The All-China Women's Federation(ACWF)held an activity on November 28,2019,during which the federation released the list of China's Top 10 Women and Children's Rights-protection Cases,and to commend individuals and collectives,from different regions of the country,who distinguished themselves in the protection of women and children's legal rights and interests.The event was held in Beijing.Shen Yueyue,Vice-Chairperson of the NPC(National People's Congress)Standing Committee and President of ACWF,presented certificates to representatives of 996 collectives and 995 individuals.     

Helping Women and Protecting the Self: The Challenge of Emotional Labor in an Abortion Clinic

One of the central problems in the performance of emotional labor at work revolves around how workers balance the needs of the job with those of the self. Drawing on data collected through participant observation and from in-depth, loosely structured interviews with nine clinic employees, this study analyzes how one group of abortion clinic workers negotiated the difficulties associated with emotional labor in ways that allowed them to achieve this balance. More specifically, we examine the interactive processes by which workers categorized patients into distinct types and developed specific strategies, along a continuum from investment to detachment, that enabled them to cope effectively with each type of patient. The implications of these strategies for understanding the connections between self, emotion, and authenticity are also discussed.     

Protecting Children

Abstract

In this study, difficulties that women with alcohol problems and victimization experiences might have protecting their children from victimization were investigated. Mothers of children (ages 3-17) were recruited from a longitudinal study of women, alcohol problems, and victimization; women came from alcohol treatment programs, battered women's shelters, mental health clinics, drinking and driving programs, and a random household sample. Hypothetical parenting scenarios were constructed to assess mothers' ability to protect their children from victimization trauma. Women's responses to the scenarios were analyzed thematically and coded. Next, coded responses were analyzed quantitatively to identify significant differences among women with past alcohol and other drug (AOD) problems, current AOD problems, and no AOD problems. Women with current AOD problems were more likely than women with no AOD problems and women with past AOD problems to provide aggressive responses to scenarios. Women with past AOD problems were more likely than their non-addicted counterparts to perceive sexual abuse as a possibility, to attribute responsibility for the problem to the other participant only (seeing no role for their child), and to seek information about what happened from the other participant only. Findings suggest that some interpersonal problem-solving difficulties resolve when women become sober while others persist into recovery, potentially affecting women's ability to protect their children.     

Women Empowering Women

As women in this female-centered profession of social work, we have not effectively advocated for ourselves in terms of leadership in our educational systems. We reexamine the 2008 special section of the Journal of Social Work Education on women in the academy and build on information that suggests social work has lost its momentum to advocate for a more unified feminist voice and standpoint epistemology in our scholarly literature, teaching materials, and leadership models. We reflect on pioneers who helped pave the way, and we question our own involvement as women in surrendering to the dominant voice. We conclude with suggestions for eliminating status-based disparities, unifying our stance as women, and strengthening the feminist voice in leadership, mentorship, and education through the lens of relational-cultural theory.     

Women Acting for Women

In the new country of Timor-Leste, women constituted in 2011 32 per cent of the parliament, a relatively high figure in the world and in the region. But to what extent has the presence of women in parliament contributed to progress towards gender equality? In this article we argue that the passage of a parliamentary resolution on gender-responsive budgeting in Timor-Leste was an act of substantive representation, and we draw on a range of data to examine what made it possible. We find that while ‘newness’, international norms, women's movement unity, women's machinery in government and parliament and networks linking them were important, it was the development of a cross-party parliamentary women's caucus that was crucial to success. The role of gender-focused parliamentary institutions in supporting critical actors has rarely been examined in the literature on substantive representation. This is in contrast to the rich literature on institutions such as women's policy agencies. Our study suggests that more focus on parliamentary institutions is needed to discover what enables women parliamentarians to become critical actors.

Grass-roots reflections on substance abuse. A community dialogue approach

The Greater Cleveland Dialogue brings together people from all walks of life to express their sufferings and opinions. Professional ethicists have a role to play in this process, but chiefly as listeners and interpreters rather than as theoreticians. The ethics that arises from this process is at least as useful as the conclusions that descend deductively from the many rival "first principles" of a more theory-driven approach. If community dialogues provide a partial answer to questions of ethics and health care, they do so because they include the public. Policies related to health care affect the public and must be in tune with public sentiment if they are to be effective. Moreover, a different style of health care ethics emerges from the dialogue process. My view is that a truly public bioethics is ultimately necessary, since the policies our society develops in the area of health care can be meaningful only if they are grounded in the general will. We need to work harder at widening the umbrella of bioethics to include the public, for the sake of the community and for our own education as professionals. Certainly major questions for the future surround the nature of consensus and the process of achieving it.     

Protecting the paediatrician: responding to recrimination

Doctors involved in child abuse proceedings may be subjected to much blame and pressure because of their role as ‘messenger’. They frequently need assistance with complaints procedures, disciplinary proceedings, public inquiries, litigation, media problems and other threats to their professional integrity and reputation. The medical model of support which may be offered by the defence organizations has much to commend it to other workers in the field. The author is a medico-legal adviser at the Medical Defence Union, and was extensively involved in assisting doctors at the Cleveland and Orkney Inquiries. From this privileged position he surveys the various procedures which may be used by parents and others to challenge paediatricians, and sets out possible ways in which practical support may be given.
