The proliferation of reforms in public administration based on the principles and instruments of the “New Public Management” (NPM) have triggered protest from and collective action by many professional groups in various sectors (healthcare, education, justice, social work, research…) and raised questions about the future of professionals working in the public service, particularly as concerns their autonomy. However, after analyzing the situation, it seems that the opposition between NPM and certain professional groups is not the last word in the debate. Should changes be seen as the decline of professional groups and of their autonomy or as a transformation of professional models, an overhaul of professionalism, etc.? Such questions, which current events in France and Europe have brought to the fore, are food for ongoing sociological thought. They are broached here empirically, from the field, applying varied levels of analysis and research. The contributors to this dossier explore the different forms of tension existing between professional groups and NPM.  相似文献

Governments are actively looking for ways to use public procurement so that it would become more effective in facilitating innovation across public and private sectors. However, a shift towards public procurement of innovation (PPI) has proven to be difficult. Whereas the contemporary debate has mostly focused on how to reduce the barriers of PPI through re-conceptualizing the procurement process, there is a need to take into account also wider strategic factors through which governments create capacity to undertake PPI. By revisiting historic and contemporary policy initiatives, four strategies for the future can be envisioned: PPI as experimental innovation policy, from fiscal policy under austerity to PPI, mission-oriented PPI and shifts in administrative culture towards PPI. Each of the strategies demands different capacities from the entrepreneurial sector, as well as state, policy and administrative capacities from the public sector. These issues should be an inherent part of future policy-making and offer new avenues for PPI-related policy analysis and academic research.  相似文献

The purpose of this study was to develop a multidimensional model of publics’ information transmitting behavior. Relevant literature in public relations, public communication, marketing communication, and interpersonal communication were reviewed. We composed a 6-dimensional public’s information transmitting behavior (ITB) model according to the three criteria—activeness, valence, and expressivity. The six dimensions were as follows: positive-proactive megaphoning, positive-reactive megaphoning, negative-proactive megaphoning, negative-reactive megaphoning, avoiding, and no-commenting. A series of surveys was conducted both in Korea (N = 500) and the United States (N = 500) for the development of the model. The results indicated that the 18-item ITB model was significantly reliable and valid, as we expected. Theoretical and practical implications of the findings are discussed.  相似文献

Public choice theory has identified and emphasised “failings” in political processes. However, an assessment of “failure” is sensitive to the framework used for evaluation. Recent developments in cognitive psychology and in experimental economics suggest that “deficiencies” in the political process (ie. “defects” that weaken the link between self interest and policy outcome) are, instead, attractive attributes (which safeguard individuals from the costs of “anomalous behavior”). A “new” public choice perspective (outrageously!) identifies “strengths” (as well as “failings”) in democratic political processes when what has been regarded as “anomalous” behavior is deemed relevant.  相似文献

The skill of cultural “in-awareness” developed within the field of intercultural communication is applied to international public relations to understand culture’s influence on the communication function of public relations. The goal of the in-awareness approach is to expose hidden cultural assumptions and expectations that plague international public relations and allow one to explore national and cultural differences between clients and practitioners in a systematic and nonthreatening manner. A three-tiered framework is presented based on a country profile, cultural profile, and communication profile. The country profile provides a broad outline of what may be feasible within a particular country, while the cultural profile speaks to what may be effective in that country. The communication profile further refines cultural generalities by delineating culturally-based communication behaviors that underlie common public relations practices. By examining the communication profiles of both the practitioner and client, one can see how cultural communication differences translate into culturally-defined expectations and assumptions about specific public relations activities.  相似文献

In response to editor Stephen Cole's question—"What's wrong with sociology?"—the answer is nothing that cannot be overcome by clearer communications and better public relations. The problem is that the field is not held in high esteem by college administrators, legislators, and the public. Many see us as rebels of the 1960s, political liberals, and impractical thinkers with a penchant for jargon. Even our research is derided by some as a waste of money. The solution consists of strategies for overcoming our poor public image. Seven strategies for doing so are discussed: (1) Write clearly. (2) Write for a mass audience. (3) Seek board positions. (4) Strengthen our identity. (5) Teach sociology in high school. (6) Develop academic partnerships. (7) Emphasize outcomes: increase in tolerance and research skills.  相似文献

Public interest relations (PIR) is an approach to public relations scholarship and practice that contributes to the social good by integrating the concept of public interest into organizational goals and values. The need for PIR was emphasized during the COVID-19 pandemic as publics looked to organizations for information about a variety of topics (e.g., symptoms, vaccines). AARP created a series of tele-town halls to communicate with its publics, who are considered to be members of a “vulnerable population” during the pandemic. In order to understand how AARP’s Coronavirus Tele-Town Halls reflected the practices of PIR, I completed a critical thematic analysis of 28 virtual sessions that were hosted in 2020–2021. The analysis, which was guided by the tenets of PIR, found that AARP’s communication (1) highlighted common life course milestones of its publics, (2) emphasized the quality of the information, and (3) provided avenues to engage with the organization and its experts. Based on these findings, I developed theoretical implications that reflect a critical perspective on PIR and suggest future research avenues that seek to build this ethical and socially meaningful approach to public relations.  相似文献

This study reported trend data on the roles of national Public Relations Society of America members. The authors posited that roles are constantly in process and illustrated this through analyses of activities within the broad manager and technician categories. The authors argued also that professional experience as a predictor of manager enactment should be defined not as number of years in the field but by looking at the kinds of experiences received on the job.Study results suggested that for this sample of PRSA members an agency role emerged in 1995 in addition to the manager and technician roleso found in 1990. There was still cross-over in the activities performed in each of the role profiles, indicating that public relations people do an assortment of activities. The agency role could be a result of the economic downturn that occurred in this five-year period. Women still seemed to be doing “it all” for less money. They did not carry out the same activities as the male role profiles that emerged and enacted a less pronounced agency role.  相似文献

The public sphere conception continues to hold center stage in debates and visions of radical democratic society, and Jürgen Habermas work continues to be the most popular starting point for developing this conception. However, the Habermasian public sphere has also come under powerful and sustained criticism from many quarters. Here I concentrate upon the critiques of a group of theorists to whom I refer as difference democrats. I examine the three key arguments of these critics:that the public sphere conception involves the exclusion of aesthetic-affective modes of communication and hence the voices of certain groups; that it assumes that power can be separated from public discourse, which masks exclusion and domination; and that it promotes consensus as the purpose of deliberation, which marginalizes voices that do not readily agree. Against these claims I show that the Habermasian public sphere can be read as maximizing the inclusion of difference in deliberative exchange. I demonstrate how the conception extensively accommodates aesthetic-affective modes of discourse, how it accounts for both negative and positive forms of power in discourse, and how it promotes the process over the end-point of rational discourse in public opinion formation.  相似文献

Journalists seem to treat public relations and its practitioners with contempt. However, this tension is complex and no studies have investigated the problem’s historic roots. Thus, this paper explores the perspective of “early insiders” through an historical analysis of autobiographies, biographies, and magazine articles written by and about early US newspaper reporters and editors. Results revealed six interrelated factors that contributed to the origins, persistence, and contradictions surrounding the hostility. This article addresses European Muslims’ public engagement in the arts by applying the concept of counterpublics. It examines two case studies of young German Muslims whose involvement in the public sphere can be described as soft counterpublics. The term soft counterpublics denotes publics that show some characteristics of counterpublics, but are at the same time not only about ‘countering’. They can be seen as ‘in between’ cases, neither strong counterpublics nor completely beyond counterpublics. Their art reflects a diversity of interests that are translated into public expressions and related back to their multiple identities. Motivations and themes are multi-layered. Occasionally, topics address stereotypes and negative identity representations of Muslims, which reflect important characteristics of counterpublics. However, themes can deal with a broad range of matters that go beyond this particular issue and that can be seen in isolation of counterpublics. On the one hand, there is a natural interest in the arts as a tool to express oneself, which is not a typical case of counterpublics. On the other hand, there is also the intention to speak to people through the arts. As well as wanting to reach the Muslim youth community in Germany, who can identify with their art, the case studies are also concerned about the non-Muslim German community and its perception of Muslim identity in Germany.  相似文献

Research on whistleblowing in Sweden is scarce. In this explorative study 21 cases of whistleblowing from human service organisations in Sweden were examined. Extensive material from thematic interviews with 28 whistleblowers, 30 key persons and documents from supervisory authorities such as the National Board of Health and Welfare have been analysed.

Some findings were that the organisation problems motivating whistleblowing were usually cutbacks in vital services for users, unethical working methods or abuse of clients. Internal whistleblowing was usually met with silence from supervisors and directors. The whistleblowers then went on with external whistleblowing by reporting the bad conditions to the higher supervisory authorities who started thorough investigations. Their actions caused a lot of negative reactions in the organisation, but they were also supported by media and ordinary citizens.

The retaliation processes against the whistleblowers were described. Half of the interview group has left their positions, either on sick leave or by changing jobs. The findings show a stigmatisation process with severe consequences for the individuals. But the cited organisations usually had to change their illegal or immoral practices and benefited in the long run from the whistleblowing events.  相似文献

In this article, MA and doctoral dissertations (673) on public relations written at Turkish universities (1984–2007) are examined in order to gain an understanding of the level of the theses within the discipline and that subjects are studied, too. The conclusion is that their contribution to public relations’ improvement and especially theory building has been negligible. Written theses are standing out the practical or operational, and no existence any dissertations related to public relations theory.  相似文献

The post‐repressive‐regime South African government has actively convened a public sphere bristling with institutions and policies designed to facilitate public deliberation. However, certain apartheid legacies and contemporary political compromises facilitate the reach of power into the convened public sphere, leading to the corralling of public deliberation and the attempted silencing of critical voices. By the end of the Mbeki presidency, a cacophony of public dissent erupted, some of it insisting on the importance of open public critique and some of it seeking to limit and shape dissent itself. The article discusses ongoing contests over the meaning of publicness, locating the roots of these different ideas of publicness in different political and intellectual traditions, each with different understandings of the deliberative citizen. It suggests that participation in public debate is increasingly confined to the exertion of a narrowly defined notion of national democratic citizenship. Arguing that the formation of counterpublic spheres in South Africa is inhibited, the article considers the role of what it terms ‘capillaries’ of public deliberation, in which various kinds of radical critiques of cultural values, norms, identities and the fragmentation of historical consciousness take place.  相似文献

Social media sites such as Twitter provide organizations with the ability to interact directly with publics. Previous research has suggested that web-based relationship building is dependent on the level of organizational interactivity with web technology, or how the organization uses the technology to engage with its publics. This study tested if levels of organizational Twitter interactivity affected the quality of organization–public relationships. ABSTRACT

Engagement has emerged as an important concept in public relations scholarship. Yet a theoretically informed model with a clear and coherent explication of the construct is still lacking. By situating our study in the internal organizational context, we provided an updated conceptualization and operationalization of employee engagement, proposing a strategy-engagement-behavior three-step employee engagement model. Results from an employee survey (n = 568) supported our conceptual model, showing that organizational engagement strategies positively predicted employee engagement, which in turn accounted for employees’ positive and negative messaging behavior, as well as their contextual performance behavior. After controlling for significant demographic variables such as gender, age, organizational size, number of subordinates, and level of management position, we identified a complete mediation effect of employee engagement in our two-step structural equation modeling analysis.  相似文献
