Understanding the factors affecting off-farm labour decisions of census-farm operators has significant implications for rural development and farm income support policy. We examine the off-farm labour decisions of Canadian farm operators using micro-level data from the 2001 Census of Agriculture combined with community level data from the 2001 Census of Population. While confirming some of the findings of previous research with respect to the effects of human capital and farm characteristics on off-farm work participation, this study shows the differential impact of those variables for operators of smaller and larger holdings. Family, community and regional characteristics appear more relevant in determining the joint decision to work off-farm and operate a smaller holding, compared to the decision to work off-farm and operate a larger farm. Results suggest that, once other factors are accounted for, proximity to urban centres does not have a positive effect on the joint decisions to participate in off-farm work and to operate a holding. This joint decision, in fact, is more related to the dynamics of the local labour market. A major implication of these findings is that while urban centers might represent an engine of growth for overall rural income through employment opportunities for the non-farm workforce, the non-farm income of farm operators is more likely to be affected by policy initiatives that address directly the dynamics of labour markets in the community where the operator lives.  相似文献

Researchers have been following a trend posited by the renowned anthropologist Janet Fitchen, which examines the increasing movement of low‐income people to rural communities drawn not necessarily by labor market forces, but by the characteristics and amenities found in rural towns. This study adds to that literature by focusing on the ways in which public housing availability, changes in housing policy, and rural economic restructuring create opportunities for low‐income families to relocate from urban to rural communities in search of affordable housing. Data collected from an ethnographic sample addressed the following questions: (1) what motivates individuals and families to leave their urban neighborhoods and relocate to rural towns and (2) what challenges do individuals and families have in sustaining stable housing in rural communities? Two main sets of literature relevant to this discussion include studies of patterns of residential mobility and explanations of rural economic restructuring. Both form the conceptual approach of this article by offering a framework to better understand the housing choices and behaviors of low‐income families and the contexts in which these actions are situated.  相似文献

As the Chinese economy reforms, a huge new floating population of rural-urban migrants is transforming the urban labor force. This article explores some of the most important reasons for the emergence of the floating population in China. We argue that the neoclassical model alone is not adequate to explain the massive rural-urban internal migration underway in China. Instead, ideas drawn from both sociological theories of segmented markets and institutional economics are used to supplement the standard neoclassical explanation. We found that Chinese policy reforms in both rural and urban areas decreased the balkanization of labor markets and opened up employment opportunities for many rural-urban migrants. In rural areas, a set of agricultural market reforms, starting in 1978, increased farm incomes and simultaneously produced a large surplus labor supply. In urban areas, reforms beginning in the 1980s created an effective demand for rural migrants. Of particular importance was the development of a contract labor system and the emergence of a private sector.  相似文献

While the population of Ghana is expected to double in 25 years at the current rate of increase (approximately 2.5% per annum), the population of urban centers is increasing even faster. The 1970 census shows the urban population growing by 4.8% per annum. This is mainly the result of rural to urban migration and, to a smaller extent, the increase in the number of urban centers from 39 in 1948 to 98 in 1960 to 135 in 1970. In the 1970 census only 57.1% of the population were enumerated in their locality of birth and only 20.9% in a locality other than their place of birth but in the same region. 4.1% were born outside Ghana, mostly in another West African country. 1 striking difference between urban and rural areas is the differing sex ratio of the working population. In rural areas there are 91.0 males aged 15-64 years for every 100 females while in urban areas there are 107.1. Most migration in Africa is for employment and those most likely to migrate are working-age males. Because secondary schools are scarce in rural areas, urban dwellers generally have a higher education level. There are no significant differences between overall labor force participation rates for females. The nationwide participation rate was 38.9% for both males and females (males 43.8%, females 34.1%); in urban areas the total was 40.0% (males 46.3%, females 33.7%) and in rural areas 38.5% (males 42.7%, females 34.3%). Ghanaian women have traditionally occupied a prominent place in the labor force. The theory that urban migration is due to urban-rural income disparities is not confirmed by figures. Considering the high amount of unemployment in urban areas, a rural dweller can average as much as a city dweller. In fact, poorly educated migrants are the ones most affected by urban unemployment. A recent study by Kodwo Ewusi considered the impact of many variables on migration; he found depressed social conditions at the place of origin are more compelling motivations than economic factors but that once people decide to migrate, they base their choice of destination primarily on economic opportunities available at that end. Distance bears little relationship to choice of destination. To stem this tide efforts need to be made to increase rural income, provide employment opportunities for those displaced as agriculture becomes more efficient, and to provide for greater amenities in rural areas. Urban unemployment is an ever-increasing problem, accentuated by population growth and migration. Intensive rural development is needed to reverse this trend.  相似文献

The economies of size in Norwegian dairy farming are far from exploited. There is increasing pressure on cost savings through faster farm restructuring. Such a structural transition could have severe effects on other concerns (rural employment and social well being, landscape preservation, biodiversity, heritage values, etc.) valued by the society. A simulation model is developed to study effects of alternative rates of structural change on the social costs of milk production, farm employment and farm subsidies. The model is based on economic conditions at the farm level for various size groups and regions. Changes in the model's farm structure depend on the exit rate of existing farms in various size groups and the size of newly established farms. When new farms are substituted for existing farms, a rapid change in farm structure and a new herd size of 60 cows (the largest evaluated) results in the lowest costs. Approximately 60% of the cost savings achieved by larger farms can be attributed to lower labour input, resulting in considerable losses of employment. Job losses will have the greatest negative family and community impacts in areas located far from urban centres, because a large share of the milk is produced is such areas, farms are smaller and there are fewer non-farm employment opportunities. Government support is necessary to preserve small farms’ provision of multiple benefits. The balance between cost-saving pressures and the rationales for retaining small farms under increasingly liberalized market regimes is bound to be a complex issue.  相似文献

Based on data from a 2005 survey conducted in Shanghai, China, this research examines the role of social capital in income inequality between rural migrants and urbanites. We find strong income return on social capital, in particular on social capital from strong ties. We also observe a great disparity in social capital possession between rural migrants and urban local residents. Although social capital from strong ties seems to be more important for rural migrants than for urbanites, local ties and high-status ties do not seem to benefit rural migrants. Hence, migrants not only suffer severe social capital deficits but also capital return deficits. Given the strong income returns on social capital and the substantial differences in access to and return on social capital between migrants and urban residents, social capital is consequently found to explain a large part of the income inequality between the two groups. Overall, our findings reveal macro-structural effects on the role of social capital in labor market stratification. In China, the lack of formal labor market mechanisms continues to create both a strong need for and opportunities for economic actions to be organized around informal channels via social relations. Yet, the long-standing institutional exclusion of migrants caused by the household registration system has resulted in pervasive social exclusion and discrimination which have substantially limited rural migrants’ accumulation and mobilization of social capital. Under these conditions, social capital reinforces the economic inequality between migrants and urban residents in China. Such empirical evidence adds to our understanding of the role of social capital in the economic integration of migrants and in shaping intergroup inequality in general.  相似文献

Current research has failed to examine how women's opportunities in the labor market, in combination with their human capital attributes, differentially affect the likelihood that they will live in poverty. This study overcomes this limitation by placing specific emphasis on the role that labor market opportunities play in contributing to, or reducing, women's and men's risk of poverty. In addition, differences in poverty risk by urban and rural labor market areas are examined, as labor market dynamics vary substantially by rurality. Using the PUMS-L and STF3C for 1990, logistic regression techniques are employed to address these issues. Our results indicate that women across all labor market contexts have a significantly higher risk of poverty than men, and incorporation of labor market characteristics fails to explain this higher risk. However, the economic opportunities available in the labor market play an important role in determining how an individual's credentials, family background, and work experience translate into poverty risk. While individual attributes play a smaller role in explaining rural women's likelihood of living in poverty, women in both urban and rural labor markets face more limited economic opportunities than their male counterparts. This suggests that a "gendered" context of opportunity remains a barrier for women's movement out of poverty in both urban and rural labor markets.  相似文献

This article makes an initial analysis of the implications of income diversification for technical change and agricultural research policy in Africa, leading to two insights. First, that the dilution effect of income diversification means that, as the proportion of non‐farm income increases, so must the expected gains from adopting a new agricultural technology. Second, that diversified producers will face disproportionately large transactions costs associated with information acquisition to inform technology choice decisions. Two hypotheses about how diversified producers are likely to react are then explored. Both point to the conclusion that income diversification among the poor is likely to constrain significantly the direct poverty impacts of agricultural research. The policy implications of these findings are then considered.  相似文献

This article analyzes the effects of globalization on implicit tax rates (ITRs) on labor income, capital income, and consumption in the EU15 and Central and Eastern European New Member States (CEE NMS). We find supportive evidence for an increase in the ITR on labor income in the EU15, but no effect on the ITR on capital income. There is evidence of convergence in terms of the ITR on consumption, as countries with higher than average ITR on consumption respond to globalization by decreasing their tax rates. There are important differences among the welfare regimes within the EU15. Social‐democratic countries have decreased the tax burden on capital, but increased that on labor due to globalization. Globalization exerts a pressure to increase taxes on labor income in the conservative and liberal regimes as well. Taxes on consumption decrease in response to globalization in the conservative and social‐democratic regimes. In the CEE NMS, there is no effect of globalization on the ITR on labor and capital income, but we find a negative impact on the ITR on consumption in the CEE NMS with higher than average ITR on consumption. The city of Abidjan in the Ivory Coast has grown physically, economically, and demographically at rates exceeding all reasonable expectation. Yet, as in many other development nations, the employment generated by Abidjan's rapid economic expansion has failed to keep pace with the increase in working population it has attracted. Consequently, economic success has been accompanied by a variety of social strains. Some of these have been discussed in earlier issues of the "International Labour Review" by Louis Roussel. This discussion expands on Roussel's earlier treatment by focusing more specifically on several facets of the urban employment problem created by the rapid growth of Abidjan. Attention is directed to labor supply and employment, factors affecting migration, foreign Africans in the Ivory Coast labor force; the urban informal sector; urban infrastructure and development; social problems of population pressure; employment policy options (current government policies and other policy options); and general issues and policy alternatives (motivations for rural urban migration, smaller urban centers as alternative growth poles, and distributing the gains from development). Several essential features of the employment problem stem from the rural urban distribution of the workforce. The rural labor force, including temporary seasonal workers from the savannah countries to the north, remains more or less in balance with increasing rural employment opportunities, since the migration of Ivory Coast nationals to the cities is balanced by the inflow of foreign workers. In contrast, the influx of migrants into urban areas has led to a more rapid increase in the urban labor force than in urban employment, with a consequent rise in unemployment. In 1970 the Abidjan rate of open unemployment was probably around 20%. At this time, most people's idea of a desirable job is one in the formal sector of the urban economy. If there is to be any hope of an eventual balance between expectations and reality, it must be realized that an increasing share of the urban labor force will have to end up in the informal sector. Different attitudes towards work in the informal sector are needed on the part of both young people entering the labor force and of government policy makers. The latter should be seeking ways to increase productivity and incomes in the informal sector rather than for ways to destroy it. Current government policies include the training and educating of nationals to replace foreign technicians and managers, increasing the attractiveness of the rural milieu by the promotion of cooperatives, attempts to reform the land tenure system, the supply of electricity to villages, and the introduction of educational television; and adapting the educational system and technical training programs to the needs of the economy.  相似文献

This article develops a theoretical framework explaining the influence of economic conditions on rural-urban migration in tropical Africa. The model explains the continued process of migration despite high levels of urban unemployment. A lengthy discussion is devoted to short-, intermediate-, and long-term policies for relieving the urban unemployment problem. It is argued that efforts must be made to reduce the differences between the expectation of urban income and real rural income. No one single policy will slow rural-to-urban migration. The author suggests policies that would eliminate factor-price distortions, restrain urban wages, redirect development toward concentrated and comprehensive programs of rural development, resettle and repatriate unemployed urban migrants, and establish capital-goods industries. The capital-goods industries would develop labor-intensive technologies for agriculture and industry. The theoretical model assumes that migrants make decisions about moving on the basis of an expected income and the expectation of an urban job. It is argued that the urban-rural income differences and the probability of securing an urban job determine the rate and extent of rural-urban migration in Africa. If the migrant has a low probability of finding regular wage employment in the short term, but expects the probability to increase over time, the migrant would make a rational decision to migrate. Policies that operate solely on urban labor demand are considered unlikely to reduce urban unemployment. This model better estimates the shadow prices of rural labor.  相似文献

This study investigates several issues pertaining to the urban informal sector and cityward migration in Philippine cities. The analysis of cross-sectional national demographic data reveals the four major patterns. First, the pattern of migrants' participation in the urban labor market varies greatly between male and female migrants. The widely held notion that migrants tend to enter the urban occupational structure through the informal sector seems to apply mainly to female migrants. Second, the informal sector must not be identified with urban poverty. Our data suggest that informal economies provide a wide range of income opportunities and that there is a great deal of overlap between formal- and informal-sector workers' incomes. Third, the effects of rural background and informal sector involvement seem to vary between Manila and the secondary cities. Fourth, sectoral boundaries do not seem to constitute a significant mobility barrier, but, due to the general lack of occupational mobility opportunities in Philippine cities, only a small proportion of those working in the informal sector are likely, to move out of it.  相似文献

This study aims to explain the relationship between socioeconomic factors and physical health and happiness outcomes of the Thai people. The study specifically investigates the differences between health and happiness outcomes of people who live in urban and rural areas in Thailand. Unlike results found in other countries, income is found to not affect the level of happiness of those who live in either urban or rural areas. Urbanization is found to have no effects on physical health, but it does have an adverse impact on the level of pleasure among Thai people. However, overall happiness levels of those who live in urban areas and those who live in rural areas are not statistically different.  相似文献

This article examines the fate of rural migrants in Shanghai, China's largest metropolis. Relying on data from a representative survey, it provides a profile of recent rural migrants and analyzes the pattern of occupational and income determination among them. The economic status between migrants and local residents is also compared. The authors show that despite a marked income improvement, rural migrants in Shanghai are still segregated from urban residents and argue that the social divide between urban and rural areas created under socialism has continued to function and may contribute to the formation of a dual society in urban China.  相似文献

Utilizing color-specific data relating to the 100 largest Standard Metropolitan Statistical Areas (SMSA's), this study develops a simultaneous-equations model of migration and urban change for white and nonwhite civilian labor force members. For both the white and nonwhite groups significant own-group interactions are uncovered between migration and urban change. Significant interactions between the groups are also apparent. White civilian labor force members are found to be more responsive to the growth of (destination) Job opportunities than nonwhite civilian labor force members, while nonwhites are more responsive than whites to high (destination) income levels and income growth.  相似文献

Due to China’s restrictive household registration system and increasing educational costs tens of millions of internal labor migrants have difficulty enrolling their children in urban schools. As a result, many children are left behind in rural areas when their parents seek urban employment. Using data from two provinces in northeastern China we find that parental labor migration is associated with a .7 grade-level lag in educational attainment among girls. Given that our models control for educational costs and total consumption expenditure, we interpret this as resulting from a re-allocation of girls’ time towards home production in migrant households.  相似文献

Abstract

The paper sheds light on why older gardeners want to grow their own food and younger people do not. Only since the coming of democracy in 1994 has the potential of food gardens attracted the attention of South African development practitioners and policy makers. Sustainable food garden projects build on a culture of gardening that has its roots in rural subsistence farming. While food gardens were commonly regarded as a tool for rural development, rapid migration to the cities has introduced urban cultivation as a strategy to provide food and income security for the urban poor. This case study reports in-depth discussions with twenty active older gardeners in a small town in the predominantly rural Eastern Cape Province of South Africa. The highly motivated gardeners cited reasons for growing food that went beyond basic needs for food security and livelihoods and included aesthetics, morality, and health and well-being. However, they attributed mainly negative attitudes to the younger generation that aspires to a modern lifestyle which excludes food gardening. Follow-up group interviews with young people confirmed these attributions. The discussion focuses on intergenerational transmission of values and its implications for sustainable community development.  相似文献

"On the basis of life history data of German birth cohorts born 1929-31, 1939-41, and 1949-51 hypotheses about the relation between regional context, migration and family formation are tested. Results of proportional hazard models do not show significant regional effects on first birth rates for stayers when sociostructural variables are controlled for. However, social background and employment status of [women], which are proved to be important factors concerning family formation, reflect differential regional opportunities on the labor market. For men including the indicator of marriage in the model makes the regional effect insignificant." The impact on fertility of rural or urban residence and of rural-urban migration is analyzed.
