The expansion of the welfare state during the 20th century has altered the conditions shaping the formation of ethnic organizations. Drawing upon research in the divergent fields of social policy, immigrant communities, and social movements, this article argues that social welfare programs promote or suppress ethnic organizations depending on how they affect an ethnic community's institutional completeness. This welfare state channeling theory is contrasted with ethnic competition and resource mobilization explanations for the formation of ethnic organizations. An analysis of 800 Indochinese refugee associations finds that public assistance has no effect on the prevalence of these organizations, but that privatization of federal social service expenditures does, thus partially supporting the welfare state channeling theory.  相似文献

We examine factors affecting entry and contribution to an association that provides different goods using social capital formed by heterogeneous firms that lobby in a political economy environment. We identify how associations attract the most productive firms or the least productive firms in an industry and explain how such associations differ in their intensive and extensive marginal contributions to social capital. We find that the level of regulatory stringency, association products including capital goods for members or lobbying to influence regulation, and government influenceability affect membership and contribution decisions. These results vary with firm productivity. Often, an increase in government influenceability increases social capital in associations composed of highly productive firms because they prefer to influence policy while less productive firms prefer more association‐produced production inputs. This essay addresses the declining influence of Alexis de Tocqueville on contemporary American sociology. While Tocqueville was must reading some decades ago, inspiring several classic sociological studies published in the 1950s and 1960s, and while he remains an authoritative source in other social science disciplines, he has virtually disappeared from present-day sociology. Sociologists, it would seem, have left behind works such as Democracy in America and The Old Regime and the French Revolution despite Raymond Aron’s (Main Currents in Sociological Thought, vol. I, Anchor Books, New York, 1968) insistence that Tocqueville be counted among the discipline’s founders. While Meyer (J. Cl. Socio., 3:197–220, 2003) presumed to have addressed this subject, his argument sheds no light on the matter as he ignores the driving concern of Tocqueville’s work, namely, the tensions between the principle of equality and human freedom. I argue that conceptually sociologists today are in no position to reflect critically on equality and its relation to freedom. Since the turbulent 1960s egalitarian commitments have become embedded in the discipline and are thereby shielded from critical inquiry. At the same time, a conceptual fixation on power effectively pushed to the periphery the kinds of questions Tocqueville raised about the problem of authority in democracy and how authority may be encouraging of human freedom. Committed to advancing the principle of equality, however understood, and seeing nothing in authority but power, sociologists espouse faith in egalitarian, mass democracy whereas Tocqueville sought a critical understanding of it. This is much to the detriment of present-day sociologists, so many of whom demonstrate in their own work and professional behavior the democratic dilemmas Tocqueville warned us about.  相似文献

The recent “headscarf affair” has created a divisive national crisis in several European countries. Like Turkey, France and Germany have introduced legislation prohibiting “conspicuous” religious symbols in government institutions. The article argues that interpretations of ‘Muslim’ female head covering as a sign of oppression ignore their resemblance to European symbols of ideal womanhood. The question of the ‘ethnicity’ of the symbol is thus elusive, and the assertion of categorical difference can be challenged on the level of citizenship law. Recent amendments to German citizenship law based on jus sanguinis have eased immigrants' adoption of citizenship, diminishing the contrast with the French jus soli. Thus, in Germany there has been a shift from the emphasis on the transmission of substance toward display of cultural competence through other forms of embodiment. In both Germany and France, in key social locations of state reproduction, national belonging and loyalty to the state must be demonstrated through linguistic competence and modes of bodily performance that mainly focus on women.  相似文献

Low fertility rates and an aging population challenge the city‐state of Singapore. The Singaporean government therefore encourages singles to marry and have children. Using ethnographic data and interviews (N = 28), collected between August and December 2012, this explorative study examined the relationship between government interference and the love lives of young, well‐educated, single women in Singapore. Getting married is expected not only by the state, friends, and family members but also by singles themselves. The author examined how young women view and experience these social ideals in their daily lives. Foucault's (1982, 1984) idea of governmentality and Budgeon's (2008) idea of couple culture were used to investigate how government policies intervene in the romantic relationships of individuals through various channels, such as the housing policy, matchmaking initiatives, and social norms. The government may effectively affect individuals in certain ways, whereas at other times individuals may act in a manner that is opposite to what the government expects.  相似文献

Collaboration on children at risk is essential, but our knowledge about inter-professional collaboration between social workers and educators is limited. The aim of this study is twofold: (1) to describe French and Swedish teachers' social representation of social workers; and (2) to compare these social representations. The French sample group is composed of 77 secondary school teachers (of students from 11 to 18 years old), and the Swedish sample group is composed of 94. The method used was a ‘free association task’, commonly used to access the semantic content of social representation. Two different social representations of social workers were revealed, one for the French and one for the Swedish teachers. The French representation is characterised by highly positive aspects such as support, listening and competence. Swedish teachers' social representation of social workers is completely different: negative associations were common (44%), and among these, professional secrecy and law and regulations dominated. One plausible explanation is the difference of French and Swedish teachers' roles regarding collaboration with social workers.  相似文献

Human service NGOs have become central actors in contemporary welfare states. The broadening of the role of NGOs in Australia as both providers of the human services that are an integral part of the welfare state and as lobbyists or advocates and agents of social change has been widely acknowledged; however, this paper focuses on a recent deepening of the role of human service NGOs in the Australian welfare state by exploring an additional dimension of their growth. Based on a recent study, it is evident that there has been increasing involvement by human service NGOs in the production of social policy knowledge through ‘policy research’ activities. The research mapped policy research activities, policy research infrastructure and policy research resources in human service NGOs, and also captured NGO policy researchers’ perceptions of the rationales and motivations driving NGOs in this direction. It was clear that this shift is based on strong beliefs that researchers located within human service agencies are best placed to produce the kind of knowledge that should form the basis of social policies responding to human need. Other drivers identified by policy researchers suggest, however, that the inclusion of third sector organizations in policy processes cannot simply be understood as the ‘opening up’ or ‘democratization’ of social policy processes to include Third Sector participants. The motivations for human service NGOs moving into social policy knowledge production in Australia are thus complex and diverse. Drawing on the findings of our study, Researching the Researchers, this paper reflects on the implications of this reconfiguration of welfare state politics. Who produces the knowledge that influences, moulds, and even determines the allocation of resources for the delivery of human services, and how this knowledge is produced have been ongoing concerns in social policy scholarship. We suggest, that in the case of human service NGOs in Australia, entry into the field of social policy research can be understood as a reconfiguring of the democratic system of policy determination. It may also be one in which the NGOs become ‘experts’ on citizens’ needs through research practices that are fundamentally less, rather than more inclusive, of the subjects of social policy. The implications of a possible shift in power to influence and in some cases determine who gets what in the welfare state is of deep concern in relation to future models of social protection and ultimately the redistributive and democratic processes of nation states. This paper seeks to question the often-unquestioned ascendancy of the third sector in welfare and asks whether this shift is in keeping with the democratic process and whether it is the best way to determine and satisfy human need.  相似文献

This paper examines the puzzling status of Buraku people in Japan through the methodological prism of historical sociology. I develop a theoretical approach that emphasizes the concept of racialization to illuminate the historical and social construction of Buraku status. I propose this approach as a complementary alternative to prior analytic perspectives. Two major perspectives have dominated research on the status of Buraku people. First, an earlier approach that focused on the legacy of caste discrimination. The second framework focuses on Buraku people as part of the struggle for universal human rights. This article raises three basic, but interrelated questions about the historical development of Buraku status in Japan. Why did the Buraku people become subject to such overt discrimination in local community life, and through government policy? How was the state involved in the social construction of Buraku people? How did the Buraku liberation struggles challenge formalized discrimination?  相似文献

According to Tompkins' (1991) theory on the socialization of emotion, young children's emotional and social competence are influenced by others' reactions to the children's emotions. Patterns of parental reactions to emotions have been shown to account for significant variance in preschoolers' emotion and social competence. However, the impact of others significant in the preschooler's life has been largely ignored. To help fill this gap, associations were examined between older siblings' reactions to 41 preschoolers' emotions and the preschoolers' social-emotional competence (i.e., affective balance, emotion knowledge, positive, prosocial, and provocative responding to peers' emotions, sociometric likability, and teacher-rated social competence). Using a multiple regression strategy, the contributions of sibling reactions and moderating demographic variables to preschooler emotional and social competence were evaluated. Certain sibling reactions, especially positive emotional responsiveness, were shown to play important roles. Many predictions were moderated by age of child, sex of one dyad member  相似文献

Civil society organizations in Lebanon have a long history, pre-dating even the existence of the Lebanese state itself, which has directly shaped their major phases of development since its creation. Based on the social origins theory and using the framework developed by Marchetti and Tocci (Peace Secur Former Pac Rev Peace Secur Glob Chang 21:201–217, 2009), this paper analyses the relationships that have developed between the state and civil society organizations in Lebanon. The main argument presented in this paper is that the scope of work of civil society organizations, in addition to their freedom of action, is directly linked to the social, political and economic development of the state. The main conclusion of this paper is that a new social contract should be forged between associations and the state in Lebanon, one that would allow them to carry out their functions properly.  相似文献

This article provides indirect empirical evidence with which to verify whether the logic of collective action maintained by Olson represents a sound theoretical approach to social enterprises. Our hypothesis is that, if a positive effect of participation in social enterprises on pro-social attitudes of members exists, when considering these organizations we should move from the approach proposed by Olson to the one proposed by Putnam, in the Tocqueville tradition. Overall, the existing empirical and experimental evidence seems to suggest that Putnam's approach to voluntary organizations is better able than Olson's to capture the organizational behavior of social enterprises, confirming that initiatives by self-organized citizens should be considered a possible convincing explanation for their emergence.  相似文献

The role of science in modern democracies has long been a topic of heated debate. Recent scholarship has increasingly focused on the social construction of the science–policy–politics nexus. For understanding both the local specificity of concrete configurations and general trends much is to be gained from an analytical framework. In a first introductory section we describe already existing categorizations and typologies, identifying a research gap: a framework for reconstructing the discursive forces shaping the science–policy–politics interface based on both mutually exclusive and exhaustive categories. Our answer is the concept of knowledge orders. Building on already existing scholarship in this field, we define knowledge orders as discursive orders structuring the production of expertise. We distinguish between three levels of knowledge orders: the generation and communication of science-based expertise, the regulation of these processes, and reflexive discourses in which the epistemic authority and the political relevance of science-based expertise are (de)legitimized and renegotiated and the regulation of the science–policy–politics nexus debated. Each level can be analyzed in terms of the criteria based on which competence is attributed (social dimension) and at when political or scientific criteria of relevance and validity are to be applied (procedural dimension). The framework is illustrated by referring to both well-known examples in science studies and our own research on science–policy–politics arrangements in the field of food safety and employment policy.  相似文献

ABSTRACT

Adolescence, the transition period between childhood and adulthood, is a period of great risks and possibilities. Teen years comprise a period of intense growth not only physically but also morally and intellectually. The adolescence has traditionally been portrayed as a state of internal civil war. In the period of revolutionary change, social competence refers to the social, emotional, and cognitive skills and behaviors that child need for successful social adaptation. So in this critical period of change, parents have to deal their child with proper guidance, love, and sympathy to enable his or her to tackle various problems of adolescence of his or her life. This may successfully bring about the welfare of the society and help the child to grow into the distinct individual. In this paper, an attempt is made to explore the connection between parental role and development of social competence among adolescents using effective tools covering various dimensions. A sample of 160 adolescent students of various schools of Ajmer district of India in the age group of 13 to 18 years was randomly selected covering male-female students, rural-urban students, and students of government and private schools. Tools developed for parental role scale and social competence scale were administered. Various statistical techniques were applied on the data collected. ANOVA test results show that three groups of parental role, e.g., higher parental role group, average parental role group, and lower parental role group, significantly differ in achieving social competence. Based on the findings, the paper presents educational implications.  相似文献

This study investigated longitudinal associations between adolescents’ technology‐based communication and the development of interpersonal competencies within romantic relationships. A school‐based sample of 487 adolescents (58% girls; Mage = 14.1) participated at two time points, one year apart. Participants reported (1) proportions of daily communication with romantic partners via traditional modes (in person, on the phone) versus technological modes (text messaging, social networking sites) and (2) competence in the romantic relationship skill domains of negative assertion and conflict management. Results of cross‐lagged panel models indicated that adolescents who engaged in greater proportions of technology‐based communication with romantic partners reported lower levels of interpersonal competencies one year later, but not vice versa; associations were particularly strong for boys.  相似文献

This review essay provides an overview of Sen's revised edition of Collective Choice and Social Welfare (2017), and examines the relevance of its arguments in the context of Peru. It focuses on three main points: a social choice approach for addressing global problems; an expanded informational basis for making judgments; and a public reasoning view of collective decision‐making. It critically analyses the human and social development strategy followed by the Peruvian government in recent years, and in particular the capacity of public reasoning to reflect and sustain the priorities of the poorest and marginalized in the public policy agenda.  相似文献

Simulation-based learning (SBL) is an innovative experiential teaching method where students and instructors interact with a simulated client to foster students’ holistic competence in practice. Considering the context of North America where social workers are the largest service provider in the field of mental health, it is critical for educators to enhance competencies in students during the social work program. Guided by competency- and simulation-based, adult learning frameworks, this paper illustrates the development and integration of a range of educational activities into a treatment-focused advanced mental health course in the social work curriculum. We conclude by discussing how SBL enhances students’ mental health competence and provide recommendations when developing SBL in the mental health curriculum in social work education.  相似文献

ABSTRACT

This study reports the development of a new Blame Index to determine attributions of the causes of poverty along a single structural-to-individual dimension. A multisite pre-/post-group design tested the degree of change in social work students’ (= 177) perception of poverty as a result of taking a single BSW social policy course or an MSW foundation social policy course. Student respondents reported a significant shift toward structural and away from individual attribution of the causes of poverty, more support for government antipoverty benefit programs, increased awareness of the inadequacy of existing government antipoverty programs, and increased awareness of the difficulty in accessing government antipoverty benefits. Linear regression explained 17% of the change in the Blame Index with only race/ethnicity and the change in adequacy of benefits as significant predictors.  相似文献

Parental choice of school is one of the main platforms of government education policy and is the centre piece of the Parents Charter. But sociological understanding of choice and choice-making is woefully underdeveloped. This paper draws on an ESRC study of market forces in education to explore social class variations in choice of school in one specific locality. The complexity of choice-making is portrayed using data from interviews with parents and it is argued that middle-class parents are taking full advantage of ‘the market’ to sustain or re-assert their class advantages.  相似文献

Abstract

Warmth and competence are universal dimensions of social perception that articulate the perception of other individuals and social groups. However, there are no scales that have systematically been used in psychosocial research. The purpose of this study is to construct two scales, one on warmth and another on competence, which could be used at the inter-group, interpersonal and individual levels. To accomplish this, we performed two studies. In Study I (N = 578 students and N = 540 general population), we tested the scales at the intergroup level (immigrant groups and Spaniards), the interpersonal level (people close to the participants) and the individual level (the participants themselves). In Study 2 (N = 184 students), the two scales were tested at an interpersonal level by evaluating 16 public figures. The results of both studies show that both the warmth scale (kind, pleasant, friendly, warm) and the competence scale (competent, effective, skilled, intelligent) achieved a high degree of reliability when reflecting the perception of groups, individuals and oneself.  相似文献
