Many thousands of people in developing country cities depend on recycling materials from waste for their livelihoods. With the focus of the Millennium Development Goals on poverty reduction, and of waste strategies on improving recycling rates, one of the major challenges in solid waste management in developing countries is how best to work with this informal sector to improve their livelihoods, working conditions and efficiency in recycling.The general characteristics of informal recycling are reviewed, highlighting both positive and negative aspects. Despite the health and social problems associated with informal recycling, it provides significant economic benefits that need to be retained. Experience shows that it can be highly counterproductive to establish new formal waste recycling systems without taking into account informal systems that already exist. The preferred option is to integrate the informal sector into waste management planning, building on their practices and experience, while working to improve efficiency and the living and working conditions of those involved. Issues associated with integrating informal recycling into the formal waste management sector are discussed.  相似文献

This article analyses the effects of education on wage inequality in the informal sector in Cameroon. The author uses quantile regression on data from the Second survey on employment and the informal sector in Cameroon (EESI 2) of 2010. The results indicate that both wages and wage inequality increase with education in the informal sector, with tertiary education creating greatest inequality. These findings point to a number of policy recommendations for a transition to formality, such as the creation of more jobs for a skilled workforce, the development of sites adapted to informal sector activities and the creation of more vocational schools.  相似文献

Negative perceptions on the value of informal rural finance or credit which are prevalent in a number of developing countries are compounded in the case of Tanzania because of the country's Ujamaa and socialist policies. Consequently, informal rural finance has been neglected both in terms of research and policy planning. This paper attempts to fill part of the research gap on informal rural finance in Tanzania, and to contribute to the growing body of knowledge on this subject in the developing countries. The paper briefly investigates the policy and perception scenario on informal rural finance in Tanzania in the last two decades. Based on empirical data collected through village surveys in three regions of the country, the paper describes the sources of informal credit for smallholder farmers in those areas, and assesses the use, repayment, terms and conditions of such credit.  相似文献

Since the 1994 democratic elections, the South African government has been intent on encouraging the country's financial sector to extend finance to low-income households as a means of delivering an acceptable standard of housing through its housing subsidy scheme. This paper examines the history of lending to low-income black households beginning in the late 1980s and describes the problems encountered by the banks from the early 1990s onward. It also demonstrates how intertwined the development of housing finance has been with the formulation of the country's housing policy. As a means of understanding the development of the sector, the following issues are considered: the effort to mobilize mortgage finance via the banks; the shift in focus toward the use of micro-finance for housing purposes via non-bank lenders; the competition that has arisen between the banks and non-bank lenders; the recent attempt by government to compel the banks to lend through community reinvestment-type legislation and the banks’ response through the establishment of a Financial Sector Charter negotiation process aimed at transforming the entire financial sector. The paper concludes by offering some judgments as to whether this recent attempt by government and the banks to break through the decade-old housing finance logjam will be successful.  相似文献

Globalization and economic reforms typically affect the formal sector, the informal sector existing outside regulation. Yet, numerous links between them mean the informal sector is variously affected. Traditionally, the model used to explain the impact of these forces was labour market segmentation and migration: workers laid off in the formal sector increase informal labour supply, leading to wage decline and increased poverty. The author examines whether this pattern applies in India following economic reforms in the 1990s, and finds a more appropriate model, driven by expansion both in labour supply and in demand, through outsourcing, skill transfers and new enterprises.  相似文献

Families who provide informal kinship care are a critical part of child welfare, yet our understanding of their needs is limited due to the challenges of identifying the population. The absence of validated and reliable instruments for kinship families is an additional barrier. This study tests the psychometric properties and construct validity of the Family Needs Scale. A sample of 303 informal kinship families recruited through local child welfare and social services completed the scale as part of a demonstration project. An eight-factor structure emerged from psychometric testing. The FNS is strongly associated with other predictors of the needs such as income and parenting stress, suggesting the instrument's potential as a need assessment tool for kinship families. Further replication and robust analyses of the FNS structure will build stronger support for the scale as a needs assessment for kinship families.  相似文献

The mail survey is a popular data collection tool in developed countries, but little is known about its use and efficacy in developing countries. Grounded on social exchange and diffusion of innovations theories, this study sought to ascertain whether the mail survey works in Nepal – one of the developing countries, by looking at how long respondents take to respond to mail surveys, and what the determinants are of the response time. A mail survey was conducted in June–September 2012 among 863 village animal health workers. Analysis of the data derived from 500 usable surveys shows that if properly planned and executed, the mail survey will perfectly work in developing countries as well. However, response period greatly varied by respondent’s home region, program sponsor, income groups, but not by gender, age, and education. South Africa is facing a low-income housing crisis, with the current backlog estimated at over three million units. An obstacle in the provision of low-income housing is the difficulty encountered by commercial banks to extend loans in this market despite supporting initiatives by Government. A lack of knowledge on the borrowing behaviour, preferences and experiences of low-income households in accessing housing finance from the commercial banking sector in South Africa hampers an understanding of the reasons for these problems. This paper's contribution is to provide information on the experiences and perceptions of low-income borrowers in the housing market of South Africa, specifically in their dealings with commercial banks. Results from a survey of 653 households across five provinces of the country are provided. In the survey, a structured questionnaire was used to obtain information on the experiences and perceptions of low-income households about their access to credit and housing finance, their experience of banks, the successes in credit approval, their judgements on the suitability of banks’ home-loan products, as well as preferences with regard to prices and interest rates.  相似文献

Many in situ upgrade projects in developing countries fail. I tell the story of how one in South Africa (Oukasie) succeeded, both in the eyes of residents as well as the wider development community. I noticed that the residents of Oukasie managed to accomplish far more than other similar upgrades within the same timespan. Within just three years, from being ‘illegal’ and on the bucket sewage system, all households had their own water connection and toilet as well as access to a range of community facilities. The leadership of the community were getting job offers from the private-sector, and the former ‘whites-only’ town of Brits was beginning to play an integral part in Oukasie's development. I wanted to understand how this was all possible. My paper addresses this question and shows how, through using politics (e.g. political tactics and links to politicians) and storytelling, the community built a much more successful project than otherwise would have been the case. Throughout this paper I use Oukasie as a ‘model’ to demonstrate that successful in-situ upgrading is both feasible and desirable in the South African context, given the scarcity of government resources relative to the housing backlog. Oukasie, thus, becomes a vehicle for discussing a broader range of issues which are relevant to development projects in general and in situ upgrade projects in particular.  相似文献
