Rapid Climate Change and Society: Assessing Responses and Thresholds   总被引:1,自引:0,他引:1  
Assessing the social risks associated with climate change requires an understanding of how humans will respond because it affects how well societies will adapt. In the case of rapid or dangerous climate change, of particular interest is the potential for these responses to cross thresholds beyond which they become maladaptive. To explore the possibility of such thresholds, a series of climate change scenarios were presented to U.K. participants whose subjective responses were recorded via interviews and surveyed using Q methodology. The results indicate an initially adaptive response to climate warming followed by a shift to maladaptation as the magnitude of change increases. Beyond this threshold, trust in collective action and institutions was diminished, negatively impacting adaptive capacity. Climate cooling invoked a qualitatively different response, although this may be a product of individuals being primed for warming because it has dominated public discourse. The climate change scenarios used in this research are severe by climatological standards. In reality, the observed responses might occur at a lower rate of change. Whatever the case, analysis of subjectivity has revealed potential for maladaptive human responses, constituting a dangerous or rapid climate threshold within the social sphere.  相似文献

This article explores the role of broadcast news media decision makers in shaping public understanding and debate of climate change risks. It locates the media within a "tangled web" of communication and debate between sources, media, and publics. The article draws on new qualitative research in the British context. The main body of it focuses on media source strategies, on climate change storytelling in news, and the "myth of detachment" sustained by many news decision makers. The empirical evidence, gathered between 1997 and 2004, is derived primarily from recordings and notes drawn from a series of seminars that has brought together equal numbers of BBC news and television decision makers and environment/development specialists. The seminars have created a rare space for extended dialogue between media and specialist perspectives on the communication of complex climate change science and policy. While the article acknowledges the distinctive nature of the BBC as a public sector broadcaster, the evidence confirms and extends current understanding of the career of climate change within the media more broadly. The working group discussions have explored issues arising out of how stories are sourced and, in the context of competitive and time-pressured newsrooms, shaped and presented in short news pieces. Particularly significant is the disjuncture between ways of talking about uncertainty within science and policy discourse and media constructions of objectivity, truth, and balance. The article concludes with a summary of developments in media culture, technology, and practice that are creating opportunities for enhanced public understanding and debate of climate change risks. It also indicates the need for science and policy communities to be more active critics and sources of news.  相似文献

Public risk perceptions can fundamentally compel or constrain political, economic, and social action to address particular risks. Public support or opposition to climate policies (e.g., treaties, regulations, taxes, subsidies) will be greatly influenced by public perceptions of the risks and dangers posed by global climate change. This article describes results from a national study (2003) that examined the risk perceptions and connotative meanings of global warming in the American mind and found that Americans perceived climate change as a moderate risk that will predominantly impact geographically and temporally distant people and places. This research also identified several distinct interpretive communities, including naysayers and alarmists, with widely divergent perceptions of climate change risks. Thus, "dangerous" climate change is a concept contested not only among scientists and policymakers, but among the American public as well.  相似文献

The recent decision of the U.S. Supreme Court on the regulation of CO2 emissions from new motor vehicles( 1 ) shows the need for a robust methodology to evaluate the fraction of attributable risk from such emissions. The methodology must enable decisionmakers to reach practically relevant conclusions on the basis of expert assessments the decisionmakers see as an expression of research in progress, rather than as knowledge consolidated beyond any reasonable doubt.( 2,3,4 ) This article presents such a methodology and demonstrates its use for the Alpine heat wave of 2003. In a Bayesian setting, different expert assessments on temperature trends and volatility can be formalized as probability distributions, with initial weights (priors) attached to them. By Bayesian learning, these weights can be adjusted in the light of data. The fraction of heat wave risk attributable to anthropogenic climate change can then be computed from the posterior distribution. We show that very different priors consistently lead to the result that anthropogenic climate change has contributed more than 90% to the probability of the Alpine summer heat wave in 2003. The present method can be extended to a wide range of applications where conclusions must be drawn from divergent assessments under uncertainty.  相似文献

In the Australian policy context, there has recently been a discernible shift in the discourse used when considering responses to the impacts of current weather extremes and future climate change. Commonly used terminology, such as climate change impacts and vulnerability, is now being increasingly replaced by a preference for language with more positive connotations as represented by resilience and a focus on the ‘strengthening’ of local communities. However, although this contemporary shift in emphasis has largely political roots, the scientific conceptual underpinning for resilience, and its relationship with climate change action, remains contested. To contribute to this debate, the authors argue that how adaptation is framed—in this case by the notion of resilience—can have an important influence on agenda setting, on the subsequent adaptation pathways that are pursued and on eventual adaptation outcomes. Drawing from multi-disciplinary adaptation research carried out in three urban case studies in the State of Victoria, Australia (‘Framing multi-level and multi-actor adaptation responses in the Victorian context’, funded by the Victorian Centre for Climate Change Adaptation Research (2010–2012)), this article is structured according to three main discussion points. Firstly, the importance of being explicit when framing adaptation; secondly, this study reflects on how resilience is emerging as part of adaptation discourse and narratives in different scientific, research and policy-making communities; and finally, the authors reflect on the implications of resilience framing for evolving adaptation policy and practice.  相似文献

Motivated by the controversial debate on mandatory reductions of greenhouse gases in the U.S., this study explores whether the market values corporate response to tackle carbon dioxide emissions. We measure corporate responses using the measure of media tone based on the positive and negative words in each news article. Our results show that the market reacts favorably to the negative media exposure of corporate response to climate change over the announcement period and the one-year period, which implies that the socially responsible action to tackle climate change is costly. We further find that the positive response is less pronounced for firms from polluting industries and firms with poor environmental performance.  相似文献

The potential impacts from climate change, and climate change policies, are massive. Careful thinking about what we want climate change policies to achieve is a crucial first step for analysts to help governments make wise policy choices to address these concerns. This article presents an adaptive framework to help guide comparative analysis of climate change policies. The framework recognizes the inability to forecast long-term impacts (due in part to path dependance) as a constraint on the use of standard policy analysis, and stresses learning over time as a fundamental concern. The framework focuses on the objectives relevant for climate change policy in North America over the near term (e.g., the next 20 years). For planning and evaluating current climate policy alternatives, a combination of fundamental objectives for the near term and proxy objectives for characterizing the state of the climate problem and the ability to address it at the end of that term is suggested. Broad uses of the framework are discussed, along with some concrete examples. The framework is intended to provide a basis for policy analysis that explicitly considers the benefits of learning over time to improve climate change policies.  相似文献

Potential climate‐change‐related impacts to agriculture in the upper Midwest pose serious economic and ecological risks to the U.S. and the global economy. On a local level, farmers are at the forefront of responding to the impacts of climate change. Hence, it is important to understand how farmers and their farm operations may be more or less vulnerable to changes in the climate. A vulnerability index is a tool commonly used by researchers and practitioners to represent the geographical distribution of vulnerability in response to global change. Most vulnerability assessments measure objective adaptive capacity using secondary data collected by governmental agencies. However, other scholarship on human behavior has noted that sociocultural and cognitive factors, such as risk perceptions and perceived capacity, are consequential for modulating people's actual vulnerability. Thus, traditional assessments can potentially overlook people's subjective perceptions of changes in climate and extreme weather events and the extent to which people feel prepared to take necessary steps to cope with and respond to the negative effects of climate change. This article addresses this knowledge gap by: (1) incorporating perceived adaptive capacity into a vulnerability assessment; (2) using spatial smoothing to aggregate individual‐level vulnerabilities to the county level; and (3) evaluating the relationships among different dimensions of adaptive capacity to examine whether perceived capacity should be integrated into vulnerability assessments. The result suggests that vulnerability assessments that rely only on objective measures might miss important sociocognitive dimensions of capacity. Vulnerability indices and maps presented in this article can inform engagement strategies for improving environmental sustainability in the region.  相似文献

Dangerous Climate Change: The Role for Risk Research   总被引:3,自引:0,他引:3  
The notion of "dangerous climate change" constitutes an important development of the 1992 United Nations Framework Convention on Climate Change. It persists, however, as an ambiguous expression, sustained by multiple definitions of danger. It also implicitly contains the question of how to respond to the complex and multi-disciplinary risk issues that climate change poses. The invaluable role of the climate science community, which relies on risk assessments to characterize system uncertainties and to identify limits beyond which changes may become dangerous, is acknowledged. But this alone will not suffice to develop long-term policy. Decisions need to include other considerations, such as value judgments about potential risks, and societal and individual perceptions of "danger," which are often contested. This article explores links and cross-overs between the climate science and risk communication and perception approaches to defining danger. Drawing upon nine articles in this Special Issue of Risk Analysis, we examine a set of themes: limits of current scientific understanding; differentiated public perceptions of danger from climate change; social and cultural processes amplifying and attenuating perceptions of, and responses to, climate change; risk communication design; and new approaches to climate change decision making. The article reflects upon some of the difficulties inherent in responding to the issue in a coherent, interdisciplinary fashion, concluding nevertheless that action should be taken, while acknowledging the context-specificity of "danger." The need for new policy tools is emphasised, while research on nested solutions should be aimed at overcoming the disjunctures apparent in interpretations of climate change risks.  相似文献

Policies to mitigate potential damages from global climate change impose costs on the current generation to provide benefits to future generations. This article examines how comparisons among three stylized policies-business-as-usual, mitigation of climate change, and compensation for climate damages-depend on social preferences with respect to risk and intertemporal equity. Also examined is the opportunity-cost criterion, which asserts that mitigation should not be chosen if its net present value is smaller than that of business-as-usual. Analysis reveals that the discount factor used to evaluate whether mitigation satisfies this criterion depends on preferences regarding risk and intertemporal inequality of consumption, and on the risk of the compensation policy. Risk aversion favors mitigation over business-as-usual. If society is neutral to inequality, risk aversion disfavors compensation, but if society is inequality averse, the effect of risk aversion on preferences between compensation and business-as-usual is ambiguous. Inequality aversion tends to favor business-as-usual over both alternative policies provided that, roughly speaking, the anticipated future improvements in welfare exceed the anticipated climate damages.  相似文献

Regulatory use of the precautionary principle (PP) tends to be broadly characterized either as a responsible approach for safeguarding against health and environmental risks in the face of scientific uncertainties, or as “state mismanagement” driven by undue political bias and public anxiety. However, the “anticipatory” basis upon which governments variably draw a political warrant for adopting precautionary measures often remains ambiguous. Particularly, questions arise concerning whether the PP is employed preemptively by political elites from the “top down,” or follows from more conventional democratic pressures exerted by citizens and other stakeholders from the “bottom up.” This article elucidates the role and impact of citizen involvement in the precautionary politics shaping policy discourse surrounding the U.K. government's “precautionary approach” to mobile telecommunications technology and health. A case study is presented that critically reexamines the basis upon which U.K. government action has been portrayed as an instance of anticipatory policy making. Findings demonstrate that the use of the PP should not be interpreted in the preemptive terms communicated by U.K. government officials alone, but also in relation to the wider social context of risk amplification and images of public concern formed adaptively in antagonistic precautionary discourse between citizens, politicians, industry, and the media, which surrounded cycles of government policy making. The article discusses the sociocultural conditions and political dynamics underpinning public influence on government anticipation and responsiveness exemplified in this case, and concludes with research and policy implications for how society subsequently comes to terms with the emergence and precautionary governance of new technologies under conflict.  相似文献

Organizational safety culture reflects the attitudes and behaviors that individuals share in considering and reacting to hazards and risks. We first argue that trust is an underdeveloped and important concept in relation to theories of safety culture and high-reliability organizations. The article then reports findings from a two-year qualitative study of train operating companies (TOCs) in the United Kingdom, which sought to explore in detail the linkages between safety culture and the postprivatized railway industry. In-depth interviews and focus groups were carried out with a sample of over 500 employees, from four organizations, and representing all key functional levels. Our analysis suggests that the 1993 privatization, and subsequent organizational restructuring of the U.K. railway industry, has had important repercussions for both safety culture and trust relationships. We explore our findings in relation to three key constructs within "safe organizations" theories (namely, flexibility, commitment, and learning), and discuss how the safe organization model might be usefully supplemented by a consideration of trust issues.  相似文献

Whether the floods experienced during the last decade in Germany and in other European countries are triggered or worsened by human activities has been the subject of a great deal of debate. Possible anthropogenic activities leading to increased flood risk include river regulation measures, intensified land use and forestry, and emissions of greenhouse gases causing a change in the global climate. This article discusses the latter by reviewing the existing knowledge on the subject. First, the relevance, capabilities, and limitations of climate models for the simulation and analysis of flood risk under aspects of the anthropogenic climate change are described. Special consideration is given here to differences between the "typical" spatial scale of climate models and hydrological flood models. Second, observations of trends in climate variables relevant for river flooding issues are summarized. Special emphasis is put on the Rhine and other German catchment areas. Third, the possibilities of modeling the different parts of the "cascade of flood risk" are summarized, introducing the special features of meteorological, hydrological, and river hydraulic models.  相似文献

In this article, we compare two high‐profile strategic policy reviews undertaken for the U.K. government on environmental risks: radioactive waste management and climate change. These reviews took very different forms, both in terms of analytic approach and deliberation strategy. The Stern Review on the Economics of Climate Change was largely an exercise in expert modeling, building, within a cost‐benefit framework, an argument for immediate reductions in carbon emissions. The Committee on Radioactive Waste Management, on the other hand, followed a much more explicitly deliberative and participative process, using multicriteria decision analysis to bring together scientific evidence and stakeholder and public values. In this article, we ask why the two reviews were different, and whether the differences are justified. We conclude that the differences were mainly due to political context, rather than the underpinning science, and as a consequence that, while in our view “fit for purpose,” they would both have been stronger had they been less different. Stern's grappling with ethical issues could have been strengthened by a greater degree of public and stakeholder engagement, and the Committee on Radioactive Waste Management's handling of issues of uncertainty could have been strengthened by the explicitly probabilistic framework of Stern.  相似文献

Public perception research in different countries has suggested that real and perceived periods of high temperature strengthen people's climate change beliefs. Such findings raise questions about the climate change beliefs of people in regions with moderate climates. Relatively little is known about whether public concerns about climate change may also be associated with perceived changes in other weather‐related events, such as precipitation or flooding. We examine the relationship between perceived changes in weather‐related events and climate change beliefs among U.K. residents at a time of below‐average winter temperatures and recent flooding. National survey data (n = 1,848) revealed that heat waves and hot summers were perceived to have become less common during respondents’ lifetimes, while flooding, periods of heavy rainfall, coastal erosions, and mild winters were perceived to have increased in frequency and cold winters were perceived to be unchanged. Although perceived changes in hot‐weather‐related events were positively associated with climate change beliefs, perceived changes in wet‐weather‐related events were found to be an even stronger predictor. Self‐reported experience of “flooding in own area” and “heat‐wave discomfort” also significantly contributed to climate change beliefs. These findings highlight the importance of salient weather‐related events and experiences in the formation of beliefs about climate change. We link our findings to research in judgment and decision making, and propose that those wishing to engage with the public on the issue of climate change should not limit their focus to heat.  相似文献

Many attempts are made to assess future changes in extreme weather events due to anthropogenic climate change, but few studies have estimated the potential change in economic losses from such events. Projecting losses is more complex as it requires insight into the change in the weather hazard but also into exposure and vulnerability of assets. This article discusses the issues involved as well as a framework for projecting future losses, and provides an overview of some state‐of‐the‐art projections. Estimates of changes in losses from cyclones and floods are given, and particular attention is paid to the different approaches and assumptions. All projections show increases in extreme weather losses due to climate change. Flood losses are generally projected to increase more rapidly than losses from tropical and extra‐tropical cyclones. However, for the period until the year 2040, the contribution from increasing exposure and value of capital at risk to future losses is likely to be equal or larger than the contribution from anthropogenic climate change. Given the fact that the occurrence of loss events also varies over time due to natural climate variability, the signal from anthropogenic climate change is likely to be lost among the other causes for changes in risk, at least during the period until 2040. More efforts are needed to arrive at a comprehensive approach that includes quantification of changes in hazard, exposure, and vulnerability, as well as adaptation effects.  相似文献

This paper tracks changes in design and implementation of Western management training interventions in Eastern Europe (EE) over a period of more than a decade. The study is based empirically on three management development programmes conducted by Westerners in the transitional environments of Bulgaria and Russia from 1992 to 2003. Departing from existing literature on knowledge transfer from Western to EE, activity theory is used to identify a process of reconfiguring the zone of proximal development of East European (also abbreviated EE in the article) participants and conclude that there is a growing desire and assertiveness on the part of local participants to formulate their own strategic and managerial repertoires. At the same time, it is also observed that as a product of Western ideology of the transitional process, there has been empowerment of socio-demographic groupings who demonstrate consonant ideological inclinations towards Western managerial discourse, most notably young, educated and English proficient individuals.  相似文献

This article discusses the potential role that emotions might play in enticing a lifestyle that diminishes climate change. Climate change is an important challenge for society. There is a growing consensus that climate change is due to our behavior, but few people are willing to significantly adapt their lifestyle. Empirical studies show that people lack a sense of urgency: they experience climate change as a problem that affects people in distant places and in a far future. Several scholars have claimed that emotions might be a necessary tool in communication about climate change. This article sketches a theoretical framework that supports this hypothesis, drawing on insights from the ethics of risk and the philosophy of emotions. It has been shown by various scholars that emotions are important determinants in risk perception. However, emotions are generally considered to be irrational states and are hence excluded from communication and political decision making about risky technologies and climate change, or they are used instrumentally to create support for a position. However, the literature on the ethics of risk shows that the dominant, technocratic approach to risk misses the normative‐ethical dimension that is inherent to decisions about acceptable risk. Emotion research shows that emotions are necessary for practical and moral decision making. These insights can be applied to communication about climate change. Emotions are necessary for understanding the moral impact of the risks of climate change, and they also paradigmatically provide for motivation. Emotions might be the missing link in effective communication about climate change.  相似文献

The U.S. electric power system is increasingly vulnerable to the adverse impacts of extreme climate events. Supply inadequacy risk can result from climate‐induced shifts in electricity demand and/or damaged physical assets due to hydro‐meteorological hazards and climate change. In this article, we focus on the risks associated with the unanticipated climate‐induced demand shifts and propose a data‐driven approach to identify risk factors that render the electricity sector vulnerable in the face of future climate variability and change. More specifically, we have leveraged advanced supervised learning theory to identify the key predictors of climate‐sensitive demand in the residential, commercial, and industrial sectors. Our analysis indicates that variations in mean dew point temperature is the common major risk factor across all the three sectors. We have also conducted a statistical sensitivity analysis to assess the variability in the projected demand as a function of the key climate risk factor. We then propose the use of scenario‐based heat maps as a tool to communicate the inadequacy risks to stakeholders and decisionmakers. While we use the state of Ohio as a case study, our proposed approach is equally applicable to all other states.  相似文献
