The role that social support and social networks play in mediating isolation and stress experienced by vulnerable families is well established. However, a major issue facing supportive human services is to find and engage families with limited social networks and link them to supports that could improve outcomes for their families. This paper reports on the results of in‐depth interviews with 20 sole parents with children aged under 5 who were not well connected to services. It documents their social networks with the use of a social network map. Using a social capital lens, the analysis attempts to differentiate the different relationships in the participants' lives. Most participants were not satisfied with their informal networks, with conflicted or ambivalent reliance on family, absence of support and community engagement and fragility of informal networks. Although this group of isolated mothers does encounter the formal service system, the opportunities to increase and strengthen their networks do not eventuate. Better understanding of the nature and extent of social networks can inform practitioners and policy‐makers of the critical factors needed to increase service use for parents with limited resources.  相似文献

Sport and recreation can help communities to build social inclusion and celebrate diversity. Yet some sport and recreation activities require conformity to social and cultural norms, risking suppressing difference and reinforcing inequality and exclusion. This paper explores these tensions by examining access and barriers to sport and recreation for a large group of Australian women: those from culturally diverse backgrounds. Qualitative data shows that while sport industry representatives justify catering primarily for a mainstream participant base, culturally diverse women identify barriers requiring strategic and targeted policy and program intervention. Implicating the spatial organisation of sport and recreation as sources of marginalisation, culturally diverse women highlight how access‐enhancing initiatives in public, commercial and community sport facilities can play key roles in promoting social inclusion.  相似文献

Concern over the reliability of conventional poverty studies has focused attention on the need to demonstrate that those identified as poor are actually experiencing hardship. This paper takes a step in this direction by examining poverty using a living standards approach derived from the literature on deprivation and social exclusion. Deprivation – defined as an enforced lack of socially perceived necessities – has emerged as a way of identifying who is missing out on what the community regards as the necessities (or essentials) of life. Social exclusion – which exists when individuals do not participate in key activities in society – has opened up new areas of inquiry relating to a lack of connectedness between individuals, the communities in which they live, and key economic and social processes. The findings indicate that many Australians face deprivation and exclusion in numerous aspects of their lives, and that those defined as poor in income terms are different from those who are deprived or excluded. The low overlap between the three indicators implies that they all have a role to play in documenting the extent of social disadvantage and helping to identify the factors that contribute to its various manifestations.  相似文献

Based on a large‐scale survey conducted with parents from Japanese language schools in Sydney in 2015, this paper aims to review multiple dimensions of social cohesion in the Japanese ethnic community in Australia. Looking at several indices such as economic, political, and cultural integration, the paper describes the social profile of the Japanese ethnic community, questioning the generic perception of the community as a coherent body of middle‐class migrants in Australia. This was achieved through a comparative analysis with outcomes of a national survey of the Australian population on social cohesion and draws attention to the ways in which a particular sense of social cohesion with Australian society is constructed by Japanese migrants. The study found a differentiated sense of belonging to the local community, country of residence (Australia), and nation of origin (Japan). It found communal diversity in the Japanese community resulting from there being a majority of women migrants who were part of cross‐border marriages and their children living in multicultural family circumstances. It was concluded that this configuration within the community leads to advocacy related to a re‐identification as a possible ethnic group of migrants that should be recognized in an inclusive migration settlement policy in Australia.  相似文献

This evaluation study examined a Family Services Centre (FSC) operating in a socio‐culturally deprived suburban area of Southern Italy to explore how promoting innovative practices to meet increasingly complex family needs. The research used a case study approach and a mixed‐methods design: the service's documents underwent a documentary analysis; users' trends and satisfaction levels were examined using quantitative data; service's identity and changes in the perceptions of professionals were analysed by qualitative techniques. Overall, the data highlighted the fact that the FSC can be considered an effective prevention instrument: its family support practices, oriented to the ASPIRE model, ensure accessibility, empowerment and a strengths‐based approach. Thanks to its strengthened mediator role, client participation and caseworkers' ideas, it represents an environment conducive to the development of innovation in social practices, influencing local social policies regarding child and family welfare. Despite its changes, the FSC still promotes family well‐being and social cohesion within the community with its innovative multilevel and multimethod approach. Considerations and lessons learned by this case study could stimulate decision makers and social practitioners to reflect on innovative models to meet families' needs.  相似文献

This article examines access to legal aid for women in light of the Australian government's social inclusion agenda. It is notable that the government's image of social citizenship does not include the ability to invoke and enforce legal rights, and that discourses of social exclusion have paid relatively little attention to gendered patterns of exclusion. The article reports on a study of applications for and refusals of legal aid for family law, domestic violence and anti‐discrimination matters by socially excluded women in Queensland. It demonstrates the variety of ways in which Legal Aid Queensland's grants process operated to further exclude and marginalise these women. It argues that effective access to legal aid is an important element of social inclusion, but that this goal cannot be achieved by reliance on the tools of New Public Management.  相似文献

This study relied on theories of family resilience to examine and differentiate the roles of community social support and family resilience in regards to access and utilization of healthcare and employment resources for public housing residents. The study assessed 234 public housing residents and used structured regressions to test the role of family resilience, internal and external community social support on outcomes associated with economic mobility. Results suggest that external community social support is associated with increased access to and use of health and employment resources. Additionally, residents with higher levels of resilience sought social support from outside of their communities to a greater degree, thereby increasing their access and use of resources. Increases in internal community support were associated with increases in external community support, but alone, limited access to and use of resources. Implications of the findings for policy, interventions, and future research are discussed.  相似文献

Mumbai and Stockholm are worlds apart in terms of public services, infrastructures and standard of living. However, both cities have known common problems of social exclusion and marginalisation related to neo‐liberal globalisation. Social workers are facing similar challenges regarding collective empowerment as a strategy for community work. This comparative study explored how collective empowerment is undertaken by community workers. The research participants were 13 informants from community‐work organisations in the two settings. Semi‐structured interviews were used and were analysed with the help of Atlas‐ti 6.2 (ATLAS.ti Scientific Software Development GmbH D‐10623 Berlin Germany). Social work in Mumbai is in a context of extreme poverty and mainly within the informal sector, whereas in Stockholm most social work is done in relation to a public welfare model. In Stockholm, interventions are aimed towards strengthening social networks, without direct aim at social change. In Mumbai, community workers organise people for collective empowerment to strengthen marginalised groups and achieve social change.  相似文献

Research shows that top‐down‐designed parenting programmes do not always meet the needs of postmigration parents. Bottom‐up programmes by migrant organizations hold a promise to fill this gap; however, research about these programmes and appropriate evaluation methodologies is scarce. Drawing upon Wenger's ( 2010 ) “communities of practice,” this paper explores an alternative perspective on parenting programme evaluation. Findings are presented from a study looking into social learning processes of postmigration parents who participated in a bottom‐up programme about raising teenagers in urban areas. Using an ethnographically inspired method combined with a preprogramme and postprogramme design, 115 Moroccan‐Dutch mothers and fathers from 15 programme groups participated. Results show that the programme provided a social learning space in which parents used themselves as resources to learn collectively about parenting. Moreover, parents consciously engaged in learning interactions across learning spaces stretched into their social networks. These analyses showed how parents' development of “learning citizenship” (Wenger, 2009 ) provides us with insight in collective learning dimensions present in a bottom‐up parenting programme, which is often not included in evaluation studies. Implications for practitioners as facilitators of parents' collective learning are presented.  相似文献

This paper begins by examining the social inclusion agenda that formed the centrepiece of the social policy agenda of the Australian Government between 2007 and 2013. It discusses several features of the agenda, including its objectives (as articulated by the government) and some of the administrative and bureaucratic mechanisms that were put in place to assist with its development and implementation. Although no formal assessment of the impact of the agenda is attempted, some of the ways in which such an agenda could make a difference are identified. The paper then summarises the social inclusion indicator framework developed by the Australian Social Inclusion Unit with assistance and advice from the Australian Social Inclusion Board, and compares its structure and content with the frameworks developed by two of Australia's leading social research institutes. Finally, data from two national surveys of poverty and social exclusion are used to examine recent changes in social exclusion and the association between the severity of exclusion and levels of subjective well‐being. These latter results show clearly that subjective well‐being is consistently lower among those who experience the greatest degree of social exclusion, suggesting that exclusion as identified and measured reflects external constraints rather than internal preferences.  相似文献

This paper describes the implementation of a specific, community‐based, multi‐family group (MFG) intervention strategy (Families and Schools Together [FAST] babies) aimed at improving the outcomes for infants of teenage mothers in 11 Canadian communities. The aims of this social work group intervention were (1) to engage the teenage mothers into a socially inclusive experience that might challenge the social disapproval they often experience, (2) to enhance the mother–infant bond, while increasing feelings of parental efficacy, and (3) to enhance the social context of the teenage mother by reducing stress, social isolation and intergenerational family conflict. Groups were co‐led by teams of service users (a young mother, a grandmother of the baby of a teenage mother and a father of the baby of a teenage mother) collaborating with multi‐agency professionals (health visitors and social workers). Teams that reflected the ethnic diversity of the participating family members were trained to facilitate eight weekly group meetings. They showed respect for the young women's ‘voice’, and supported her ‘choice’ to prioritize motherhood as her defining identity. The meetings comprised a range of activities, including crafts and singing, discussion of ‘conflict scenarios’ in cross‐familial, cross‐generational groups, infant massage delivered to babies by the young mothers, grandmother support groups, and a shared community meal. Where necessary, teams made referrals for specialist help. One hundred twenty‐eight young mothers came once to 17 groups, and 90% graduated having attended a minimum of six sessions. Evaluation data from mothers and grandmothers showed positive change when comparing pre and post, based on standardized questionnaires. One‐tailed, paired t‐tests showed statistically significant increases in parental self‐efficacy for the teenage mothers, improved parent–child bonds, reductions in stress and family conflict, and increases in social support. Given that rates of teenage pregnancy in the UK are among the highest in Europe, this paper concludes with a discussion of the feasibility and possible merits of introducing FAST babies to England.  相似文献

Families with material, social and cultural resources can be seen as triply advantaged, while those without are thrice disadvantaged. The authors contend that families' connectedness or exclusion from their communities, and the processes that marginalize or substantially exclude families from the benefits of the wider society, are among the most important dimensions for practice in the family services field. Using selected theory relating to individuals and families in society, this paper proposes a conceptual framework for understanding all families in their social economy, with special attention to families who experience material, social and cultural poverty. These families are vulnerable to becoming excluded families, not only propelled into a survival mode of living that evokes distinct skills and strengths in family members, but also has profound deleterious effects on both children and their parents. When child and family services encounter these excluded families, they need to respond with complex linked strategies at individual, family, network and policy levels.  相似文献

This study explores whether family and community social capital variables influence children's school status in Mexico. Additional predictors related to human and financial capital were included as control variables. Two hundred and four mothers were interviewed as part of a larger study on the impact of social capital on children's street work in Monterrey, Nuevo León, Mexico. Logistic regression results suggest that family and community protective factors associated with children's academic achievement include parental help with homework, mothers' academic aspirations, extended family support and mothers' social support networks. The author reports on family- and community-based predictors of children's school status and discusses the social work profession's role in strengthening families and communities to enhance children's academic achievement.  相似文献

Very little is known about how Aboriginal parents experiencing vulnerabilities and communities perceive child neglect, despite Aboriginal families being highly overrepresented in the child protection system. This research investigates the perceptions and experiences of child neglect from Aboriginal parents and human services workers in a rural community. Research methods consisted of community forums and interviews with parents and workers. One community forum developed interview guides and vignettes, and the second discussed and interpreted findings. Between the two forums, in‐depth interviews were conducted with 18 Aboriginal parents and nine Aboriginal and non‐Aboriginal workers. Overall Aboriginal parents perceived child neglect in a similar way to Aboriginal and non‐Aboriginal workers. Violence and substance abuse were main risk factors for child neglect, and intergenerational trauma, racism and discrimination, and feeling powerless were prevalent in the community. The paper concludes that there are little differences in the way Aboriginal and non‐Aboriginal people understand child neglect. Instead it is the difficult circumstances experienced by Aboriginal families that keep parents from actualising their parenting expectations. The implications of these findings when working with Aboriginal families and communities are also discussed.  相似文献

Despite a rapid increase in economic growth accompanied by the rise of living standards over the last two decades in Vietnam, there is still a considerable proportion of the population that lives in poor and vulnerable conditions. Children in particular are disproportionately affected by poverty. The country employs a broad range of social protection programs that tend to be regressive in effect rather than supportive of the poor. The present paper evaluates the social welfare scheme in Vietnam in terms of child poverty. We use the Vietnam Household Living Standards Survey (VHLSS) 2006 and identify and quantify child poverty in monetary as well as multidimensional terms. We consider the link between social welfare receipt and poverty and evaluate coverage, exclusion, and inclusion errors. Furthermore, we use benefit incidence analysis to evaluate the impact of social welfare on monetary child poverty. Findings suggest that coverage of the social welfare scheme is limited and that the scheme suffers from considerable exclusion and inclusion errors. Furthermore, we find that social welfare only slightly reduces the incidence and depth of monetary poverty.  相似文献

In this paper, the authors report the results of an exploratory study which assessed the service efficacy of a collaborative service initiative developed by a university academic department and a community-based social service agency in a socially deprived and remote community in Hong Kong. The project aimed to foster mutual help and self-help of low-income families and deepen their social connection with the community. Service efficacy was assessed using a structured questionnaire and a focus group interview. After participating in the service project, the well-being of the participants has become better and their family relationships have improved. They have developed a stronger sense of belonging toward the community. The preliminary findings support the importance of creating social network in social work practice for low-income families residing in a deprived and remote neighborhood.  相似文献

This article focuses on STOP4-7, an ecological early intervention programme for children with serious behavioural problems in Belgium, which includes social skills training for children, management training for parents and classroom management training for teachers. We argue how this type of social work benefits from empirical research on its effects on children and parents. Yet social work research that addresses these questions needs to extend its focus to overt and covert inclusion and exclusion mechanisms that operate through social work. Finally, we argue that, in the case of STOP4-7, social work is embedded in the process of social and political framing of the problems it is supposed to solve. By extending the focus of social work research to the very construction of social problems, we show how social workers may perform their agency as reflective practitioners, rather than being objects of interventions.  相似文献

Parenting may be particularly challenging for substance‐dependent mothers who have grown up with parents who themselves had substance use disorders (SUDs). The aim of this study was to explore how substance‐dependent mothers describe their childhood experiences with substance‐abusing parents and the association between these earlier experiences and their own role as caregivers. Using purposeful sampling, mothers admitted for 1 year to a family ward at a substance abuse clinic were approached. Through in‐depth, qualitative interviews, nine substance‐dependent mothers described their lives in the form of present, past and future tense. The findings indicate that substance‐dependent women, who have experienced SUDs in their families of origin, face several major challenges when they become mothers. Some describe having lived their whole lives ‘on the edge of society'. This makes their rehabilitation process more complex. All mothers work to abstain from substances, process traumatic experiences and integrate their family into society. They need help to build supportive social networks and to establish a safe and predictable family environment for themselves and their children. The therapeutic implications of these findings will be discussed.  相似文献

The purpose of this study was to investigate contributions by non‐governmental organizations (NGOs) to social capital and community empowerment that facilitate community development. A multi‐method research approach was conducted, where a number of qualitative data collection methods were employed. Data was collected from two indigenous communities, goldsmith and blacksmith, served by two NGOs—Proshika and Practical Action Bangladesh (PAB). The findings showed that both NGOs played a substantial role in social capital development and community empowerment toward community development. The findings of this study will provide valuable input to the community development field.  相似文献

The attempt to create a European Economic Space by January 1, 1993 has heightened awareness among politicans, concerned citizens and the scientific community of the increasing trend toward integration in Europe. There is, however, a basic dichotomy endemic to the process of European integration: the dichotomy of "wider or deeper". The "C" in EC seems to stand for club and not for community. European integration functions as an instrument of exclusion, rather than an instrument of inclusion. This article seeks to develop a political theory of integration, promoting the idea of integration achieved through transactions of sharing rather than transactions of exchange. This view constitutes a challenge for European social work practitioners and educators, to transform existing international networks from rather exclusive groups into all-inclusive international communities.  相似文献
