Since the late 1990s, the Office of the United Nations High Commissioner for Refugees (UNHCR) has been a key actor in the resurgence of refugee resettlement in global debates on asylum and refugee policies. This article investigates the dynamics of the international organisation's ‘resettlement expansionism’ within the UNHCR as well as its impact on policy-making. Firstly, it analyses how the UNHCR has increased its expertise production and dissemination as well as its operational focus on resettlement. Secondly, it assesses the policy-making impact of the UNCR's ‘resettlement expansionism’ in two distinct contexts: the elaboration of the EU's new joint resettlement scheme and the recent increase of resettlement places by 40% in Australia, a traditional country of resettlement. Lastly, it discusses potential implications of this research in regards to the evolution of the global refugee regime and, more conceptually, to the study of knowledge production and expertise in migration and refugee policy.  相似文献

The author analyses the discourse on the Ottomans in Croatian history textbooks during the last decade of Socialist rule in the 1980s, the decade of nationalist revival in the 1990s and the decade of the normalization in 2000s and establishes the connections between dominant Croatian ideologies at that time, the historiography and the textbooks. The history textbooks in Croatia during the socialist period (1945–1990) in Yugoslavia continued the anti-Ottoman narrative defined as late as the end of nineteenth century by Croatian nationalist historiography. The discourse was mainly focused on the allegedly unfavourable economic position of Christians during the Ottoman rule and the common plight of Croats and other Southern Slavs. During the nationalistic period of the Franjo Tu?man regime in the 1990s the discourse in the history textbooks remained negative, concentrating on the damage that was inflicted by Ottoman expansion solely to Croatian nation, the state and Catholic faith. After the nationalist regime of Franjo Tu?man left power in 1999 and liberal democracy was finally introduced, Croatian textbooks started to present the Ottoman conquests in a more neutral language and Ottoman Muslim civilization received more nuanced treatment.  相似文献

ABSTRACT

While the family is increasingly being recognised as pivotal to migration, there remain too few studies examining how migration impacts on intergenerational relationships. Although traditional intergenerational gaps are intensified by migration, arguably there has been an over-emphasis on the divisions between ‘traditional’ parents and ‘modern’ children at the expense of examining the ways in which both generations adapt. As Foner and Dreby [2011. “Relations Between the Generations in Immigrant Families.” Annual Review of Sociology 37: 545–564] stress, the reality of post-migration intergenerational relations is inevitably more complex, requiring the examination of both conflict and cooperation. This article contributes to this growing literature by discussing British data from comparative projects on intergenerational relations in African families (in Britain, France and South Africa). It argues that particular understandings can be gained from examining the adaptation of parents and parenting strategies post-migration and how the reconfiguration of family relations can contribute to settlement. By focusing on how both parent and child generations engage in conflict and negotiation to redefine their relationships and expectations, it offers insight into how families navigate and integrate the values of two cultures. In doing so, it argues that the reconfiguration of gender roles as a result of migration offers families the space to renegotiate their relationships and make choices about what they transmit to the next generation.  相似文献

This article considers the experience of the impact of ethnofederations on social identities that cut across such an ethnic divide. Based on a series of in-depth interviews focusing on the structure and operation of women’s and lesbian, gay, bi-sexual and transgender movement organizations in Belgium, we demonstrate that these groups experience constraints of the dominant ethno-linguistic identity. These results in a ‘federalism disadvantage’ for identities cross-cutting the ethnic divide, the result of which is a neglect of policy competencies situated at the federal level.  相似文献

Ethnic minorities pose important challenges for nation-building in post-apartheid South Africa. Indian/black African accommodation is examined through the microcosm of former Indian secondary schools in Pietermaritzburg. The development of Indian identities since the beginnings of indenture in the 1860s reflects an accommodation along predominantly ethnic rather than class-based lines. Whereas the shared educational experience of Indians under apartheid has served to reinforce ascribed ‘Indian’ identity, internal divisions are reflected in fragmented Indian voting behaviour since 1994. Fieldwork on patterns of desegregation in five former Indian secondary schools reveals critical differences between staff and governing bodies committed to transformation and more narrowly focused concerns of often conservative or apolitical parents. These differences are consistent with historic socio-political divisions among Indian South Africans. Transformation of former Indian schools embraces challenges, which, if successfully negotiated, could help to enable Indians to forge an identity of their own making in post-apartheid South Africa.  相似文献

ABSTRACT

The role of public officials in asylum procedures is generally a critical concern in scholarly and political debates. Focusing on the asylum system in Germany, this paper seeks to understand asylum procedures with regard to officially claimed standards and the still varying practices of decision-making. It draws on the findings of a qualitative study based on a multi-method design and carried out in the asylum administration. Based on a sociology of knowledge approach, the paper shows that administrative practices are largely a matter of how decision-makers on the ground interpret legal and political regulations. We demonstrate that decision-makers utilise shifting strategies to handle official claims and cope with local settings in their daily work, from defining the applicant to reaching decisions about asylum requests. The administration of asylum applications is discussed as a field that uses and (re-)produces both authorised and informal knowledge. Caseworkers develop a pragmatic knowledge of how to deal with the discrepancies between official standards and local working conditions. However, it is the asylum institution that provides the context in which they navigate the pitfalls and challenges of the asylum procedure.  相似文献

New data collected for the Boston Metropolitan Statistical Area provide detailed information on financial assets that allow analysis to extend beyond the traditional black–white divide. Targeting US-born blacks, Caribbean blacks, Puerto Ricans, Dominicans, and other Hispanics, findings from the National Asset Scorecard for Communities of Color survey underscore the large racial and ethnic disparities in financial wealth, even after controlling for demographic and socioeconomic status. Further, some notable differences between Boston’s communities of color highlight the importance of detailed analyses for research on the racial wealth gap. In particular, among non-white communities Dominicans report comparatively low asset and high debt amounts, while Caribbean blacks report relatively higher levels of wealth. Altogether, these findings point to the need for wealth building opportunities in communities of color and further investigation of the causes and consequences of financial disparities between groups of color disaggregated by specific ancestral origin.  相似文献

Immigrant political organisations in the United States have traditionally built political power by claiming to legitimately represent an ethnically defined group. However, the emergence of a number of multi-ethnic, class-based organisations over the last two decades has challenged this assumption, while raising questions about the ability of the institutional context to accommodate organisational change. Building on a neo-institutional theory of legitimacy, I examine the diverging legitimating strategies employed by two long-standing immigrant organisations based in Los Angeles (LA): the Korean Resource Center (KRC) and the Koreatown Immigrant Workers Alliance (KIWA). Through grant applications, organisational archival data and qualitative interviews, I show how KRC and KIWA, two groups embedded in the same sociopolitical context, have built unique yet equally successful legitimating accounts by adopting different organisational logics, one broadly based on ethnicity and one on class and multi-ethnicity. I suggest that KIWA and KRC's ideological differences, and their reliance on a different core of supporters – ethnic-oriented for KRC, labour-oriented for KIWA – drove the organisations towards distinct, yet partially overlapping subfields. By discursively mobilising those connections, and by actively shaping the surrounding organisational environment, both KRC and KIWA were able to incorporate in the broader non-profit advocacy sector in LA.  相似文献

To what extent can immigrant parents transmit their home-country language to their children? Drawing on a recent national sample of children of immigrants in France, this paper examines the effects of parental language socialisation and exposure to the parental home country on language ability and language practices of their adult children. The data show that parental efforts at transmitting the language are necessary, but ultimately insufficient especially when it comes to language practices. Almost none of those who grew up without or with only minimal exposure to the parental home-country language use it. But even among those who had extensive exposure only a minority end up using it in their daily lives. The only domain where the second-generation uses the parental home-country language to a non-trivial degree is in the family context. In addition parental resources can have contradictory effects. While successful transmission of home-country language in the immigrant context requires significant resources, those parents who have these resources are less likely to try to pass on their language.  相似文献

Although scholars consistently show that class-specific parenting, influenced by the resources parents have due to their socio-economic position, is one of the most important factors for children’s different life chances and outcomes as adults, migrants’ parenting is usually analysed with a focus on their ethnicity or country of origin. Building on cultural perspectives on class, this study demonstrates that migrant parents are differently endowed with institutionalised and embodied cultural capital, which shapes their parenting and therewith their children’s educational opportunities. Specifically, parents differ in their trust in school authorities, the way they define their own role in shaping their children’s education, and their self-esteem and confidence in assessing their children’s abilities and performance. This study is based on the accounts of parents who migrated from Poland to Germany and shows that due to their class position, middle-class parents possess robust forms of cultural capital that they can transfer to their children in the context of migration. This finding makes a case for the relevance of class in the context of migration and thereby adds an important perspective to the study of migrants’ inequalities in education, which tends to focus on ‘ethnic’ differences between migrants and ‘natives’.  相似文献

This paper is based on a larger qualitative study of exclusion and belonging as experienced by members of marginalized groups in the professions. The current analysis draws on a subsample of 13 racialized and Indigenous academics at Canadian universities to examine their experiences of both everyday racism – subtle, almost intangible micro-level interactions that convey messages of not fully belonging – and overt racism and colonialism. Overt experiences were less common, though intensely painful. Though in some ways they are more straightforward to address, as they are more obvious, they also consume considerable time and energy. Instances of everyday racism and colonialism were more common, often intricately interwoven with the very fabric of the institutional culture. Their cumulative nature is exhausting. Diversity initiatives, while popular in contemporary universities, are failing to approach equity, in that they deny the need for change in institutional cultures.  相似文献

This paper addresses several less-explored dimensions of current scholarship on globalisation, migration and transnationalism: north–south migration streams, the role of second-generation ‘heritage migrants’ and the importance of social capital within unequal transnational social fields. We compare two circuits of second-generation migrants, Turk-Germans and Turk-Americans, engaged in ‘intensive transnationalism’ having independently moved to reside in their parents’ homeland. Istanbul becomes the site of homeland return for these distinct streams of educated heritage migrants. Cross-national comparison of the children of the more stigmatised Turk-German ‘guest workers’ with the socially less salient Turk-Americans of middle-class backgrounds offers insight into the way class networks and national capital are distinctly leveraged by adult children with immigrant parents of distinct contexts of homeland exit.  相似文献

This article explores the role of the psychological sciences in depoliticising processes of ethnic demarcation and marginalisation within the Jewish population in Israel. It shows how the psychological sciences have provided the scientific foundation by which cultural domination and subordination have been essentialised. The study traces the ways in which ethnopsychological discourse has changed its contours over time. Early ethnopsychological discourse provided an overt link between the ‘cultural backwardness’ and ‘psychological impairment’ of the Mizrahi Jew. In light of broad social and political transformations, in the more recent model the overt ethnic signifier was silenced, and the Mizrahi ‘impaired mind’ appeared to be detached from its ethnic roots while being attributed to the same ethnic population. Both ethnopsychological forms have focused on the individual's ‘special needs’ and ‘inherent psychological impairment’, obscuring the role of social and political forces in shaping social gaps in Israeli society and reinforcing the hegemonic discourse of nurture. The latter has provided a negative mirror image of the modern Ashkenazi secular Israeli Jew following Western cultural models of self‐control as the universal index of health and progress. This study is based on both primary and secondary sources as well as on my in situ observations.  相似文献

Abstract

The withdrawal of the Ottoman Empire from the Balkans in the late nineteenth and early twentieth centuries left a significant impact on the population of the region, especially on the Muslims. Muslim intellectual life was strongly influenced by the arrival of a new political and social order and cultural and religious value system. During this period, Balkan Muslims painfully and irreversibly became an administrative part of Europe. The aim of this paper is to examine the main themes which characterized the writings of Bosnian Muslim intellectuals in the post-Ottoman period, particularly on the eve of and during the Second World War. This work examines the writings of Mehmed Hand?i?, a prominent Bosnian scholar that were published in the El-Hidaje Periodical from 1939 to 1945. The paper brings the scholar's views and commentaries on a variety of topics such as the impoverished Muslim state, the history of Islam and Muslims, and patriotism and nationalism from the Muslim point of view. In most ofHand?i?’swritings the focus is on Muslim intellectual responses to the new political and social changes as well as challenges of the ongoing Second World War. However, hiswritings and reflections continue to have far-reaching effects on Bosnian Muslims and remain relevant to the Bosnian Muslim situation at the beginning of the twenty-first century as the world observes the 20th anniversary of the Srebrenica massacre in 2015.  相似文献

This article analyses the role of rights in human rights jurisprudence dealing with recognition of identities and cultural diversity in Europe. Using examples of selected case law of the European Court of Human Rights, it discusses the understanding of rights and their impact on the notions of community and recognition. It critically evaluates the recourse to the notions of a closed, established community and the defence of the established status quo in culturally contested conflicts. It analyses claims articulated by those framed as standing outside the narrow confines of such a cultural community. By reference to critical perspectives, the article illustrates how rights operate with categories of paradigm and foreign subjects and regulate respective entitlements of these subjects to enjoy rights. It demonstrates how these categories impact upon the notion of a community and how the narrowing of its boundaries limits the possibilities of belonging of foreign subjects. The article argues that these categories embedded in rights regimes lead to a mutation of rights from tools of inclusion to tools of correction. In their corrective function rights rather than serving as tools of ensuring belonging are used for maintenance of established identities and cultural regimes of power. In the final section by reference to the latest judgments of the same Court expanding rather than narrowing the understanding of a community, the article examines whether rights can reach beyond these subjectivities and offer possibilities of renegotiating the established regimes of cultural power.  相似文献

Despite a strong cognitive association in the minds of native citizens between ethnic minority presence and crime, compelling evidence demonstrating a real-world relationship between crime and ethnic diversity is limited. This study adopts a media-based approach to contribute to the debate on the origin of the perception of criminal threats. By means of a content analysis of 11 years of crime news (2003–2013) in Flanders (the northern, Dutch-speaking part of Belgium), portrayals of ethnic minority and majority perpetrators are systematically compared to assess whether ethnic minorities are portrayed in a significantly more threatening way. Moreover, building on ethnic hierarchy theories, comparisons are made between various outgroups. Findings demonstrate that ethnic minority perpetrators are depicted in a more threatening manner: they are more likely to be associated with violent, property, and gang-related crime. Additionally, they are more likely to be anonymised and to be associated with explicit manifestations of threat. Group differences exist, however, as the most distant outgroup (i.e. North Africans) is covered in a more threatening way than the other outgroups. Implications for intergroup relations are discussed.  相似文献

This article explores the types of family–school relationships that promote academic, socio-economic, and social and emotional well-being of black African immigrant children in the United States. The data are ethnographic, drawing on one year of participant observation and interviews at two elementary schools. The findings are also set within the context of an analysis of data from the New Immigrant Survey. The article identifies mechanisms by which relationships between black African immigrants and schools are created and argues that intersections between demographics and school culture are central, particularly as related to the possibilities for relational power, which can allow parents and school staff to transcend persistent inequalities of race and discrimination.  相似文献
