The inverse plurality rule—an axiomatization   总被引:1,自引:1,他引:0  
Under the ‘inverse plurality rule’, voters specify only their least preferred alternative. Our first result establishes that this rule is the only scoring rule that satisfies the minimal veto condition (MV). We then prove that the inverse plurality rule is characterized by MV and the four well known conditions that characterize scoring rules; namely, Anonymity (A), Neutrality (N), Reinforcement (RE) and Continuity (CO). Our new characterization result is related to the characterizations of approval voting and of the widely used plurality rule. We finally show how the axiomatization of the inverse plurality rule can be extended to the axiomatization of elementary scoring rules (vote for t-alternatives scoring rules). Plurality rule is mostly criticized from being capable of choosing an alternative considered as worst by a strict majority. This paper considers elections in which the agenda consists of potential candidates strategically choosing whether or not to enter the election. In this context, we examine the ability of scoring rules to fulfil the Condorcet criterion. We show for the case of three potential candidates that Plurality rule is the only scoring rule that satisfies a version of the Condorcet criterion in two cases: 1) when preferences are single-peaked and, 2) when preferences are single-dipped.

Noting the existence of social choice problems over which no scoring rule is Maskin monotonic, we characterize minimal monotonic extensions of scoring rules. We show that the minimal monotonic extension of any scoring rule has a lower and upper bound, which can be expressed in terms of alternatives with scores exceeding a certain critical score. In fact, the minimal monotonic extension of a scoring rule coincides with its lower bound if and only if the scoring rule satisfies a certain weak monotonicity condition (such as the Borda and antiplurality rule). On the other hand, the minimal monotonic extension of a scoring rule approaches its upper bound as its degree of violating weak monotonicity increases, an extreme case of which is the plurality rule with a minimal monotonic extension reaching its upper bound.

We present a general framework to study the project selection problem in an organization of fallible decision-makers. We show that when the organizational size and the majority rule for project acceptance are optimized simultaneously, the optimal quality of decision-making, as determined by the decision criterion, is invariant, and depends only on the expertise of decision-makers. This result clarifies that the circumstances under which the decision-making quality varies with the organizational structure are situations where the organizational size or majority rule is restricted from reaching the optimal level. Moreover, in contrast to earlier findings in the literature that the hierarchy and the polyarchy are generally sub-optimal structures, we show that when the size, structure and decision criterion are simultaneously optimized, the hierarchy and the polyarchy are in fact the only possible optimal organizational structures when decision-making costs are present.

We study and compare equilibrium platforms in models of unidimensional electoral competition with two and four policy motivated parties. We first analyze the plurality game, where the party getting the most votes is elected and implements its proposed platform. Restrictions on the set of credible announcements are needed to get existence of equilibria. Comparing equilibria with two and four parties, we obtain that moderate parties react to the introduction of extreme parties by proposing the same or more extreme equilibrium platforms. We then study the proportional system, where the policy implemented is a weighted sum of the proposals, with the voting shares as weights. Here, the existence of extreme parties leads moderate ones to choose more centrist platforms. We finally test the robustness of our results with respect to, first, the enlargement of the strategy space to entry decisions and, second, to asymmetric distributions of voters' blisspoints.

Hyperfunctions are social choice rules which assign sets of alternatives to preference profiles over sets. Therefore, they are more general objects compared to standard (social choice) correspondences. In fact, every correspondence can be expressed in terms of an equivalent hyperfunction. We give a partial characterization of Nash-implementable hyperfunctions and explore the conditions under which correspondences have Nash-implementable equivalent hyperfunctions. While the strength of these conditions depends on the axioms used to extend preferences over alternatives to sets, they are at most as strong as the conjunction of Maskin monotonicity with the no veto power condition. Thus, our approach expands the set of Nash-implementable social choice rules. In fact, social choice rules such as the majority rule and the top cycle are Nash-implementable through their equivalent hyperfunctions, while they are not Maskin-monotonic, and thus, not Nash-implementable in the standard framework.

Most analysis of intrahousehold decisions has been conducted using aggregate revealed preference data where preferences of individual agents are never observed, only the household consumption outcomes are observed. We examine household behavior in a bargaining framework by combining stated preference information from individual members of the household with revealed preference information on the household’s actual choices. The resulting model provides information on the degree to which the decision is the result of a bargaining process as well as information on the factors affecting bargaining power.

Part-time and full-time non-tenure-track faculty currently represent almost half of all faculty in U.S. higher education, yet little is known about their earnings relative to traditional tenure-track faculty. I find that full-time non-tenure-track faculty earn approximately 26% less per hour from their academic institution and 18% less in total earnings from all sources per hour than comparable tenure-track assistant professors. Part-time non-tenure-track faculty earn 64% less per hour from their institution, but only 1% less in total earnings per hour, than tenure-track assistant professors.

The current crisis of neoliberalism is calling into question the relevance of key international institutions. We analyze the origins, nature, and possible impacts of the crisis through comparing two such institutions: the International Monetary Fund (IMF) and the World Trade Organization (WTO). Both originated in the post-World War II U.S.-led hegemonic order and were transformed as part of the transition to global neoliberalism. We show that while the IMF and the WTO have been part of the same hegemonic project, their distinct institutional features have put them on significantly different trajectories. Historical differences in the two institutions’ systems of rules have placed the IMF in a more vulnerable position than the WTO, which provides clues to the future contours of global economic governance.

In this note we identify and clarify a confusion that has arisen in the literature about the exact relationship between unitary and collective models and what enters the Pareto weight and the sharing function. We suggest that we should denote as ‘unitary’ any model that leads to outcomes that satisfy the Slutsky conditions whether or not these outcomes depend on distribution factors. In particular, income pooling is neither necessary nor sufficient for a unitary model. We also show that the presence of prices or total expenditure in the sharing rule cannot be used as a test for a unitary model.

Power disparities underlie many of the issues that couples bring for therapy. People in relationships are not equal; often one partner is systematically conferred unearned advantage and dominance. This article synthesizes results from three qualitative research studies to propose a social justice approach for clinical practice with couples. Interventions are suggested to keep issues of power and privilege a central focus while addressing the ordinary issues partners present for therapy.

This study used a rule induction, as a form of “machine learning” for pattern recognition to examine an alleged common law put forward by Arbitrator Carroll Daugherty regarding key factors used by labor arbitrators in the United States to decide discipline and discharge cases. Control variables for public sector or private sector origin of the case and characteristics of the aggrieved employee(s) or of the arbitrator were not found to influence arbitral thought. However, the alleged common law identified by Carroll Daugherty provided a set of rules which had a hit ratio of nearly 90% indicating strong support for there actually being a common law developed over the period examined. This scientific evidence supports the hypothesized common law of just cause for discipline being applied by labor arbitrators. Further, the existence of such common law should provide greater predictability and consistency to disciplinary proceedings and may be useful in examining similarly situated decision-making activities in arbitration, law, and other professions.

In this paper, we examine the effect of custody status on working hours by fathers. The primary data used in this study are the March and April match files of the 1992 Current Population Survey (CPS) conducted by the U.S. Bureau of Census. From the empirical results, we find that, on average, custodial fathers relative to all other fathers are more likely to hold a full-time job and they work more hours. In addition, a custodial father’s marital status is closely correlated with his work hours and full-time working decision. Among custodial fathers, unmarried fathers are more likely to work full-time and for longer hours while married fathers are less likely to work full-time and they work fewer hours.

The paper first investigates the main drivers of economic growth and real convergence in CEE and SEE Countries. In the theoretical framework provided by the growth-accounting approach, both are shown to be driven by capital accumulation and total factor productivity changes, with the latter making however a major contribution. The nominal convergence path towards the Eurozone is then analysed. Despite considerable results obtained in the last decade, most EU new members are still found to face severe challenges in the process of converging towards Maastricht criteria. The need to reconcile exchange rate stability with inflation convergence is in particular seen to be at the heart of their de facto decision to delay the EMU entry date until a higher degree of real convergence will have been achieved.

This study analyses the relationships between export, import and economic growth for the 13 transition economies. Empirical results show that there is a unidirectional causality from economic growth to export. Empirical findings show that the growth-led export hypothesis is valid in those countries and growth is rather shaped by increase in import demand.

Many democracies complement a parliamentarian system with elements of direct democracy, where the electorate decides on single issues by majority voting. A well-known paradox states that in a sequence of referenda one can get from an arbitrary original income distribution to one in which one player gets almost all the cake. In this paper we design a three-player game modelling the sequential modification mechanism. The strategic analysis reveals that the paradox survives even with rational strategic voters and though the right to propose is allocated to each player once: the last player receives almost the entire cake. The result can be extended to the three-party n-voter case and is for some cases similar when we consider a random rather than fixed sequence of proposers.

The European debate around genetically modified foods was one of the most sustained and ardent public discussions in the late 1990s. Concerns about risks to human health and the environment were voiced alongside claims that healthier foods can be produced more efficiently and in a more environmentally friendly manner using the new technology. The aims of this paper are (1) to test the usefulness of Stephen Toulmins argumentation model for the analysis of public debates almost 50 years after it was first introduced, and (2) to establish whether any of the parties in the genetically modified (GM) food debate used seriously flawed argumentation. The paper argues that Stephen Toulmins argumentation model can be useful in three ways when analysing public debates. Firstly, incomplete or flawed claims can be defeated by exposing missing or mismatching argumentation elements; all examined arguments in the GM debate were well formulated. Secondly, weaknesses in argumentation can be identified by making explicit warrants and backing; in the GM case, this allowed the identification of points of attack for counter-argumentation. Thirdly, analysing the type of backing used, allows inferences about the persuasion approach taken. The industrialists employed ethical principles as their backing much more than the scientists and environmentalists, a surprising result.

This paper analyzes nature protection by a social planner under different ‘utilitarian’ social welfare functions. For that purpose we construct an integrated model of the economy and the ecosystem with explicit consideration of nonhuman species and with competition between human and nonhuman species for land and prey biomass. We characterize and compare the efficient allocations when social welfare is anthropocentric (only consumers have positive welfare weights), when social welfare is biocentric (only nonhuman species have positive welfare weights) and when social welfare is nonanthropocentric (all species have positive welfare weights). Not surprisingly, biocentric social welfare calls for suspending all economic activities. It is more important, however, that both anthropocentrism and nonanthropocentrism make the case for nature protection through different channels, though. Our analysis suggests that one may dispense with the concept of nonanthropocentric social welfare provided that in the anthropocentric framework the consumers' intrinsic valuation of nature is properly accounted for.
