针对多元主义这一社团政治理论预设存在的盲区,本文以法团主义理论为视角,以战后武汉工会为研究对象,考察其是否具有利益代表职能及强组织凝聚力,并执行社会整合功能。研究发现,战后武汉工会不具备法团主义整合方案所要求的基本条件,其整合模式既异于国家法团主义模式,又不同于社会法团主义模式。究其原因,弱势独裁的政府始终未能实现行政权力的集中化、分层化与制度化;政府对社会的专制控制使得民间社会趋于萎缩,无法发展出充分专业化分工的社会团体。先天的不足使武汉工会只有法团主义的形而无其神,最终无法担负起社会整合的功能。  相似文献

近年来,法团主义被越来越多地用于对中国的国家与社会关系进行理论概括或预测。本文认为,这种概括或预测是不恰当的,究其原因在于,多数使用者在对法团主义的理解上缺乏总体性,从而导致判断上的偏差。本文首先尝试对法团主义进行一种总体性考察,即依次考察其问题指向、观念基础、制度特征和社会基础,在此基础上指出,法团主义作为一种模式并不适合用来对中国的国家与社会关系进行理论概括或预测,尽管二者在观念及制度上具有高度相似性,但后者缺乏前者所必需的社会组织基础。  相似文献

专业性社团已经成为中国公民社会的重要组成部分。根据北京大学公民社会团体研究中心的调查 ,作者发现 :由于国家的卷入 ,专业性社团的自主性尚未得到充分发展。在具有法团主义特征的社团监管体系下 ,专业性社团享有垄断地位。绝大多数专业性社团是以自上而下的方式形成的 ,也就是所谓“由组织出面组建” ;虽然国家不再为专业性社团提供财务支持 ,但业务主管单位通过领导人选择有效地控制着专业性社团的活动。为了能够继续维持其垄断性地位 ,专业性社团大多也不积极寻求社团自主性的强化。由于国家主义的遗产 ,国家与专业性团体的这种法团主义式关系 ,并不像许多人认为的那样 ,是一种过渡性形态。值得注意的问题是 ,在这样一种大的制度框架中 ,国家与社会相互增权的新理念和新模式是否能够得到发展 ,并且进一步推动中国的社团空间向社会法团主义转化 ?  相似文献

通过对转型期中国国家与社会关系研究文献的批判性梳理,本文基于理性选择视角提出一个以利益契合为核心概念的分析框架,并以行业组织政策参与的比较案例予以验证。本文认为,国家与社会的利益契合程度决定了国家对社会组织选择支持还是限制,这与转型期国家的主导地位和较高的自由裁量权有关。新分析框架更强调国家在处理与社会组织关系中的策略性选择和低制度化程度,较之源自于西方的理论概念(如公民社会理论、法团主义理论和治理理论)能更深入地揭示国家与社会组织互动关系的实质,同时也是对本土理论(如分类控制理论)的拓展与修正。  相似文献

非正式关系渗透在政治和经济领域的正式组织和科层体系之中,被认为是中国社会关系的重要特征。本文梳理韦伯以来讨论中国社会关系的重要研究,归纳出四种讨论中国社会关系的不同路径:"特殊主义"和科层制、庇护主义、儒家社会理论与"关系",以及社会网络研究。这些路径在理论背景、研究主题和写作时间上各有特点,有些路径中还隐藏着不同程度的价值判断。梳理显示出三支讨论社会关系的脉络:侧重特定政治经济背景的制度视角、侧重伦理涵义的文化视角,以及社会网络分析所代表的结构视角。本文认为,应当将文化、制度与结构视角相结合,分析社会关系的结构特征与伦理内涵为转型社会的科层制建设以及制度变迁提供了怎样的基础。  相似文献

在当代伊斯兰思想中,自19世纪以来兴起的改革主义思潮并没有在日益严峻的现实政治环境中枯竭,依然保持了自己的生命力。一些思想家秉承伊斯兰教历史上理性与启示并重的传统,以发展的眼光对伊斯兰信仰进行解读,着眼于对当下穆斯林社会面临的重大问题进行思考,并试图提出兼顾传统与现代的解决方案。本文以两位当代穆斯林知识分子阿卜杜·卡里姆·索罗什和阿卜杜拉·艾哈迈德·纳伊姆的理论为切入点,从改革主义的视角分析其关于伊斯兰教法与现代国家关系的论述及其现实意义。  相似文献

本文通过分析1996年"当代中国生活史和社会变迁"的全国性抽样调查数据,研究当代中国家庭背景对职业流动的作用,并对城乡间的制度分割给予特别的关注。研究发现,农民的代际流动率相当高,城市中的社会流动也具有相当的"开放"性。本文认为这种模式是由中国独特的户籍制度造成的。这一制度使得农村中从事非农职业、没有改变户口性质的农民子女还要继续务农;只允许农村中受过很高教育的人获得城市户口。这种状况使以往仅限于城市人口的社会流动研究产生严重的样本选择性偏误。本文的分析对理解社会主义国家在社会流动过程中的作用、不平等和社会流动之间的关系问题,提供了一个新的视角。  相似文献

These perspectives, however, are not sufficient to account for the importance of China's particular historical and political culture. Both civil society in China and research on Chinese civil society have developed profoundly over the last three decades. Research on Chinese civil society can be classified into two categories: a structure‐oriented approach and an agency‐oriented approach. Both approaches acknowledge the state's dominant position in restricting the political space for civil society engagement, but they differ in their understanding of state–civil society relations. A key concern within the structure‐oriented approach is to analyze how the autonomy of civil society organizations is shaped by their structural position vis‐à‐vis the state. Agency‐oriented scholars, on the other hand, reject the analytical focus on structural autonomy. Instead, they build on a more nuanced understanding of the authoritarian yet nonmonolithic context in China and analyze how civil society organizations develop specific strategies to be able to operate within their restricted political space. In particular, agency‐oriented scholars have analyzed two ways in which organizations exercise agency: by strategically developing formal or informal ties with state actors and by bringing their engagement into the public sphere to raise awareness and express their voice. What could be further developed in the agency‐oriented approach is, however, a deeper understanding of the political dimensions of civil society agency.  相似文献

This article aims to increase understanding of how the institutional model of a (neo) corporative state meets new forms in a changing civil society. This objective is accomplished by analyzing two case studies of Swedish organizations entering into the field of government-subsidized popular education: one youth organization and one Muslim organization. The institutionalist concepts isomorphism, isopraxism, isonymism, packaging and translation are used to analyze these. Empirically the article is based on qualitative analysis of interviews, observations and written documents. It is concluded that the translation of popular education as an organizational concept in these cases is characterized by coercive and mimetic isomorphism, isopraxism and isonymism to an extent that hinders development in the popular education field. There are also examples of emerging packaging changing the relationship between state and civil society. That issue, however, requires further qualitative research, as does the influence of corporatism on civil society organization in general.  相似文献

The term ‘global civil society’ has taken on increasing significance within scholarly debate over the past decade. In this article we seek to understand transnational political agency via the study of a particular transnational actor, Oxfam. We argue that various schools of thought surrounding the global civil society concept, in particular the prevailing liberal‐cosmopolitan approach, are unable to conceptualize transnational political action in practice – due largely, in the case of liberal‐cosmopolitanism, to a shared normative agenda. We also assess what contribution literature on development and civil society has made to the analysis of groups such as Oxfam. In investigating Oxfam's own perceptions of its context and the meanings of its agency, we discover an anti‐political perspective derived from an encounter between Oxfam's longstanding commitment to liberal internationalism and globalization discourse. Existing scholarship has insufficiently identified the local or parochial nature of the identities of global civil society actors.  相似文献

This study considers the official media's portrayal of minority groups in the People's Republic of China. Based on a content analysis of minority-centered articles appearing in the People's Daily newspaper between the years 1950 and 2001, it is found that minorities are most frequently depicted as representatives of primitive cultures. How the government presents this image of primitive minorities, however, has been subject to significant refinement over the years. The government has stepped away from its earlier practice of characterizing ‘primitive’ minority cultures as pathologies detrimental to the political and economic development of the state in favor of a more recent emphasis on the virtues associated with minority lives. The authors suggest that this transformation in government rhetoric is attributable to changes in both Chinese politics and society.  相似文献

Viewed as outsiders clinging onto links with their country of origin, immigrants do not often feature positively in electoral politics in their host society. Challenging this conventional view, this article examines how immigrants make use of their transnational ties to foster their political participation in the host state. This exploration is conducted through our study of the political participation of Vietnamese and Chinese immigrants in Taiwan. Our research finds that transnational ties are politicized by the mainstream political parties. However, such politicization does not necessarily restrict immigrants’ agency and their sociopolitical space for political participation. Their transnational ties constitute a dynamic sociopolitical field in which these maintained connections are acted upon and give rise to a variety of strategies for responding to issues affecting their interests.  相似文献
