Partnerships between organisations are seen as one of the building blocks of the 'third way' approach to welfare provision in both Europe and New Zealand. While there is much discussion on building social capital and partnership working, such partnerships are usually perceived as being between government and community or private organisations. There is a gap in the literature in two specific areas: partnerships formed between two community-based social service organisations and partnerships formed between indigenous, or immigrant peoples, and non-indigenous organisations. This article explores such a partnership – that between the Ngai Tahu Maori Law Centre (an indigenous organisation) and the Dunedin Community Law Centre (a non-indigenous organisation). The article analyses this relationship and strategies employed by both organisations to develop trust, diminish risk and equalise control. Lastly, the article suggests that the model of interaction articulated here could be promulgated to other sites within the social services in New Zealand and the Americas, and within the European context.  相似文献

Partnerships and participation seem to be the order of the day. Yet, for many community organisations, this way of ordering the social policy space is contradictory, creating practice tensions that increase the complexity of local service systems. Such changes impact community organisations in a politics that needs to be made visible if they are to be able to act in the interests of their members and service users. We therefore outline the social policy space currently constituted by four major discourses: neo‐liberalism, managerialism, new paternalism and network governance as they intersect and interact chaotically, reshaping participation and partnerships between government, community service organisations and local communities. We then examine how policy as a technology or set of mechanisms is discursively creating contradictions and practice tensions within which community organisations engage for social justice.  相似文献

Contrary to the secularisation processes in modernisation theory, religions and faith‐based organisations (FBOs) are thriving in contemporary Indonesia. Strongly supported by community members, religious organisations have begun to extend their services beyond the traditional areas of education and health to operate in disaster relief and poverty alleviation programmes. These FBOs have been offering assistance to the disadvantaged whose needs have not been adequately met by the state. Social programmes run by the FBOs are an important safety net at the grass‐roots level in Indonesia; how to effectively coordinate and offer such services are important social policy issues. This paper will show that the Indonesian Government is keen to remain the key provider of social services and often perceives the services of FBOs as a threat. Some recent state policies to regulate the funding sources of Islamic organisations have posed a significant logistical challenge for their future operation. In addition, theological differences across various religious groups have made it difficult to form inclusive and extensive partnerships among the FBOs, who tend to compete with each another resulting in rivalry. These socio‐political contexts have limited the formation of effective partnerships for offering coordinated social services.  相似文献

Cortis N. Overlooked and under‐served? Promoting service use and engagement among ‘hard‐to‐reach’ populations Social service providers strive to meet the needs of those most marginalised from society and from service systems. Yet many people who might benefit from available help consistently miss out. Using qualitative data, this study developed a repertoire of actions that organisations and service personnel can employ to improve participation and outcomes for groups who may be eligible for and may benefit from services, but whom service providers find difficult to identify, reach and engage. Semi‐structured interviews with service managers and coordinators of child, family and youth services in Australia attest to the diversity and context specificity of those who are deemed to be ‘hard‐to‐reach’. The research data highlight ways to improve reach and engagement in a managerialist context by refining organisational action in four strategic domains: overcoming access barriers, building client relationships, utilising networks and partnerships, and ensuring staff capacity and sustainability.  相似文献

Abstract

Requirements for non‐Maori researchers to consult with Maori compete with “by Maori for Maori” research agendas. Nevertheless, Maori provide varying forms of consultation, with Maori perspectives rarely being entered into the literature. Following an invitation from the Centre for Social Health Outcomes Research and Evaluation (SHORE), members of the Whariki Research Group agreed to take a consultative role, providing Maori input into the New Zealand Values Survey 2004. After initial examination of the survey instrument and follow‐up on previous consultation with Maori, Whariki's main role focused on questions relevant to the Treaty of Waitangi (signed in 1840 between the United Kingdom and Maori) and to Maori. The questions and related findings were of particular salience in the context of ongoing controversy and challenges to the status of the Treaty in New Zealand and to the position of Maori. Here we describe research processes and relationships and present the findings with reference to their social and political implications.  相似文献

This article explores the implications of creating a role for private‐sector partners in public employment services (PES), rather than creating quasi‐markets. It focuses on how the engagement of employers in public–private networks with local government can enhance employment opportunities for disadvantaged welfare recipients but may require a further shift in local public services. The theory relates to contractual arrangements versus network modes of public–private partnerships. Based on surveys among employers and welfare recipients, and interviews with politicians, managers, and frontline workers in five Dutch municipalities, the article provides detailed evidence on innovative and promising cases of public–private networks in employment services. It shows that, under certain conditions, vulnerable jobseekers are better served by a network involving employers than by the standard supply‐driven approach that predominates in quasi‐markets. It also reveals that public and private partners have yet to fully embrace the implications of the network approach for their respective roles. The article contributes to the theoretical debate on public–private partnerships in the context of PES, reflecting on public–private networks as a policy design that could help improve employment opportunities for disadvantaged jobseekers.  相似文献

This historical overview explores the crucial and changing relationships between faith‐based organisations and governments, not only in the implementation of social services but also in the formation of social policy. Historically Australian governments have left large areas of social provision to the non‐government sector. For example, income support for the unemployed was not taken up by governments until World War II and income support for sole parents remained largely a responsibility for non‐government organisations (NGOs) until the 1970s. Prior to governments taking responsibility for income support, most of these NGOs were religious organisations surviving on donations, philanthropic support and limited government funding. It is argued that the dominant, semi‐public role of religious organisations in service delivery and social policy formation is an important but largely overlooked aspect of the Australian historical experience.  相似文献

Child safety is now a national policy priority in Australia. Extensive enquiries and reviews have escalated legislative and policy responses focused on developing, maintaining and monitoring “child safe” organisations. The recommendations of the Royal Commission into Institutional Responses to Child Sexual Abuse point to the importance of cultural conditions within organisations in supporting child safety and the need for responsive change in some organisations. Drawing on a recent policy analysis, undertaken as part of a larger Australian Research Council Discovery Project, this article examines how children and safety are constructed, within and across relevant state and federal government policies in Australia, and the implications of this. Distinctions are drawn between conceptualisations of children within the broader education policy context and two specific policy contexts in which children are considered particularly vulnerable to abuse – out‐of‐home care and disability. The findings indicate that policy discourses of “child safe” potentially foster different emphases and approaches in organisations. These have implications for the way children are positioned in relation to their safety, how their rights are recognised and implemented, and what is required to foster cultural conditions within organisations to best support children’s safety and wellbeing.  相似文献

This paper explores dilemmas facing social work in England in providing anti‐oppressive services for Travellers, particularly those who lack secure sites. A context is provided by outlining the conflict between Travellers and the majority society, and its expression in oppressive legislation, policy and practice. The implications of the corporate local authority role for relationships between Travellers and social services, and the specific history of Travellers and welfare, are also explored. The remainder of the paper draws on findings from a Nuffield‐funded study of policy and provision by English social services departments for Traveller children and families. Provision is undermined by mutually difficult relationships between Traveller communities and social services, and competing demands on social services in relation to professional values and support of Travellers’ rights, and their simultaneous contribution to local authority control of unauthorized camping. However, newer developments in some social services departments may be able to generate more positive relationships with Travellers, to promote their individual and cultural rights, and build partnerships with voluntary agencies which have a significant role in work with Travellers. The implications for social services departments wishing to develop their policies and practice with Traveller families are outlined.  相似文献

‘Post-colonial criticism bears witness to the unequal and uneven forces of cultural representation involved in the contest for political and social authority within the modern world order’. (Homi Bhabha 1994, p. 171) Feminist discourses attend to the experiences of women in many social spheres, including that of the artworld. In this paper I, as a Maori woman, offer an outline of Postcolonial Maori Feminism that complies with the cultural theorist Homi Bhabha's notion of ‘Post-colonial criticism’. The connection between feminist discourse and the accomplished Maori artist Robyn Kahukiwa has not been strongly emphasised in current published literature. The cultural context that Robyn Kahukiwa refers to in her art is, primarily, that of Maori women. I argue, by using one exemplary picture entitled Hine-Titama, that Robyn Kahukiwa and her artwork align with the work of some other Maori feminists. I also posit an association between Kahukiwa and some examples of ‘non-Maori’ feminist writing that furthers our understanding of cultural identities based on gender and race. I refer to those cultural identities as they relate to Maori women in New Zealand.  相似文献

Abstract

This paper focuses on the dynamics of frontline organisational practice and examines how non-governmental organisations (NGOs) act as an intermediary between people and the state. It explores how workers in NGOs in the Pearl River Delta are responding to the needs of local migrant populations including rural-to-urban migrants and foreigners within mainland China, cross-border ‘new arrival’ Chinese and ethnic minorities in Hong Kong. We examine how government policy imperatives that relate to (im)migrants within the wider region are operationalised in strategic and direct practice, drawing on the theory of street-level bureaucracy to guide the analysis of primary data collected in two cities (Hong Kong and Guangzhou) during 2014. Key findings provide evidence of discretionary agency in both locations although the broader scope for an agency is evident in Hong Kong than Guangzhou. Implications for future practice are discussed within the context of increasingly restrictive political and social environment within the region.  相似文献

This essay explores the role of values in relation to nonprofit organisations' performance. The centrality of values to performance is explored in relation to staff productivity and motivation, investment in organisational development and leadership from both CEOs and Boards. An argument is developed that values are central to the performance of nonprofit organisations. Despite calls for nonprofit organisations to become more “business‐like”, this essay argues that the third sector's performance is directly related to the mission driven nature of our organisations.  相似文献

The paper argues that the introduction of European technology to the New Zealand Maori prior to colonization in 1840 did not result in the collapse of their culture. New technologies were adopted in the context of their traditional valuing. Iron tools, white potatoes, agricultural technology and firearms were all integrated into Maori livelihood, and resulted in change in Maori society and economy. The change, though, was not preordained by the new technologies. New technologies led to new alternatives, but the adopted technologies was adapted by the Maori to their social processes.  相似文献

Laratta R. From welfare state to welfare society: toward a viable system of welfare in Japan and England
Int J Soc Welfare 2010: 19: 131–141 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. This article compares the impact that public welfare reforms during the 1980s and 1990s had, and are still having, on the relationship between statutory organisations and the non‐profit sector in two developed countries, England and Japan. The author argues that the failure of these reforms clearly shows that, although non‐profit organisations may not be able to effectively replace the state in the provision of welfare services, they can contribute, working closely with the statutory organisations, to the shaping, financing and delivery of public services in a variety of ways. It is also interesting to note that, while the public welfare reforms of the late 1990s in England produced a shift away from a culture based on privatisation and contracting‐out toward a partnership culture of collaboration between state and non‐profit entities, similar reforms in Japan have resulted instead in an uncertain area of deregulation and privatisation.  相似文献

Building capacity for environmental engagement and leadership: an ecosocial work perspective In the context of accelerating environmental decline and climate change, this article explores the opportunities for building capacity for leadership within the faith communities to advocate for the protection of the climate and environment. The author discusses the tools for building capacity through faith‐based environmental education to equip members of faith communities to move from being passive consumers to active environmental citizens. The ways in which ecosocial workers, particularly those interested in religion and spirituality, could play a role in facilitating the emergence of leadership capacity within faith communities to care and advocate for the earth are also examined. The article highlights the theoretical resources and practices of community engagement and public education that ecosocial workers could contribute to this project of building a broad ethically centred environmental movement.  相似文献

The paper discusses historical and emerging dimensions of citizenship within Aotearoa/New Zealand. Drawing on Turner's work, it explores the utility of Marshallian distinctions of civil, political and social citizenship. These evolutionary notions are seen as problematic, given the historical treatment of the Chinese community, and the abrogation of the Treaty of Waitangi with respect to European–Maori relationships. Ideas of the "worker citizen", "military citizen" and "parent citizen" are discussed in relation to historical foundations of entitlement and their contemporary challenges. Considerations include a shift to non-standard employment, reconceptualization of New Zealand's role as a Pacific nation, and demographic and value shifts. The non-governmental sector as a "fourth" route to entitlement is examined, including notions of community capacity-building with particular respect to Maori. The paper concludes with a commentary on current debates around the nature and shape of New Zealand nationality, identity and citizenship. Ecological debates include the use and guardianship of natural resources and the opposition of public opinion to genetic modification. Indigenous developments include the assertion of Treaty rights by Maori in relation to land, language and economic and social development. Cultural dimensions include the changing population structure as reflected in the growth of Pacific Island nations, Asian populations and the refugee community. The interplay of these ecological, indigenous and cultural dimensions will help define emergent citizenships for Aotearoa/New Zealand in the twenty-first century.  相似文献

This study examines the perceived conditions leading to Colorado adopting revised Standards for treating domestic violence offenders from the perspective of Kingdon's multiple streams theory. A within‐case analysis of ten semi‐structured interviews explores the Domestic Violence Offender Management Board in Colorado's process for revising Colorado's 2001 Treatment Standards. Findings suggest a benign political stream, supported by technically feasible and value‐accepted policy ideas, feedback and indicators of the problem, promoted a favourable setting for change. At least two policy entrepreneurs championed the decision‐making process. Agenda setting and policy formulation depended on three elements: feedback from existing programmes, indicators of continued difficulty in effectively treating offenders, and the existence of a suitable policy alternative. This study contributes a rare application of multiple streams theory to a criminal justice context in a sub‐national government. Future research should explore whether the presence of a benign political stream influences the development and revision of domestic violence policy in other policy environments.  相似文献

Implementing telecare requires experience and knowledge from different disciplines and sectors; business, technology and care. The uptake of telecare has been slow, which is assumed to be caused by difficulties in co‐operation within telecare partnerships. This article presents a new approach to improve understanding of telecare partnerships. The approach builds on theories of trust and partnership working and is informed by rational choice theory. Within this article the approach is applied to recent experiences from a telecare project in Norway, to demonstrate how different ways of interpreting the complex social interactions in telecare partnerships yield new insight and understanding. Examples from the Norwegian project illustrate how different understandings of actions and choices affected trust and caused either improved or deteriorated co‐operation in the partnership. The partners that were able to develop trust through a common evaluation of the problems co‐operated better. However, when partners lacked or had insufficient knowledge, either of each other or of the situation, this led to disparate understandings that threatened trust and affected further co‐operation. The new approach presented here is helpful in analyzing and understanding the actions of different partners within a telecare partnership and identifying why things worked well or went wrong. The approach may have wider relevance for other partnerships.  相似文献

Integrated care is a global reform principle for improving patient access and outcomes by ensuring that healthcare organisations deliver services in a joined‐up, person‐centred way. Following reforms designed to infuse agency within English National Health Service (NHS) organisations, the agenda for integration must come to grips with the different approaches to joint working that these organisations mobilise, and the compatibility of their different agentic orientations. We build a matrix for identifying the extent to which different forms of agency orient nine NHS organisational types. Interrogating the Strategic and Operational Plans of these organisations for the period 2015–2018 based on questions derived from the matrix, we associate each organisation with one of eight generalised models. Assuming that there is greater potential for integration where organisations mobilise similar forms of agency, we discuss the incentives and potential governance changes that policy makers might consider to enhance integrative potential.  相似文献

This paper describes a social policy experiment that explores current and potential links between trends in Australian public policy. The central example is provided by the implementation of a wired community set up in a low‐income public housing estate by an entrepreneurial not‐for‐profit internet service provider, InfoXchange. ‘Reach for the Clouds’, the wired community being established at Atherton Gardens in Fitzroy, Melbourne, is attractive to policy‐makers and funding bodies, combining community‐building, public‐private partnerships, self‐help and place‐based management. However, although the project is promoted as an exercise in community‐building through technology, many of the key assumptions are untested. It seems self‐evident that low‐income people who are socially and economically excluded would benefit from greater ‘connectedness’ with one another. However, it is not clear that such exchanges, online or off‐line, will build ‘community’. The paper attempts to establish some distinctions between online communities of interest and place based communities, untangling the relationship between social connectedness and models of social capital.  相似文献
