis reveals that an unexpected change in fertility is stronger at a higher education level of the mother and in urban areas.  相似文献
