The Miao nationality is a minority in China which has a total population of 5.03 million. In Sichuan Province, the Miao population is about 130,000, representing approximately 4% of the entire Miao population. In 1981 and 1982, surveys were conducted to investigate the Miao population. Results from these surves are summarized as follows: (1) The age structure of the Miao nationality is young, and the percentage of young people is high. A large number of children who were born in the 1960s and 1970s have now reached the age for marriage, a new high point of births will be created soon, and family planning will become a very urgent problem; (2) Fertility is very high, about 5.05 children for each married woman; (3) Marriage between close relatives is rather popular and this custom is harmful to the next generation, and the rate for abnormal babies and deaths is rising; (4) A popular belief which exits among the Miao people is that more children represent good fortune for the parents. It is quite obvious that urgent work is needed in order to develop family planning in the areas inhabited by the Miao people. Both the quantity and quality of the Miao nationality should be adjusted in order to cope with a changing world.  相似文献

The poor population quality (quality of life of the population as a whole) of Zhejiang Province in southeast China and the imperative need for its improvement are the subject of this report. Its 40 million inhabitants have a life expectancy of 69 years. For every 1000 people there is only 1 doctor and 1.7 hospital beds. These figures are lower for all the other southeastern provinces. According to the 1982 census, there are 47 college graduates, 517 high school graduates, and 1779 middle school graduates for every 10,000 people. The quality of life of the population can be improved through increased productivity because there is a direct relationship between the 2. Although China already enjoys a high level of productivity, it is up to the government to concentrate its efforts on the quality of productivity through reform. China's political structure, its rules, regulations and conventions have contributed to making the economy backward. A substantial change within the social system is imperative to put China's economy on a more progressive footing. Moreover, efforts in family planning must continue. The current population growth rate is not commensurate with the economic growth rate. As population control and population quality are interrelated, a smaller population would mean a higher standard of living. The report concludes that in order to fulfill the strategic goal of economic construction quality is a task that cannot be postponed, since it concerns Zhejiang Province's economic projections, as well as the quality of the new labor force that will be in place by then.  相似文献

Since the establishment of responsible production system, certain existing measures for family planning have lost their original effectiveness. At the same time, some changes in the peasants' minds concerning family planning have also taken place. Many peasant families, especially those which have no male child, wish to have more children. In order to solve this problem, family planning work should be done all over again from the lowest administrative level. Through correct population and ideological education, the general public may understand that there is a surplus of agricultural labor and a shortage of arable land at the present time. Secondly, birth control measures, family planning techniques, and training of medical personnel should be improved in order to serve the people better. A full-time working staff for family planning work should be increased so that they may work closely with local people and solve practical problems. In addition, nursing homes should be established and managed well in each commune. All such nursing homes should receive financial support from the State. In the this way, childless aging people may receive proper care after retirement. The worries of those single-child households may also be greatly reduced. The overall resistance met by family planning personnel is thus eliminated.  相似文献

For a long time, the Dongxiang nationality has lived in the area of Dongxiang, which is a part of Gu Hezhou in Gansu Province. Among the various minorities in China, the Dongxiang people has been noted for their small population. In recent years, however, their population growth rate has been very high. Statistics show their annual population growth rate was 13.5% in 1970 and 32.8% in 1980. This situation is caused mainly by the young age of the population (young persons under the age of 19 constitute 55.7% of the entire population). Because of the popularity of Islam among the people, the custom of early marriage and having children at an early age has long been a tradition. Rapid population growth has created numerous problems. Food production has been unable to keep up with the speed of the population growth, and economic development cannot satisfy the needs of the rapid growing population. The Dongxiang people are physically healthy and strong, and marriages between close relatives is prohibited. Because of the backward condition in education and culture, efforts to promote the quality of the Dongxiang population have remained slow and ineffective. Starting in 1974, the local government in Dongxiang launched extensive birth control projects and positive results have been achieved. At the present time, about 62% of its population have taken birth control measures, and the natural population growth rate dropped to 15.34% in 1982.  相似文献

China is a Socialist country which is composed of numerous ethnic groups. In addition to the Han people, there are 55 minorities in various parts of China. Since liberation (1949), the lives of the minorities have improved greatly. There has also been reasonable advancement in their local economic situation, cultural and educational establishments, and health care, and the population growth among ethnic minorities has also increased rapidly. At the present time, the rate of population growth among the minorities is extremely high, and the age structure of the minority population is young. The custom of early marriage and having children at a young age is still popular. The levels of economic development, cultural and educational establishments and medical and health care are still too low to satisfy current needs of the local people. Within a short period of time, population growth among the minorities may reach among climax, and the problem of overpopulation may become more serious. This new trend is not encouraging for the economic and cultural development of the minority people. In order to protect the economic situation of the minority population, various rules and regulations should be established according to local situations, and work in family planning and birth control is also urgently needed for the minorities.  相似文献

In the process of Socialist construction and modernization, the development of the population of national minorities deserves our attention because it is directly related to the economic and cultural development in the areas inhabited by such national minorities, and it has a great impact on the welfare and future of those people. Moreover, the population growth of the minorities is a key factor in the national population control strategy. A rapid population growth among the minorities has caused serious problems in distribution of farm land and food supply, low personal income, a rise in the unemployment rate, and a rise in the illiteracy rate. This has prevented a rise in the living standard among the minority population. In order to prevent and solve population problems among the minorities, we must take appropriate measures according to local conditions to control population increases. Through popularization of education, population growth may be put under control. For those people who volunteer to practice family planning, the government should provide all kinds of assistance. At the same time, an effort is needed to introduce the necessity of improving birth quality, to popularize new methods of child birth, and to develop health and medical care for the general public, so that the quality of the minority population may be gradually improved.  相似文献

In July, 1981, the staff of the Population Research Section of the Economics Department of Wuhan University and family planning personnel at the local level conducted a survey on fertility in the rural areas of Hubei Province. The survey was conducted in the forms of public opinion polls and individual conversations with the local people. The results of this survey can be summarized as follows: (1) Marriage Question -- the average age for first marriage is 22.54. The marriage rate is 5.3/1,000 for age 18, 35.5/1,000 for age 19, 54.2/1,000 for age 20, 171.9/1,000 for age 21, 393.5/1,000 for age 22, 717.8/1,000 for age 23, 886.3/1,000 for age 24, and 965.3/1,000 for age 25. (2) Birth Question -- average time between first marriage and first child is two years. Women between the ages of 25 and 29 average 2 children; women between the ages 20 and 24 average 1.3 children. Figures show that an unlimited population growth is already under restraint, and the fertility rate shows some obvious decline. (3) Ideological Question -- traditional beliefs favoring more children and favoring boys to girls are still strong in the minds of the people. In general, young males and females still contemplate an early marriage and wish to have two children. In order to correct the people's ideology and match it with national population policy, more work is needed in family planning.  相似文献

The relationship between population and economy is regarded seriously by China and other countries. This problem can be analyzed and studied under 2 aspects: 1) the influence of economic development on changes in population, and 2) the influence of population increases on economic development. Under the 1st aspect, improved living conditions, hygiene, and health care generally result in lowered mortality rates. Improved economic conditions in China also increased the birthrate and at the same time increased birth control among the people; the increased birthrate was due to more marriages after liberation. In economically advanced countries, due to high expenses in raising children, people tend to limit family sizes to 2 children/family. Under the 2nd aspect, population increases place strains on the food supply and nutritional requirements, especially when increases are too rapid. They also demand more educational resources and influence quality of education. As there are currently 210 million students in China, the quality of education suffers, particularly at the college level, since most of Chinese manpower, physical and financial resources are spent on primary and secondary education. In terms of housing, transportation, health care, and natural resources, they are all intimately related to and influenced by increases in population. Consequently, the living standard would be difficult to raise if population increases are too rapid. Since 1971, population increases have been incorporated into 5-yearly and later yearly national economic plans in China. The large Chinese population is a major obstacle in raising the Chinese economic level, hence a well-planned population control program is essential.  相似文献

How Bazhong County of Sechuan Province, China, carries out family planning through a combination of what are termed vertical and horizontal services is described. Vertical service refers to assistance such as premarital education, prenatal hygiene, child health care, and family planning, while horizontal service refers to household assistance for married women. Premarital education is designed to help young people acquire sufficent knowledge about family planning, hygiene, and eugenics, and stresses the disadvantages involved in marriages between close relatives. Prenatal hygiene provides safe and convenient medical accommodations for delivery of the child as well as maternal care. Child health services assure that the best facilities are to be made available for physical examinations, vaccinations, and medical treatment. The family planning program involves comprehensive measures such as distribution of contraceptives and safe sterilization. In addition, the county provides medical assistance for couples unable to have children. Horizontal service providing household assistance for married women promotes scientific farming (e.g., how to use fertilizer), helps people increase their income by teaching them skills, and provides social services to improve life style and education. These vertical and horizontal services have brought about substantial improvements in the standard of living, family harmony, and population control.  相似文献

Use of the proper policies and appropriate methods has enabled the Chinese government to control population growth in that country. The growth rate of the Chinese population dropped from 23.2% in 1957 to 11.54% in 1983. The government attained this positive result by working from the theory that population growth and economic growth are closely related. Family planning policies, therefore, had to be adapted to each unique local situation. The Chinese government realized that the cooperation of the people was essential, so great effort was put forth to educate them and help them understand the advantages of population control. Tangible examples were used to illustrate this rather than theory, and people were organized in such a way that they would all be informed. In addition, laws were established to encourage people to get married at the proper age and not to have too many children. Medical services were also improved, so good contraceptives, services, and research were made available.  相似文献

Hai-nan Island is under the jurisdiction of Guangdong Province and has a population of 5,520,000, of which 85% belong to the Han ethnic group, and 13.4% to the Li ethnic group, and there are other small minorities. Since 1949, the population of Hai-nan Island has more than doubled, and a serious population problem exists. Among the minorities, the population growth for the Li people in 1 autonomous region of the Island has been very rapid for 2 reasons: 1) the large number of immigrants moving in from other places, and 2) a high fertility rate among the Li people. In order to slow down the rate of population growth on the Island, the 1st step should be to slow down the growth rate of the largest ethnic group, the Han people. The Li people live mainly in rural and poor areas, and their production level has been very low. In the past 30 years, tremendous progress has been made to improve the health care and livelihood of the Li people. Before 1949, the total number of Li people was only 300,000. By 1980, the Li population had increased to more than 740,000, more than doubling the 1949 figure. This rapid population growth has helped economic development in the areas inhabited by the Li people. On the average, each household in the Li autonomous region has 5.3 children. In order to further improve the living standard of the people, family planning is needed for the Li community. The traditional belief of having more children is currently undergoing a change in the minds of the Li people. The policy of offering economic reward to those who follow family planning regulations is working, and more work is needed to curb rapid population growth.  相似文献

As the age at marriage continues to rise in East and Southeast Asia, the fertility behavior of unmarried teenagers is receiving more attention from population policymakers. In addition to fertility reduction through family planning, Asian societies today consider population planning strategies in relation to national needs and social goals, including such matters as the population's growth rate, age structure, educational quality and skills. The number of single youth in Asia is growing much more rapidly than the total youth population. By the year 2010, for example, India is projected to have nearly 70 million single teenagers, aged 15-19, 188% more than in 1980. In many developing countries today, such as the Philippines and Korea, the rising age at marriage has combined with rapid urbanization, improved status for women, and more educational opportunity to alter both the behavioral norms of young people and the traditional means of social control over youth. Studies of contemporary adolescent sexuality have been conducted in 4 Asian countries. In the Philippines an overt independent youth homosexual culture was found to exist in urban and to some extent rural areas. In Thailand research revealed little conservative resistance to family planning or to contraceptives for young unmarried people. Surveys in Taiwan indicate that behavior related to dating and choice of spouse has become more liberal, and a survey in Hong Kong revealed a higher level of premarital sex and use of prostitutes among Chinese men than expected. Population policy perspectives that need to be considered in these changing times include: 1) issues of access to family planning services by unmarried people below the legal age of maturity; 2) the development of social institutions, such as exist in Thailand and the Philippines, to guide adolescents' behavior; 3) more extensive study of adolescent sexuality; 4) establishment of the scope of family policy.  相似文献

In seeking a solution to its population problem, China, as a developing socialist country, has been making unremitting efforts to develop economy while controlling the rapid growth. The objective is to control rapid population growth so that population growth may be in keeping with socioeconomic development and commensurate with utilization of natural resources and environmental protection. In the past decade, and particularly since 1979, China has made much progress in developing economy and gained remarkable successes in controlling population growth. The natural population growth rate dropped to 1.15% in 1983, from 2.089% in 1973. Living standards have improved with a gradual annual increase of per capita income. All this proves that the policy of promoting family planning to control population growth along with planned economic development is correct. In China family planning is a basic state policy. The government has advocated the practice of "1 couple, 1 child" since 1979. This does not mean that 1 couple could have 1 child only in every case. The government provides guidance for the implementation of family planning programs in the light of specific conditions such as economic developments, cultural background, population structure, and the wishes of the people in different localities. The requirements are more flexible in rural than in urban areas and more so among the people of national minorities than among the people of the Han Nationality. In rural areas, couples who have actual difficulties and want to have 2 children may have a 2nd birth with planned spacing. In carrying out its family planning program, China has consistently adhered to the principle of integrating state guidance with the masses' voluntariness. The government has always emphasized the importance of encouraging the people's own initiatives, through publicity and education, which is the key link in implementing the family planning program.  相似文献

The validity of the World Values Survey (WVS) question used to measure trust is disputed over and this article is intended to present the results of an online survey, conducted in Brazil, which tested the meaning of the term trust in the WVS question. The surveyed population is entirely Brazilian and the majority has received some form of higher education. The results of the survey partially corroborate the validity of the WVS and partially deny it. Within the results of this survey there are predominantly two dominant perspectives represented within the surveyed population including: respondents who think in friends and relatives as part of most people have a higher probability of also saying to trust most people which means that different people may be answering slightly different questions. However, respondents who say that trust most people have higher levels of trust in people in general than in family if compared with respondents who say to not trust most people which is in accordance with the expectation that the question adequately measures generalized interpersonal trust.  相似文献

The Zang nationality in the Muli region is a major branch of the Tibetan people now living in Sichuan Province. Before 1949, the social economy in the local area was rather backward, public health was poor, the infant mortality rate was high as 50% and the overall population growth was slow. Since 1949, because of changes that have taken place in the social and economic system, the development of the population has also changed on a large scale. According to a recent survey, numerous households are still trying to change their poor financial condition through a population increase. Conversely, there are also some households with a better financial situation who prefer not to have too many children. In addition, fecundity also differs between women with some education and those who are illiterate, and the social impact on fecundity is very obvious. The influence from traditional concepts and psychological factors is also strong. At the present time, the national ploicy of China is for family planning and birth control to prevent an unlimited population growth. Ideological education and propaganda are needed to alter the people's traditional outdated concept of birth so that the common goal of controlling population growth may be achieved.  相似文献

Family planning is a very important part of the Socialist cultural civilization, and it has a great impact on the ideology, ethics, and change of moral concepts. The old concept of having a large family and favoring boys over girls has been changed because of the popularization of family planning, and the overall quality of China's population can thus be improved. In the practical work of family planning, construction of the Socialist cultural civilization should be handled well. Science should be developed and taught to the general public, and the traditional ideology concerning birth and population should be gradually changed and eliminated. In this way, people will become more conscious of the need for family planning. In the meantime, efforts should be made to promote social welfare, such as the establishment of more and better daycare centers and nursing homes so that the common worries about family planning can be removed. The people should gradually learn about their rights and responsibilities as citizens and understand that family planning is in the best interest of the whole country as well as for the good fortune of later generations. With close cooperation between the people and the government and with reasonable management of family planning, China will be built into a strong nation with an adavnced Socialist cultural civilization.  相似文献

Results from the 1982 census show great progress has been made in the field of family planning because of close cooperation between the people and the government. Under the influence of the high birth rate in the 1950s and 1960s, a large number of youths are reaching the age for marriage each year, and they are bringing heavy pressure on the population growth. As a result of this situation, family planning work is still urgently needed. A great difference exists between cities and rural areas in family planning work. Economic conditions, cultural and educational levels, occupational characteristics, living environments, and concepts of population growth have contributed to this difference. Henceforth, special emphasis should be placed on family planning work in rural areas, so that the large scale population groth in the countryside may be brought under control. In areas of scientific management, propaganda and education, and technical measures for family planning, modern and and progressive methods should be used in order to reach the national goal of controlling population growth.  相似文献

Because of the popularization of a responsible agricultural production system, the livilihood of peasants has been improving greatly, while the demands and needs of the general public are also increasing at the same time. Still under the influence of the traditional belief of carrying on one's family line and emphasis on having male children, married people prefer to have more childre, and the birth rate is now rising again. In order to solve this new problem, we need to teach the peasants national policies on population, land utilization, and food supply. In order to initiate a new situation in family planning work, we need to control this "gold key" of ideological education and propaganda. The emphasis should be placed on ideological education for cadres at all levels as well as the general public in order that they may understand the Party's strategy. Education on the national strategy should be combined with material interests of the peasants, and reward and punishment in production should also be linked up with that of family planning. Social measures are needed to reduce economic burdens of the peasants, offer better treatment for single-child households, and provide adequate care for old and retired people. Family planning projects should be consolidated and improved. Scientific management, facilities and techniques for birth control, compensation for working personnel in family planning, and other practical problems deserve immediate attention and solution.  相似文献

我国目前对流动人口实行的防范式行政管理方法,在实际中不易落实,且易引起流动人口的排斥抵触情绪。因此必须针对流动人口的特点,采用计生社区服务模式为主的工作方式,转交流动人口的传统生育观。流动人口计生社区服务模式应着重:以经常性的宣传教育服务为宗旨;以生产、生活、生育服务为主线;注重社区服务的福利性质;以促进城市居民与流动人口沟通为目的。流动人口计生社区服务对于流动人口本身和社区计划生育而言具有很多优势,是以后流动人口计划生育管理服务的发展方向。  相似文献
