Among Canada’s visible-minority population 65 years of age or older, nearly four out of ten are Chinese. However, little research has been devoted to the examination of the role of the housing environment in building social capital for older Chinese despite the increase in this population and related social issues. The purpose of this paper is to examine Chinese elders’ experience of social capital and how it is affected by their residential environment in a Canadian context. In this qualitative study, forty-three Chinese elders in a Canadian context were interviewed with a focus group approach. Findings indicate that the environments in which these older adults lived either hindered or assisted them in building or increasing their social capital. A culturally and linguistically homogeneous residential environment does not necessarily provide positive support to older Chinese for their acquisition of social capital. Adversities in the environment, such as maltreatment or lack of support from their immediate micro environment (family), tended to motivate older adults to improve their social capital for problem-solving. The study offers implications from research findings to social work practice and concludes with an analysis of limitations.  相似文献

The dominant welfare regimes approach, like the historical-institutionalism on which it draws, predicts path-dependent responses to contemporary challenges. According to this, Canada's social policy regime clearly belongs to the (mainly Anglo-American) 'liberal' family, where markets and families retain a key role, supplemented by modest state supports. Yet, as some have recognized, there are important differences among liberal regimes and within a particular welfare regime over time. There are, in other words, 'varieties of liberalism'. This article argues, moreover, that in the contemporary period Canadian welfare reform has been characterized by warring principles for redesign. While some have sought to deepen the postwar social project, the main trends have been neo-liberal restructuring and, more recently, policies inspired by 'inclusive liberalism', though less deeply than under Blair's government in the UK. The continued existence of such alternatives suggests the need for a more nuanced conception of path-dependent change, consistent with recent revisionist trends in historical-institutionalism.  相似文献

It is generally accepted that Governments, with a neo-conservative or more properly a Victorian neo-liberal bent will, through various means and mechanisms, try to dismantle aspects of the Welfare State. While these mechanisms usually take the form of privatization, reductions in expenditures, de-indexing and the like, a much more subtle process currently is underway in Canada. Two broad initiatives — Constitutional Change and Free Trade — of the Mulroney government seriously threaten the future of the Canadian Welfare State. The Welfare State is not the direct target in either of these initiatives but the implications, in the view of the authors, are profound. This article examines the question of constitutional reform and the consequences for Canadian social policy.  相似文献

This paper sets out to document and explain the major structural changes which have taken place in Canada's social security system since the mid-1980s. Most major programs have been cut back one way or another, in response to a combination of pressures. Foremost amongst these has been the commitment to reduce federal and provincial government deficits. In addition there have been the consequences of high unemployment and increasing job insecurity, demographic and social changes, and "tax fatigue" on the part of the public. The paper documents major recent changes of social policy both in general—with regard to the changed approach evident at federal level and its effect on social transfers to the provinces—and in respect of key programs, including unemployment/employment insurance, old age pensions/the Canada Pension Plan, and child benefits. The paper next identifies "currents and undercurrents" common to all of the developments commented on: the decline of universality, the practice of "social policy-making by stealth", the evidence of the contemporary Canadian public's "collective ambivalence and loss of memory" in respect of the major, historic social programs. It concludes by urging the case for social reinvestment in genuinely sustainable social policy, in the currently more favourable fiscal climate.  相似文献

Many now think the Canadian nation-state is entering a phase in its development that can be described as “postmodern” (Porter, 1995, pp. 91–106). Throughout the 1990s we have heard much talk of “asymmetrical federalism,” “bilateral federalism,” “successor states” and Quebec/ROC (Rest of Canada) polarities (Watts, 1991, pp. 1–7). In this time of constitutional and political ferment, commentators postulated the existence of as many as “seven incipient nations” within the borders of the present Canadian polity (Mahler and March, 1991, p. 16). There are resonances here within the field of literary criticism. Linda Hutcheon and Marion Richmond’s Other Solitudes: Canadian Multicultural Fictions (1990) highlight factors of paradox, contradiction, and extreme irony in the Canadian situation, factors they see as central to the postmodern world view. This paper examines two works of Canadian popular culture analyzed against E. J. Pratt’s Towards the Last Spike (1952) in an effort to suggest that a postmodern style may have something to offer our sociopolitical debate. The television dramatization of Pierre Berton’s two-volume work on the building of the Canadian Pacific Railway, The National Dream (1974), and the Canada Day Canadian Broadcasting Corporation (CBC) special “Murray McLauchlan’s Floating Over Canada” represent, with Pratt, two differing visions of Canada. The McLauchlan effort, I hope to show, when set against Berton and Pratt, represents an implied postmodern critique of modernism’s romantic faith in technological efficiency and cultural tradition. McLaughlan’s antiintentionalism and playfulness, I argue, offer a useful way to represent some of our present dilemmas and may even provide reasons for optimism about problems that have plagued Canadians for years.  相似文献

In Canada, as in other industrialized welfare states, definitions of health system sustainability reflect different goals and correspondingly diverse ways of understanding exactly what is to be sustained and how. In this article, we report on results from a survey of documents and groups involved in and/or concerned about sustainability of the healthcare system. We identify four broad narratives of sustainability in Canadian healthcare reform discourse, and explore what these different sustainability narratives tell us about the character and contours of these often‐fractious debates. We argue that sustainability itself may not be a paradigm shift, as has been suggested, but a plot device that helps to steer the story in a particular direction, ‘black‐boxing’ certain aspects of context and emphasizing others.  相似文献

Social policy in Sweden has evolved along two lines, one marginal and the other institutional. A work ethic that stems from the pre-Christian era is a factor in both these traditions, above all in the marginal model. The marginal line, with social services aimed at the indivual, has traditionally focused on the coercion of deviants, a tendency that was manifest in the statutory provisions up to the reform of the social services in 1982. Rigorous regulations based on domiciliary right meant that poor relief and social assistance were largely reserved for the settled population. A primary aim of the social services reform of 1982 was to replace the existing social relief, with its heavy emphasis on control, by a system of social services that would be voluntary in principle and aimed at catering to the client. Coercive measures became less frequent initially, but the element of repression soon grew again at a time when the economic climate was becoming harsher. Since the beginning of the 1980s there has been a further increase in repression in both social welfare and correctional care. This has been accompanied by significant tendencies to move away from an institutional social policy towards a marginal line. The shifts in values in the 1980s and 1990s do not represent a traditional right-left dichotomy.  相似文献

Implantable Brain-Computer Interface (BCI) devices are currently in clinical trials in the U.S., and their introduction into the Canada could follow in the next few years. This article provides an overview of the research, developments, design issues, and risks in BCIs and an analysis of the adequacy of the regulatory framework in place for the approval of medical devices in Canada, emphasizing device investigational testing. The article concludes that until better safeguards are in place, to best protect potential research subjects, BCIs should not be approved for investigational testing in Canada.  相似文献

Social assistance, variously known as "welfare" or "the dole", stands at the very base of the modern welfare state and must remain when all other societal, community and family supports have vanished. This paper examines social assistance in Canada, primarily through the Canada Assistance Plan (CAP), the key legislation operative in the area of divided jurisdiction between the central and provincial governments. It considers how CAP has fared in the midst of a substantial weakening of the country's total social support system over the past 15 years, attempts to explain the programme's relatively protected position, and speculates briefly on the future of social assistance.  相似文献

This paper examines recent changes in the relationship between the Canadian state, at both federal and provincial levels, and those non-profit organizations concerned with social welfare. The 1995 federal budget marked a turning point for Canadian non-profit organizations as the federal transfer payments to the provinces were simultaneously restructured and reduced. This, in turn, meant that provincial funds flowing to non-profit organizations would also be cut, or terminated, and restructured as service contracts continued to replace grants. This followed a review of government funding to non-profit agencies initiated the previous year and came on top of a growing critique of non-profits as unaccountable, unrepresentative, professionalized, "special-interest" groups, who used public funds largely to sustain themselves, and pursued causes that should not be subsidized by government. At the same time non-profit organizations were increasingly expected to provide core social welfare services not only on the basis of "more for less" but also through charging for their services and increased corporate and individual fund-raising. All of these events took place in the context of the election to government, in 1993, of the Liberal Party, that had previously been strongly identified with the advance of a Canadian social agenda but now chose to adopt its conservative predecessor’s deficit reduction strategy through public expenditure cuts. For many Canadian commentators, such events have thrown non-profit organizations into crisis and during the past two years there have been attempts to bring together the diverse interests within the sector and build a stronger sense of identity and voice. However, there is also a strong argument to suggest that the vulnerability of such non-profit organizations has resulted, in part, from their over-dependence on government during the previous twenty-five years and the absence of a strong popular base. This paper explores the changing relationships between the Canadian state and non-profit organizations, and highlights what could be very similar dilemmas for their UK counterparts as government increasingly looks to non-profits to fulfil what has during the postwar period been its service-providing role.  相似文献

Social work addresses social issues that constrain the betterment of a community. However, social work practice is struggling to deal effectively with the development challenges of Bangladesh. Based on a literature review and the experiences of the authors, this paper explores the emerging issues where social work practice is anticipated as a promising alternative for bringing sustainable social development in Bangladesh. Simultaneously, the paper discovers the limitation of social work practice in Bangladesh addressing these challenges.  相似文献
