This paper discusses the processes of individualisation of work and redefinition of the referential category of worker fostered by youth employability schemes in Spain. Employability measures proposed by the recent Spanish Youth Guarantee Implementation Plan and its antithetical youth representations (as a group ‘without qualities’ – the ‘NEETS’– while at the same time as a referential value and cultural model – ‘the young entrepreneur’-) will be analysed. These paradoxes strengthened by employability policies, and further aggravated in the wake of the current economic crisis, do not give rise to political contradictions due to the depolitisation promoted by employability policies: social problems are converted into individual deficits. These processes of psychologisation of work are further discussed on the basis of a recent study on employment counselling and career guidance to help to enhance the employability of jobless people in three Spanish cities, Seville, Madrid and Valencia. These tools are aimed at fostering employability of unemployed people with a high risk of social exclusion and are emblematic concerning the principle of employability (new governance tools, different intervention logics/principles). Some paradoxes concerning employability policies (entrepreneuriality) in the current labour market crisis will be outlined.  相似文献

The teaching of basic employability competence from a very early age is of preventive value in the transition of young people in residential care to adulthood. The present research relates employability competence (finding and holding down a job and gaining promotion in the labour market) with positive career outcomes and employment opportunities. In this study, conceptual methods for understanding employability are analysed and some existing international studies of employability skills are reviewed, although all of these are deemed partial approaches to the needs of children and young people in residential care. Our proposal, the IARS (Infancia y Adolescencia en Riesgo Social [Children and Young People at Social Risk]) Employability Competence Framework, developed by means of a collaborative and integrated approach with experts, provides a complete picture of how employability competences are important for preparing young people in residential care not only for active labour insertion but also in terms of their comprehensive development. A selection of a cluster of eight employability competences (self-organisation, decision-making and problem-solving, teamwork, communication, perseverance, professional project development, flexibility and responsibility) and their components are presented, as well as its educational implications within children's homes.  相似文献

ABSTRACT

The precarity of young people’s transitions to work has been a longstanding focus in youth studies. As Furlong and others have demonstrated, processes of social, political and economic restructuring have led to a pronounced instability for young people entering the labour market. While the notion of labour market precarity has gained attention, the ‘contamination’ of precarity into other spheres of life such as leisure has been less developed. This article seeks to extend these debates through interrogation of the concept of ‘leisure precarity’. Drawing on a qualitative study of youth leisure in Glasgow, it argues that temporal anxieties have reframed young people’s experiences and understandings of leisure such that young people have come to fear ‘empty’ or unproductive time. The pressures of juggling work and study, or looking for work, meant that most participants in our research had limited time free for leisure, and temporal rhythms became fragmented between past, present and future. The paper argues that these multiple and contradictory leisure dispositions reveal new forms of individualisation and uncertainty, as well as traditional patterns of inequality, thereby bringing youth transitions into dialogue with the study of precarity in the twenty-first century.  相似文献

The term ‘Generation Rent’ denotes young people who are increasingly living in the private rented sector for longer periods of their lives because they are unable to access homeownership or social housing. Drawing on qualitative data from two studies with young people and key-actors, this paper considers the phenomenon of ‘Generation Rent’ from the perspective of youth transitions and the concept of ‘home’. These frameworks posit that young people leaving the parental home traverse housing and labour markets until they reach a point of ‘settling down’. However, our data indicate that many young people face difficulties in this ‘settling’ process as they have to contend with insecure housing, unstable employment and welfare cuts which often force them to be flexible and mobile. This leaves many feeling frustrated as they struggle to remain fixed in place in order to ‘settle down’ and benefit from the positive qualities of home. Taking a Scottish focus, this paper further highlights the geographical dimension to these challenges and argues that those living in expensive and/or rural areas may find it particularly difficult to settle down.  相似文献

Faced with uncertainty, how do young people navigate the transition from school to work? Applying Bourdieu's concept of habitus to the ‘fields’ of education and employment, I argue that past experience, family background and unequal access to economic, social and symbolic forms of capital differentiate their transitions. Drawing on the tenth wave of the Australian longitudinal Life Chances Study, we found that all of the twenty-five 21-year-olds interviewed expressed uncertainty when discussing their futures. However, those from high-income backgrounds with access to strong social, economic and cultural resources were better able to manage the risks arising from uncertainty than their counterparts from low-income backgrounds. The following article seeks to contribute to a more nuanced understanding of young people's experiences at age 21 through the application of Bourdieu's conceptual framework. The interviewees’ habitus and cultivation of varying forms of capital tend towards social reproduction, yet also reveal opportunities for those considered ‘disadvantaged’ to mobilise their cultural resources. Bourdieu's model of the field, and its component conceptual tools, provide an explanatory frame to make sense of the seemingly incoherent paths that young people trace between education and employment.  相似文献

ABSTRACT

The article investigates entry-stage employment trajectories of young people in Germany, asking whether transitions into continuous employment indicate successful labour market integration. Applying a novel multidimensional approach to precariousness to individuals’ employment and household trajectories, we understand entry-stage employment trajectories holistically. The balanced-panel sample is drawn from the German Socio-Economic Panel, with a focus on young men and women between 15 and 25 years of age in the first year of the sample period who had been employed at least once (n?=?1360).

Dual-channel sequence-cluster analysis reveals considerable variation in the precariousness of young people’s entry-stage employment. While almost all young men and women experience periods of precariousness, the durations vary substantially. Precarious employment or precarious living conditions frequently occur during education. Our results confirm that individuals with disrupted employment trajectories are seldom successfully integrated into the labour market and frequently experience precarious employment. In previous research, transitions into continuous employment have been understood as the hallmark of successful labour market integration. This holds true for young women but not for young men, who experienced continuous and precarious entry-stage employment. To correctly identify young men’s successful labour market integration, additional information about their employment precariousness is required.  相似文献

ABSTRACT

The paper reports on a mixed methods study that sought to analyse determinants of youth labour market and educational disengagement in Peru. It begins by questioning the widespread focus on NEET – youth not in employment, education or training – as a measure of youth vulnerability in countries with extensive informal labour markets where labour precarity can be as problematic as unemployment for young people’s futures. A broader category of ‘urban vulnerable’ youth, including both NEET and precarious workers, is proposed and used as the basis for analysing the factors that influence young people’s trajectories. Key factors and shocks in youth trajectories are identified through qualitative life histories, and are tested using cross-section and panel survey data. Findings from the study have implications for the analysis of youth labour market vulnerability in the Global South, as well as for the policies that seek to address this problem.  相似文献

An increasing number of young people under 30 do not complete upper secondary education and have difficulty gaining a foothold on the labour market. Hence, there is great interest, politically as well as academically, in finding out ‘what works’ in terms of helping young people. At the same time, however, there is also a lack of research that examines the processes these young people are involved in and the context that has an effect on these. By applying the method of poetic inquiry, this article examines subjectifications processes that have education as the focal point. Poetic inquiry provides an opportunity to explore and construct ‘evocative’ and ‘polyvocal’ analyses of the young people’s subjectification processes in the current employment policy context. The analyses demonstrate how different forms of ‘distance’ occur and how the young people simultaneously are trying to master these.  相似文献

The conventional view since the early 2000s has been that participation in higher education (HE) is a risky pathway for disadvantaged young people in England; the social risk of entering an alien environment combines with the financial risk of rising costs and questionable long-term returns. This riskiness has been constructed as a major barrier to participation. However, national administrative data cast doubt on whether this analysis still holds true. Despite significant rises in tuition fees, the proportion of disadvantaged young people entering HE has continued to rise, with advantaged groups seemingly being more price-sensitive. Data from recent qualitative studies has also suggested that young people are now less attuned to risks. This paper considers whether circumstances in wider society have shifted perceptions of risk. The volatility resulting from the global financial crisis appears to have repositioned HE as a less risky option than early entry to the labour market, especially with more jobs becoming ‘graduate’, while the social risk has declined as HE has diversified. The paper draws on theoretical perspectives from Beck, Boudon, Simon and Kahneman to argue that many disadvantaged young people now view HE as a form of ‘insurance’ against an uncertain future.  相似文献

This paper aims to better understand the relationship between young people's aspirations towards education and jobs, and the context in which they are formed, especially to understand better the role of disadvantaged places in shaping young people's aspirations. Policy makers maintain that disadvantaged areas are associated with low aspirations and there is support for this position from academic work on neighbourhood effects and local labour markets, but evidence is slim. Using a two-stage survey of young people in disadvantaged settings in three British cities, the paper provides new data on the nature of young peoples’ aspirations, how they change during the teenage years, and how they relate to the places where they are growing up. The findings are that aspirations are very high and, overall, they do not appear to be depressed in relation to the jobs available in the labour market either by the neighbourhood context or by young people's perceptions of local labour markets. However, there are significant differences between the pattern of aspirations and how they change over time in the three locations. The paper then challenges assumptions in policy and in the literature that disadvantaged places equal low aspirations and suggests that understanding how aspirations are formed requires needs a nuanced approach to the nexus of class, ethnicity and institutional influences within local areas.  相似文献

In addressing the EU2020 goals, skills shortage combined with increasing unemployment rates is to be primarily tackled in Western Europe; the common factor here is education. Education and lifelong learning (LL) are the key strands governing employability in the European labour market. Overarching concepts capable of addressing social challenges within education and LL that contribute towards better practices are seen as social innovations (SI). While SI in education is well founded in the developing countries, Europe is still in the process of gaining progressive momentum in this direction. In addressing various societal challenges, this study looks at observable trends in SI for education across Western Europe. About 30 innovations have been recorded across 11 countries that are essentially focussed on: social integration, alternative/new forms of education, digital learning, new learning arrangements, new LL strategies, early career planning, youth employment, quality improvements and new education standards, transition management, and entrepreneurial education.  相似文献

In this article, we examine the problem of youth underemployment and how it is conceptualised, operationalised and understood within wider sociology, with particular focus on the sociology of youth and youth studies literature. We outline the contours of this body of work, showing how in most cases underemployment is undefined and used as a general term to describe the challenges and inadequacies of the contemporary labour market for young people. Further, we show how despite a lack of clarity, most researchers in this field contend that underemployment is increasing for young people, becoming a normative experience, cutting across class, ethnicity and gender. For some, however, underemployment is a ‘choice’, but as the literature shows, how different groups of young people respond to underemployment varies. In addition, we show how overeducation, another form of underemployment, is being understood by both researchers and young people as a ‘new normal’ rather than being challenged as another flank in the on-going neo-liberalisation and massification of education. We conclude with a call to think through the ideas presented and to develop new understandings of youth underemployment that can facilitate change. The sensitising concept of less(er) employment is proposed as best placed to facilitate this reanimation.  相似文献

Contemporary social policies emphasise labour market inclusion of vulnerable groups through personalisation of activation services. This article investigates social workers’ decision-making when personalising activation measures to suit each client. Data consist of case files for 16 clients participating in a Norwegian activation scheme, and interviews with the clients’ designated social workers. Using Bakhtin’s theory of dialogism, the article examines what the social workers consider in their decision-making process and the pivotal factors in their conclusions. Findings show that social workers employ two distinct approaches to personalisation, which have significantly different implications for clients’ pathways towards labour market inclusion. The first approach concentrates on clients’ personal challenges, while the second focuses on feasible short-term employment strategies. The study demonstrates how institutional and political frameworks may lead to social workers’ posing activation requirements inconsistent with clients’ needs and capabilities. It suggests further research into these interrelations to improve social workers’ ability to adapt services to individual clients.  相似文献

Post-Fordist employment is characterised by the demand for new forms of labour in which workers are expected to make personal investments in their work and to mobilise their embodied subjectivities in the practice of labour. Whilst employment insecurity is well documented in the sociology of youth, theoretical development in this area has yet to contend with the role of changes in the nature of labour itself in the production of youth. This paper draws on theories of labour under post-Fordism to explore the practice of ‘affective labour’ amongst young people performing ‘front of house’ bar work in a large metropolitan service economy. The paper theorises the role of youth subjectivities – including capacities for relationality and leisure, gendered embodiment, and tastes – in the practice of contemporary labour. The paper describes how young people doing bar work contribute to the production of affective atmospheres, or sensations of ease, pleasure and enjoyment that are offered to clientele of boutique bars. In this, we suggest that affective labour mobilises young subjectivities at work in ways that are currently unrecognised within youth studies. The paper concludes by suggesting a new research agenda that goes beyond the existing focus on youth transitions through employment to explore how youth is produced as part of the social dynamics of post-Fordist labour.  相似文献

Based on ethnographic research conducted in north‐west Cambodia in 2000–2001, this paper examines why disabled people experience systematic marginalisation in the labour market. Although there are no official data on the relationship between disability and employment status in Cambodia, this research suggests that disabled people are more likely than their able‐bodied counterparts to be unemployed, in low status occupations, earn less or be out of the labour market altogether. Consequently, disabled people are more likely to live in poverty, experience social isolation and poor mental health. I argue that disabled people’s social status effectively shapes their work patterns through (mis)conceptions that associate ‘disability’ with ‘inability’ to work and to be employable. This paper illustrates how geographical processes fix disabled people in their socio‐spatial place, which together with ideological and structural inequalities distinguish and entrench their poverty from that of other social groups.  相似文献

Social mobility has been a central tenet of UK Government public policy, viewed as a silver bullet to creating a socially just and ‘fair’ society as well as an economically successful one. Within policy discourse young people's aspirations are deemed of critical importance to achieving educational success and in turn social mobility. However, within both popular and policy rhetoric ‘place attachment’ is routinely posited as a serious hindrance to successful realisation of aspiration, putatively because it embeds young people in ‘place’ (e.g. a particular community or geographical location) and prevents them from accessing employment in national labour markets. This paper, however, problematises the notion that ‘place attachment’ and ‘spatial mobility’ are necessarily mutually exclusive. Calling on data from a qualitative study of young people's aspirations in two distinctive regions of South Wales, UK, the analyses reveal that despite the largely localised ‘imagined futures’ of these young people they held very ‘high’ aspirations for professional forms of employment, which for some young people meant moving away from home and locality in order to achieve. The paper calls for a rethinking of how young people's aspirations are conceptualised both in government policy and academic research.  相似文献

Social work field education is expected to help students transition from the classroom to the practice setting. Yet, few social work programs adequately provide career development support to increase students’ employability. This Field Note presents practical, relevant and immediate strategies for implementing the MSW to J-O-B curriculum innovation in the field practicum seminar. The purpose is to help students clarify professional goals and successfully obtain employment or career advancement opportunities following graduation. In the context of an increasingly precarious and competitive graduate labour market, exposure to pre-graduation professional work experience is becoming an increasingly critical feature of graduate employability. Outside the creative professions the contours of this shift have received comparatively little empirical attention. This study provides evidence of increasing participation in unpaid work beyond the creative industries where it is well established as a common practice. This study examines the complex patterns of opportunities and challenges that are created for and by Australian urban planning students in gaining relevant exposure to professional work, with a particular emphasis on participation in unpaid work experience. Through the lens of employability and the voices of early career professionals, this study explores the complexity of decisions to engage in unpaid work and identifies the potential personal and professional implications of these decisions. Focussing on the ways decisions around unpaid work are shaped by a range of factors including labour market conditions and disciplinary norms the findings yield new knowledge of how unpaid work is practised and shaped as a principal means through which employment-related advantage and enhanced employability in education to employment transitions is sought by participants and the potential implications of this.  相似文献

Within youth studies there is a growing body of research that pays attention to the importance of place in shaping young people’s identities, life opportunities and intergenerational relationships [Cuervo, H., and J. Wyn. 2014. “Reflections on the Use of Spatial and Relational Metaphors in Youth Studies.” Journal of Youth Studies 17 (7): 901–915; Farrugia, D. 2014. “Towards a Spatialised Youth Sociology: the Rural and the Urban in Times of Change.” Journal of Youth Studies 17 (3): 293–307; Woodman, D., and J. Wyn. 2015. Youth and Generation: Rethinking Change and Inequality in the Lives of Young People. Sage Publications]. Of critical importance to these discussions is the need to explore notions of ‘belonging’ and social citizenship, interrogating the extent to which differing perceptions and experiences contribute towards variations in the outcomes and life chances of disadvantaged young people. This article draws upon ethnography, participatory arts-based research, and semi-structured interviews (n31) with young people (15–25) who live in a deprived coastal town in the North of England. The research investigated processes of marginalisation and disconnection from the perspectives of young people who were deemed as disengaged, or ‘at risk’ of disengagement, from education, employment or training. The research took place during a time of rapid change and uncertainty as Britain voted to leave the EU. The findings of this study will ‘throw light’ on the how contemporary classed subjectivities are formed, how experiences of inequality and austerity are made sense of, and how, within a turbulent political context, young people negotiate complex transitions to adulthood.  相似文献

Abstract

The present paper identifies three ‘homeless careers’ abstracted from the diversity and complexity of individual cases and pathways. These are the ‘youth career’, the ‘housing crisis career’ and the ‘family breakdown career’. The paper discusses the usefulness of the career typology for framing interventions. A core argument is that early intervention involves different forms of practice in each pathway. For young people, early intervention has to occur when they are at the ‘in-and-out’ stage, before they have made a permanent break from family. For adults experiencing housing crisis, early intervention is about providing assistance to people before they lose their accommodation. The family breakdown career commonly involves domestic violence, so although early intervention may involve family reconciliation, in many cases it involves supporting victims of domestic violence to move to alternative, secure accommodation.  相似文献
