During the past decade, there has been an increasing interest in the link between urban street design principles and the built environment in the field of urban studies. This interest is motivated by the possibility that design principles associated with the built environment can be used to manage individual activities and improve the quality of urban life. This paper proposes an approach which can be used to generate and prioritize important social indicators for designing urban street environment. The proposed approach integrates both analytic network process and zero-one goal programming methods into a quality function deployment planning in order to translate end-user needs into technical design requirements. User needs and technical requirements are explored, and the modeling result uncovers five important urban street environment design principles on quality of life’s satisfaction: transportation planning and parking development, guidelines for public transit and bus stops, landscape and open space design guidelines, pedestrian network planning and facility design guide, and street landscape. Overall, these important principles (five quality of life indicators) show future directions for the street environment improvements in Taipei City, Taiwan.  相似文献

The author investigates emerging developments of social indicators through the experience of a health planning initiative begun in 1986 under the coordination of the World Health Organization (Europe). By 1993 over 400 municipalities in first world countries had voluntarily committed themselves to participation. The paper results from interviews and reviews of some participants' programs and materials, with significant reliance upon material from Canada and the coordinating WHO office. The author divides indicator development into political and technical components, stressing the former. He makes nine principal conclusions relating to indicators' success: (1) three stages of indicator development are understanding, consensus and commitment; (2) indicators must be grounded in target population's reality; (3) indicators are historical artifacts; (4) programs must be in place that make indicator need apparent; (5) process is product; (6) new skills must be supplied; (7) indicators are client-driven; (8) good process protects indicators' integrity from inappropriate influence; and (9) quality is a culturally-derived value defying aggregation.  相似文献

The social indicator movement has realized a considerable increase in importance during the last 50 years. This happened not the least by the publications in the journal Social Indicators Research. Social indicators have been developed for many aspects of life. The scores on these indicators often are compared through time and across groups. An essential requirement for such research is that the measures used are comparable through time and across groups. The comparability through time is not such a big problem but the comparability of measures across groups is not so obvious. This requires harmonization of indicators based on objective variables and invariance testing for indicators based on subjective and objective variables. In this paper we discuss how the comparability of different types of social indicators based on subjective and objective variables can be tested using invariance testing. This is a relevant issue because the existing testing procedure is designed for only one type of social indicators and this test is not directly applicable on the other types of social indicators.  相似文献

Social planning requires the application of indicators as instruments for the measuring of phenomena and processes, for monitoring, and for evaluation. The spatial polarization of socio-economic growth together with individual regional features lead to the emergence of considerable differentiations and disparities. Many of them are perceived in social consciousness as ineqities which require equalization, e.g. living conditions in the sphere of satisfaction of elementary social needs. In order to be effective, social planning must take account of, among other things, the hierarchy of centres and institutions for satisfying social needs, which most frequently amounts to 3 ranks of service (local, regional, national). Each region possesses its own central area (centre) and peripheral area (periphery). The differences between them amount to the emergence of changing socio-economic structures together with a changing dynamic in development and rate of economic growth. The gradation of social needs comprised in social planning corresponds to the hierarchy of service centres. Regional indicators serve the analysis of inter-regional disparities as related to the external “model system”, and are most frequently national means, as well as of intraregional disparities as related to the internal “model system”, which are represented by means of separate regions. The selection of an appropriate set of regional indicators requires a lot of attention. The paper points up the danger of the application of inappropriate regional indicators, which cause distortions in the spatial picture of differentiations.  相似文献

The objectives of the 5th meeting of the ASEAN Heads of Population Program, held at Chiang Mai during November 1981, were the following: to discuss and consider the midterm reviews of some of the Phase 1 projects; to discuss and consider the ASEAN population experts' views on the progress made in the rest of the phase 1 projects; to discuss and consider the progress made in the implementation of the phase 2 projects; to discuss and consider the ASEAN population experts' recommendations on the ASEAN population program in the 1980s based on the report of the programming exercise submitted by the consultant in the expert group meeting; and to discuss administrative and other problems faced by the program implementors in the operationalization of the ongoing ASEAN population projects and provide appropriate directions to solve such problems. As a result of the programming exercise, the meeting established the directions for the future ASEAN population program and strongly recommended the continuation, intensification, and expansion of the ASEAN population program. A total of 12 projects comprise the ASEAN population program: 5 projects under phase 1 and 7 under phase 2. Under phase 1, 1 project has been completed, and the 1st parts of 2 other projects are in the process of implementation. Phase 2 projects, which started in September/October 1980, are all in the process of implementation. The following phase 1 projects are summarized: integration of population and rural development policies and programs; modular training for trainers of population and development agencies in ASEAN countries; multi-media support for population programs in the context of rural development in ASEAN countries; and migration in relation to rural development. The following phase 2 projects are also summarized: institutional development and exchange of personnel; women in development in ASEAN countries; and migration in relation to rural development. The following phase 2 projects are also summarized: institutional development and exchange of personnel; women in development; developing and strengthening national population information systems and networks in ASEAN countries; population and development dynamics and the human resource balance; studies on health and family planning in ASEAN countries; development of ASEAN social indicators; and population migratory movement and development.  相似文献

Social planning (SP) is viewed as an organizing framework for guiding government intervention in social life. Social indicators (SI) can provide the informational basis for formulating policies, preparing social plans and evaluating the impact of government activities. Both SP and SI are only two links in a desired sequence of organized social action. But given the present state of the art, the urgency of social problems and the opportunity cost of waiting for further theoretical development-initial efforts should be directed at developing SI for SP. Israel's experience is presented as an example of:
  1. The ideological and operational background to specific types of intervention of the state. Within this framework the question arises whether vagueness on the subject of SP can be regarded as the cause of casual and negligent treatment of social problems by government.
  2. Specific areas that have been neglected, or that have not been given adequate attention, because of the lack of SI to assist in acquiring an overall understanding of societal changes.
These examples are used as a basis for suggesting some practical possibilities of developing SI and SP in Israel and elsewhere.  相似文献

Health-service researchers, policy analysts, and politicians face several problems in attempting to evaluate health care programs and make relevant policy decisions. The possible rôle of social indicators is discussed in these regards and is applied in an important health care context, the utilization of ancillary health services by the elderly. A Western Canadian research study substantiates the academic and applied value of the social indicators approach with respect to health services planning, research, and policy decision-making.  相似文献

The OECD social indicators for 2001 were critically reviewed by analysing their interrelationships across all OECD countries during the late 1990s. First, findings were provided covering the underlying structure of subsets of indicators by similarity in content as suggested by the OECD. Second, an analysis of the selected key indicators yielded five social dimensions, which were interpretedas conceptual constructs underlying the set of OECDsocial indicators at the level of the entire OECD area. Third, the relationships of each indicator withthese social dimensions were observed to aid choosing of appropriate indicators for making and evaluating social policies. Fourth, the OECDcountries were ranked according to their overall social welfare, as defined by the OECD social indicators, basedon the scores of the countries on the social dimensions. Fifth, similarities among the OECD countries were examined and it was found that the countries formed six bipolar country dimensions. The findings showed that an easily interpretable structure underlies the OECD social indicators. The paper clarified the use of the OECD social indicators for 2001 as a tool for planning and decision-making and for cross-national analyses of social policies.  相似文献

This article explores the development of the Good Relations Measurement Framework (GRMF), the first attempt in Britain to create a framework designed to measure how people experience their lives, specifically in relation to their interactions with each other. It provides a reference point for others seeking to construct social indicator measurement frameworks which capture the experiential in the social policy field. In a wider sense, it provides a case study of the use of social indicators within the policy process in the modern polity. The overall objective of the GRMF is to measure the state of Good Relations in Britain. Seven key areas emerged as being crucial for the development of measurement frameworks during the construction of the GRMF. Firstly, a decision has to be taken about the extent to which social measurement frameworks are confined to measurement only or are to have a normative element. Secondly, a working definition of the subject area is needed early in the process. Thirdly, an element of consultation with the public is important. A fourth issue relates to the practical method of construction through the use of ‘long lists’ of potential indicators, and finding a balance between an ‘ideal’ list of potential indicators emerging from public consultation and a second list of existing indicators drawn from existing surveys. A fifth issue relates to the availability of social indicator data at an appropriate geographical level. A sixth issue is that social indicators drawn from different surveys are not always comparable. A final factor is that while quantitative indicators are useful as a tool of social measurement, qualitative research adds a further dimension which is especially important in particular circumstances.  相似文献

The paper wishes to relocate the theme of social indicators within one of their most congenial reference frames, that of the social or community programming-evaluation process. It defines what a program is and also the meaning “program structure”. Further, it argues the relationship between objectives in the definition of program structures, and it develops a procedure to build the program structure and to apply a program analysis and evaluation. Finally, it considers, more in general, the nature and classification of program indicators and the criteria for the choice of types of program indicators in different circumstances. The discussion is supported with two examples of program structuring and the related selection of program indicators taken from two very different programs instigated by the Italian government: one is a program of aid for the poor and undernourished population of the third world; and the second is the 10 year plan for the environment beyond the year 2000.  相似文献

Empirical evidence is presented which suggests that the use of social indicators among upper level government officials in the United States is minimal at present. Further, the level of use is not likely to be increased by improved measurement procedures, aesthetically improved packaging, or more widespread dissemination of such information among persons who influence policy decisions. The power of such information can be expected to be no greater than that of ‘mere’ statistics unless deliberate effort is made to institutionalize the importance of social indicators into government operations in conjunction with policy planning, goal setting, and commitment to the use of indicators as a system of national evaluation of progress toward the achievement of societal objectives. Several recommendations are made to develop the potential of social indicators and to increase their creative and useful application in matters of public policy at the national level.  相似文献

Health and social indicators that capture the distinct historical, social, and cultural contexts of Indigenous communities can play an important role in informing the planning and delivery of community interventions. There is currently considerable interest in cataloguing and vetting meaningful community-level health and social indicators that could be applied to research and health promotion activities in Indigenous communities in Australia, Canada, and New Zealand, inclusive of conventional indicators as well as measures developed specifically for use in or with Indigenous communities. To avoid haphazard selection of indicators, and to assure the comprehensiveness and relevance of any given set of indicators, a framework that can accommodate and conceptually classify indicators representing a full range of domains is required. We report here on the development of a conceptual framework, by which Indigenous community indicators, and more general community-level social indicators, can be sorted, catalogued, and systematically classified within four hierarchical levels. The indicator framework was developed across Canada, Australia and New Zealand in consultation with academic researchers and Indigenous community stakeholders, building from established health and social indicator systems. The Indigenous indicator framework permits Indigenous communities, public health researchers, and funding agencies to compare and select the most appropriate indicators for application in specific contexts from the multitude of existing indicators.  相似文献

Association of Southeast Asian Nations (ASEAN) experts and heads of national population programs held their 4th meeting in Singapore from November 24-28, 1980. Program heads resolved to take steps to link their national activities in the population field with those of the ASEAN Population Program and carry out studies and a joint programming exercise in 1981. Progress reports on the following Phase 1 projects were given: 1) integration of population and rural development policies and programs in ASEAN countries including Indonesia, Malaysia, Philippines, Singapore, and Thailand; 2) development of an inter-country modular training program for personnel in population and rural development; 3) multi-media support for population programs in the context of rural development in ASEAN countries; 4) utilization of research findings in population and family planning for policy formulation and program management in ASEAN countries; and 5) migration in relation to rural development. Phase 2 projects approved by ASEAN country participants were also discussed: 1) institutional development and exchange of personnel, 2) women in development, 3) developing and strengthening national population information systems and networks in ASEAN countries, 4) population and development dynamics and the man/resource balance, 5) studies on health and family planning in ASEAN countries, 6) population migration movement and development, and 7) development of ASEAN social indicators.  相似文献

Deficits in cognitive function may impact one's ability to attend to stimuli, think clearly, reason, and remember. Impaired cognitive function is a common complaint among older women presenting for treatment in both mental health and medical care settings, and differential diagnosis of type and extent of cognitive impairment is important for appropriate treatment planning and prognosis. Although overall gender differences in prevalence of cognitive dysfunction are minimal, it is important when treating older women to take into account unique challenges they face in the aging process that impact the cause, type and extent of cognitive complaints with which they present in clinical settings. The current paper provides an overview to guide accurate diagnosis, particularly in women, of different types of cognitive impairment under the broad category of dementias, including Alzheimer's, Lewy Body Disease, Vascular Dementia, and due to general medical conditions such as coronary artery bypass surgery, head injury, menopause, hypothyroidism, breast cancer treatment, Fibromyalgia, and chronic fatigue. In addition, emotional factors such as depression in older female patients complicate differential diagnosis of cognitive impairment and must be addressed. Given the multiplicity of causes of cognitive difficulties for women across the life span, careful assessment is crucial; the current paper reviews assessment strategies to prepare an integrated, biopsychosocial strategy for identifying particular cognitive deficits and related psychological and medical problems. In addition, prognostic indicators and treatment planning are discussed to help the practitioner organize an empathic, reasoned and multifaceted treatment approach to maximize recovery, minimize deterioration, and manage symptoms for older women in the context of their social support system and living environment.  相似文献

This paper presents an approach for time-series livability assessment using DEA (Data Envelopment Analysis), a mathematical programming technique for measuring the relative efficiency of DMUs (Decision Making Units) with multiple inputs and multiple outputs. Regarding each year as a separate DMU in DEA, and replacing the inputs and the outputs with negative and positive social indicators respectively, we evaluate Japan's livability for the period 1956–1990. Results of the analysis using eight social indicators identify 20 DEA livable years out of the 35 and find eight best-balanced years. It is concluded that DEA, which enables non-uniform, multi-dimensional and relative evaluation, can be a valuable analytic tool in quality-of-life research as well. Big Data are a top subject in international research articles and a vast debate is taking place on their actual capability of being used to complement or even substitute official statistics surveys and social indicators in particular. In this paper we analyse the metadata of the Scopus database of academic articles on Big Data and we show that most of the existing and intensively growing literature is focused on software and computational issues whilst articles that are specifically focused on statistical issues and on the procedures to build social indicators from Big Data are a much smaller share of this vast production. Nevertheless the works that focus on these topics show promising results because in developed countries Big Data seem to be a good information base to create reliable proxies of social indicators, whereas in developing countries their use (for instance using satellite images) may be a viable alternative to traditional surveys. However, Big Data based social indicators deeply suffer of a number of open issues that affect their actual use: they do not correspond to any sampling scheme and they are often representative of particular segments of the population; they generally are private process-produced data whose access by national statistical offices is rarely possible although the intrinsic value of the information contained in Big Data has a social importance that should be shared with the whole community; Big Data lack the socio-economic background on which social indicators have been founded and their help to policy makers in their decision process is a fully open point. Therefore Big Data may be a big opportunity for the definition of traditional or new social indicators but their statistical reliability should be further investigated and their availability and use should be internationally coordinated.  相似文献

A social indicator in the context of planning, which induces a course of social change, is not a mere ‘good statistic’. While its validity depends on the relation drawn among its constituent properties, its relevance would depend upon the sequential relations it can draw with the other variables concerned with the envisaged course of change. And its necessity and efficiency will be rated accordingly as it can epitomize the situation which all these variables depict. A properly constructed set of indicators, therefore, may not only suggest the planning measures which should be employed but also throw light on a better formulation of the targets, goals and even the objective of planning. A social change index has been developed in response to a social planning need to have a means whereby the current social pathology of communities may be identified on an objective basis. The index is derived from a combination of social indicators which are reported by census tract by the State of Rhode Island on an annual basis. The index is particularly useful for the inter-decennial years because high mobility rates, particularly in central cities (up to 80% in some areas of these cities), cause census data to be unrepresentative in many instances for these years. In addition to serving as a means to identify social needs and problem areas, the index may be used for priority ranking of need for social program services, program monitoring, and program evaluation. The State of Rhode Island is expected to institute a Committee on Social Statistics among whose primary responsibilities will be to encourage state agencies to publish their social statistics by census tracts in their annual reports. It is presumed, consequently, that a larger number of current social indicators will be available to be included in the social change index and increase its accuracy.  相似文献

Surviving the aftermaths of the Asian Financial Crisis and SARS in 2003, Hong Kong’s economy has re-gained its momentum and its economic growth has been quite remarkable too in recent few years. Nevertheless, as reflected by the Social Development Index (SDI), economic growth in Hong Kong does not seem to have benefited the people of the city at large as we see social qualities such as cohesion, security, equity, and empowerment are gradually eroded. This paper aims to summarize the current state of social development in Hong Kong based on the SDI-2008 and identify the major social, political and economic challenges that are confronted by Hong Kong. Based on the findings, a range of policy options proposed for promoting a more balanced approach to social and economic development are discussed. The article illustrates the utility of social indicators research such as the SDI in assessing quality of life and assisting related social planning initiatives in Asian communities such as Hong Kong.  相似文献
