Domestic violence continues to be one of the most significant aspects of child abuse and neglect in Australia. However, the children are not well served by either child protection or domestic violence service sectors, which continue to operate as segregated, tertiary response systems. This paper reports on research that examined bridges and barriers to effective collaboration between child protection and domestic violence services in responding to children affected by domestic violence. The differing conceptions and responses of the workers from each service sector, in relation to children and families affected by domestic violence, is discussed in the light of gaps in service provision in both sectors. In doing so, areas of common ground for more effective collaboration between these service sectors are identified, including the prioritizing of emotional and psychological abuse, supporting and empowering abused mothers, strengthening the mother–child relationship, and supporting children and families across a continuum of service provision, particularly in the medium‐ to long‐term. Understanding each other and finding common ground across the two service sectors is paramount to improving how each responds to children and families affected by domestic violence.  相似文献

ABSTRACT

Despite progress in policies and services for domestic violence, service use remains lower than the need suggests. This study, an analysis from a larger project on social service providers, examines welfare workers' shared beliefs about domestic violence. Using a mixed method design utilizing pile sorts (n = 38; 11 child welfare and 29 financial assistance), a survey (n = 57; 24 child welfare and 33 financial assistance), and in-depth interviews (n = 3; two child welfare and one financial assistance)—workers organized their ideas about factors that contribute to domestic violence, rated the factors along key dimensions of meaning (importance, controllability, characteristics of victims or perpetrators, and cause or effect), and shared experiences of their work with domestic violence cases. Financial assistance and child welfare workers organized their beliefs similarly demonstrating consensus on the importance of the factors, and shared beliefs about the factors that were causes and effects of domestic violence. In interviews, child welfare workers emphasized their focus on systems and collaboration. Despite areas of agreement, child welfare and financial assistance workers did not demonstrate consensus on ideas about domestic violence overall. The findings have implications for practice, specifically for improving responses to domestic violence and increasing the use of domestic violence services.  相似文献

Action on the relationship between domestic violence and child abuse has been slow to emerge in mainstream child protection agencies. This paper reports a qualitative study of child protection files. Particular attention was given to the issues for Asian families. Initially the numerous strategies which social workers and other professionals at child protection conferences used to avoid the issue of domestic violence are explored. However, there was also a small, but emerging, pattern of child abuse in the context of domestic violence being taken seriously. In each of these cases strong expectations were placed on women to separate from or remain separated from men who were violent. These expectations were backed by 'threats' or the actual accommodation of children often with little interagency support for women undertaking this difficult and dangerous task, or before women were ready to undertake this separation. Suggestions are made about aspects of the organizational context which need to change if good child protection is also to include appropriate protection and support for the child's mother.  相似文献

This article presents findings from a study with 467 child protection practitioners in Australia to determine their practice responses and views on children's participation. The practitioners, recruited from 5 state jurisdictions, completed an online survey responding to case studies designed to determine the extent to which they would seek and include children's perspectives in decision making, and their confidence in talking to children. We report on practitioners' responses to a case study of a 5‐year‐old girl with suspicious bruising where the mother reports domestic violence. Based on previous research, it was hypothesized that the child's young age would lead to low levels of confidence in consulting with the child and giving weight to her perspective. In contrast to the findings of other research, our results show that almost all workers report that they would speak with the child, would be confident doing so, and would give weight to the child's perspective. Our discussion explores the potential reasons for the difference in these findings compared with other research, including the experience of practitioners, increased child‐centred policy in Australia, multiple understandings of participation, and variation in children and practitioner views of participation.  相似文献

This paper aims to explore childcare social workers' attitudes towards female victims of domestic violence in England. The study discusses the concept of “mothering” and the processes through which mothers are potentially denigrated rather than empowered. Semi‐structured interviews were conducted with social workers in a single child protection agency to investigate their perceptions of domestic violence, its gendered nature, and the implications for their practice. Participants' responses were coded using thematic analysis. The results demonstrated social workers' cognisance of the challenges domestic violence poses for abused mothers in terms of the ability to safely parent their children. Although the study is not without its limitations, it nevertheless indicates the need for a more holistic approach to safeguarding children within domestic violence settings. Moreover, it underscores the necessity for improving awareness about the prevalence and importance of domestic violence as a child safeguarding concern within social work training. Indeed, improved training would help to develop social workers' knowledge and understanding of service provisions and partner agencies, thus potentially improving practice in this critically important area.  相似文献

Many child protection practitioners struggle with the complexity of problems and the limited casework time for adolescent cases. However, there is little research on child protection practice or case management that can guide a practitioner working with adolescents in the child protection system. The aim of this study was to explore and describe the nature of effective child protection practice with adolescents from the perspective of statutory child protection practitioners in one state in Australia. Data were collected through focus group discussions and interviews with child protection practitioners and managers currently working with adolescents (n= 44). A grounded theory approach was used to identify the dominant themes or categories and form linkages and relationships through constant comparison techniques. Seven key categories emerged from this analysis: characteristics of the young person and their family; ‘walking it together’– the centrality of relationships; ‘looking back/looking forward’– practice strategies; practitioner attributes and skills; ‘walking a fine line’– working with the families of adolescents; ‘walking with services’– effective inter‐agency work; and organizational context in effective child protection practice with adolescents. Key implications for practice and areas for further research were discussed.  相似文献

While there is a growing body of work on using fatherhood as an opportunity to engage men in strategies to prevent child maltreatment and further acts of domestic violence, there is limited research on engaging fathers in strategies to prevent domestic violence from occurring. To fill this gap in the literature, this paper explores existing father engagement frameworks used in child and family services and supports a multi‐level model of father engagement for domestic violence primary prevention. Drawing together evidence about father engagement from a range of studies, including the more general parenting literature, we describe factors that influence father engagement based on an analysis of the literature. These factors include accessibility, staff attitudes and behaviours, programme marketing and the format of service provision.  相似文献

Children live in different contexts of protection and vulnerability when exposed to domestic violence. The negative impacts for many children are consistent and widely acknowledged. However, the implication that this requires men who use violence to address their fathering has been slower to emerge. This article draws from 69 in‐depth qualitative interviews with men, women, and workers across four men's behaviour change programmes in rural Victoria, Australia. Particular attention is given to men's attitudes to their fathering and the formal and informal consequences they experienced as a result of their violence and its impact on their fathering. Although most men came to recognize that their violence impacted their children, they failed to make the connection that the involvement of statutory child protection services in their lives was a direct consequence of their abusive behaviour. This article explores this disconnection by fathers who use violence, their attitude to the involvement of statutory child protection services, and identifies the implications for social work practitioners in addressing this issue.  相似文献

It is estimated that up to one million children may have been exposed to domestic violence in the UK, with significant consequences for their social and emotional development in childhood and later life. At a time when the central and devolved administrations in the UK have developed strategies to tackle domestic violence, this paper reports the findings from a study conducted on children in the child protection system with long‐term and complex needs as a result of experiencing domestic violence. The research identifies the characteristics of the children and their families and tracks their careers through the child protection system. The findings indicate that professionals have an awareness of domestic violence, and that younger children with younger parents are most likely to experience prolonged periods in the child protection system. Domestic violence in this context typically co‐exists in families experiencing other difficulties such as substance misuse and socio‐economic deprivation. In conclusion, the paper argues that Government policy and professional practice should primarily be concerned with assessing the risk that men present, rather than the risk that children are at. By reframing professional interventions, men are more likely to be challenged to accept responsibility for their behaviour and the consequences for their families.  相似文献

While services have been assisting women who have been victims of domestic violence for many years, it has only been in recent times, that children exposed to domestic violence have begun to receive attention by service providers as clients in their own right. A number of specialised programs have now been designed to meet the needs of these children by domestic violence services and agencies that have a child protection or child welfare/family support focus. This paper aims to describe the types of programs currently in operation across Australia which cater specifically for the needs of children who have been exposed to domestic violence by analysing programs listed on the Child Abuse Prevention Programs Database developed by the National Child Protection Clearinghouse. A number of suggestions are made with regard to the means by which therapeutic responses and research in this area could be enhanced.  相似文献

Internationally, domestic violence policy has shifted towards supporting women to stay at home with the perpetrator of violence excluded. However, the practical realities indicate that this is a complex arena in which the rhetoric of rights for “women and children to stay in their own home” needs to be underpinned by additional support to provide safety and protection for those choosing this option. The current study examines decision making about accommodation options and the role of civil protection orders among 138 women accessing domestic violence support services in Victoria Australia. It shines a light on the intersection between justice responses and the housing needs of women and their children leaving a violent relationship. Our findings reveal that for this sample of women, staying in their own home left them more open to breaches of intervention orders than those who re‐located. In spite of the frequency of breaching, a majority of women believed that they were safer with the protective order in place. We conclude that supporting women to “stay at home” with the perpetrator removed may be a pathway to safety for only a minority of women particularly if support from police and courts is not proactive and reliable.  相似文献

In recent years, scholarly writing that calls for the development of a new child protection framework that contextualizes risk and links it to poverty and social marginalization has increased. Nonetheless, there is a lack of research on the challenges of implementing such a framework in frontline practice. Based on the ongoing, rigorous documentation of the author's experience, as a social work practitioner in a community child protection centre, this article presents two single‐case studies that describe and conceptualize the potential contribution of the poverty‐aware paradigm to the creation of a social framework for child protection practice. Utilizing critical reflection as a method of analysis, the findings reveal two major tensions entwined in poverty‐aware child protection practice: the tension between focusing child protection interventions on parenting and focusing them on poverty and the tension between framing risk within a social context and framing it within the concept of the best interest of the child. Based on the case studies, seven poverty‐aware practices to cope with these tensions are identified.  相似文献

Many social policy objectives align with religious beliefs – poverty alleviation, compassion for the poor and addressing more generally the needs of the vulnerable and disadvantaged in society. Yet there are also conflicting views about means, including the role of the state in redistributing resources from the rich and powerful to the poor and powerless. Redistribution and poverty alleviation are central goals of the welfare state, although ideological and other differences mean that views about the need for, as well as the design, delivery and impact of social programs vary. Against this background, this paper reviews existing national and international studies that have examined how religious belief and practice are associated with the attitudes that underpin the welfare state: compassion, altruism, redistribution and egalitarianism, and the activities that are assumed to align with modern conceptions of ‘a good civic citizen‘: participation and engagement. The analysis draws on recent Australian survey data to examine whether the attitudes of those who actively practice their religious beliefs differ from other groups in society and, if so, whether those differences are consistent with the underlying goals of social policy.  相似文献

Historically, domestic violence and child welfare have been seen as largely separate concerns. Over the last decade domestic violence has finally gained a place on social work agendas, partly as a result of linking domestic violence with child protection issues. Whilst welcoming the extent to which domestic violence is being taken seriously, we raise concerns about the dominant feminist perspectives guiding this project. We argue that current feminist theory is based on fixed and essentialist gender and generational categories which are unhelpful in understanding the complexities of family situations and family processes. Instead we argue for the relevance of relational understandings of gender, power and violence developed from feminist post-structuralist and psychoanalytic theorists. In doing so, we challenge accepted feminist understandings of domestic violence, and question the basis upon which dominant feminist approaches claim an unviolable alliance between the interests of women and children.  相似文献

The concept of attitudes has been an important component of campaigns to address men's violence against women. Attitudes have been examined in relation to men's perpetration of violence, women's experience of violence and community and institutional responses. In this article we argue that there has not been sufficient interrogation of the limitations of attitudes in understanding and addressing men's violence. We propose a social constructionist approach to attitudes and emphasise the need to locate attitudes within the context of familial, organisational, community and social norms which support violence against women. Furthermore, we argue that to prevent violence against women, we must develop interventions beyond cultural and attitudinal change to encompass changes in structural relations and social practices.  相似文献

This is the first of two papers concerning children and domestic violence, both of which draw on findings from a Department of Health commissioned study of children suffering or likely to suffer significant harm. This paper discusses the ways in which children appear to be harmed by witnessing violence between their parents or parental figures. A brief review is offered of the literature concerning the developmental and behavioural effects on children who have lived with domestic violence. Selected findings from the research study are then discussed. Out of a cohort of 105 maltreated or neglected children, 49 were discovered to be regularly witnessing violence between parents at home. The emotional, social and behavioural effects on 28 children who were studied in detail are presented, through three case studies. Examples are offered of the way in which professionals overlook, discount or downgrade the harm to the child from this hostility. The emotional impact on the child of living with domestic violence rarely forms part of the assessment of significant harm made at the child protection conference; nor does it feature in subsequent plans to protect the child.  相似文献

Objective. This article examines the notion of the family and within its postmodern definition the research undertaken in the field of domestic violence and its consequences for criminal justice agencies in the United Kingdom and Germany. Has the notion of the family changed in Western culture? How has legislation changed regarding domestic violence in line with criminologists' and social scientists' hypotheses, reflections, and recommendations? How are victims and witnesses protected from perpetrators? Methods. The authors discuss how legislation in both countries has changed to meet the needs of victims and witnesses of domestic violence. The article looks at different forms of law enforcement in domestic violence and how the agencies assess future dangerousness. Results. Research analyses show that domestic violence is now taken seriously in both countries' legislation. But what is the impact on policing domestic violence in both countries? It is argued that U.K. law enforcement agencies are more advanced that the German police in dealing with domestic violence in a practical and pragmatic fashion. Conclusions. The authors explore the shift in cultural beliefs affecting male dominance in the family setting, how public attitudes to domestic violence have changed, and how law enforcement agencies are now dealing with violence within the family in both countries.  相似文献

ABSTRACT. Violence is a serious problem, and social and health care providers are in a key position for implementing successful interventions. This qualitative study of 6 focus groups with professionals (n = 30) examines the health care professionals’ ways of framing a domestic violence intervention. Of special interest here is how professionals see their own roles in the process of recognizing and helping victims of domestic violence. By using Erving Goffman's frame analysis, this study identifies several frames that either: a) emphasize the obstacles to intervention and justify nonintervention, or on the contrary, b) question these obstacles and find justifications for intervention. The possibilities for intervention are further explored by analyzing the ways in which the dynamics between the different frames allow redefinition of domestic violence interventions. Despite the challenges involved in a domestic violence intervention, there seems to be potential for change in personal attitudes and reform of professional practices. The research findings underline the role of social and health care professionals as members of a larger chain of service providers working collaboratively against domestic violence. Implications for practice and directions in policy and future research are suggested.  相似文献

A number of studies examining violence exposure in the passeveral years have been successful in linking physical abuse, sexual abuse, domestic violence, and community violence exposure to a wide variety of physiological, emotional, and behavioral problems manifested in short‐term, mid‐term, and long‐term effects. The literature on the effects of physical and sexual abuse is older than the research on children's exposure to domestic violence, which is a decade older than the research on the effects of community violence exposure on children. Despite the differences between the types of violence to which children are exposed, there are significantly similar findings, which point to a link between violence exposure and traumatization.  相似文献

This paper reports the findings of an exploratory study of the response of social workers within a community care setting, in a large Dublin suburb, to cases involving men's abuse of women. This research aims to focus on what child protection workers do regarding this abuse, and what they say about what they do, thereby giving readers a sense of the action taking place in this social work team. The data, generated from both qualitative and quantitative methodological research, reflects this aim, as it taps into the working model of responses to men's abuse of women held by social workers, and identifies what influences that, thereby reflecting the realities and constraints of everyday work. At the time the research was carried out (2000), the results confirm that the prevalence of cases involving men's abuse of women on this team was in line with international findings. This research revealed an absence of a team policy, an agreed definition of intimate violence in this context and agency practice guidelines, and illuminated how these gaps act as a deterrent to effective intervention. This paper explores some of the ethical and practical dilemmas that may arise for child protection social workers intervening in cases where the abuse of women by men is present. Recommendations arising from this research identify a need for a clear policy and best practice guidelines for social work staff in relation to this abuse.  相似文献
