Correspondence to Prof. David Howe, School of Social Work, University of East Anglia, Norwich NR4 7TJ. Summary For so long in search of a common base, there are early signsthat social work's intellectual outlook is fragmenting. Theunity that was once sought in both theory and practice as wellas policy and organziation is being abandoned. A child of modernity, social work now finds itself in a postmodern world, uncertainwhether or not there are any deep and unwavering principleswhich define the essence of its character and hold it togertheras a cohernt enterprise. The article outlines some of the characteristics of modernityand postmodernity, relating them to the rise of social work, its formation within modern society, and its current conditionin what many observers believe is a postmodern world. Thereare three visions within which people look toleam the truth of things, including matters offact and matters of value: those centred in God's word (revelation);those centred in the minds of men and women (reason); and thosede-centred and dispersed withing language, meaning and culture(relativism).

The paper contrasts the role and structure of youth work in modern and late modern societies. Modern societies linked citizenship to inclusion in production and youth work helped the transition of young people from childhood to inclusion into the labour market and citizenship. When postwar full employment eased these transition processes then youth work concentrated on leisure provision and dealing with the small numbers of excluded young people. Late modern societies redefine citizenship in terms of market choices but also create increasing risks, which a declining state can no longer manage, and a growing use of social exclusion as a form of social control. These changes demand a new role and structure for youth work.

Social Work and Social Justice in Northern Ireland: Towards a New Occupational Space
Correspondence to: Dr John Pinkerton, School of Social Work, Queens University Belfast, 7 Lennoxvale, Belfast BT9 5BY, Northern Ireland. E-mail j.pinkerton{at}qub.ac.uk Summary This article considers the concept of social justice by referenceto the experience of social work in Northern Ireland duringthe past forty years of communal, paramilitary and state violence. It notes the contested nature of the concept and its chequeredhistory within the professional ideology of social work generallyand its absence as a significant explanatory and motivationalconcept for social workers in Northern Ireland to date. It arguesthat in the emerging post-conflict situation social work asa profession needs to operationalize a view of social justicethat acknowledges social and cultural diversity in order toredefine the profession itself and direct its relationship toboth the state and civil society.

The fieldwork placement is recognized as one of the major componentsof social work education and a major determinant of its quality.A key aspect of the learning process in the fieldwork placementis the exposition of practice encounters to the studentscritical reflection. Given the importance of the process ofreflection or reflective learning,a qualitative study based on the reflective logs of social workstudents was conducted to explore the meaning of social workfield education and the learning experiences of social workstudents during their placement. The study findings revealedthat disturbing events experienced by students in their fieldworkwere a catalyst to their reflective process. Meanwhile, theirundue concern with knowledge and skills application within acircumscribed knowledge frame suggests the dominant influenceof scientism and competence-based practice in social work, inwhich learning outcomes and instrumental and technical reasoningare highly emphasized. Discovery of self was alsothe major premise in the students reflection logs, inwhich a majority of them took their prevailing self-identityas a constant state to be verified in interaction with othersin the fieldwork placement. Reflexivity is manifested in askingfundamental questions about assumptions generated by formaland practice theories; it addresses the multiple interrelationsbetween power and knowledge, and acknowledges the inclusionof self in the process of knowledge creation in social workpractice. Its realization in social work education requiresthe social work educators reflexive examination of thedynamics that influence the construction of curriculum, whichin turn construct our prospective social workers.

Correspondence to Dr. R. Hugman, Department of Social Administration, University of Lancaster, Fylde College, Lancaster LA1 4YF. Summary O'Connor and Dalgleish have proposed an understanding of thedisjuncture between education and beginning practice. They discussthis in relation to individuals' models of practice. It is suggestedin this response that the individual basis of this analysisrestricts the extent of possible conclusions. A comparison withdifferent research findings is made, and it is suggested thatthere are implications for social work education and the collectiveresponsibility the profession has for beginning social workers.

'Problematics of Government', (Post) Modernity and Social Work 总被引:1,自引:0,他引:1
Correspondence to Nigel Parton, Professor in Child Care Studies, The University of Keele, Keele. Staffordshire ST5 5BG. Summary This paper attempts to locate contemporary developments andtensions in social work within current debates in social theoryconcerning the problematics of government and (post) modernity. It argues that modern social work emerged in a period of welfarismwhich has now passed and that as a consequence social work hasnot simply been restructured in the era of neo-liberalism butis exposed as an activity particularly concerned with managingfamily life via the exercising of moral judgements and negotiatingresponsibilities. As a consequence the essential ambiguitiesof social work are more self evident than previously, and ratherthan constituting problems to be overcome, articulate the centralelements of what it is to do social work. The article concludesby, tentatively, outlining the implications of such an analysisand how it may help us to understand what is going on and howwe might proceed.

Dominique Moyse Steinberg 《Social work with groups》2013,36(1):53-68
This keynote speech, delivered in French and translated to English with minor adjustments for publication, presents some of the author's ideas about mutual-aid practice as best-practice social work. The author discusses the etiology and centrality of mutual aid in social work with groups, presents five characteristics of mutual-aid practice that reflect best-practice social work and identifies four key characteristics—joy in sharing, faith, courage, and curiosity—of mutual-aid practitioners. Similarities between mutual-aid practice and evidence-based group work, practice evaluation and participatory-action research are discussed as well. The author presents group work as inherently evidence based and challenges the idea that subjective measures alone may not be valid in reaching this determination.

Though social justice is a central goal of the social work profession, the actual involvement of social workers in social change isvery limited. Moreover, training in social policy and policypractice in schools of social work is minimal. As such, practitionerslack the tools needed to analyse existing social problems andpolicies and to enable them to intervene in the policy processin order to better serve the needs of service users. This articleseeks to further social policy teaching within social work educationby engaging in a survey of the existing literature on the subjectand by offering a detailed programme for integrating this subjectinto the social work training system. The literature surveythat serves as a basis for this programme includes a reviewof studies on the dilemmas linked to social policy teaching,on the goals and content of social policy courses in socialwork and on preferred teaching methods in this field.

This paper considers social development as a relatively new concept, and new practice model. Its definition still lacks concreteness. Here it is viewed as a process of planned institutional change to bring about a better fit between human needs and social policies and programmes (Sanders, 1982); it is not satisfactory to measure development in purely economic terms, for this has resulted in the marginalization of the majority of the population in developing countries. The curative and remedial functions adopted by the social work profession in accordance with the dictates of the modernization approach, have rendered social work unable to address itself meaningfully to the problem of marginalization or mass poverty. Social development rests upon social policies that are promotive of human needs and this is only possible in circumstances where such policies are a product of the people's participation.

Correspondence to John Harris, University of Warwick, Department of Social Policy and Social Work, Coventry CV4 7AL, UK. E-mail: J.Harris{at}warwick.ac.uk Summary Marshall's formulation of social citizenship embodieda depoliticized understanding of what was seen as a given, progressiveand irreversible stage of societal development, which encompassedthe provision of state social work. A consequence of this approachwas the failure to situate social citizenship in a specificpolitical and policy context; in Marshall's case, the post-warBritish social democratic welfare state. Within this, a morecentral position was secured for state social work, throughits unification and incorporation into bureau-professional regimeswhich were made responsible for responding to citizens' socialneeds as clients of the state. The New Right's attack on theinstitutionalization of social citizenship in bureau-professionalregimes included the accusation that state social work had infringedservice users' rights and produced a passive, dependent clientele. The New Right's alternative formulation of the consumer-citizenled to the development of a new political consensus on socialcitizenship. Beginning from an acceptance of this consensus, procedural rights are seen as one way of extending social citizenshipin state social work and as a precursor to the possibility ofwider participation by service users in its provision.
