In recent years, information systems (IS) planning has come to represent a key IS management tool to practitioners and researchers. Concurrently, there has been increasing recognition by organizations that their IS can be viewed as a strategic resource. This research is an attempt to explore the relationship between these two aspects of IS. It analyzes, in an empirical setting, the contingent nature of some IS planning-related variables in the context of the strategic relevance of an organization's IS. The basis for the empirical test is the IS strategic grid framework developed by Cash, McFarlan, McKenney, and Vitale [6]. A questionnaire survey method is employed to elicit information on the strategic orientation of IS and IS planning issues within respondent organizations. The difference in emphasis on various planning aspects in organizations with different IS environments is analyzed. Results of the analysis indicate that there is empirical support for the strategic grid framework and that there are differences in planning aspects among organizations, depending on their location in the grid. The implications of these findings for IS and IS planning are then discussed.  相似文献

The conduct of information technology (IT) planning processes has been of dominant managerial concern in public and private organizations. Yet, current IT planning research offers little guidance on the types of planning actions and behaviors that are appropriate to organizational contexts. We focus on the conduct of the IT planning process by describing an exploratory research project. The project empirically examined a number of issues associated with managing IT planning within a single large public enterprise, particularly identifying actions and behaviors related to producing quality IT plans. The results of the study yield some useful set of guidelines; most interesting is the importance of building IT infrastructure based on IT sophistication and innovativeness for large agencies to improve plan quality. Other recommendations include having a focused, balanced technology and business planning orientation that incorporates a strategic outlook, support of top management, attention to business planning, and early consensus among planning members.  相似文献

Growing recognition of the need for better management information system (MIS) theory and practice centers around problems with identifying the value of information and information systems in organizations. This paper addresses this issue by showing that existing theory in organizational economics and industrial organization directly relates to information problems in organizations (their nature, and their effects in terms of organization structure and performance). The paper categorizes these problems and associated theories into four distinct classes and shows that MIS research and practice can be mapped to information problems of each type. Because the economic theory pertinent to specific information problems includes the nature of the organizational response to information constraints, it also provides insight into the nature of the improvement to be realized if information constraints can be overcome. These improvements can then be interpreted as the value of the associated information systems which suggests using the resultant classification scheme to map between information problems and system value. The paper shows that this methodology provides a more appropriate level of focus than either traditional normative or business value methods, especially because many improvements have structural as well as performance consequences.  相似文献

Strategic information systems planning (SISP) is the process whereby an organization establishes a long-range plan of computer-based applications in order to achieve its goals. A number of problems can potentially impede information systems planners as they carry out the process. A survey of 80 firms who completed the SISP process revealed that the problems constitute five factors: the organization, implementation, database, hardware, and cost. A discriminant analysis showed that three factors—the organization, implementation, and database—best distinguished satisfied from dissatisfied information systems planners. A research application of the five factors suggested that organizations with more sophisticated business planning endure significantly less severe hardware and implementation problems.  相似文献

One of the most efficient ways to manage the information systems function is to introduce steering committees. It has been suggested that one of the foremost benefits of a steering committee is that it can improve the information systems planning efforts of an organization. However, there is very little empirical evidence in the literature that deals with how such committees affect planning. This study investigates the impact of steering committees on three phases of information systems planning: strategic planning, systems planning, and implementation of planning. The greatest impact of steering committees appears to be the strategic planning phase, while a lesser effect is observed in the systems planning and implementation of planning phases.  相似文献

End-user computing (EUC) has been a significant organizational phenomenon for more than two decades and remains critically important with the rapid introduction of new technologies (e.g., client-server architectures, internet and intranet applications). Although EUC is a mature concept, it is apparent that end users do not become independent over time, but instead require additional resources and support. One widely employed support mechanism is the Information Center (IC). This study surveyed the internal auditor and the information systems (IS) director in each of 185 organizations. The internal auditors provided responses on the severity of EUC problems in their organizations, and the IS directors supplied information on their firms' performance on the IC critical success factors (CSFs) proposed by Magal, Carr, and Watson (1988). Results show that stronger IC performance is indeed inversely related to the severity of EUC problems encountered by the organization. Specifically, the study's findings show that to have the greatest impact on EUC problems, IC managers should concentrate on clearly defining the IC's mission; establish standards and controls; monitor, coordinate, and help users prioritize applications development; and be responsive to user requests.  相似文献

This study investigates organizational factors related to user involvement in information system development and perceived system usefulness. Using a sample of 118 usermanagers in 34 companies, the results show that user involvement in design and implementation is related positively to users' perceptions of system usefulness. However, organizational factors were not found to be related significantly to user involvement, as had been originally hypothesized. Rather, organizational factors either had a direct relationship with perceived usefulness or moderated the relationship between involvement and usefulness. Two factors reflecting an MIS department's maturity (size and age) were found to reduce users' perceptions of system usefulness. Also, users at higher levels and those making more structured decisions found their systems more useful, although the user's level was found to moderate perceptions of system usefulness during the design stage. Three other organizational factors (level of MIS manager, MIS department scope, and decentralization of authority) also were found to have moderating effects.  相似文献

The existing literature on the impact of information technology (IT) does not include rigorous theory building or empirical studies. This research seems to be the first comprehensive investigation towards the development of an empirically validated comprehensive model for understanding the potential impact of IT on organizational strategic variables. More specifically, organizational and industrial variables that appeared to be affected by IT are identified, measured, and operationalized in the form of a comprehensive model. This study is based on structured interviews with a carefully selected sample of 31 strategic managers who had experience using IT for strategic decisions. In addition, the variables included in the model are well grounded in the information systems literature. The variables are then empirically validated and their reliabilities critically tested. A comprehensive model is derived from these validated variables. The model is a first step towards measuring the overall potential impact of IT on an organization. The model can also be used to gauge IT's potential impact on individual strategic variables. A set of hypotheses is also presented for future research. The hypotheses primarily relate to the impact of IT on organizational strategic performance. The model provides an empirically validated foundation for testing of such hypotheses.  相似文献

Although many researchers have raised concerns about the lack of theoretical underpinnings for the user evaluation construct and the lack of measurement validity for specific instruments measuring it, the construct is still widely used in IS research. This paper reports on the development and measurement validity of a diagnostic tool used in recently published research to evaluate an organization's overall information systems and services. A distinctive feature of this instrument is that it is conceptually based on the task-technology fit theory in which the correspondence between information systems functionality and task requirements leads to positive user evaluations, and positive performance impacts. Specifically, the instrument development was guided by a task model of managerial decision making using recorded organizational information. This model suggested the different information systems functionalities required by users for that task, which then serve as the basis for a “task-technology fit” (TTF) instrument. The instrument thus measures the degree to which an organization's information systems and services meet the information needs of its managers. An extensive test of the measurement validity of the instrument is conducted using a sample of 357 users in 10 companies. It is found to have excellent reliability and discriminant validity for 12 dimensions of TTF, and also exhibits strong predictive validity. Finally, the instrument is compared to two other well-known user evaluation instruments. Though no single instrument can meet all needs, the instrument presented here should be considered an attractive option for researchers and practitioners seeking to measure the effectiveness of organizational information systems.  相似文献

Global information technology (i.e., computer hardware, software, and data communications shared across country boundaries) can support the multinational firm as it seeks to coordinate global operations, diffuse innovations worldwide, or provide integrated service to a global corporate customer. The current study uses information processing theory as the basis for examining alternative organizational designs for information technology in a globally competing firm. Mail survey data gathered from information technology managers in 109 multinationals provide evidence that multinational firms use different and distinct ways of organizing their global information technology activities. The survey data also reveal that in nearly half of the organizations, the way information technology activities are organized is inconsistent with the way the organization is reportedly structured. A follow-up interview-based study sought explanations for these misfits. Several contingency variables were identified that may shed some light to the misfits. These included factors from both the firm's internal and external environments.  相似文献

Decision support system (DSS) researchers and designers continue to look for unstructured organizational tasks where there is a critical need for intelligent computer-based support. One such decision task is information requirements determination. Requirements determination is recognized as the most crucial phase of the systems development life cycle. Unfortunately, most methodologies and CASE tools focus only on how to specify the requirements once they are determined. There is very little computer support for the process of determining requirements. This paper discusses the conceptual design and development of a knowledge-based DSS to support information analysts in the critical decision task of determining requirements for the design of effective information systems. The expert modeling support system has the expertise to assist the analyst in studying the organization as a whole and in modeling the system under study in the context of the overall organization's goals and needs. The focus of the paper is on the problems associated with building the knowledge base component of the intelligent decision support system. This study identifies variables that explain variations in computer use. Factor analysis of data gathered from 422 business administration faculty reveal eight themes among the independent variables. Seven of these factors significantly discriminate among non, minimal, and high users. These results suggest an empirical model for future studies and provide policy insights for decision makers seeking to stimulate computer usage. Additionally, the study shows that there is much commonality between the previously separate organizational innovation and information systems implementation streams. It also demonstrates that motivation theory may be a valid framework within which to study computer use.  相似文献

The use of information channels by individuals in organizations is substantially discretionary. Although much studied, variation in patterns of discretionary use has yet to be explained adequately in terms of an accepted integrative theory validated across varieties of channel types and organizational settings. In a step toward the development of such a theory, the present paper proposes a basic channel-disposition model that relates an individual's attitude or disposition toward a channel to his/her actual use of the channel in the context of information and channel supply-and-demand structures in the organization. An exploratory study of the dispositions of 186 users of ten management information system (MIS) reports in four organizational settings provides limited evidence in support of the model proposed.  相似文献

Literature on information systems (IS) planning implicitly assumes that a sophisticated IS planning process leads to greater IS success. This paper questions the exclusive reliance on this traditional belief. Instead, because IS planning requires significant organizational resources, prior IS success is essential to convince top management of the importance of IS planning sophistication. Therefore, IS success may influence IS planning sophistication. Several theoretical arguments are advanced in support of this explanation. Data from a survey of 236 academic institutions are used to empirically assess the two alternative directions of the relationship between IS planning sophistication and IS success. Four structural models including the alternative causal directions are evaluated. Two of these models are supported. Together, they imply that for a high level of IS planning sophistication, either the previous ISs should have been successful or the organization should possess advanced information technology capabilities. Thus, empirical results suggest that the explanation presented here (i.e., IS success facilitates IS planning sophistication) provides an equally good alternative to the more traditional explanation (i.e., IS planning sophistication facilitates IS success).  相似文献

This study extends prior research on supply chain planning and integration by examining the underlying capabilities by which firms exploit the information they gain from integration activities. We use organizational information processing theory (OIPT) to develop hypotheses that identify the comprehensiveness of an organization's supply chain planning capabilities as an important mediator in the relationship between its supply chain integration activities and its operational performance. Further, our interpretation of OIPT suggests that an organization's usage of technology‐enabled supply chain management systems (SCMS) moderates these effects. Using survey data from 445 global firms, we estimate the corresponding moderated‐mediation structural model. The results indicate that usage of SCMS enables organizations to better utilize the information they gain from external integration efforts (relationships with customers and suppliers), thus improving the comprehensiveness of their supply chain planning capabilities. In contrast, the use of SCMS appears to be a partial substitute for internal integration as a driver of planning comprehensiveness. Most importantly, the results suggest that planning comprehensiveness is a significant generative means by which integration and technology investments produce superior operational performance. These findings provide a richer and more theoretically grounded explanation of relationships between supply chain integration, supply chain planning, and operational performance.  相似文献

A study of 66 New York branches, agencies and subsidiaries of foreign banks was undertaken to evaluate marketing planning strategies. Opinions and perceptions towards planning and promotional options of key officials of foreign banks were examined. Using canonical statistical techniques the analysis differentiated between the various types of strategies by organizational form as well as by regional affiliation. The survey concluded that while promotional philosophies may be somewhat similar, the planning process differs significantly between branches and agencies.  相似文献

This paper reports on a study which attempted to identify the structure of executive information systems and evaluate their relationship to decision making. The study centered on answering the question: “Where and how do senior executives get their decision-making information?” The data, provided by five senior executives, were gathered by a variety of means which included personal interviews, questionnaires, and logs of the executives' incoming-information transactions for a two-week period. Our findings support beliefs that senior executives receive much information from the environment, that informal systems play a role equal to that of formal systems, and that computers do not provide much information directly to an executive. The study also found that internal information is important and that preferred sources and media vary with different decision roles. The authors suggest that the scope of MIS and DSS be broadened to match those information networks managers actually rely on in daily practice.  相似文献

Over the past decade, organizations have made significant investments in enterprise resource planning (ERP) systems. The realization of benefits from these investments depends on supporting effective use of information technology (IT) and satisfying IT users. User satisfaction with information systems is one of the most important determinants of the success of those systems. Drawing upon a sample of 407 end users of ERP systems and working within the framework of confirmatory factor analysis (CFA), this study examines the structure and dimensionality, and reliability and validity of the end‐user computing satisfaction (EUCS) instrument posited by Doll and Torkzadeh (1988) . In response to Klenke's (1992) motion to cross‐validate management information system (MIS) instruments and to retest the end user computing satisfaction instrument using new data, this study's results, consistent with previous findings, confirm that the EUCS instrument maintains its psychometric stability when applied to users of enterprise resource planning application software. Alignment between organizational critical success factors (CSFs) and competencies is widely believed to improve performance. This study examines the performance implications of alignment between CSFs and one source of competence, the organization's information technology (IT) capability. The effects of three antecedent factors–environmental uncertainty, integration, and IT management sophistication–are also examined. This paper uses survey data from 244 large academic institutions, along with some secondary data. Following the profile deviation approach to measure alignment, the academic institutions are divided into three clusters based on their CSFs: the academic comprehensives, the reputed giants, and the small educators. The ideal profile of IT capability is next developed for each cluster in terms of four dimensions: information retrieval, electronic communication, computing facilities for students, and computer-aided education. Alignment is then computed for each institution as the proximity of its IT capability profile from the ideal IT capability profile for the cluster to which it belongs. The results suggest that alignment facilitates both perceived IT success and organizational performance. Moreover, sophisticated IT management facilitates both alignment and perceived IT success, environmental uncertainty facilitates perceived IT success but not alignment, and integration facilitates neither alignment nor perceived IT success.  相似文献
