The high rates of economic growth and significant improvements in standards of living recorded in East-Asian nations such as Singapore in recent decades has attracted increasing attention from social policy scholars in the industrial countries. Many believe that the experiences of these countries offer useful lessons for the Western welfare states. This article examines social security and housing policies in Singapore and shows how both were an integral part of a wider commitment to promote economic development. The article suggests that Singapore provides a good example of a developmentalist approach to social welfare that successfully harmonises economic and social objectives.  相似文献

The debate about the future of universal social programmes has been raging for years, both in social‐democratic and in liberal welfare states. The objective of this article is to contribute to the literature on universality by analyzing the evolution of universal social programmes in two social‐democratic and two liberal countries: Denmark, Sweden, Canada and the UK. This choice of countries provides the opportunity to investigate whether the principle and practice of universality has fared differently both within and between countries. The analysis focuses primarily on the national level while exploring three policy areas: pensions, healthcare and family policy, specifically child benefits and day care. The main conclusion of our comparative analysis is clear: among our two liberal and two social‐democratic countries, the institutional strength of universality varies greatly from one policy area and one country to another. Considering this, there is no such a thing as a universal decline of universality.  相似文献

Using multiple indices of family policy efforts – work/family reconciliation, gender equality and income protection, this study offers a nuanced understanding of family policy expansion in 14 OECD countries across three welfare regimes from 1990 to 2010. Findings suggest an overall convergence of family policies, particularly in gender equality and work/family reconciliation. Convergence has occurred simultaneously with distinctive family policy changes across welfare regimes. Conservative welfare states have experienced the most profound family policy alterations, shifting from a traditional gender model to one that encourages women's employment, but have, nevertheless, maintained policy efforts that sustain the traditional gender role. Despite an increase in their family policy efforts, liberal welfare states have continued to maintain minimal state action regarding family policy. Changes in social democratic welfare states have been less substantial, as they seem to continue to pursue a dual‐earner model with high degree of gender equality and work/family reconciliation.  相似文献

For the past two decades, Nordic social policy has been subject to a range of serious challenges, among which economic problems and critiques by neo-classical economists have been most prominent. This article raises the question whether Nordic social policy has significantly changed during this period of challenges. Based on an empirical analysis of social expenditure data and three central social security programs, this article provides evidence that changes in Nordic social policy over this period have, in fact, been relatively minor. Indeed, the four welfare states of Denmark, Finland, Norway and Sweden have shown remarkable resilience considering the harsh challenges that they have been exposed to since the early 1980s.  相似文献

This article argues that changes in the role of the state in economic affairs will affect the process of social policy. Growing economic integration caused by globalisation now places a greater constraint upon the discretion of the nation state, bringing about a transformation into a more competitive state. States are increasingly having to compete against each other in order to promote competitiveness and attract foreign direct investment (FDI) from international capital markets. This competition influences in turn the social policy formation requiring the redesigning of social policy. Thus, welfare states may need to reform their social policy towards a "business-friendly social policy". The analysis of social policy inputs and outputs presented here suggests that there are common trends in most welfare states towards: a market-conforming policy on business taxation, a reduction of the share of employer's contributions in social protection revenues, more limited income security programmes, an increased allocation of resources for active labour market programmes and less state intervention in the labour market. All these reforming trends in social policy can be understood as a response of welfare states to the evolving needs of business caused by structural change, notably globalisation.  相似文献

France and the UK are markedly different welfare states, both in terms of regime type and in terms of the varying degree of state responsibility for reconciling work and family life. One recent theoretical strand suggests that welfare states will tend to grow more similar since they face broadly similar pressures. This paper discusses the policy responses in France and the UK to labour market pressures resulting from enhanced international competition, technological development and family change during the past decade. These responses are set in the context of European debates about the desirability of greater flexibility, up‐skilling and the activation of unemployed people, about the childcare needs of women workers and about the importance of paid work in reducing poverty and inequality. This paper examines the implications of welfare reform for the meaning of social citizenship in Australia. Australian welfare reform has been under way since the late 1980s, and reflects the themes of activity and participation that are shaping social policy in many advanced industrial nations. The paper suggests that Australian welfare reform is following a liberal trajectory of change which places a continuing emphasis on market and family as the preferred institutions for social support with a newly salient appeal to moral ideas about the responsibility of citizens to be self-sustaining. The paper argues that welfare is being transformed from a limited social right to support provided on condition, and from treating the claimant as a sovereign individual to a subject of paternalistic supervision. Together, these changes are redefining the meaning of equality in Australian social citizenship.  相似文献

The rise of right‐wing populist parties in the Nordic countries is slowly redefining the Nordic social democratic discourse of the universal and egalitarian welfare state. The nexus of nationalism and social policy has been explored in regions and countries such as Quebec, Scotland, Belgium and the UK, but the change of discourse in the Nordic countries has received less attention. Taking the case of Sweden and Finland, this article argues that Nordic populism does not question the redistributive welfare state per se as many other European neo‐liberal far‐right parties have done. Instead, it reframes the welfare state as being linked to a sovereign and exclusive Swedish and Finnish political community with distinct national boundaries. Although Sweden and Finland largely share a common welfare nation state discourse, the article also points to important differences in the way this discourse is able to frame the welfare nation state where access to, and the design of, social services are no longer universal and egalitarian but based around ethnicity. The article aims to demonstrate this through an analysis of the welfare discourses of two populist parties: Sweden Democrats and True Finns.  相似文献

How can the various pressures of economic globalisation and changes in the established welfare systems of the industrialised nations inform the development of the Korean welfare state? As the twenty‐first century dawns, Korea is confronted with a serious dilemma: How to adapt to globalisation and survive under worldwide competition and at the same time construct an effective egalitarian welfare state? The objective of this paper is to explore the future directions for the Korean social welfare system as it adjusts to economic globalisation. As it seeks a course between the social democratic welfare state model and the rising tide of the neo‐liberal welfare state, we pose the question: Is there a ‘third way’ for Korea? In trying to discern where the Korean welfare state is headed, it may be helpful to understand where it has come from and how it compares with the established welfare states in the industrialised nations.  相似文献

This study assesses the social welfare reform during the progressive regimes of South Korea (hereafter Korea) led by President Kim Dae-Jung (1998-2003) and President Roh Moo-Hyun (2003-2008), and considers its theoretical implications. Analysis of the social welfare reform under the two progressive governments has indicated that the reform did not produce the anticipated results. Although the Korean economy has grown rapidly along with a considerable increase in the national income per capita in comparison with that in the past, the country's social welfare system still remains significantly underdeveloped in all respects, relative to that of all the other OECD countries with similar economic power, let alone the advanced welfare states in Western Europe. This study maintains that the key reason for the inertia or status quo despite the significant efforts of both the governments to expand social welfare is explained in the Korean growth-first doctrine, which inherently considers that distribution hinders growth and that social policy is secondary to economic policy, thus limiting the choices of the country's decision makers, as has been the case all along since the developmental period. Given that the growth-first doctrine inherently regarded the relationship between growth and welfare as mutually exclusive, it was perhaps natural that the influence of the doctrine upon the social welfare policy of both the progressive governments would not be so positive. This suggests that path dependence is active in the case of the Korean social welfare policy, thus substantiating the validity of path-dependence theory.  相似文献

The main question addressed in this regional issue is whether or not the Nordic welfare states can still be considered a distinct welfare regime cluster given recent changes, such as the introduction of more private elements into the welfare state. The Nordic welfare states are often described as emphasizing full employment, economic and gender equality, and universal access to cradle‐to‐grave welfare state benefits and services. In the case of Sweden, often pointed to as the model of a social democratic welfare state, such elements remain intact in most aspects of the welfare state, even given the challenges presented by the global neo‐liberal economic paradigm since the 1970s. One way to determine whether or not the Nordic welfare states remain a distinct cluster is to provide an in‐depth examination of various welfare state policies in each Nordic country. To contribute to this analysis, an investigation of family policy in the Swedish context will be provided. Even given recent challenges, such as the introduction of private for‐profit childcare providers and a home care allowance, I argue that Swedish family policy has remained largely social democratic in its underlying goals, and thus acts to support the case for a distinct Nordic welfare regime cluster.  相似文献

The article provides an analysis of policy responses to mobile EU citizens without legal residence in the Netherlands, Austria and Sweden. A comparative case study design uses qualitative survey and interview data to identify national and local policy responses to the implications of EU citizens from Central and Eastern Europe (CEE) living without legal residence in the aforementioned countries. The theoretical framework specifies how the institutional logic of welfare regimes is likely to generate policy responses that address need, sanction informality or do both. The choice indicates the priority given to redistributive outcomes, administrative procedures, or both. The results reveal similar responses to those implications relating to the labour market, but slightly different approaches to the implications in the social domain. Policy responses to labour market implications have predominantly focused on sanctioning informality. Swedish and Austrian policy responses in the social domain have focused on addressing need. Dutch policy responses to social issues instead focused on sanctioning informality, prioritizing procedure. The results indicate that local and national policy responses to implications of informal intra-EU migration may be fruitfully understood through the prism of welfare regimes and related approaches to need and informality.  相似文献

Parsell C, Jones A, Head B. Policies and programmes to end homelessness in Australia: Learning from international practice. Many welfare states throughout the industrialised world have recently implemented policies to achieve targeted reductions in homelessness. These policy and welfare initiatives differ across national contexts. They are similar, however, in moving away from social programmes that have essentially ‘managed homelessness’ towards interventions that seek to permanently end homelessness. Australia has recently adopted similar homelessness policy objectives. This article examines the manner in which Australian homelessness policy has been converging with international policy directions. More specifically, the article scrutinises Australian social programmes adopted from the UK and USA as a means to achieve strategic goals of reducing homelessness. It argues that although Australian homelessness policy objectives are converging with international policy, Australian programmes modelled on international successes do not have some of the elements shown elsewhere to be crucial for achieving sustainable reductions in homelessness. This may become central to explaining programme outcomes in future years. The current trajectory of the Scandinavian welfare states is unclear. However, social policy in the Scandinavian countries is, undoubtedly, in a period of transition. This article's main purpose is to analyze whether Scandinavians' support for the welfare state has played a critical role in this transition. Based on surveys from Sweden. Norway and Denmark, two conclusions are reached. Firstly, at the highest aggregated level, the Scandinavian welfare states had solid support in the beginning of the 1990s. Secondly, this support was characterized by significant cleavages between social groups. This article also attempts to further the research on the relationship between institutional characteristics and attitudes. The conclusion is that institutional characteristics provide a reliable guidance for an understanding of attitudes toward social policy in the Scandinavian countries.  相似文献

With respect to changes in the welfare states of OECD countries, scholars most of the time are looking for common trends; that is, they look for similar movements in different states, such as welfare state retrenchment, recalibration, etc. As we show in this article, data on welfare state spending and financing do not, however, support such stark tendencies like retrenchment. We therefore suggest looking for corridor effects rather than level effects, i.e. analysing changes in the dispersion of welfare state regimes rather than shifts in the mean values. Our analysis suggests that convergence, i.e. decreasing diversity among states in spending, financing and regulation patterns, may have been the most important pattern of welfare state change in the last three decades – a pattern easily overlooked in past and current research. Convergence of welfare state regimes also affects our views on the modern nation state itself since the varieties of welfare capitalism in the twentieth century are themselves an expression of the sovereignty and autonomy of the nation state. If nation states are forced to surrender national particularities, to mellow their characteristic differences and to move incrementally towards a one‐size‐fits‐all common model via ‘shrinking corridors’, such a blurring of welfare regimes, such a beclouding of difference, should also be regarded as a significant change taking place in the centre of the Western nation state's make‐up.  相似文献

Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. From the research, we raise questions for social work practice and the development of welfare policies.  相似文献

After the election of a neo‐liberal provincial government in 1995, Ontario was at the forefront of work‐based welfare reform in Canada. Many of the sweeping reforms carried out under the banner of the “Common Sense Revolution” received widespread coverage: for example, reductions in welfare rates, the introduction of the Ontario Works programme, the adoption of a zero‐tolerance policy for so‐called welfare fraud, and changes to the rules relating to common‐law spousal relationships. However, much less attention has focused upon significant changes to the ways welfare is delivered. This paper critically interrogates a number of key changes to the Service Delivery Model in Ontario. After the passage of federal legislation in 1995, national entitlements to welfare have been terminated, replaced with local responsibility; this decentralization is changing not only the hierarchy of the regulation of poor people, but also the form and function of provision. In particular, there is evidence of the reinvention of administration towards the micro‐regulation of job search and personal behaviour and the deterrence of welfare receipt as applicants and recipients are bureaucratically disentitled. Although administrative practices have historically acted as a secondary barrier to welfare receipt, the paper suggests that the current incarnation of work‐enforcing reforms could be especially significant as the worlds of welfare and work continue to change.  相似文献

This article analyses the development of unemployment policies over the past 20 years in four continental European countries: Belgium, France, Germany and the Netherlands. It shows that, far from being as ‘frozen’ as many analysts have suggested, each of these Bismarckian welfare states has in fact seen considerable change in this policy sector in recent decades. In Belgium, France and Germany, significant changes in unemployment policy reforms have unfolded gradually, through an accumulation of small changes. This finding offers some support to recent theorizing on the potential for policy changes that are both incremental and transformative. However, while such processes have led to shifts in unemployment policy that are far from negligible, the article also argues that they fall short of those seen in this policy sector in other welfare institutional contexts as well as in the Netherlands, where substantive reforms have in the last decade been complemented with changes to the institutional framework for unemployment policy. Through its analysis of the relationship between the institutional features of these welfare states and the possibility frontier of unemployment policy reform, the article develops a nuanced perspective on the scope for and resistance to social policy change in continental Europe.  相似文献

The aim of this paper is to investigate the relations between fiscal soundness and public social expenditure in advanced welfare states so as to reconsider the conventional wisdom that welfare expenditure aggravates national finances. Through this, I propose the clues of building the sustainable Korean welfare state. I focus on the interdependent relationship between fiscal soundness and public social expenditure based on fiscal sociology. Considering this interaction, I form two sets of simultaneous equations models and employ a special statistical method, three‐stage least squares (3SLS). The results regarding the causal relationship between fiscal soundness and public social spending indicate that, if public welfare spending is increased, fiscal health is damaged. However, as many comparative social policy researchers have pointed out, outcomes of welfare states differ from country to country according to the composition of public welfare spending. Specifically, some welfare states with priority given to social services such as vocational training or childcare services have maintained the stability of public finance. By extension, we can say that public social expenditures have a positive influence on fiscal soundness based on the composition of social expenditures. Finally, it is possible to create financially sustainable welfare states.  相似文献

The popular version of social exclusion has given rise to various forms of welfare-to-work initiatives in most developed capitalist nations. Social inclusion, therefore, is commonly assumed to be achieved through paid work. The delivery of social welfare through employment activation programmes is consequential, as it necessitates an unusual cooperation between the welfare state and the labour market. With a focus on Ontario Works, a relatively mature example of Canada's residualized social welfare services, this article is an empirical analysis of the social space in which the state and the market merge – by design – and the resulting processes and outcomes of social exclusion that operate for women who parent alone. I begin with a brief review of the most popular concept of social exclusion, and the pre-eminent place of paid work in related social policy responses, followed by a consideration of the ideological context producing and reinforced by work-first programmes. Our attention is turned to a reconfigured notion of social exclusion as process and outcome, spontaneously set in motion and self-perpetuating in the fused market–state social field. Through a case study of lone mother experiences of Ontario Works, the specific ideological practices through which welfare-to-work strategies operate to keep women in their place are described. I argue that the analysis of the market-state as a unified social field – ordered according to the paired ideologies of market neo-liberalism and conservative 'family values'– is necessary for conceiving policy responses that are effective in interrupting the dynamic process–outcome iterations of social exclusion.  相似文献
