Women's increasing entry into paid work has not been accompanied by a corresponding change in the gender division of unpaid labor in the household and community. Though women participate in the labor market, the expectation is that they will also take responsibility for the household. To what degree does women's waged work in the garment industry transform gender norms and dynamics in their home lives? To what extent do the choices they make translate to their household-level empowerment? This practice-focused article examines these questions by looking at data collected on gender dynamics at work and at home in the clothing industries of Bangladesh, Cambodia, Kenya, Lesotho, and Vietnam. While women's empowerment through garment sector employment remains circumscribed by low wages, financial insecurity, and gendered expectations, we find that international interventions, namely the International Labor Organization's Better Work program, has expanded women's abilities to exert agency over their earnings within the context of household resource allocation and has decreased the negative effects of ongoing and systemic financial precarity.  相似文献

The path of social inclusion has proven difficult for minority groups in the European context. In this article, we focus on the inclusion of refugees, particularly in the labor market, and show how the difficulties they faced were related to dominant discourses on migration. Uncovering the hegemonic assumptions within these discourses is crucial in order to enable a rethinking of diversity issues and inclusion. We addressed this through an intervention research, which was part of an empowerment project for refugees. The research included and connected refugees engaged in searching for work to Dutch professionals engaged with diversity issues. Through social intervention, this research aimed to create empowerment through critical reflection on the ways that the power of dominant discourses works in the practice of everyday life. By contrasting the discursive positioning of participants with different backgrounds, the research created alternative spaces for reflection. This, in turn, led to the production of alternative narratives and allowed participants to claim agency in the face of the dominant discourses.  相似文献

This article describes some strengths and limitations of credit programs for women in developing countries. It is urged that development planners recognize the importance of the selection of the type of credit mechanism in the long term. Ethical issues should be decided upon before the credit mechanism is operable. Organizations should make clear what level of commitment there is to empower borrowers. Most organizations give loans to women and assume empowerment will take place without devising strategies to ensure empowerment. Credit mechanisms include credit for the poor and credit by the poor. A sound financial portfolio and 100% repayment are not the appropriate criteria for securing the empowerment of women. Empowerment of women is related to "building the capacity of borrowers to manage and control decision making." UNICEF's framework of gender equality and women's empowerment identifies levels of empowerment as "welfare, access, conscientisation, participation, and control." Development planners should be aware that provision of credit also has the potential to increase a poor family's debt. Delinquency may be hidden by overlapping loans that trap borrowers. Fewer installment payments increase the chances of a debt trap. Reducing the number of installments may reduce administrative costs and conform to production processes, but may also lead to a debt trap. There is now considerable emphasis on investing in low-income women entrepreneurs as a highly efficient means of achieving social and economic objectives. Credit programs aim to support the growth of small, self-sustaining businesses, to improve women's opportunities, and to provide alternatives to exploitation by local money-lenders. This article describes the following credit mechanisms: bank guarantee systems, government credit schemes, intermediary projects, direct lending projects, banks for the poor, credit unions, and village-based banks.  相似文献

U.S. labor unions faced sharp membership losses over the last few decades, and some responded by ushering in a new, revitalized model of organizing. Yet we know little about how these forces may be shaping the political activities of the labor movement. Has crisis prompted unions to take aim at public policies inhibiting union vitality, or have unions turned outward to embrace broader social causes? This paper uses an original dataset of union appearances in congressional hearings to analyze unions’ legislative advocacy activities. Findings suggest substantial differences between those unions that are likely to appear in hearings on core labor‐related topics and those that appear in hearings on broad social issues: AFL‐CIO unions are more likely to participate in hearings on core labor issues, while unions commonly cited as “revitalized” and public sector unions are more likely to appear in hearings on broad social issues.  相似文献

It is frequently asserted that labor organizations have dominated the collective bargaining process in some industries, extracting higher wages than in the absence of unionism. One reason may be that oligopoly exists in the relevant product markets, so that firms obtain greater-than-normal returns regardless of the outcome of wage negotiation. Also, work stoppages may negatively affect market share, causing firms to be reluctant to resist labor demands. Under these circumstances, union share and product market concentration would be expected to be positively related to product price. This proposition is tested explicitly for the food retailing industry and confirmed. Does imperfect competition increase the magnitude of business cycles? If so, the variability of an industry's employment and output should be positively related to the market power of firms in that industry. This paper demonstrates that the opposite is true: U.S. manufacturing industries with high price-cost margins display less employment variability than do low-markup industries. These high-markup industries display less price variability as well. Highly concentrated industries, however, do display more employment variability. To some degree, markups may reflect labor hoarding rather than market power; this may account for part, but not all, of the negative correlation between markups and variability.  相似文献

The Philippines has actively pursued a policy of labor export with the expectation that it would relieve unemployment, augment the supply of skills, and relieve pressure on the balance of payments. It was also anticipated that the inflow of overseas workers' remittances would translate into increased investment, the sine qua non for economic development. However, recent evidence casts some doubt on the extent to which these goals have been achieved. Particularly in the areas of skill formation, there appears to be a significant discrepancy between anticipated and actual outcomes. Indeed, it appears that the labor export may reduce the supply of skills available since 1) many skilled and educated workers are taking jobs requiring skill levels lower than they possess, and 2) a large majority of returning workers do not want to take up employment in those occupations reliant on the skills they used abroad. There is conflicting evidence regarding the impact of labor export on Philippine industries. There is some anecdotal evidence that a few industries have suffered because of a loss of key workers. In general, however, it appears that unemployment is still quite significant in those occupations most heavily represented in labor export. Despite this observation, it may still be true that labor emigration is selective of only the best workers, implying a decline in quality of the work force and possibly productivity in certain industries. The export of professional, technical, and managerial workers is another issue. Unless it can be shown that these workers are in excess supply, it is not advisable to expand the number going abroad. Although their salaries may be higher, and hence their remittances greater, their loss can impose costs on indigenous industries well in excess of a any marginal gains. Remittances from overseas workers do constitute a relatively significant source of foreign exchange. However, the translation of remittances into investment has been restrained by the very low propensity of remittance recipients and returnees to undertake productive investment and by the diversion of remittances from formal banking channels into informal channels. Remittances which are being channeled through the formal banking sector constitute a potentially important source of loan funds, as well as providing a potential stimulus to indigenous industry.  相似文献

The author argues that a new development model that encourages greater participation of women in the work force in domestic piecework, temporary work, and subcontracting may further lead to the exploitation of women in Chile. The importance of women in economic development in Chile should be based on building skills, providing support child care services, reorienting women's education, and tax incentives. Chile over the past decade has achieved relatively stable economic growth and increased employment of women. During 1990-93 the growth of women in the work force increased at a rate of 16.8%, while men's presence increased by only 9.8%. The Chilean economy is based on a sophisticated modern sector and a labor-intensive informal sector. The Chilean model of development relies on cheap, flexible labor and a government approval of this model. Increased participation of women in the labor force is usually perceived as increased economic empowerment. A 1994 Oxfam study found that women were being forced into the labor market due to declines in family income and low wages. 46% of men and women received wages that did not cover basic necessities. The Chilean labor market is gender-stratified. Men are paid better than women for the same work. Men are in more permanent positions. Labor laws are either inadequate or violated, particularly for hours of work and overtime pay and conditions of employment and benefits. Traditional female jobs are those that rely on women's natural attributes. These unskilled attributes are rewarded with low wages. Little opportunity is provided for upgrading skills or acquiring new skills. Some women turn down advancement because of a lack of role models. Women have little opportunity to develop their self-image as workers. Poor self-images affect women's work attitudes and motivation. Some firms use competition between women to boost production. Chilean women remain in subordinate roles.  相似文献

Increasing aggregate concentration in the economy has increased attention to the issues surrounding the outside ownership of enterprises. Outside ownership entails both industrial diversification and various forms of conglomerate ownership and represents an important new direction for studies of economic sociology and labor market segmentation. The article shows that the influence of four measures of outside ownership on worker's earnings and tenure is largely, though not universally, negative. Outside ownership tends to suppress earnings otherwise accruing to workers in companies with high levels of unionization, rapid growth, and high profits. Workers' tenure is influenced negatively by some types of outside ownership but positively by others. Tenure is reduced in subsidiary firms and in industries predominately owned by other industries due to reduced union influence on job tenure in these settings. Average tenure is increased in companies that are spread across several industries. These findings provide little support for dual labor market theories and other economic theories that argue that workers benefit from the market power of their employing organizations. Instead, the findings provide support for theories that stress the dangers to workers' fates arising from the increasing dominance of financial management in economic decision making.  相似文献

Traditional career theory assumes that the work world is predictably stable and individual work preferences remain constant (E. L. Herr, 2001; M. L. Savickas, 1993; R. A. Young & L. Valach, 2000). Emerging theory challenges those assumptions by acknowledging that both change constantly. These theories encourage creativity, empowerment, and theme exploration (N. Amundson, 2005; L. R. Cochran, 1997; M. L. Savickas, 1993; R. A. Young & L. Valach, 2000). This project involved the creation of an online, narrative‐based career intervention based in these new theories. Results indicate that participants using the intervention exhibited less career indecision and more career certainty.  相似文献

Some scholars have argued that we are witnessing a new social revolution—social “informatization”—that is comparable in scope and impact to that of the Industrial Revolu‐tion of the eighteenth century. Others have argued that it is a much more modest phase in the ongoing development of communication and information‐processing technology. While there are a number of reasons for disagreement about what exactly “informatization” is, and what its impact will be, two are paramount: (1) conceptual imprecision, and (2) issues of measurement. Using factor analysis, this study aims to clarify its conceptualization, and, then, rather than focusing on a single dimension (e.g., technological or economic), it will develop a comprehensive multiple‐indicator measure that captures the economic, technological, and size (stock) dimensions of social informatization. We find that this measure of social informatization strongly correlates with the general level of socioeconomic development. This result implies that social informatization may be a more continuous and cumulative process than a disjunctive or discontinuous “revolution.”  相似文献

In this article I explore how battered women both draw from and reject victim discourses in their processes of self‐construction and self‐representation. Data gathered from semistructured interviews with forty women who experienced violence from an intimate partner in a heterosexual relationship demonstrate that available “victim” discourses are both enabling and constraining. Four common representations of a victim emerged as most influential to women's identity work: as someone who suffers a harm she cannot control; as someone who deserves sympathy and/or requires some type of action be taken against the victimizer; as someone who is culpable for her experiences; and as someone who is powerless and weak. “Victim empowerment” and “survivor” discourses also played a role in how women understood and made sense of their experiences. In their attempts to construct identities for themselves, battered women become caught between notions of victimization, agency, and responsibility.  相似文献

Recent analyses have highlighted that poverty reduction in Bangladesh has been accompanied by growing inequality in society, measured by household income. This article considers what the implications are for development actors who are concerned with empowering the poor in society, and who understand poverty from a gender and women's rights perspective. We draw on experience from BRAC's work to address these issues, focusing on the Gender Quality Action Learning (GQAL) programme. A focus on women's self-employment alone does not result in challenging the structures of patriarchal inequalities. Gender inequality and its link to economic inequality needs to be much more centrally positioned than it currently is in development discourse. Currently economic empowerment is widely seen as a potential route to gender equality, but the GQAL programme shows work to challenge gender inequality is necessary as an entry-point to ensure effective economic empowerment.  相似文献

Lesbians and gay men still have concerns related to being openly gay at work and maintaining health and wellness. A gay man working within a masculinized industry (historically male-dominated and higher risk, with an emphasis on authority and masculinity) may have additional concerns that are augmented by the nature of his work and related to maintaining safety and reducing stress experienced on the job. The purpose of this article is to examine some of the safety and stress concerns gay men in these industries may face. Fictional, composite cases—derived from relevant news stories and literature published in academic journals—were analyzed through a guided inquiry process based loosely on Riessman's (1993) narrative evaluation. Discussion and implications focus on policies, practices, and future directions for research that may help to ameliorate some of the issues faced by gay men at work within masculinized industries.  相似文献

Sociologists have long recognized that the division of labor is, at its root, a process of social interaction. Although “negotiations” figure centrally in symbolic interactionist studies of work, relatively little attention has been given to the ways in which the structure of workplace talk contributes to the social constitution of occupations. Drawing on the insights of discourse and conversation analysis, this article examines occupational atrocity stories and considers how they accomplish boundary‐work in the hospital setting. I focus on the stories British nurses told about doctors and use data generated in ethnographic research into the routine accomplishment of nursing jurisdiction. I conclude with some general observations about how the detailed analysis of stories and storytelling can contribute to the wider study of social group formation.  相似文献

This article describes changes in the volume, age and sex composition, retention, productivity, types of occupation, and economic sector of the labor force in Kuwait. The focus is on the structural changes in the indigenous labor force. Data were obtained from censuses and labor force surveys during 1965-93. Policies after the 1990 invasion pertained primarily to security of public employment sector among natives. Over 98% of private sector employment is among non-Kuwaitis. Government programs support high fertility. Female illiteracy has declined, and the proportion of women with a higher education has increased. Natives comprised 20.4% of the total labor force in 1993. About 90% of native males work in the public sector. 45% of total male employment is in the production sector. Around 50% of non-Kuwaiti males have been employed in production work over the decades. Over 90% of Kuwaiti females in 1993 worked in professional or clerical work. Over 50% of total female labor force participation is in the service sector. Concentration in the public sector increased for Kuwaitis and declined for non-Kuwaitis. Labor force participation declined with increasing age. Retirement benefits encouraged early retirement. The private sector is experiencing the departure of long-term migrants and more rapid turnover of labor. Hours of work are longer in the private sector. Kuwait is still dependent on foreign workers in the production and service industries. It is likely that native male workers will replace foreign workers in professional work and administrative/clerical work. Policies that will assure future reliance on imported labor include the assurance of government jobs for Kuwaitis, retirement rules, and the profitability of the trade in labor.  相似文献

Different types of spatial knowledge (expert, sectoral, tacit and community) are strategic resources in urban planning and management. Participatory spatial knowledge management is a major method for eliciting various types of knowledge, providing a platform for knowledge integration and informing local action and public policy. Knowledge types linked to a specific geographical locality can be integrated through geographical information systems. Recent developments in geographical information and communication technology (geoICT) have extended the opportunities for participatory spatial knowledge production, use and exchange. However, data reliability of user-generated content, social exclusion due to dependence on technology and the interpretation and implications of digital maps are major concerns. The challenge is how to integrate and utilize multiple knowledge sources for improving urban management and governance. This paper integrates the literature on knowledge types and knowledge production processes with available geoICT tools for the production, use and exchange of knowledge sources and applies it to examples from Asia, Africa and Latin America. From this review, we provide a heuristic framework for assessing the extent to which participatory spatial knowledge management tools can be instrumental on several fronts. We argue that technological developments of knowledge production have not fully addressed important issues related to accountability, empowerment, control and use of knowledge. Moreover, these developments may foster social exclusion, which could detract from the benefits of participatory spatial knowledge management in the context of urban sustainability.  相似文献

Using two sets of U. S. Census data and information from the U. S. Employment Service, this study analyzes the effects of mechanization on skill requirements of blue collar jobs, assessing changes in the distribution of employment in these jobs by race and gender. The results are discussed in the context of high and low levels of mechanization change. Although there was a tendency for mechanization to lower the skill requirements of production work, changes among labor force subgroups are found to differ substantially. Black males increased in high skill jobs regardless of whether these jobs were in industries undergoing high or low rates of mechanization. Females and white males tended to increase more sharply in low skill work, especially in the industries which had high rates of mechanization.  相似文献

Recent advances in technology and the increasing volumes of data that they enable have led to a wave of scholarly and popular attention to big data. While big data is often heralded for its ability to provide insight, the data, its analysis, and its outcomes are not evenly distributed. Currently, scholarship on big data is extending past work on the digital divide, theorizing a new big data divide. While this work most directly addresses the issues of ownership and access to big data, some work extends the divide to issues relating to skill and use. This extension opens up new complications relating to identity, social sorting, use, agency, and global development that are inextricably related to the issues above and to the study of big data. These issues go beyond the simple language of the digital divide extending inquiries into the realm of digital inequalities more generally. Any work on big data and the big data divide needs to engage with a more broad‐based notion of digital inequalities to be better equipped to handle the complex issues above, as well as the material, democratic, and identity problems that big data bring about.  相似文献

This article seeks to advance "new structuralist" theory by considering the effects of positional power and class on individual earnings. We contend that positional power, that is the power wielded by workers employed in industries in an interdependent economy, confers upon workers the potential to disrupt system-wide production and creates leverage to demand higher earnings from employers. We demonstrate that positional power, in particular the per worker volume of goods and services received from other industries (or upstream production), increases workers' earnings net of sociodemographic variables and other plausible structural sources of earnings determination. We suggest that the threat of disrupting upstream production holds greater earnings potential than disrupting downstream production because of the profit realization problems associated with the former. We also show that the positive effects of positional power are not evenly distributed across the class structure, but rather are concentrated among non-owning classes who display a social control function in the labor process. We discuss the implications of our research for future new structuralist research.  相似文献
