Since the 1880s various investigations into the everyday life of German white-collar workers have been conducted by social scientists, journalists and politicians. In 1929/30 Siegfried Kracauer published his famous study “The White-Collar Workers. News from Present-Day Germany”. Since then several academic disciplines have started to focus on the economic, organisational, medical, social and psychic aspects of everyday living and working conditions of white-collar workers. The corresponding cultural aspects, however, have so far met with almost total neglect. Including the recapitulated version of a case history on white-collar voluntary associations, the article suggests that more attention be paid to those social groups that constitute the majority of today's working population, not only in Germany, but in most Western countries.  相似文献

This paper focuses on the help‐seeking process in the field of child welfare and, with a view to identifying some of the key conditions which facilitate the process, it examines the ways in which the German system responds to parental requests for help. It is based on recent comparative studies between English users of child welfare and protection services and a similar group in Germany and on discussions with German and English social workers. It is suggested we can usefully learn from the preventative services available in Germany under the Children and Young Persons Help Act (1990) which make both help seeking and help giving more straightforward. This paper examines the exercise of the rights to freedom of association and collective bargaining by platform workers. It focuses on several significant developments involving the collective organization of platform workers worldwide, and considers the rights to freedom of association and collective bargaining as human rights. It contends that the shifting context of work has led to changes in modern workplaces, which, in turn, have generated a novel interest in the adoption of a human rights-based approach towards labour protection. This approach considers that all workers are entitled to rights, such as the right to collective bargaining, which derive from international human rights instruments.  相似文献

This paper examines the notion that blue-collar workers have been converting from working-class to middle-class orientations as a consequence of gains in income and education over the past few decades. Cross-sectional analysis of survey data for white workers and spouses reveals that a considerable manual-nonmanual subjective class schism persists when remaining differences in income and education are taken into account. The gap is maintained both by an adherence to working-class identification among blue-collar workers at all socioeconomic levels and by a weaker tendency for these workers, compared with white-collar workers, to use income and educational status as criteria for self-placement in the class system. Longitudinal analysis further indicates that embourgeoisement among blue-collar workers has been slight and suggests that the manual-nonmanual gap in class orientations is widening.  相似文献

In recent years workers in the United States have become increasingly vulnerable to spells of long-term unemployment, which are often accompanied by self-devaluation and the internalization of stigma. The existing literature consistently finds that dominant self-help career support institutions activate individualistic cultural narratives that obscure the shared and structural determinants of career challenges and often intensify the self-stigmatization and emotional toll of long-term unemployment. This paper examines an alternative approach to support based on sociologically-informed discourses and practices. Drawing on in-depth interviews of long-term unemployed white-collar workers who received such support we explore whether and how sociologically-informed support practices can reduce self-stigmatization and help workers confront the challenges posed by long-term unemployment. We show that self-stigmatization is not an inevitable outcome of unemployment in the American cultural context, and that the application of a sociologically-informed approach to support can activate narratives focused on the shared and structural roots of unemployment. The activation of such narratives counteracts the debilitating internalization of stigma and generates what we call a “re-valuation” of the self. Beyond long-term unemployment, the findings in this paper suggest broader benefits to American workers from institutions that foster a sociological imagination for contextualizing employment-related challenges.  相似文献

After the collapse of the communist regime East Germany became the prime example of a ‘Big Bang’ strategy of transformation. Rapid marketization and privatization brought about a disastrous economic downturn. But immense transfer payments from West Germany and the import of a well‐developed system of social security institutions accompanied the transformation, minimizing social costs. This article summarizes the main developments and analyzes their impact on the living conditions of East German households. The indicators presented cover labour force participation, business activities and economic inactivity in the household context; relative income position, poverty, income inequality and the self‐assessment of income changes; consumption and livelihood. The article reveals both the different experiences of gains and losses within East German society and the (in some respects) advantageous position of East German households compared with households in Hungary, Poland, and the Czech and Slovak Republics.  相似文献

In this article, we analyse immigrant integration against the background of German society’s social cohesion. First, we examine the integration process and policies with regard to the integration of first-generation labour migrants into the German ‘national society’ since the 1960s. Even though these ‘guest workers’ were confronted to ethnic and political exclusion owing to the so-called German integration model, they experienced socio-economic integration and, at the local level, some form of political participation. Secondly, we analyse the policies and the integration process of immigrant youth, specifically those of Turkish descent, into contemporary German society, the social cohesion of which is impeded by social exclusion and urban segregation. Our hypothesis is that – in spite of a long-standing refusal to recognise itself as an immigration country – Germany has to some extent incorporated its migrants and achieved an integration consensus, while paradoxically, national integration models in several other Western European countries are currently going through a deep crisis.  相似文献

With the 1996 introduction of a new visa making it easier for employers to sponsor skilled foreign workers, temporary skilled migration has become a significant component of international migration flows to Australia. This paper examines employers' reasons for sponsoring skilled workers from abroad, their modes of recruitment, the occupational skills they require, and their industry profile. We also discuss issues relating to the perception of a shortage of skilled workers, the extent that sponsoring foreign workers substitutes for investing in local training, and the role of networks in recruiting overseas workers. Many employers' now have a global view of labour recruitment. While this is understandable for multinational companies with global operations, many small businesses and public sector institutions are adopting the same strategy to obtain skilled labour which they say is in short supply in Australia. With the internationalization of the Australian economy, there is also an increasing demand for people with specialized skills and knowledge that is not available in Australia's relatively small labour market. An understanding of the demand factors motivating temporary skilled migration is crucial to effectively managing Australia's migration and labour trends.  相似文献

Abstract  This paper examines several foreseeable scenarios about the effects of information technology on the labor market and the process of individual's income attainment. While I do not intend to exclude other factors, I argue that computer literacy and information literacy are two distinct but complimentary factors, and that they will be the two critical issues in determining the productive capacities of workers in the multimedia age. I view information literacy as a firm-specific skill, and argue that it will be the key factor in determining the production function of workers within the firm. Computer literacy is viewed as the endowment of information literacy skills. Workers with higher levels of computer literacy will be at an advantage at the time of labor market entry. Further, such workers are more likely to have higher rates of return on firm's investments in information literacy skills. thereby yielding higher productions. Based on the premise that information technology and labor are complementary components which should reveal an increase in the demand for higher skilled workers, I suggest that income differences are likely to widen along the lines of educational attainment and establishment-size. The "Implications" section (V) of the paper examines several issues for further research in this incipient field of sociology.  相似文献

Malaysian construction is highly dependant on immigrant labour; immigrants account for nearly 70 per cent of its workforce. Although they have aided the sector's rapid expansion, it has not been without costs. This paper examines the impact of immigrant labour on construction. The main finding is that immigrants, being largely unskilled, did not contribute to skill formation. Instead, they accumulated skills on‐the‐job, which were lost when they returned home. There was no evidence that immigrants displaced domestic workers since they were concentrated in jobs rejected by Malaysians. Furthermore, unlike in earlier periods, legal immigrants were no longer a cheap option, given the regulations governing their employment. They were not used to cut costs per se, but were used because domestic workers were not available in sufficient numbers. Despite the large immigrant presence, the general wage level increased, though admittedly not as rapidly as it might have in their absence. The reliance on immigrant workers has increased the need for supervision and quality control, thereby reducing the savings in cost; nonetheless, immigrants have helped keep costs in check. Surprisingly, rising wages and the continued shortage of labour have not led to a widespread adoption of labour‐saving methods. This is partly because productivity increases have managed to outpace wage increases, though this advantage is petering out. Also, immigrant presence has kept wages, as a proportion of total costs, manageable. The over reliance of the sector on immigrant labour is not desirable, especially since the majority is drawn from one source ‐ Indonesia. Any disruption of supply from this source can undermine the Malaysian economy. To avoid this, Malaysia must vary its source of immigrant labour and intensify efforts to attract domestic workers by improving conditions in construction.  相似文献

Casual labour is defined in this article as labour lacking security of income and employment. It is argued that such labour has remained an integral type of labour organization in modern capitalist economies, and has even been expanding both in advanced and declining sectors. The article studies in detail one specific process of casualisation-the transition to subcontracting in the case of cleaning work, as it took place in Israel. The major considerations leading to such a transition are specified - the desire to cut costs and to find new sources of labour. The basic differences between subcontracted labour and direct wage labour are discussed, focusing on the intensification of labour, the deterioration of wages and benefits and the obstacles to workers organization. The relation is then examined between subcontracted labour and the composition of the labour force, primarily the displacement of Jewish by Arab women workers and the differentiation which has developed between groups of subcontracted workers on the basis of gender, nationality and citizenship. The role of the state and the labour movement in this process of casualisation is highlighted throughout the discussion. Concluding with some final comments of the more general significance of casual labour for the highly organized Israeli labour force and working class.  相似文献

Unemployment is a pervasive and stubborn feature of contemporary social and economic life. This review article focuses on the meaning and experience of contemporary white-collar unemployment in the United States. After explaining the empirical and theoretical rationales for the focus on white-collar workers, this review delves into three aspects of white-collar unemployment: who loses jobs; what unemployment means for one's sense of self, marital relationships, parent-child relationships; and how the process of job-searching and re-employment unfold for unemployed white-collar workers in the US. Throughout, I take an intersectional approach, identifying how sensitivity to structural location in the labor market and the family can augment our sociological understandings of these important issues. This article argues that in order to fully understand the geography of labour migration to global cities, it is necessary to consider economic forces in conjunction with mediating socio-cultural influences. Support for this argument is based on an examination of the pattern of migration to Hong Kong, a city which plays a significant role in the world economy.
Reported here are the results of an analysis of recently released 1996 by-census data, and the authors' interviews with foreign domestic workers in Hong Kong. These findings have shown that highly skilled immigrant workers were drawn largely from developed countries, the main sources of inward investment in this city, while less skilled immigrants were drawn from less developed neighbouring labour markets.
While the geographical pattern of immigration followed broadly that predicted from Hong Kong's position in the world economy, the results have revealed that cultural influences such as language and social networks are also important in shaping the economic roles of migrant workers.  相似文献

This paper traces the labour processes and working conditions of wood engravers in France and England during the 19th century as the process of production of the illustrated periodicals became increasingly industrialized. It argues that the bulk of 19th century wood engravers should be considered as one of the first classes of proletarians in the mass media industry. The paper first looks at the general socio‐economic conditions from which 19th century wood engravers emerged as proletarians. Second, it examines wood engraving workshops, wood engravers' working conditions, their training and type of production. Lastly, it discusses the hierarchical relations between editors‐publishers and wood engravers, the wood engravers economic conditions, their socio‐cultural attitudes towards their work and the control exercised on them in the labour process. With the industrialization of the production of illustrated periodicals, wood engravers formed a class of waged workers who owned no means of production, had little autonomy or creativity in their work and sold their labour power to fabricate illustrations. Workshops operated as factories, training apprentices to mechanically reproduce fragmented segments of illustrations in an assembly‐line type of labour and based on a rigid hierarchy in which engraver‐apprentices were at the bottom.  相似文献

This article examines the ways in which young migrant men are constructed as potential employees in a British town where service sector employment, often on a casual or precarious basis, dominates the bottom end of the labour market. Low‐wage jobs in many British towns are now constructed as feminized, low waged and demanding personal skills of empathy and servility. In this context, young men, and especially young men of colour, including recent in‐migrants, are at a disadvantage, constructed by employers, agencies, co‐workers and customers as less eligible workers than ‘locals’. We use the experiences of young men from Goa as a lens though which to trace the ways in which expectations and experiences when looking for employment produce a hierarchical division of labour in precarious jobs at the bottom end of the service sector.  相似文献

Determinants of foreigner outmigration from host countries have attracted considerable attention. However, minimal research examines the influence of firms’ working environments. Although the third largest economy, Japan's inability to attract skilled foreign labour remains a concern. This study is the first to investigate the effect of Japanese firms’ labour segmentation practices on foreign workers’ outmigration intentions. Segmentation refers to firms’ concentration on foreigner-specific skills, regarding foreign labour as complementary to local workers. This is widely practised because of immigration policy's avoidance of substituting Japanese labour or causing unemployment. The findings suggest that although foreigner-specific skills are highly valued in Japan, segmentation could significantly increase foreign workers’ outmigration intention. The lifetime employment system in Japan, job satisfaction and original migration motivations also affect outmigration. The results indicate that Japanese policies encouraging firms to employ foreign workers as complementary may harm its attractiveness to skilled foreign labour.  相似文献

Radical differences in labour market regulations among countries that in other institutional respects are quite similar are still surprisingly frequent. Nonetheless, traditional theoretical analysis meets enormous difficulties in explaining these differences. The scope of our paper is to show that some clues from behavioural economics could be used to better theoretically treat this problem. Our argument is that workers are different, due to the effects of both culture and education. In particular, building on empirical evidence, we argue that loss aversion and hedonic adaptation are culturally-determined and country-specific aptitudes and that they may help explaining why workers, either employed or unemployed, ask for job protection and are willing to pay the cost of it. The main conclusion of our analysis is that, for poorly educated workers sharing a fatalist view of life, job protection can be more effective than public social expenditure. As a consequence, we suggest that countries with a poorly educated and fatalist workforce will be more prone to offer protection through job protection rather than public social expenditure, which is exactly what the empirical evidence shows.  相似文献
