In Korea the independent living movement has made great strides since the late 1990s. This paper describes the current status and future directions of Centers for Independent Living (CIL) in Korea. This paper discusses the following. First, the demographic and historical perspectives of disabilities are described for context. Second, the disability movement and the independent living movement are described. The current status and operations of CIL are then explored in detail. Finally, the current issues and future directions of CIL are discussed. To facilitate independence among disabled people several critical tasks must be addressed: the establishment of relevant laws, the development of various funding sources, unification of the two associations for CIL, the development of the capacity of CIL staff and the establishment of an international network for sharing information and experiences. Achieving the goals listed above will advance the Korean independent living movement and, therefore, the international independent living movement.  相似文献

Independent living movements of disabled people are emerging in Asian countries, supported by independent living centres (ILCs) in Japan. A study was conducted in Japan to explore the impact of the training program offered by Japanese ILCs to disabled people from other Asian countries. A sample of 35 people was selected by a snowballing method. The sample included former trainees from Asian countries and Japanese personnel from disability organizations involved with the training program. In‐depth interviews and a focus group were conducted to obtain information about the program, the experiences of the trainees and Japanese hosts and the budding independent living movement in Asia.  相似文献

In contrast to the previous scholarly focus on anti-discrimination, which has long been described as a salient topic in the disability research area, this article discusses evidence to conclude that disabled people in China are inclined to deny social discrimination instead of finding ways to fight for social inclusion. Through interviews and observations, this article generalizes five types of causes – institutional causes, environmental causes, societal causes, familial causes and psychological causes – to explain an ‘observed phenomenon’ of discrimination denial in China. The authors worry that the phenomenon of discrimination denial might represent an even deeper type of discrimination, which might severely hinder the inclusion of disabled people into the mainstream. It is hoped that scholars may pay more attention to the intricate nature and fundamental paradox related to disability discrimination in non-western societies.  相似文献

This article explores the multiple and shifting ways in which disability intersects with other sources of social disadvantage. Disablism forms part of an intricate web of social conditions that subjugate certain forms of ‘student-subjects' and create compounding forms of oppression and exclusion that need to be addressed through relevant education policy and practice. Intersectional understandings of disability expose the multiple dynamics that impact upon constructing disabled students' identities. These identities should not be regarded as fixed and transcendental entities gauged against varied bodily, mental and psychological differences, but should be understood in conjunction with the ways in which race, gender and socio-economic status intersect with the experience of disability. Intersectional understandings of disability, drawn from intersectional feminism and disability studies, destabilize reductionist accounts of individual pathology and privilege new forms of pedagogical thinking and acting that prioritize a social justice framework in tackling wider systemic rigidities and oppressive educational regimes.  相似文献

Current discussions regarding the relationship between welfare governance systems and employment promotion in disability policy appeal to a rejuvenated neo-liberal and paternalistic understanding of welfare governance. At the core of this rationality is the argument that people with disabilities not only have rights, but also duties, in relation to the State. In the Australia welfare system, policy tools are deployed to produce a form of self-discipline, whereby the State emphasises personal responsibility via assessment tools, ‘mutual obligation’ policy, and motivational strategies. Drawing on a two-year semi-longitudinal study with 80 people with a disability accessing welfare benefits, we examine how welfare governance subject recipients to strategies to produce productive citizens who are able to contribute to the national goal of maintaining competitiveness in the global economy. Participants’ interviews reveal the intended and unintended effects of this activation policy, including some acceptance of the logic of welfare-to-work and counter-hegemonic resistance to de-valued social identities.  相似文献

This paper discusses the impact of neoliberalism on disability policy and activism. The paper highlights the neoliberalisation of postsocialist disability policy, as well as the convergence between the neoliberal critique of welfare-state paternalism and the advocacy of disabled people’s movement for deinstitutionalisation and direct payments (personal assistance). The discussion is supported by examples from Bulgaria and the United Kingdom. In conclusion, the paper argues that neoliberalism confronts the disabled people’s movement with two difficult tasks: to defend self-determination while criticising market-based individualism, and to defend the welfare state while criticising expert-based paternalism.  相似文献

Sexuality is a taboo subject in disability services, leading to insecurity for both service users and personnel about how to handle upcoming situations. In Sweden, there is also a lack of policy in this area, highlighting the need to study sexuality both as an individual and a political, and in this case also, depoliticized issue. A critical feminist policy analysis reveals that norms around disability, sexuality and professionalism in a particular legal, political and cultural context strongly influence the willingness to recognize disabled people’s sexual rights. The Swedish case indicates a need for increased transnational work to develop ethical, professional and non-discriminatory rights-based approaches to sexual facilitation.  相似文献

This paper reports on qualitative content analysis research and critically analyzes the state’s intention to use the International Classification of Functioning, Disability and Health as a tool to develop a national disability assessment system that will guide social policy developments, and particularly the allocation of pensions and benefits to disabled people. The work uses Cyprus as an example, and reviews the most important issues arising from a recent study prepared by the Department for Social Inclusion of Persons with Disabilities. The most important points stemming from the analysis are grouped and discussed in such a way as to shed light upon the most controversial aspects of the proposed assessment system, such as the definition of disabled people in national laws, and the implications of associating social policy with the assessment of disability and functioning. Welfare state services are currently challenged by a key contemporary issue relating to citizens’ independence. But very little attention has been paid to how this affects the relationships between providers and receivers of welfare services. As the objective of cash-for-care systems is to enhance users’ independence by giving them the role of an employer in relation to their care workers, this article focuses on the implications of this system for user–care-worker relationships. Based on the findings of a qualitative cross-national study in Norway and the United Kingdom, the article suggests that the British system tends to foster one of two kinds of relationships – a master–servant type of relationship or a strong solidarity/emotionally-based relationship – while the Norwegian system rather tends to encourage a more professional type of relationship. In everyday practice, however, relationships can be mixed types or they can even resist the direction more usually taken within the particular cash-for-care system.  相似文献

Most Israeli children who spend their youth away from their birth parents live in youth villages. The majority of these children come from either the geographical or social periphery of Israel. Since the 1990s the youth villages have specialized in absorbing immigrants mainly from the former Soviet Union (FSU) and Ethiopia. The paper reports on a survey conducted among the professional staff in the youth villages. This study explores their perceptions of the readiness for independent living of adolescents on the verge of leaving youth villages and examines how readiness is associated with individual and familial characteristics. A structured questionnaire was mailed to youth villages asking professionals to anonymously complete the survey. The total sample include reports on 1256 adolescents who spent in the current setting on average 3.3 (SD = 1.8) years. For many of them this was the first out-of-home placement. Generally, workers have a favorable assessment of the youths' readiness for independent living. Still, they report that many of the youths do not have any of the necessary skills for independent living. Additionally, there are sub-groups that are more disadvantaged and at greater risk because they lack skills for a successful transition from care. The findings indicate that youth of Ethiopian origin are more disadvantaged with regard to skills related to school, the job market, finances, interpersonal relationships and normative behaviors, whereas youths from FSU present fewer skills pertaining to military service. The findings emphasize the important role Israeli youth villages have in supporting underprivileged adolescents in acquiring basic skills for adult life and suggest guidelines as to which sub-groups and in which area programs should be developed.  相似文献

However, there is a lack of academic works that take a critical disability studies view towards the analysis of disability in Singapore. This work aims to address this gap by adopting a critical social model-led analysis of disability policies in Singapore. The article examines the rhetoric of inclusion, how disability is defined and its implementation through various policies in Singapore. The shift from segregated facilities to community settings did not automatically lead to social inclusion for people with an intellectual disability (ID). Policies are increasingly decentralized but little is known about the factors that are important to realize social inclusion in the neighbourhood. This literature study identifies five domains barriers and facilitators for social inclusion in the neighbourhood: individual characteristics, informal network, professional care, neighbourhood characteristics, and government policies. The findings suggest that social inclusion in the neighbourhood is a dynamic process that shows a series of complex interactions between environmental factors and personal characteristics to provide opportunities for people with an ID. It is recommended to include the perspectives of people with an ID and other neighbourhood residents in future research on social inclusion. Specific attention is needed for the role of neighbourhood social capital in achieving social inclusion in the neighbourhood.  相似文献

The aim of this study was to improve understanding of the experiences of adolescents with disabilities concerning meetings that affect their possibility to receive personal assistance in Sweden. Qualitative inductive content analysis was used to describe their experiences. Overall adolescents were found to be reluctant to participate in meetings. Two main approaches could be discerned – taking part and taking part by proxy. The adolescents who took part in meetings tried to adapt their self-presentation to fit with the social workers’ requirements by presenting their worst self, giving requested information, using support and raising their voices. The adolescents who choose to participate by proxy were either being involved or not being involved. Being involved implied involvement before and/or after the meeting. The meaning of participants’ strategies was examined through a social constructivist lens. The results indicate that ‘performing disability’ during the meetings is a prerequisite for obtaining personal assistance. In its current form adolescents’ participation is reduced to tokenism and this raises questions about how to implement a child perspective.  相似文献

Two national data sets (the Panel Study of Income Dynamics and the Survey of Income and Program Participation) are analyzed to compare housing afford-ability and quality between U.S. disability households and other households and by region. The researchers conclude that disability households in the United States are at risk of inability to afford housing. In addition to higher housing-income ratios, these households are more likely to be older, in poverty, in poor or fair health, and on public assistance than other U.S. households. They are also more likely to carry severe housing cost burdens, to be in housing poverty, and to be receiving housing assistance. Regional differences among disability households and their housing seem to echo geographic economic and population trends, as well as regional variances in the housing stock. The data, which did not address housing accessibility, are less clear about disability households' risks relative to housing quality. Her research interests include housing for special needs populations, community housing needs assessment, and housing policy. She received her Ph.D. from Virginia Polytechnic Institute and State University. His research interests include professional practice and the housing needs of special needs populations, particularly the homeless. He received his Master's degree from California State University at Chico. He is a Housing Extension Specialist with the Cooperative Extension Service. The independent living agenda has become dominated by a rights focus that has helped drive national-level shifts in setting norms and changing mind-sets. This paper is concerned with examining how rights are utilised by service providers in the process of facilitating independent living. Drawing on an empirical study of providers in Ireland, the paper identifies the strategies being used to put rights into practice. The findings show that in the process of creating a well-managed support arrangement for each individual, providers often take a delicate approach to using rights, and sometimes dilute their guiding principles when engaging in ongoing complex negotiations between individuals, families, staff and volunteers. The disabled people's movement can contribute to the shared learning required in enabling managers handle this process better, rather than solely rely on an abstract call for rights.  相似文献

Tourism, although a relevant part of the modern lifestyle in economically more developed countries, is even in these countries not accessible to all, with particular barriers existing for persons with disabilities. These barriers are not only physical, but also internal, cultural and social. Tourism and leisure have revealed many benefits for individuals with a disability, enhancing personal development, quality of life, recovery and contribution to social inclusion. This article discusses the potential of tourism for people with disability and presents the results of an exploratory study undertaken in Portugal aiming at a better understanding of this market and its profile, desires and constraints experienced when participating in holidays and leisure activities. This information should contribute to the debate on the potential contributions of tourism to improving social inclusion of persons with disability, while simultaneously permitting tourism providers to better integrate this group in their clientele.  相似文献

China’s disability policies are changing, some of which are gradually closer to the requirements of the Convention on the Rights of Persons with Disabilities. Based on the social model of disability, this article explains the driving forces of disability policy reform, and especially adopts the critical policy analysis approach to evaluate the revised education policy along with the rehabilitation policy of disabled people. The inclusive education policy is improving disability policy issues the most compared with others because of the disability advocacy by disabled persons’ self-help organizations. Meanwhile, the nascent rehabilitation policy is typically top-down oriented by the government. Public participation may be the main way forward, especially with the growth of the disability movement in China. It is hoped that scholars pay more attention to the transformational disability policy in non-western settings.  相似文献

The recent financial collapse of Northamptonshire County Council sets a worrying precedent for local authorities in the United Kingdom, and in particular for disabled people who depend on services provided by local authorities, such as Direct Payments for personal assistance, for their daily living needs. While the Northamptonshire situation has been blamed on financial incompetence, we argue that it has deeper roots in austerity policies implemented by Conservative-led governments since 2010 on a national level. We also argue that the placement of responsibility for funding personal assistance services in the hands of local authorities creates a deeply unjust ‘postcode lottery’ for disabled people, and we call for a national right to all services necessary for independent living, regardless of cost.  相似文献

The last 30 years has seen significant developments in the Australian housing sector for people with disabilities. Despite much change in the sector, and advancements in disability services, the range of current supported housing options for younger Australian adults with a neurological disability remains vastly under-developed. This is despite a widely accepted and endorsed recognition that, as is the general population, people with all forms of disability have a right to housing of their choice. This paper presents a timely critique of the key actions made by the Australian disability and housing sectors and subsequently proposes a more informed approach to supported housing design and development: one that is based on a comprehensive understanding of consumer housing priorities and preferences, and is conducive to a person’s biopsychosocial health.  相似文献
