Abstract The effects of the birth of an additional child to families living in poverty areas of New York City are studied in this paper. Surveys conducted by the National Opinion Research Center in 1965 and 1967 provided the data in a panel of parous or married women of childbearing age. Control ling for the number of children in the family in 1965, the non-occurrence of an additional birth in the following two years was found to have a significant effect on current income, savings, reliance on public assistance, general ability to plan and organize one's household, and wife's employment. No significant effects were found with respect to possession of consumer durables or attending a school or training course. While many claims have been made about the beneficial effects of family planning on family welfare, this study is among a very small number where such effects are empirically documented.  相似文献

"Increases in the number of children living in single-parent (usually female-headed) households and in the proportion of mothers who work outside their homes have raised concern in the United States about the effects of these trends on the well-being of children and the possible need for policy intervention. This paper discusses the arguments for and against policies that affect families. We review a number of such policies and what research suggests about their likely effects. A summary was provided of issues presented by Dr. Cynthia Lloyd in her chapter on investing in children from the 1994 volume "Population and Development: Old Debates, New Conclusions." Children in large families may miss the opportunities offered in a modernizing society. The possibilities for adverse consequences because of a large size of families include a smaller share of resources (time, income, and/or nutrition) among family members, limited access to public resources (health care and education), unequal distribution of resources among family members, and gender defined roles. Dr. Lloyd's review of the literature exposed the lack of emphasis on the impact of opportunity, equity, and intergenerational transfers on child welfare. Children's smaller share of resources had less impact on child welfare. Later-born and unwanted children were particularly vulnerable in large families. Unwanted children were usually later born or girls. The lack of investments in girl's education not only affected the limited earning power and opportunity to escape from gender restricting roles but also contributed to the perpetuation of the cycle of high fertility and gender discrimination. Family decisions about fertility and investments in children's education and nutrition can not be separated from the social context of culture, class, social custom, and level of socioeconomic development. Disadvantage is not assured in large families, but statistically more probable. Fewer children are more likely to be wanted and to receive better care. Societies should provide high quality family planning services, safe abortion services, and enforcement of primary school education requirements. Measures need to be adopted for promotion of schooling for girls that is sensitive to cultural norms. Laws must protect children's rights to economic support from both biological parents. Gender discrimination against women must be eliminated.  相似文献

利用"人口迁移与儿童发展的跟踪研究"基期数据,本文讨论了流动儿童家长对其子女的教育期望及影响因素,旨在回答流动儿童家长的教育期望是否存在差异,以及家长的个人生活经历与社会态度是否会影响到家长的教育期望这两个问题。结果发现,希望子女能够接受更高层次的教育仍然是中国社会较为普遍的现象;就读于不同学校儿童的家长,其教育期望的确存在差异,但这与家庭的经济条件无关;儿童的学习成绩、家长的受教育程度、家长对家庭教育的重视程度、对学历重要性的认识程度等家庭的文化背景及家长的社会态度乃是影响家长教育期望的主要因素;并且,父亲和母亲对子女的教育期望是不同的。但教育选择(就读何种类型的学校)与教育期望之间的因果关系等问题尚需进一步讨论。  相似文献

文章利用"中国健康与营养调查"2009年度的相关数据,采用分位数回归方法对我国孩子质量与数量间的替代关系进行分析研究,证实在生育政策与社会经济发展双重效力下的我国家庭孩子数量的减少,同时使孩子的质量得以提高。此外,孩子的性别、父母的学历、家庭所处地理位置、家庭长期福利水平以及家中孩子的性别组成也对孩子的质量有显著影响。  相似文献

This paper deals with the effect of mother’s time spent out of the labor force, and presumably in the home, on the “production” of child quality, where child quality is measured by intelligence (IQ), level of schooling attained, and market earning power. The results indicate that mother’s home time is most effective in producing (male) child quality for mothers who have attained relatively high levels of schooling. The results suggest that education programs which devote equal school resources to all (male) children do not necessarily provide equal educational opportunity and that the influence of family background on economic success is indirect, operating through home investments in children.  相似文献

社会保障对子女经济供养老人的影响一直是学术界关注的热点问题。基于实地调研数据,控制其他变量基础上,重点分析社会保障对子女经济供养老人的影响,研究结果显示,社会保障总体上对子女经济供养老人的水平具有挤入效应,老年人获得社会保障总体上将提高子女对其经济供养水平。而解释机制分析则发现,原因在于医疗保障释放了老年人的医疗卫生服务需求,进而增加了相应支出,并最终导致子女增加了经济供养支出。进一步分析发现了该效应的群体差异性,而该效应实质是医疗卫生资源和服务分配的阶层性差异,根源在于现行医疗卫生制度存在的各种弊病。在研究结论基础上,提出了建立公平的健康保障与福利改进体系等思考。  相似文献

For some time now, the out-of-wedlock birthrate has been increasing rapidly in the United States. This has prompted several states to propose (and in some cases, enact) legislation to deny access to higher AFDC benefits for families in which the mother gives birth while receiving AFDC. The authors investigate whether AFDC benefit levels are systematically related to the family-size decisions of never-married women. Using a bivariate probit model with state and time fixed effects, applied to Current Population Survey data for the years 1980–1988, it is found that the basic benefit level for a family of two (one adult and one child) and the incremental benefit for a second child positively affects the family size decisions of black and Hispanic women, but not of white women. The effects are concentrated among high school dropouts (no effects are found for high school graduates). The authors conclude that rather than to uniformly deny benefits to all AFDC women that bear children, a better targeted policy might be to alter the AFDC benefit structure in such a way as to encourage single mothers to complete high school. However, being a high school dropout might be a proxy for some other underlying characteristic of the woman, and encouraging women to complete high school who otherwise would not might have no effect whatsoever on nonmarital births.  相似文献

This paper examines the trends in educational stratification during China's economic reforms in the 1990s. Based on the sample data of population censuses in 1990 and 2000, school-age children were matched to their parents’ background information, and the effects of family background on their school enrollment and continuation were investigated. Results show that despite the substantial expansion of educational opportunities in the decade, family background continues to play an important role in determining school enrollment status and school transitions. During the decade, children of rural-hukou status became more disadvantaged compared to their urban counterparts, and the effect of their father's socioeconomic status on school enrollment was enhanced. Despite the fact that children of rural-hukou status gained relatively more opportunities at junior high school level, as a result of nationwide saturation at the 9-year compulsory education, the rural–urban gap in the likelihood of transition to senior high school level enlarged, and the effect of their father's socioeconomic status increased—even after controlling for regional variations in economic development.  相似文献

The paper discusses the effects of the changes of rural income level on family planning practice based a survey of 200 rural families in a affluent vegetable producing area of suburban Beijing. In 1984, 99.7% of child birth followed the local birth planning, and 99.1% of families with one child received One Child Certificates. The annual per capita income of the 200 families was 1,092 yuan (1 US$ = 3.7 yuan) in 1984 even higher than the community average. The number of children was negatively associated with the per capita income and per capita consumption except families with 4 children, most of whom have grown up. The rural mechanization in the community has greatly increased the need for skills and technology rather than strong laborers. The provision of community welfare programs and the increased living standard changed the value of children and also changed people's perception in favor of gender equality. Among families with 1 or 2 children, most preferred to have girls. And among families with more children, the preferred family size is smaller than the actual size, which shows a tendency towards favoring a small family. Among 1 child families, 58.7% considered 1 boy and 1 girl to be ideal, and 37.7% was happy with the only child. As the community becomes richer, both the community and individual families increased their investment in education. The spending on education per child was over 2 times as high in 1 child families than the families with more children. The educational status of parents is positively associated with the exception of children's future education and current spending on education. The concern of parents over children's education is an important factor in improving the quality of labor force. Women of higher education status are more acceptable to contraception and family planning policy. The relatively high level of education of the community has been conducive to it fertility decline.  相似文献

Low fertility in most developed countries has prompted policy concern in relation to labour market supply, pensions, and expenditure on health and welfare services as well as policy debate about both the cost of children and the opportunity costs of parenthood. The extent to which family policy interventions can be effective in slowing or reversing fertility decline is much debated. This paper, based on a fertility module of the Scottish Social Attitudes Survey 2005, examines the current fertility, and ideal and expected fertility of a nationally representative sample of 455 parents of reproductive age and focuses on whether they plan to have another child. It compares the characteristics of those who intend to have another child with those who do not, and how parents with one child differ from those with more children. It addresses three questions about family size: (1) fertility ideals, (2) resources and the economic implications of childbearing, and (3) opportunities for childbearing and the effects of a late start on fertility expectations. It concludes that, despite a sustained period of low fertility in Scotland, childbearing ideals are robust and explanations of low fertility must derive from difficulties in realising those ideals. Difficulties in realising fertility aspirations are associated less with resources than with opportunities for childbearing, especially the timing of first birth. Those who delay their first birth are less likely to realise their ideal family size, and their lower fertility is associated with the opportunity costs of childbearing in terms of foregone qualifications, careers and earnings.  相似文献

A growing body of literature has examined the impact of different types of family structures on children’s schooling in sub-Saharan Africa. These studies have investigated how living arrangements, gender of the household head, parental death, and paternal migration are related to schooling. Although many sub-Saharan African countries have high divorce rates, very few studies have explored the impact of parental divorce on children’s schooling. The present study uses three waves of data from the Malawi Longitudinal Study of Families and Health (MLSFH) to investigate the effect of parental divorce on children’s schooling and the possible mechanisms driving this relationship. Unlike prior studies, this study uses child-level fixed-effects models to control for selection into divorce. Results show that parental divorce is associated with lower grade attainment and a larger schooling gap, defined as the number of years a child is behind in school (among children currently attending school). Although no association exists between parental divorce and current school attendance, girls affected by divorce are significantly less likely to be attending school. Differences in economic resources, maternal coresidence, or maternal psychological well-being do not explain the relationship between parental divorce and children’s schooling.  相似文献

The prospects of US children are uneven and uncertain. Today's youngsters are more apt to have fewer siblings, come from a broken home, have a working mother, and pass time as a "latchkey kid." More children are in child care than in the past and there has been a significant move toward center-based care. Increasingly, preschool-age children, particularly from relatively well-off families, are enrolled in prekindergarten educational settings. Declining family size and recent American prosperity have created material well-being for most of today's children. But the development of an underclass has also increased the number of children trapped in poverty. The stagnant wages of the "working poor" and the growing number of mother-only households have exacerbated income inequality among children from different family circumstances. The decline in educational achievement scores, which characterized the 1970s, has, for the moment at least, ended and the average school performance even improved slightly in the 1980s. In addition, more students, especially black students, completed high school in the 1980s. And the physical health of the average American child has improved dramatically since 1960. Most American children lead happy, healthy lives and several trends portend well for the future of most youngsters. But the picture is marred by the problematic future of the children of the underclass and the uncertain psychological impact of America's transformed family life.  相似文献

A preliminary view of the population control policies of the People's Republic of China is the subject of this report. The report maintains that population control policies are closely linked to economic growth and indicates that criticism by the West of these policies is unfounded. According to an investigation of 1000 married women of child-bearing age carried out in 1981, 19.1% of them have 1 child, 21.4% of them have 2, 49.5% have 3 and only 9.9% of them have no children. This would seem to refute the West's idea of the "1 child only" policy as strict and clear-cut. The report maintains that economic growth and family planning are functions of one another. Although China has made marked progress in population control, its population problem is still far from being resolved as population growth is still relatively high compared to productivity. The marriageable population is extremely high and increase in population create a burden on education, employment, transportation, welfare, housing and medicine each year. The trend in rural areas (which make up 80% of China's population) to have larger families to produce more labor must be reversed in order to make population control objectives feasible. Thus, the need for China to continue its efforts to promote rural economy and family planning must continue. The needs for improvement in promotion and family planning education as well as for improved medical conditions are also evident.  相似文献

A well-known argument claims that socioeconomic differentials in children’s family structures have become increasingly important in shaping child outcomes and the resources available to children in developed societies. One assumption is that differentials are comparatively small in Nordic welfare states. Our study examines how children’s experiences of family structures and family dynamics vary by their mother’s educational attainment in Finland. Based on register data on the childbearing and union histories of women in Finland born from 1969 onwards, we provide life-table estimates of children’s (N?=?64,162) experiences of family dissolution, family formation, and family structure from ages 0–15 years, stratified by mother’s education level at the child’s birth. We find huge socioeconomic disparities in children’s experiences of family structures and transitions. Compared to children of highly educated mothers, children of mothers with low levels of education are almost twice as likely to be born in cohabitation and four times as likely to be born to a lone mother. They are also much more likely to experience further changes in family structure—particularly parental separation. On average, children of low-educated mothers spend just half of their childhood years living with both their parents, whereas those of high-educated mothers spend four-fifths of their childhood with both parents. The sociodemographic inequalities among children in Nordic welfare states clearly deserve more scholarly attention.  相似文献

The rapid population growth rate (2% annually from 1949 to 1978) caused great difficulties for China's national economy because it increased the burden of families, communities, and government. It caused employment problems and slowed increases in living standards and educational levels. The best way to control population growth is based on a combination of political education and effective economic measures. The recommendations are: 1) coordinate employment, food rationing, salaries, bonuses, health treatment, age and condition of retirement, preschool care and education with family planning programs, maintain the elderly's living standard, and give preference to childless and single child families; 2) educate people about family planning and incorporate population growth and family planning into political and economics courses in high school and college; 3) incorporate population control into national economic plans; 4) prohibit families with 3 children and advocate 1 child per couple; and 5) establish a permanent population committee to plan, develop, and implement population policies and related research.  相似文献

子代数量与家庭支持力的关系是家庭研究中的重要问题。论文运用“中国健康与养老追踪调查”( CHARLS)2011年全国基线调查数据,以亲子两代分居家庭为研究对象,通过非条件Logistic模型,分析了分居家庭子代数量对农村老年人代际经济支持的影响。结果表明:在控制其他变量的前提下,分居家庭中子代数量与农村老年人代际经济支持之间存在显著性相关。随着分居家庭中子代数量增加,农村老年人获得代际经济支持的递增概率存在着拐点。当分居家庭中子代数量上升至5个时,获得代际经济支持的概率最大。随着子代数量的增加,农村老年人获得代际经济支持的概率并非完全呈现正向递增的状态。  相似文献

High U.S. incarceration rates have motivated recent research on the negative effects of imprisonment on later employment, earnings, and family relationships. Because most men in jail and prison are fathers, a large number of children may be placed at considerable risk by policies of incarceration. This article examines one dimension of the economic risk faced by children of incarcerated fathers: the reduction in the financial support that they receive. We use a population-based sample of urban children to examine the effects of incarceration on this support. Both cross-sectional and longitudinal regressions indicate that formerly incarcerated men are less likely to contribute to their families, and those who do contribute provide significantly less. The negative effects of incarceration on fathers’ financial support are due not only to the low earnings of formerly incarcerated men but also to their increased likelihood to live apart from their children. Men contribute far less through child support (formal or informal) than they do when they share their earnings within their household, suggesting that the destabilizing effects of incarceration on family relationships place children at significant economic disadvantage.  相似文献

Despite its social, political and economic relevance, child well-being remains a challenging construct to define and measure accurately. This holds true especially for children growing up in at-risk families, where their development is hindered by many adverse circumstances. Typically, the well-being of child welfare (CW) referred children has been conceptualized as the absence of negative outcomes, and the study of its determinants has been limited to children’s micro-systems. In this study, we aimed to obtain a suitable indicator of child well-being and to test a model of the determinants of CW referred children’s well-being including parental, family and wider contextual variables. The sample included 249 parents and 46 case managers from Portuguese and Spanish CW services. A three-domain solution from selected items of the Child Well-Being Scales (Physical, Academic and Socioemotional) was tested and confirmed through Confirmatory Factor Analysis. The results of structural equation modeling for each domain revealed that risk factors nested in the wider context and those related to material disadvantage were the most powerful predictors of physical well-being, while parenting and family functioning variables predicted better both academic and socio-emotional well-being. Our findings suggest that different risk and protective factors matter for different outcomes and that most of these factors are associated with each other. Therefore, interventions with at-risk children must take this specificity into account when targeting each domain of well-being, and efforts could be allocated to a few modifiable dimensions, which would in turn positively affect other parental and family factors.  相似文献
