Post-adoption services are important to bolster a family's commitment to their adopted children, thus avoiding potential problems following adoption finalization. It is vitally important to assess post-adoption services in an effort to ensure families are provided with effective supports for successful family functioning. Few investigators have assessed service needs and access according to adoptive family type. This study focuses on international, foster care kin and foster care non-kin adoption types. Utilizing the National Survey of Adoptive Parents, this research investigated twelve post-adoption services. Two comparisons were made with respect to whether, according to the adoptive parents, post-adoption services were received or not received: 1) international and foster care non-kin adoptive families; and 2) foster care kin and foster non-kin adoptive families. International non-kin families were more likely to indicate they discussed post-adoption services than foster care non-kin families, particularly among those who were white, had adopted boys, had no other children in the home, and whose socio-economic background was lower. When comparing foster care non-kin families with kinship families, non-kin families tended to receive more desired services than kinship families, with kinship families indicating less need for services. Policy efforts and program design need to focus on reaching out to families and developing effective post-adoption services based on the expressed needs of families.  相似文献

Abstract

Interdisciplinary teams provide a comprehensive evaluation for children with disabilities and their families and generate appropriate recommendations. Although recommendations are provided with the expectation that the families will follow through and obtain these services for their children and for themselves, it is not clear which recommended services have been obtained by the families. In this four-month follow-up of 36 families, it was found that 84% of educational services, 89% of medical services, and 49% of the social services recommended to the families were obtained. The barriers to families obtaining recommended services are also discussed.  相似文献

Abstract

The financial services and sources of credit available to poor families affect the rate at which families can be financially empowered through building assets. This paper provides background information on financial services, including credit sources, which are available for low-income people and communities. Also discussed are policies affecting financial markets and promising innovations in delivering affordable financial services to low-income families. The development of China's rural welfare system is traced from its beginning in the early 1950s to 1979. Traditionally, peasants relied on families for welfare support. After the Communist Party's (CCP) assumption of power in 1949, an estimated 3-5% of the rural population was old, infirm, orphaned, invalid, or without means of support. The concept of mutual aid was encouraged in which neighbors assisted each other in times of need. With the redistribution of land and the collectivization movement came the creation of the rural welfare system. Public welfare funds were secured from a percentage of the annual incomes of the agricultural producers' cooperatives and ranged from 1-5%. By March 1957, 97.3% of the peasant households had been organized into advanced cooperatives and the 5 guarantees system was introduced. Although varying considerably between cooperatives, the 5 guarantees included food, clothing, burial expenses, and either fuel and children's education or medical care and housing. The welfare system was based on 1/2 free supply and 1/2 cash relief. With the development of the rural communes in 1958, 2 significant changes occurred: welfare responsibility shifted to the commune, away from the family; and support shifted from a categorical approach to a universal approach. Communal services included: public mess halls, homes for the aged, nurseries and kindergartens, sewing, shoemaking and laundry teams. Income support was available at the discretion of the commune CCP committee. The failure of the Great Leap Forward brought another series of adjustments to the welfare system. The family was reemphasized, categorical assistance reemerged, communal services and facilities disappeared and welfare administration was decentralized and became the responsibility of production teams. 5 categories of families were assisted: those of servicemen, "Revolutionary Martyrs," cadres, model workers, and households with difficulties. Rural welfare reform in the wake of the Cultural Revolution included granting assistance to families with appropriate political attitudes, advocacy of commune self-sufficiency and a sharing of authority between the production brigades (administration), the commune CCP committee (policy formation), and the xian revolutionary committee (supplementary relief and broad policies).  相似文献

The present study examines the relationship between specific areas of family functioning and family engagement in prevention services. A sample of 147 families who initiated youth-centered treatment services from a non-profit agency was selected. Statistical analysis was used to test for relationships between family scores on the Family Assessment Measure (version III, General Scale) and family levels of engagement in services. Results of binary logistic regression analysis indicated that individual and family characteristics are associated with family engagement in services. In addition to demographic variables of age and race, family patterns of denial made a significant individual contribution to the evaluated model. Implications for engaging families in prevention services are discussed and suggestions are made for future research.  相似文献

A fundamental principal in the Norwegian welfare system is to provide equal access to healthcare services for all residents, regardless of their ethnicity, language, knowledge, function, or belief. However, many service recipients experience a gap between these ideals and everyday realities. In this article I investigate how this gap affects minority families of disabled children who do not master the majority language and healthcare workers. The data I use in my investigation draw on a qualitative study of minority families of disabled children and healthcare workers. The findings that emerge out of these data are categorized into: linguistic difficulties, expectations and assumptions, and culture-bound services. I use these findings to illuminate how language difficulties and stereotypical assumptions within the Norwegian healthcare system make it difficult for minority families to access healthcare services, and how healthcare services lack an effective way to meet minority families’ needs.  相似文献

The results of a study of the relationship between receiving crisis nursery services and the placement outcomes for young children leaving the child welfare system in Illinois are reported in this paper. The placement outcomes for children leaving foster care whose families received crisis nursery support prior to the children's placement in foster care is compared to the placement outcomes for children whose families received only foster care services. The children in two samples were identified by matching crisis nursery children's data from FY 2006 with children's data in the Illinois Child Abuse and Neglect Tracking System and Children Youth and Services Information System databases. After children served by crisis nursery and foster care services were identified, a comparison group of children with like-characteristics whose families received only foster care services was identified using propensity score matching. The children were followed until their out-of-home placement was terminated or until June 30, 2009. The placement outcomes and the length of stay were compared for the two groups. Using logistical regression analysis the results showed that children whose families received crisis nursery services prior to foster care placement were twice as likely to be reunited with their biological families (birth or extended family members) when compared to children whose families received only foster care services. The difference in the length-of-stay in foster care was not statistically significant when the two groups were compared. This preliminary study using administrative data shows that receiving crisis nursery services may have positive effects on the children's ultimate placement outcome after foster care. Additional research is needed to further explore the relationship between placement outcome and crisis nursery services.  相似文献

Nonprofit family-run organizations, such as Tennessee Voices for Children (TVC), are providing leadership in advocating for and delivering services to children and families in need. Utilizing a family-driven approach and a staff partially comprised of parent-professionals, TVC's Nashville Connection and Family Connection programs have strengthened families by providing alternatives to state custody for children and families living with serious emotional or behavioral problems. TVC's Nashville Connection and Family Connection programs did this by coordinating support services, building community bridges, and providing comprehensive in-home services.  相似文献

This study uses data on the experiences of families involved with child welfare services to examine the nature of housing problems and needs among these families and whether housing status affects case outcomes. First, the article describes the housing difficulties faced by two distinct child welfare service populations: families receiving voluntary in-home services and families with children in court-ordered out-of-home care. Second, the study demonstrates the relationship between housing problems and the likelihood of family reunification for children in out-of-home care. The findings have implications for the delivery of child welfare services and the provision of housing assistance to low-income families with children.  相似文献

The idea that services can be provided for young children within their families in a seamless way that serves the interests of children and families simultaneously is problematic. A theoretical flaw underpinning the ideal of integrated services is that families are assumed to be homogenous units. This article explores competing goals for children and families by examining data from the evaluation of three Early Excellence Centres in the north of England piloted by the Department for Education and Employment from 1999 to 2002. The article recommends that extended childcare services should be clearly targeted to the needs of the child‐within‐the‐family, thereby providing a clear theoretical foundation for re‐conceptualising joined‐up services. © 2006 The Author(s). This qualitative study seeks to understand the correlation between intensive family preservation services and family functioning in those families who have participated in services. The focus is on the perceptions of client families with respect to the impact of services on family functioning including communication, family dynamics, and parenting skills. The discussion centers on the responses of client families to a narrowly constructed survey instrument designed to capture their perceptions with respect to the services provided by case workers.  相似文献

A new view of early experience is emerging in the literature. The implications of this new view on public policy for early childhood services and the possible consequence of misinterpreting this new view of early experience are discussed. The paper reviews the present justifications for providing early child care services to families, the origins of these justifications and the limits they impose for providing quality early child care. Although children who have been adopted are referred for mental health services more often than their non-adopted peers and might be overrepresented within residential treatment centers (RTCs), little is known about adoptive families' experiences with RTCs. The present study sought to understand the experiences of families whose children were placed in residential treatment facilities after a finalized adoption. Qualitative interviews were conducted with a total of ten families who had adopted 21 children. Of these, 13 children had been placed in an RTC after the finalized adoption. Most of the children in the sample were between zero and five years of age at placement. Adoptive families reported the need for in-the-trenches training and community-based services that could provide ongoing support post-adoption. Implications from these findings include increasing in-home services and other options within the adoptive families' own communities. Future research could incorporate a larger sample to assess whether the experiences of families in this study are similar to other adoptive families.  相似文献

Selected findings from a three-year study are reported regarding a prospective sample of 189 families served by the Center for Family Life's preventive services program and the nature and results of the services the families received. The program combines elements of both family preservation and family support services to provide a comprehensive, individualized response to families in need and prevent the unnecessary placement of children in care. Four program elements correspond with those typically identified as characterizing family preservation programs, and three key program elements differentiate the Center's approach from other family preservation programs. These latter characteristics are more typically found in family support programs and address limitations of current family preservation programs as identified in the literature.  相似文献

Adolescents and their families present some of the most difficult challenges for family-centered, home-based service providers. A study of 51 families of adolescents, who received services from one rural home-based program was conducted in order to describe the characteristics distinguishing families in which placement was averted from families in which placement was not. Content analysis of case records indicated group differences on severity and type of adolescent behavior, family functioning, and families' follow-up with discharge recommendations. Gender differences in placement rates were also noted. Implications for the provision of family-centered, home-based services to families of adolescents were discussed.  相似文献

This article investigates factors influencing the number of hours families are involved with family services and uses these factors to develop a predictive model. This research began with focus groups involving family service workers who identified three key domains influencing service intensity: worker/family relationship, family motivation, and family characteristics. The family characteristics domain is the focus of this article. Influencing factors within this domain are examined through analysis of database information from 258 families who had previously accessed family services through a community services organization. Key predictors identified include the gender of main consumer, family size, and presence of issues such as family violence and physical illness. These findings are used to develop a model to predict intervention intensity for families accessing family services. The ability to estimate service intensity provides data to effectively develop innovative programs and enable better balancing of staff workloads and resources. Additionally, the capability to predict intensity helps allocate families to appropriate workers and programs.  相似文献

This study evaluated the impact of housing services among child welfare-involved families using observational data. Propensity score matching with data from the National Survey of Child and Adolescent Well-Being compared intact families (n = 183) who received housing services 12 months after initial investigation to nontreated families balanced on characteristics at the time of investigation. Results suggested that general housing services failed, on average, to effectively address the needs of inadequately housed families.  相似文献

In 2016, the Children’s Commissioner for England reported that the most frequent provision for young carers (YCs) comes from dedicated YC services. This study formed one part of a three-year evaluation of support for YCs and their families provided by the Hampshire YCs Alliance (HYCA), a county-wide collaboration of ten YC services in the UK. It set out to explore the following primary questions; (a) what are the most important changes that the YC services made to YCs and their families? (b) what is it about the services that creates those changes? Semi-structured interviews were carried out in 2017, with YCs aged 9–17 (n = 8), their parents (n = 5), HYCA staff (n = 6) and professionals from other stakeholder organisations (n = 5) and a thematic analysis was undertaken. Reflecting previous research that YCs and their families have a broad range of needs, findings also reveal how YC services support them through a diverse range of interventions. Support led to a diverse range of positive changes for YCs and their families. A number of service features that facilitate change for YCs, as well as ‘key dynamics’ important in facilitating change were identified. These findings have led to a conceptual framework of how YC services facilitate change for YCs and are important for understanding the impact these dedicated services can make to the lives of YCs and how they facilitate change. Together they have implications for the development and commissioning of interventions for YCs and families and how service providers promote their support provision.

Abstract

Emergency relief is assistance provided by community agencies to people in financial crisis, usually recipients of income support payments. The present study reports on an exploratory, qualitative study of the experiences of people who seek emergency relief. Semistructured interviews were conducted with 20 emergency relief recipients from seven different agencies. Although the interviewees reported some positive experiences, distinct limitations in the extent of assistance were also perceived. Accountability for appropriate processes and quality assurance in service delivery are important requirements of agencies. Increased government funding to assist agencies to provide more holistic services would lead to more effective outcomes.  相似文献
