Recently, there have been advances in the development of multidimensional poverty measures. Work is needed however on how to implement such measures. This paper deals with the process of selecting dimensions and setting weights in multidimensional poverty measurement using qualitative and quantitative methods in a participatory framework. We estimate the multidimensional poverty measures developed by Alkire and Foster for a particular group: persons with psychiatric diagnoses in the United States. To select relevant dimensions and their relative ordering, two discussion groups are convened: one consisting of persons with lived-experience expertise and the other consisting of people with mental health service provision or research expertise. Several methods are used to convert dimension rankings into weights. The selection and ordering of dimensions differed between the two discussion groups, as did the resulting poverty measures. For instance, the poverty headcount using the dimensions and weights of the ‘lived experience’ group ranged from 20.61 to 26.96% as compared to a range of 18.62–33.19% using those of the ‘provider/researcher’ group. One of the main results of this study is that the Alkire Foster method is sensitive to the selection of dimensions and the methods used to derive rankings and weights. It points toward the limitation of relying exclusively on small scale qualitative methods for the selection and ranking of dimensions. In addition, the participatory framework used in this study was found to be essential in interpreting results, in particular with respect to the limitations of the data set in measuring relevant dimensions.  相似文献

The measurement of poverty as ‘consistent’ poverty offers a solution to one of the primary problems of poverty measurement within Social Policy of the last three decades. Often treated as if they were synonymous, ‘indirect’ measures of poverty, such as low income measures, and ‘direct’ measures, such as indices of material deprivation, identify surprisingly different people as being poor. In response to this mismatch, a team of Irish researchers put forward a measure which identified respondents in as being in poverty when they experienced both a low standard of living, as measured by deprivation indicators, and a lack of resources, as measured by a low income line. Importantly, they argued that the two measures required an equal weight. In this paper, I present a reconsideration of the consistent poverty measure from both conceptual and empirical perspectives. In particular, I examine the claim that low income and material deprivation measures should be given an ‘equal weight’. I argue that, from a conceptual perspective, the nature of the indicators at hand means that a deprivation-led measurement approach might be understood to align with the definition of poverty which Nolan and Whelan outline and, from an empirical perspective, that it is the material deprivation measure—and not the low income measure—which is particularly effective in identifying individuals at risk of multiple forms of deprivation. However, I argue that greater attention needs to be given to the question of whether indicators of material deprivation provide a sufficient measure of material poverty and suggest that advancing the measurement of material deprivation beyond its relatively rudimentary state represents an important priority for poverty research.  相似文献

Monitoring Perceptions of the Causes of Poverty in South Africa   总被引:1,自引:0,他引:1  
This study explored how people perceive the causes of poverty. Literature revealed that there are three broad theoretical explanations of perceptions of the causes of poverty, namely individualistic explanations, where blame is placed squarely on the poor themselves; structural explanations, where poverty is blamed on external social and economic forces; and fatalistic explanations, which attribute poverty to factors such as bad luck or illness. To examine South Africans perceptions according to these dimensions secondary analysis was employed on one of the Human Sciences Research Council’s (HSRC) national representative client surveys. Approximately 3,498 respondents across South Africa were surveyed between 18 April and 30 May 2006. The bivariate analysis revealed that South Africans in general attribute poverty to structural over individualistic and fatalistic dimensions of poverty. Ordinary least square regressions revealed that these perceptions of poverty interacted with a host of socio-demographic and economic variables such as race and peoples’ lived experiences of poverty. In this regard, all three ordinary least square regressions showed that lived poverty had a significant impact in predicting respectively structural, individualistic and fatalistic perceptions of the causes of poverty. The second regression predicted individualistic perceptions and showed that being white was the most significant predictor. The third regression predicted fatalistic perceptions and established that being coloured was the most significant predictor.  相似文献

This paper assesses the Alkire and Foster (AF) approach to measure multidimensional poverty and proposes a ‘dimensional’ approach with economic resources, inner capabilities, and relational resources to account for its conceptual deficits. By measuring poverty in the United States using data from General Social Survey, it shows that, compared to the AF approach, the two-step process of the dimensional approach can provide greater insights into the form and structure of poverty, helping to analyze issues more comprehensively and inform policy decisions better. The relevance of the specific poverty dimensions and indicators and their operationalization are discussed and carried further.  相似文献

The literature on community attachment is briefly reviewed, and the dichotomization of theoretical perspectives into ‘linear development’ and ‘systemic’ approaches is brought into question. It is argued that recent evidence on the deterioration of U.S. metropolitan areas and the emergence of net urban-to-rural migration casts doubt on the exhaustiveness of the ‘linear development’ and ‘systemic’ perspectives and warrants an empirical reconsideration of the relationship between size of place and community attachment. Rural residence proves to be positively related to dependent measures of community attachment in a 1974 statewide Wisconsin survey. Measures of ‘participatory’ attachment to the community, however, are not strongly correlated with community attachment.  相似文献

The aim of this article is to investigate income poverty risks of older people in Austria considering spatial aspects. By comparing rural and urban regions it should be tested whether spatial variables exert a significant effect on the income poverty risk of older people and how such an effect can be explained. Thus, specific aspects of rural poverty among older people are discussed. The empirical analysis is based on EU-SILC 2004. A binary-logistic regression model is applied in order to test the effect of local population density and local population size on the poverty risk of older people. Results show that the poverty risk of both older people and retirees increases significantly if population density decreases. The effect of local community size, however, was insignificant. For the younger population (< 60), on the contrary, poverty risk increases significantly with both decreasing population density and local community size.  相似文献

ABSTRACT

Drawing upon transnational research in the UK and India, primarily over 150 semi-structured interviews in Newcastle, UK and Doaba, Punjab, as well as the ‘mobilities turn’ within contemporary social science, this paper examines the pursuit of ‘home’ within a diasporic British Indian Punjabi community. It is argued that this transnational pursuit of home is significantly shaped by the dynamic social context of South Asia, in particular processes of social inclusion and exclusion therein. Thus, returning Punjabi migrant attempts to distinguish themselves from the resident population through conspicuous consumption, and simultaneous attempts from Punjabi residents to exclude Non-Resident Indians from ‘real’ Indian status, lead to a continual reprocessing of home across different sites of mobility, as well as demonstrating the ‘never fully achieved’ nature of home.  相似文献

Since the seminal work of Sen, poverty has been recognized as a multidimensional phenomenon. The recent availability of relevant databases renewed the interest in this approach. This paper estimates multidimensional poverty among women in fourteen Sub-Saharan African countries using the Alkire and Foster multidimensional poverty measures, whose identification method is based on a counting approach. Four dimensions are considered: assets, health, schooling and empowerment. The results show important differences in poverty among the countries of the sample. The multidimensional poverty estimates are compared with some alternative measures such as the Human Development Index, income poverty, asset poverty and the Gender-related Development Index. It is found that including additional dimensions into the analysis leads to country rankings different from those obtained with the mentioned four measures. Decompositions by geographical area and dimension indicate that rural areas are significantly poorer than urban ones and that a lack of schooling is, in general, the highest contributor to poverty. The paper also conducts robustness and sensitivity analyses of the multidimensional estimates with respect to the number of dimensions in which deprivation is required in order to be considered poor, as well as to the poverty lines within each dimension. Several cases of dominance between countries are found in the first robustness test.  相似文献

Pension systems are usually evaluated from the perspective of two basic criteria: pension adequacy and financial sustainability. The first criterion concerns the level of pension benefits and protection of the elderly from poverty. The second criterion applies to financial liquidity. This paper is primarily of methodological nature. We discuss the problem of measuring pension adequacy, focusing mainly on the replacement rate, which, defined in a number of ways, is the most common measure of pension adequacy. However, as we argue in this paper, it covers only one of its dimensions, namely consumption smoothing. Meanwhile, an equally important dimension, often discussed in the literature and included in most definitions of pension adequacy, is protection of old-age pensioners from poverty. Accordingly, we have proved the thesis that the replacement rate is not a sufficient measure of broadly understood pension adequacy in cross-country studies. Consequently, we have proposed alternative (or possibly complementary) measures called the synthetic pension adequacy indicators (SPAI1-3), defined in basic form as a quotient of relative median income and the at-risk-of-poverty rate. These indicators provide for both the above-mentioned dimensions of adequacy and, according to statistical analysis, also represent them very well. Moreover, the indicators, calculated separately for men and for women, enables evaluation of the third dimension of pension adequacy, namely gender-related differences in pension adequacy.  相似文献

The objective of this study was to determine the various dimensions of social capital in Tehran and its association with socioeconomic variables. Two thousand, four hundred and eighty-four persons participated in the study through multi-stage stratified sampling in Tehran. The study questions were extracted from the World Bank integrated questionnaire. While respondents obtained over 50 % of the attainable scores in the ‘trust’, ‘cooperation’, ‘social cohesion’, and ‘political action’ dimensions, they obtained only 18.9 % of the attainable scores in the ‘networks’ dimension. The respondents in age groups older than 45 had higher trust scores than respondents in the 18–25 age group. Men had higher ‘network’ and ‘social cohesion’ scores than women (p ≤ 0.001). Respondents in the poorest wealth quintile had lower ‘networks’ and ‘social cohesion’ scores than the richest group and ‘political action’ scores higher than the richest group (p = 0.038). The lowest score in ‘Tehranians’ social capital was in the groups and networks dimension. Therefore designing effective interventions for such activities, particularly in women’s groups, is a priority.  相似文献

The social problem of poverty in the USA. has important spatial dimensions. The great migration of poor persons from the agricultural South to the industrial North shaped the nation's process of urbanization in the period after World War II. Subsequent suburbanization in the nation's cities was profoundly influenced by this movement and, in turn, had important implications for the urban poor. Also, the changing structure of employment opportunities within urban areas has had direct effects on the nature of the poverty problem in terms of spatial segregation and the persistence of poverty in urban areas. This paper offers a survey of the spatial aspects of poverty in the USA. and relates the problem of poverty to the forces of change that have contributed to the spatial transformation of the US economy.  相似文献

The existing literature on the efficiency of pension system, usually addresses the problem between the choice of different theoretical models, or concerns one or few empirical pension systems. In this paper quite different approach to the measurement of pension system efficiency is proposed. It is dedicated mainly to the cross-country studies of empirical pension systems, however it may be also employed to the analysis of a given pension system on the basis of time series. I identify four dimensions of pension system efficiency, referring to: GDP-distribution, adequacy of pension, influence on the labour market and administrative costs. Consequently, I propose four sets of static and one set of dynamic efficiency indicators. In the empirical part of the paper, I use Spearman’s rank correlation coefficient and cluster analysis to verify the proposed method on statistical data covering 28 European countries in years 2007–2011. I prove that the method works and enables some comparisons as well as clustering of analyzed pension systems. The study delivers also some interesting empirical findings. The main goal of pension systems seems to become poverty alleviation, since the efficiency of ensuring protection against poverty, as well as the efficiency of reducing poverty, is very resistant to the efficiency of GDP-distribution. The opposite situation characterizes the efficiency of consumption smoothing—this is generally sensitive to the efficiency of GDP-distribution, and its dynamics are sensitive to the dynamics of GDP-distribution efficiency. The results of the study indicate the Norwegian and the Icelandic pension systems to be the most efficient in the analyzed group.  相似文献

While official poverty measures tend to focus on income alone, measures of material hardship also incorporate aspects of need. Families experience material hardship when they have difficulty paying bills or buying things the household needs, such as food, medicine and medical care. The current study develops four measures of material and emotional hardship and focusses on two groups that have high risks of poverty in Israel, namely Israeli–Palestinians and Ultra-orthodox Jews—Haredim, and compares them with the non-Haredi Jewish majority. Comparing Israeli–Palestinians, Haredim and non-Haredi Jews provides an opportunity to study the intersection of poverty and group membership. Group membership may affect hardship because groups differ in living conditions, poverty histories, social networks, access to resources, and perceptions of needs. The study draws on Israel’s 2013 Social Survey, conducted by Israel’s Central Bureau of Statistics (n = 7438). The findings point to substantial degrees of inequality among the disadvantaged. Although Haredim and Palestinians have similar levels of income-poverty, the study shows that the consequences of low-income in terms of deprivation and hardship are more severe among Israeli–Palestinians than among (Haredi and non-Haredi) Jews. Israeli–Palestinians experience higher levels of material and emotional hardship than Haredim after controlling for household income.  相似文献

This paper applies a mixed methods approach that combines qualitative and quantitative methods to examine urban poverty in China’s state-owned enterprise communities where laid-off workers concentrate. A sequential explanatory model using interviews, Participatory Poverty Assessments and a community household survey on textile and military industries in Shaanxi Province of north-western China shows that low-income households suffered multidimensional disadvantages. Qualitative techniques have helped to reveal the hidden aspects of poverty while statistical tools have captured holistic information on the communities. These approaches together (Q-squared) consider both the outsiders’ and insiders’ views on the laid-off poor and benefit the making of effective anti-poverty policies.  相似文献

The research challenges the conventional usage of households' residential satisfaction as a guide for housing policy and development. A new housing indicator, ‘marginal residential improvement priority’, is introduced and is compared with residential satisfaction both theoretically and empirically. Within the context of neoclassical consumer theory it is shown that the former provides a superior indicator of households' housing preferences than the latter. It is then demonstrated empirically that these conceptual distinctions make for significant differences when the indicators are employed in a practical application. Using a sample of 971 households drawn from Wooster, Ohio, the paper considers their evaluations of four general dimensions of the residential environment and six specific features of the dwelling. Zero-order correlations between the indicators average only 0.40 across these ten dimensions. Households' relative satisfaction with these various aspects diverge substantially from the priority they place on improving these aspects in the future, with rank-order correlations not differing significantly from zero. More specifically, all household strata gave public services their lowest improvement priority and dwelling quality their highest, regardless of their relative degree of satisfaction with the dimension. Similarly, most groups gave high priority to improving interior condition and room size and low priority to improving exterior condition, independent of their satisfaction. Thus, if the efficacy of a limited amount of resources invested in a housing policy is to be maximized, they should not necessarily be directed toward those features of the residential environment with which households are least satisfied.  相似文献

This paper presents an indicator for measuring multidimensional poverty in the Lao People’s Democratic Republic applying the Alkire–Foster methodology to the Lao Expenditure and Consumption Survey 2002/2003 and 2007/2008. We calculated a multidimensional poverty index (MPI) that includes three dimensions: education, health, and standard of living. Making use of the MPI’s decomposability, we analyse how much each of the different dimensions and its respective indicators contribute to the overall MPI. We find a marked reduction in the multidimensional poverty headcount ratio over the study period, regardless of how the indicators are weighted or how the deprivation and poverty cut-offs are set. This reduction is based on improvements regarding all indicators except cooking fuel and nutrition. We observe no significant reduction in the intensity of poverty, however; there are wide disparities between the country’s regions and between urban and rural areas. The proportion of poor people in rural areas is more than twice as high as that in urban areas. By complementing the traditional income-based poverty measure, we hope to provide useful information that can support knowledge-based decision-making for poverty alleviation.  相似文献

This paper empirically examines the disparities over time across six dimensions of poverty (monetary, education, health, housing, basic services, and durable assets) between ethnic minority and majority households in rural Vietnam. Using the five-wave panel data of the Vietnam Access to Resources Household Survey (VARHS) 2008–2016, we observe improvements in most non-monetary dimensions of poverty for both ethnic groups, while the monetary dimension shows the highest degrees of deprivation and the lowest rate of decrease during the studied period. Health is the only dimension in which ethnic minority households are not only better off than those of majority households during the studied period, but also report improvement. We further explore the role of social capital in ethnic minorities and non-minorities at household and community levels in multiple dimensions of poverty by employing multilevel models. Our study reports the significant effects social capital have at the community level on reducing poverty in the monetary, education, housing, and basic services dimensions for ethnic minorities, while social capital at the household level shows significant effects on monetary, basic services, and durable assets. These findings indicate that policy makers ought to consider the role of social capital when designing poverty alleviation strategies for the country.

Defining the poverty line has been acknowledged as being highly variable by the majority of published literature. Despite long discussions and successes, poverty line has a number of problems due to its arbitrary nature. This paper proposes three measurements of poverty lines using membership functions based on fuzzy set theory. The three membership functions, namely exponential, trapezoidal and quadratic sigmoid together with their calculation steps are discussed. Average monthly household incomes of Malaysians are used to illustrate the proposed poverty line. Three new sets of poverty lines were derived for 3 years as numerical application to the proposed membership functions. The numerical results show the flexibility of poverty lines resulted from the composition of the proposed functions. It suggests that the official poverty line for Malaysians is too low thus creating an underestimation of the extent of poverty in Malaysia.  相似文献

Composite indices have been prominently used in poverty research. However, validity of these indices remains subject to debate. This paper examines the validity of a common type of composite poverty indices using data from a cross-sectional survey of 2477 households in urban and rural KwaZulu-Natal, South Africa. Multiple-group comparisons in structural equation modelling were employed for testing differences in the measurement model across urban and rural groups. The analysis revealed substantial variations between urban and rural respondents both in the conceptualisation of poverty as well as in the weights and importance assigned to individual poverty indicators. The validity of a ‘one size fits all’ measurement model can therefore not be confirmed. In consequence, it becomes virtually impossible to determine a household’s poverty level relative to the full sample. Findings from our analysis have important practical implications in nuancing how we can sensitively use composite poverty indices to identify poor people.  相似文献

The concept of poverty has gone beyond the monetary attributes to cover several dimensions directly influencing the level of individuals’ socio-economic status. Based on this methodological advancement, this study aims to approximate the deprivation of education, health and housing facilities to analyze the incidence of multidimensional poverty (MDP) at regional levels in the Sindh province of Pakistan. Findings revealed that the magnitude of MDP varies significantly across the regions due mainly to the variation in the deprivation levels of socio-economic aspects. Furthermore, the magnitude of MDP is higher in rural areas than urban areas in each region.  相似文献
