Several hypotheses are put forward with respect to promotion differentials between males and females on the academic labour market. These hypotheses are tested on the basis of a longitudinal data set of academic staff members at Utrecht University. The methods applied include Poisson regression, Negative Binomial analysis and Probit analysis. Full-time instead of part-time work and a Ph.D. degree prove to be efficient but not sufficient instruments for women on the academic labour market to catch up with men with respect to promotions. 相似文献

Abstract. This paper explores the gender wage differential after the exit from school in France. Using survey longitudinal data on young men and women leaving the French school system in 1998, we show that the residual entrance‐level wage differential by gender may be explained by the expected gender differential of access to job opportunities. A hierarchical classification is used to estimate the probability to obtain easy access to non‐subsidized jobs. After control for hours worked and hierarchical levels, and for the predicted values of this previous estimation, we find no significant impact of gender on entrance‐level wages. 相似文献

This paper investigates why the incentive to moderate wages in an environment of rising unemployment differs so strongly among the OECD countries. In the first part we develop an insider-outsider bargaining model in which the wage results from a confrontation of the insiders' wage claims and the employer's wage offer. The second part of the paper empirically tests the model's predictions for the determinants of wage flexibility. The degree of centralization of wage bargaining, the extent of active labour market policy and the characteristics of the unemployment benefit system are shown to be relevant determinants. 相似文献

The importance of wage structure is frequently interpreted as indirect evidence of the role played by labour market institutions. The current paper follows in this tradition, examining the role of wage structure in explaining the trend in the gender wage gap over the period 1973–91 for both Australia and the UK. The focus is upon whether changes in wage structure (and associated gender wage gap) both across country and over time are compatible with institutional explanations. Combining comparisons both cross‐country and over time yields a more stringent, albeit indirect, test of the role of institutions. 相似文献

This paper analyses the structure of the Brazilian Labour Code (CLT), the changes introduced since its approval in 1943, emphasizing the new Federal Constitution of 1988, the costs of labour and of dismissals for employers, the structure of union organizations, the regulation of collective bargaining and capital labour conflicts, and the process of wages determination. Abstract. This paper examines the labour market in Macedonia, a country with the highest unemployment rate in Europe. I describe labour market institutions and policies during the transition. I also examine job creation and job destruction using firm‐level data and I estimate short‐term and long‐term elasticities of the labour demand. The analysis shows that there are regulatory barriers to the labour market flexibility. I can also conclude that the privatization of socially owned enterprises has failed to promote job creation. Nevertheless, labour market problems seem to stem from factors other than substantial sluggishness of firms in adjusting employment to variations in wages. 相似文献

ABSTRACT: The specification of a model for selection to labour market training is studied. Based on present value maximization, it is demonstrated that frequently adopted specifications of wage equations yield selection models containing a difference between alternative wage rates paid in the training period. In addition, the training effect on future wage rates can be sign determined. Using this, we test the hypothesis of present value maximization. A test that is robust against omitted variables and heteroskedasticity is used. Based on a sample of unemployed Swedish workers, we find positive training effects for most sub-groups. 相似文献

The structure of the European labour market is highly differentiated by geo-graphical area. If the 1992 integration is likely to induce short-medium term adjustment effects on employment, these will mostly affect regional labour markets. Negative adjustments will follow different distribution patterns, probably exacerbating current regional disequilibria. On the other hand, still little known are the geographical features of the European economic, social and production structures. Although many studies have recently concentrated on the analysis of local labour markets, few of them have addressed the issue of Community regions. Through multivariate and cluster analyses of structural data on regional labour markets, the paper offers a confirmation of the explanatory power of local market analysis, as applied to the European area. The structural features of each elementary area are captured by three factors only that allow the construction of a coherent classification of EEC regions in four major clusters. This classification is used to identify the “weak areas” that, after a reconsideration in unified terms of European cooperation policies, should be the object of new development interventions. 相似文献

ABSTRACT: After unification, East German GNP dropped severely, total employment fell to about two thirds of the former level. Long-term labour market prospects remain poor. From the very beginning up to now, labour market policy (short-time work, early retirement schemes, work creation measures, further training and retraining) absorbed much of the surplus labour supply. Regulations were changed to allow for‘“mega-measures” (contrasting the traditional individual approach). A new co-financing model links work-creation measures more closely to regional structural policy. The recent EU initiatives on employment policy and the “Luxembourg employment strategy” underscore the relevance of benchmarking as an instrument for improving labour market performance and labour policy effectiveness. This paper presents the major results of a research project aimed at exploring the application of benchmarking techniques to convergence between the European labour markets. After synthetically describing the development of benchmarking techniques in the private and the public sectors, the paper addresses the crucial question of defining labour market performance and presents the possibility of creating labour market performance and policy benchmarks through the construction of efficiency frontiers. A second possibility explored is the radar-chart approach, a presentation technique that allows both for single dimension and overall performance monitoring. The paper then faces the problem of broadening the scope of benchmarking from the identification of benchmarks to the understanding of performance gaps through more comprehensive analytical tools. In this area, useful contributions are provided by the employment systems and the transitional labour markets approaches. The concluding section stresses the role of normative decisions, as well as the possible political challenges implied by a thorough application of benchmarking techniques to labour market convergence. 相似文献

Abstract. This paper uses proxies for university quality derived from Performance Indicators to evaluate the impact of university quality on the early labour market outcome of a cohort of recent Italian graduates. Institutional research quality is found to have a negative effect on the probability that both male and female graduates will be overeducated. Additionally, research inputs are positively related to men's wages. In contrast, teaching quality does not appear to enhance students’ economic success. 相似文献

ABSTRACT: The state of disequilibrium which the labour market in Italy (as in all the major industrialised countries) presents, has been the centre of debate in political and economic circles for many years now. How should this disequilibrium be interpreted, considering the complexity of the phenomena found in the labour area? Can they be modeled into global explanatory schemas of general economic theory? The authors believe the complexity of these phenomena can neither be ignored nor simplified, but accepted as a distinguishing feature of the labour market, and thus have to be interpreted on the basis of numerous and often contradictory control variables. This paper hence outlines the principle sources of Italian labour market data available, in order to provide a rational and critical guide to interpreting the available indicators. The sources examined are both institutional (the ISTAT and Ministry of Labour surveys) and private (the employers associations of Confindustria, Assolombarda and Federmec-canica). Abstract. The article intends to point out some of the main changes that are taking place in the structure of the labour market in Europe and the role played by the recent waves of immigration from Third World countries. The main features of these new migratory flows are that they involve a much larger number of states, both as sending and as receiving countries. Secondly the majority of the migrants workers tend to hold secondary labour market jobs or to work in the informal sector. In Germany the international peace process has important consequences for the economy, especially for the labour market. The German armed forces will be reduced from 520,000 to 370,000. Nearly three quarters of the approximately 830,000 foreign soldiers stationed in Germany are in the process of leaving the country. Parallel to this there will be a reduction of about 100,000 jobs for civil employees. There are strong indicators showing that the market of civil employees is an “internal market” (of the type often described by labour market segmentation theory) and there are high barriers against the mobility of workers. Measures of active labour market policy (especially of the German Federal Office of Labour) supports the transition of civil workers into new jobs. These provisions are assisted by measures of regional policy in regions with relatively high unemployment rates, where the dissolution and reduction of garrisons affect the prosperity of entire regions. In conglomerates with high growth rates, however, positive consequences of the disarmament process can be expected. 相似文献

The main purpose of this study is to investigate whether variations in mobility grants have affected internal migration in Sweden. The paper also contains an exploration of how changing labour market conditions influence the migratory behaviour of the unemployed in comparison with other individuals. The results indicate that total migration flows respond to changes in labour market conditions in accordance with predictions from economic theory. This finding seems mainly to stem from the migratory behaviour of the unemployed. Furthermore, non-matching migration subsidies at the levels employed are not found to be migration enhancing. 相似文献

ABSTRACT: Chronic unemployment and slow employment growth in some countries have led to calls for more labor-market “flexibility”. This paper defines the flexibility issue in terms of legally-mandated “severance”, a generalized employment cost linked to seniority. A mandated severance benefit can stand for a variety of programs including employer-provided employment guarantees, payments which must be made to laid-off workers, and compensation for wrongful discharge. Such a mandated cost can be seen as a payroll tax on the employer, raising the issue of tax incidence. Employers often take the view that labor costs are given and that mandated costs are simply add-ons to pre-existing cost levels. However, the literature on tax incidence suggests that a significant portion of “employer-paid” payroll taxes are shifted to labor in the form of lower wages. Such shifting should reduce the dis-employment effects attributed to severance. A model is provided of a firm upon which a severance mandate is imposed. Even at the micro level, the firm can shift some of the cost of severance to employees by lowering wages — although at the expense of higher turnover costs associated with increased quit rates. At the macro level, to the extent that firms reduce employment, there could be still further downward wage adjustments which would shift the severance burden to labor and mitigate the dis-employment effect. Ultimately, if the natural rate of unemployment is raised by severance mandates, the age-old question is raised of why wages do not fall in the face of labor surpluses. The true inflexibility to be explained, therefore, is in wage determination. 相似文献

ABSTRACT: In this paper the author analyses the influence of the past labour market history of an individual on the length of employment spells he will experience. Most empirical works emphasize the so called Markov model, which implies that the probability of an individual changing state depends only on the state currently occupied. Using data on the labour market histories of a sample of unemployed persons, we specify and estimate a reduced form model where job separation rates arc a function of the entire labour market history and of variables related to personal characteristics and labour market conditions.
