This article analyzes the impact of phenomenology on social research. Central to phenomenological social science is the idea of “epistemic participation,” which allows knowledge to be understood in terms of its existential character. Research that is conducted with this aim generates data that reflect the public's interests. Such methodological sensitivity increases the validity of data and the social relevance of policy research. Thus it is argued that policy studies might be improved if they were phenomenologically informed.  相似文献

ABSTRACT

Most advanced industrialized countries have established social support to aid families in balancing productive and reproductive labor during child-bearing years. Secondary data analysis was used to examine patterns of public support for low-income working families. Key findings highlight four types of policy strategies (Conservative, Limited, Average, and Universal) suggesting differentiated social citizenship opportunities based on place of residence. This research highlights how a complex policy environment contributes to unintended consequences as the working poor are exposed to child care and employment instability. Future research should consider how the policy environment contributes to material well-being in families during the life course.  相似文献

This paper reports the findings of an exploratory study of the response of social workers within a community care setting, in a large Dublin suburb, to cases involving men's abuse of women. This research aims to focus on what child protection workers do regarding this abuse, and what they say about what they do, thereby giving readers a sense of the action taking place in this social work team. The data, generated from both qualitative and quantitative methodological research, reflects this aim, as it taps into the working model of responses to men's abuse of women held by social workers, and identifies what influences that, thereby reflecting the realities and constraints of everyday work. At the time the research was carried out (2000), the results confirm that the prevalence of cases involving men's abuse of women on this team was in line with international findings. This research revealed an absence of a team policy, an agreed definition of intimate violence in this context and agency practice guidelines, and illuminated how these gaps act as a deterrent to effective intervention. This paper explores some of the ethical and practical dilemmas that may arise for child protection social workers intervening in cases where the abuse of women by men is present. Recommendations arising from this research identify a need for a clear policy and best practice guidelines for social work staff in relation to this abuse.  相似文献

Abstract

This paper explores how social science research has informed recent immigration policy development in Aotearoa/New Zealand. Examples of research use, drawn from in-depth interviews with policy advisors and social science researchers working in the immigration area, are discussed using the stages model of policy development. Intersections between the stages and multiple-streams models of policy development, and Weiss's typologies of research use, are used to examine research use at various stages in the policy development process. The findings suggest that at any point in time there may be any number of policy development stages in action, with research exerting different types of influence, and being used in different ways, within each of these. A two-way conversation between researchers and policy-makers, building mutual understanding and enabling reciprocated influence over research and policy decisions, is shown as critical in bridging the research to policy gap.  相似文献

The key components of social policy toward the elderly and disabled, and policies for families and their children, have featured what are by now widely employed income and service components. Now, as demographic and social change have motivated increasing numbers of countries to face the need for societal policies for children under the age of 3, exploration reveals the centrality of an additional policy dimension — time. A six-country study and earlier research targeted on this group finds that several major policy patterns are emerging, with individual country choices reflecting history, culture, religious traditions, political configurations, and resources. Referring to illustrative countries, the paper explicates these options: (a) supporting an at-home parent in "family work"; (b) backing a pattern of involvement of parents in both family and work; (c) offering parents of very young children the option of concentrating on family or work; (d) stressing programmes in support of the socialization and education of young children and their parents. It is suggested that social security institutions internationally contribute to these new developments through data collection, dissemination activities, and encouragement of discussion and research.  相似文献

This literature review analyses the adoption and development of a street‐level perspective in public management, social policy and social work. The last years have seen a prominent revival of a perspective based on Michael Lipsky's street‐level bureaucracy approach in the debates conducted within all three disciplinary fields. Based on 71 key publications in public management, social policy and social work, the review analyses the adoption of the street‐level bureaucracy approach during the period 2005–2015, pointing out the main themes of the debate within, as well as overlaps and differences between, the three disciplines. The findings show the potential of better integrating the different perspectives and taking stock of the articulated debate. Lastly, the review discerns a common viewpoint for further street‐level research, emphasising its importance for the critical analysis and understanding of street‐level work as a vital dimension of responsive and accountable institutions and as a decisive moment to shape positive policy outcomes on the ground. Key Practitioner Message: ? The use of discretion by frontline practitioners and their role as policy actors on the ground has become an important focus of research; ? This literature review shows that the debate has gone far beyond discussing discretion as an all‐or‐nothing issue, pointing out both positive and negative aspects of discretion and developing comprehensive frameworks to explain the use of discretion at the street‐level; ? However, street‐level research has traditionally rather neglected the notion of professionalism. The social work literature brings in the perspective of professionalism; more research efforts are needed to better explore and explain how professionalism matters in relation to challenges and dilemmas of different policy and practice fields.  相似文献

Bryson and Mowbray wrote about the uncritical use of the term community by governments in 1981 and ways in which ‘evidence‐based policy’ in relation to communities became little more than a ‘catchphrase’ in 2005. Both articles appeared in the Australian Journal of Social Issues. This paper reports research that utilised qualitative methods to gather data on subjective, practical meanings of community in one local government area of South Australia to assess the goodness of fit with the language of community contained in social policy. It is argued that in 2009, community, as it is applied by social policy makers, has little resonance with the large body of research around this topic or the current situation of individuals and families and this results in a poor match between the intentions and outcomes of social policies aimed at communities.  相似文献

For many years, comparative welfare state research has followed a ‘methodological nationalism’ in the sense that countries were treated as independent units. Yet the recent ‘spatial turn’ in comparative politics has also influenced welfare state research. For some years now, the field has been witnessing a growing interest in questions about interdependencies and policy diffusion between countries. In this article, we provide a structured overview of the state of the art in the policy diffusion and transfer literature that deals specifically with social policy. We present and critically evaluate existing theoretical concepts and quantitative and qualitative methodological approaches that enable the analysis of interdependencies between countries. Moreover, we summarize the empirical findings of quantitative and qualitative studies on the diffusion and transfer of social policy, from some pioneering studies to the latest findings. Against this background we point out what we believe to be promising avenues for future research. We focus on five areas: theoretical work on the mechanisms underlying diffusion and transfer; methodological approaches; the impact of domestic institutions and policy characteristics on social policy diffusion and transfer; programme‐specific dynamics; and the systematic combination of horizontal and vertical interdependencies.  相似文献

This Supplement in the International Journal of Social Welfare presents the main findings of a United Nations Research Institute for Social Development research project on social policy in late industrializers, covering countries in East Asia, Latin America, Middle East and North Africa (MENA), and sub-Saharan Africa, as well as the Nordic countries. One of the findings from the research is that social policy has been used as an integral part of economic development in successful late-industrializing countries. In the MENA region and sub-Saharan Africa, however, social policy was tried for too short a period to be properly implemented and tested. East Asian and Latin American countries started with a narrow-based social policy, but social policy in East Asia was extended to foster social solidarity, bringing people into the mainstream of social change. Such findings suggest that social policy is multifunctional, not only in terms of social protection but also economic development and democratic governance.  相似文献

This article revisits traditions of observational fieldwork inside welfare institutions which formed a core part of past social administration teaching and research in the United Kingdom. Drawing on archive materials, a historical exploration of journal contents and some supplementary interview data, it is argued that such approaches—though carried out in a less theoretically pluralist, more vocationally‐oriented time for the subject of social policy and administration—were at the same time valuable in facilitating critical perspectives on how welfare bureaucracies work. Their popularity is potentially rising once again in social policy teaching. Where cultivated alongside an appreciation of theory and where carefully integrated into university social policy departments' wider pedagogical and curricular strategies, they may be of benefit today to students and more senior scholars alike.  相似文献

This paper offers some reflections on a number of methodological and personal issues associated with researching homelessness, particularly in the Scottish context. It opens with an examination of the political and social construction of statistics on homelessness. It highlights the limitations of official data sources, and outlines the problems in quantifying (or even estimating) the extent of one of the most extreme manifestations of homelessness—rough sleeping. It identifies some other practical difficulties in conducting research amongst homeless people, such as setting and meeting interview targets, and questions the perceived level of risk in conducting face-to-face work with street homeless people. The second part of the paper considers a range of ethical tensions, posing a series of dilemmas which can arise for an academic researching homelessness. It is suggested that these issues and concerns could be widely applied to social policy research, and are therefore of equal relevance to academic researchers involved with any groups affected by poverty and social exclusion. Drawing on recent controversial practice debates, the paper questions the role of the researcher in perpetuating the so-called 'homelessness industry'. Finally, the paper argues that the researcher should seek opportunities to enhance user-involvement policy development as well as research. The paper suggests that researchers in the field of homelessness occupy a privileged position, providing a link between homeless people, agencies responsible for policy and practice, and politicians. It concludes that research can make a real contribution to understanding and alleviating homelessness. This, it argues, is the only valid justification for making a living out of homelessness research.  相似文献

One of the most significant trends of recent decades has been the growing importance of do-it-yourself social policy: i.e. individuals constructing their own welfare mix both within the public sector and in private markets. This paper argues that this challenges the traditional top-down bias of social policy studies and requires a shift of focus within the discipline. The implications for normative theory, research strategy and policy analysis are explored. Some of the arguments for and against choice as a guiding principle are sketched out; some existing research on benefit take-up and choice in education and health is reviewed and the case for moving away from the economist's simple model of rationality is put forward. Finally, we argue, there should be more emphasis in social policy on developing a better understanding of the way in which individuals take their decisions, the context of public policy within which they act and the interaction between the two.  相似文献

This paper reports findings from a research study on adoption in South Africa conducted in 2009. The research included secondary data analysis of the South African National Adoption Register to establish trends and patterns of adoption in South Africa between 2004 and 2009, and primary data collection through qualitative interviews with key informants in public and private social welfare services to explore attitudes, knowledge and experiences of social work practice related to adoption. The quantitative findings report the number of national and international adoptions along with trends and socio‐demographic patterns of national adoptions. Qualitative findings report on social work practice, systemic barriers and social worker attitudes as barriers to improved social work practice around national adoptions. The paper highlights comparisons to adoption literature in the USA, a country with a similar legislative framework and cultural complexities, but significantly more resources for implementation. Recommendations are offered for social work practice, national data collection and policy implementation efforts to support efforts to increase adoption.  相似文献

Mainstream literature on paid care for children, frail elderly people and people with chronic illness or disability, and unpaid care provided usually by family members within households and kin networks tends to establish dichotomies: formal/informal, commodified/non‐commodified. Recent feminist literature rejects these dichotomies, developing models of social care in which the interconnections of paid and unpaid care are mapped within policy frameworks. This paper uses theoretical frameworks of ‘social care‘: care as labour; care as a relationship embedded in obligation; care incurring a range of costs; to explore two case‐studies: young carers aged up to 24 years who are most often caring for a co‐resident parent; and grandparents who are the primary carers of their grandchildren. The latter may occur under the aegis of child protection authorities, or Family Court orders, or in informal arrangements, not licensed by state authorities. This analysis of the international literature and Australian research data affirms the power of the social care framework, and also shows the influence of social policy settings on informal care provision.  相似文献

ABSTRACT.

This article analyzes the gendered parenting experiences of mothers of children with disabilities in China. These mothers struggle to meet their children's needs, including daily care, financial security, and child development. In the context of China's social welfare development, are social services responding to their needs, so that mothers can share responsibility for the needs of their children with disabilities? The research analyzed qualitative data about 6 case-study children in rural and urban China. The data were derived from observation and interviews with their parents and other family and community members. The analysis revealed that the capacity of the mother, community, and local social services had an impact on the rights of the children and mothers. They experienced social discrimination, insufficient social support, and local failure to implement central policy social services and income support. These findings are consistent with international research about disability rights. They reinforce the importance of economic redistribution to enable local implementation of the national disability rights policies, rather than merely relying on ephemeral concepts of cultural change. Further research about the comparative impact of economic and social change in China on mothers and children with disabilities would extend these findings.  相似文献

Outcomes of social policies have always been mediated by the discretionary agency of front‐line staff, processes which nevertheless have received insufficient attention in policy evaluation and in the social policy literature more broadly. This article takes the case example of the policy reforms associated with the Australian government's welfare‐to‐work agenda. Drawing on two discreet research projects undertaken at different points in the policy trajectory, the practices of social workers in Centrelink – the Commonwealth government's primary service delivery agency involved in welfare‐to‐work – is examined. Centrelink social workers have been and remain one of the core groups of specialist staff since the Department's inception in the late 1940s, working to improve the well being of people in receipt of income security. Their experiences of the recent past and their expectations of the future of their professional practice as welfare reform becomes more entrenched are canvassed. In summary, the discretionary capacity of the Centrelink social workers to moderate or shape the impact of policy on income security recipients is steadily eroding as this group of professionals is increasingly captured by the emerging practices of workfare.  相似文献

This paper presents a study of innovation policy configurations in two BRICS countries, Russia and China; the fastest growing and most innovative countries in recent years. Employing a three-dimensional framework which maps policy objectives, policy instruments and policy implementation, the research analyzes a database of 485 policy items issued between 1990 and 2013. Twenty-five innovation policy variables have been scrutinized vis-à-vis the three policy dimensions. The paper compares the experiences of Russia with China, across these three policy dimension areas, revealing the similarities and differences in innovation policy configurations. The research identifies how innovation management in both Russia and China has been shaped by contrasting histories, state institutions and economies. The paper offers an alternative perspective to the debate on the effective management of innovation, a debate currently dominated by the experiences of the USA, Japan and Western Europe.  相似文献

Processes of transnational policy transfers are of immense importance in understanding new forms of the reproduction of relations and discourses of power, and of memory and forgetfulness, within particular social welfare regimes. Transnational advice and policy transfers appear particularly unsuited to the need to address the complexities of the ways in which welfare subjects interact with welfare regimes which seek to organise their lives, a theme which touches complex issues of culture, identity and resistance, at the interface of local, national, regional and global social relations. Utilising ethnographic material from post–Yugoslav countries, particularly Bosnia–Herzegovina, this article addresses international consultancy, transnational policy advice, and project and programme documents as a specific 'genre' with its own language and power, including the power of silence. The article is based on an explicit erosion of the border between 'research' and 'consultancy'. Theoretically and empirically, a literature on 'global social policy' has paid too little attention to an emerging 'cultural' perspective on welfare which focuses much more on the social relations of welfare; the role of biographies, subjectivities and memories; and the need for forms of reflexivity and attention to the minutiae of everyday life constructed within, and itself constructive of, 'welfare' as a lived experience. Rendering the practice of policy–making as a subject for ethnographic or anthropological research may be the basis for a new action research, and for policy agendas for a democratic welfare, envisioning forms of access, voice, and empowerment, which much current transnational policy advice militates against.  相似文献
