After the Third Meeting of the Eleventh People's Congress, the entire responsibility for agricultural production was transferred to a lower level. Peasants in various areas have adopted the so called production responsibility system, and the phenomenon of an increased population rate has also appeared in some areas. In this article, the author discusses how to solve these problems created by the new situation. The 1st step is try to control population growth through socialist propaganda education, administrative measures, economic incentives and punishments, and family planning work. The 2nd step is to popularize the practice of having only 1 child per household in the rural areas. The 2nd and 3rd child in each family should be controlled and prohibited. This policy formulated by the Central Government should be carried out thoroughly. Families which follow the policy and have only 1 child should be encouraged with economic rewards, and those families which have 2 or more children should be punished economically. The 3rd step is to establish a national work team to be in charge of family planning and birth control. There should be an ideological unity among the nation's leadership. Party members and cadres should establish themselves as good examples for the people so that the population control work may become successful.  相似文献

Since the establishment of a responsible production system in the countryside, the living standard of the general public has risen constantly, but a new problem in family planning has also occurred. A great many people believe that more male children will eventually provide more labor and thus more income. Consequently, there has been a gradual rise in the birth rate. A crucial problem which needs an immediate solution is how to match the population growth and agricultural production. As a responsible production system is established, an appropriate family planning system should also be established. Married couples of childbearing age should sign contracts concerning family planning and should follow regulations outlined in the contract. Contract violators should be punished with fines, and thoas who follow the contract should be offered economic rewards. Cadres and responsible officials should take full responsibility for reaching the goals set for their respective county, district, commune or brigade, and their people should be rewarded or punished according to their performance. Special care should be given to the old, handicapped, orphans and widows and those who suffer from illness. Households with only one child should be awarded and encouraged with additional benefits. Taking full responsibility is a concept which should be used extensively in agricultural development, production management, and family planning.  相似文献

Because of the popularization of a responsible agricultural production system, the livilihood of peasants has been improving greatly, while the demands and needs of the general public are also increasing at the same time. Still under the influence of the traditional belief of carrying on one's family line and emphasis on having male children, married people prefer to have more childre, and the birth rate is now rising again. In order to solve this new problem, we need to teach the peasants national policies on population, land utilization, and food supply. In order to initiate a new situation in family planning work, we need to control this "gold key" of ideological education and propaganda. The emphasis should be placed on ideological education for cadres at all levels as well as the general public in order that they may understand the Party's strategy. Education on the national strategy should be combined with material interests of the peasants, and reward and punishment in production should also be linked up with that of family planning. Social measures are needed to reduce economic burdens of the peasants, offer better treatment for single-child households, and provide adequate care for old and retired people. Family planning projects should be consolidated and improved. Scientific management, facilities and techniques for birth control, compensation for working personnel in family planning, and other practical problems deserve immediate attention and solution.  相似文献

Since the establishment of responsible production system, certain existing measures for family planning have lost their original effectiveness. At the same time, some changes in the peasants' minds concerning family planning have also taken place. Many peasant families, especially those which have no male child, wish to have more children. In order to solve this problem, family planning work should be done all over again from the lowest administrative level. Through correct population and ideological education, the general public may understand that there is a surplus of agricultural labor and a shortage of arable land at the present time. Secondly, birth control measures, family planning techniques, and training of medical personnel should be improved in order to serve the people better. A full-time working staff for family planning work should be increased so that they may work closely with local people and solve practical problems. In addition, nursing homes should be established and managed well in each commune. All such nursing homes should receive financial support from the State. In the this way, childless aging people may receive proper care after retirement. The worries of those single-child households may also be greatly reduced. The overall resistance met by family planning personnel is thus eliminated.  相似文献

Results from the 1982 census show great progress has been made in the field of family planning because of close cooperation between the people and the government. Under the influence of the high birth rate in the 1950s and 1960s, a large number of youths are reaching the age for marriage each year, and they are bringing heavy pressure on the population growth. As a result of this situation, family planning work is still urgently needed. A great difference exists between cities and rural areas in family planning work. Economic conditions, cultural and educational levels, occupational characteristics, living environments, and concepts of population growth have contributed to this difference. Henceforth, special emphasis should be placed on family planning work in rural areas, so that the large scale population groth in the countryside may be brought under control. In areas of scientific management, propaganda and education, and technical measures for family planning, modern and and progressive methods should be used in order to reach the national goal of controlling population growth.  相似文献

In 1981, the population growth in China was revived and showed a new trend towards a rapid increase. In general, the rate of numerous births in one household was down, the rate for a second birth outside the plan was up sharply, and the number for a second birth outside the plan exceeded the number for multiple births in average families. As a result, how to control the second birth outside the plan has become a crucial problem for population control. Under present conditions, numerous births in each household are normally related to the financial situation of each household, the sex of earlier births, and the educationa background of the parents. The current increase in second births is not caused by financial reasons. Instead, it is caused by social and psychological reasons. The traditional belief in favor of having more male children for security in one's old age and for continuation of one's family line is still deeply rooted in the people's minds. In order to eliminate such tradtional influence, more work in ideological education is needed so that the common people may understand the need for birth control and change their traditional view on population. With the establishment of a responsible production system in the rural areas, measures for economic restriction and reward should be taken. In addition, late marriages should be enouraged, and a new tax system based upon population count in each household should be adopted so that additional revenues may be collect for educational and other expenses, and social insurance for old people should be expanded. If all these measures are taken successfully, the problem of second births outside the plan can be solved.  相似文献

China is facing a baby boom in the next ten years. Now is a perfect time to formulate legislature on family planning (FP) to strengthen the current policy and regulations in order to slow the momentum of excessive population growth. As a result of current economic reform and implementation of the rural household responsibility system, the migrant population has increased tremendously. The fact that millions of rural farmers are shifting to non-agricultural areas created new challenges to the effectiveness of traditional measures of the FP program. Promulgating laws and legislature will facilitate the job of FP. The law should stress the restriction of population growth and encouraging one child per couple. In the rural area it is not feasible to implement the one child policy indiscriminately. Under the policy of one child for a majority of the couples, no third birth is permitted. Local governments should be given the authorization to grant permission for second births for special cases within the birth planning quota. Allowing people living in poor and less developed areas to have more children and granting mothers of handicapped children permission to have an additional child were in fact facilitating the deterioration of the quality of the population. Some current policy in rural income distribution and social welfare was beneficial to large-sized family. Such policies should be changed to give incentives to small-sized families.  相似文献

The February 4, 1982 edition of the People's Daily published a directive of the State Council of the Central Committee of the Chinese Communist Party regarding going a step further in the work of birth control. The spirit of the directive is to adapt to new situations and to push forward the work of birth control. Since the late 1970s, the success of birth control has been seen in the decline of the rate of natural population growth. Birth control work is affected by the new circumstances that rose with the effort to raise economic standards. For instance, the system of fixed responsibility in production that is being implemented in the villages benefits population control. That is, a developing agarian economy can alleviate the problem of supporting the aged, dispel the anxieties of future care of the elderly, and build up a dependable material basis. The spirit of the directive is based on objective truths, as is the control of population growth and the implementation of birth control work. If birth control can succeed in the countryside where 800 million peasants reside, then there is hope for attaining the goals of population control; but, there are differences between urban and rural settings, and the methods for population control cannot be the same for both situations. Nor can it be the same for China's minorities, whose population control programs must be tailored to their particular needs. Meeting the population needs of varying situations with different solutions is more scientific and realistic. The task of controlling population growth is formidable, but the following favorable conditions will facilitate the work: 1) party and governmental support is great, and population planning is an integral part of economic and social planning; 2) birth control organizations exist at all levels; 3) there exists high social and political consciousness among disciplined masses; and 4) there is a body of accumulated experience from which to draw.  相似文献

There is a very close relationship between the population and the economy. The economy is the foundation for the existence and development of the population. Different socioeconomic patterns will determine population rules and population development, they have a strong influence on the social economy and the development of the entire society, and they may control the pace of social and economic development. In the last 30 years, excessive population growth has caused a great many difficulties for Socialist construction, overburdened agriculture, and created an imbalance in agricultural ecology. In order to understand the relationship between the development of the agricultural population and agricultural production, we have to understand to dominant position held by people in an agricultural ecology system. People have to control their own reproduction and match it with the productivity of the agricultural ecology system. Unrestrained population growth in the countryside is the main reason for an imbalance in China's agricultural ecology. Urgent action is needed to control the population growth in the rural areas, to fully utilized the available labor force, to promote the level of agricultural productivity, and to provide more employment opportunities. The final goal is to match China's huge agricultural human resources with its rich resources. investment should be encouraged to increase the wisdom and quality of the agricultural population. Both the quality and quantity of the agricultural labor force should also match development of agricultural productivity. At the present time, under the guidance of national planning, population control is the most important theme of China's population policy. In order to realize the national goal of controlling population growth, family planning should be worked out at local levels. How to achieve a reasonable population planning norm at a local level is a very crucial problem in family planning work. Up to the present time, various methods have been used to measure the probability of the annual fertility. In his report, the author provides a new formula to calculate the probability of the annual fertility. Based upon this formula, we may calculate the number of planned birth for a certain year and its fertility. From the figure we may set a reasonable goal according to population policy and actual population components. This formula is suitable for use in annual planning, as well as short-term or long-term population planning.  相似文献

This history of the Philippine Population Commission, which was created in 1969, is summarized. In 1970 President F.E. Marcos defined the government's task in this area as: 1) educating the people on the urgent need for population control; 2) disseminating knowledge on birth control techniques; and 3) providing facilities, especially in rural areas. Funding began in 1971. The 4 basic policies are noncoercion, integration, multiagency participation, and the partnership of the public and private sectors. The noncoercion policy means that all birth control techniques are offered and couples are free to use or reject whatever they wish. This has probably slowed the spread of family planning, but has also minimized opposition. Family planning has never been the domain of 1 agency but has been implemented through many agencies working together. Now it is being implemented through total community development plans, of which family planning is merely 1 component. This approach puts irrigation workers, agricultural development workers, and many others on the family planning team. private agencies have also had an important role to play in the development of the total program. For the past 5 years these have been mainly voluntary sociocivic and health associations whose interests are very close to or naturally related to family planning. Now the entry of business into the Population Program through the commercial contraceptive marketing program has enlarged the role of the private sector in the diffusion of family planning products and services. It is possible that the partnership between the public and private sectors may soon be based on segmentation of the target population with government agencies going deep into rural areas while private organizations concentrate on urban and adjacent rural areas.  相似文献

The historical position for Comrade Mao Zedong's thoughts about population cannot be ignored. History has told us that the Party and Government of China have always treated the problem of birth control and family planning seriously. In 1957, Chairman Mao lectured both inside and outside the Party on the importance of family planning. Regulations were drafted to govern the excercise of family planning. According to these regulations, people who live in the populated areas should be educated concerning the need for and practice of birth control, and they should have children according to family planning regulations. In this way, the overburden for families may be reduced, the younger generation may receive a better education, and they will have sufficient employment opportunities when they grow up. In the areas inhabited by ethnic minorities, and exception should be made as far as family planning is concerned. In general, family planning should be integrated as a part of the overall plan for the development of the national economy. On the need for emphasizing both quantity and quality in population policy, Mao Zedong pointed out that people should learn how to manage material production and how to "manage themselves." Such thoughts of Mao Zedong provide an essential guideline in China's revolution and social construction.  相似文献

In December 1961, the government of the Republic of Korea adopted a programme of family planning as part of its public health services. In 1962 a pilot research project was begun, under university auspices, with the object of demonstrating and assessing what can be achieved through intensive family planning education and services. Wondang Myun near Seoul, with a rural population of 9,000 in seven villages, was chosen for the study. A baseline survey covering attitudes and practices related to family planning was made of the population under study, as well as of a similar population in the control area of Kimpo Myun. This report outlines the design, the programme of education and services, and some of the preliminary results of the study. After eighteen months of the programme, acceptance of birth control measures increased fourfold among the married women in the fertile age range. Acceptance was highest among the 25–39 age group, and among high-parity women. Economic considerations were foremost among the reasons given for adopting family planning. Among the traditional methods offered, the condom was the favoured method of choice, indicating that husbands were taking the initiative in contraceptive practice. A decline in the crude birth index was observed; whether the decline was due more to contraceptive practice or to abortion, at least an increase is reflected in the effective desire for family limitation. The high failure rate among Users should be investigated further. Continued effort is needed to provide more information and detailed instruction to users, and to develop social circumstances that support the practice of family planning. Along with an effort to achieve more effective use of traditional methods, other methods, including intra-uterine devices, deserve trial.  相似文献

The National Family Planning Working Conference convened on August 10-16, 1982 in Beijing, China. Among the 250 conferees were family planning representatives from various provinces, cities, autonomous regions, the People's Liberation Armt, representatives of partial progressive areas, counties, communes, the Central Committee, State Council, All China Women's Federation, All China Federation of Trade Unions, journalists and population theorists. Topics of discussion included the current situation of family planning work, how to implement the Central Committee's directive on improving family planning work, and the relationship between population law and population development by the year 2000. On August 18 Premier Zhao Ziyang told various representatives at a meeting that population control was a longterm national policy and emphasized its importance in long-range economic and social planning. The Vice-premier of the Chinese People's Political Consultative Conference, Wang Shoudao, implored the representatives to understand the directive's contents and said family planning would serve later generations. The Chairman of the National Family Planning Commission, Quian Xinzhong, reviewed the current population situation, noting the encouraging fact that the birth rate for the first 6 months of 1982 was higher than the first 6 months in 1981 by only 1/1000. In order to raise birth control work to a new level, he suggested the following steps: strengthen family planning propaganda; strenuously follow the policy of 1 child per family; obtain permission to have a 2nd child; oppose unplanned births; establish various birth control responsibility systems; and improve contraceptive research and techniques.  相似文献

The demographic and economic characteristics of China make it necessary to do family planning work in China in a Chinese way. Special characteristics of China and corresponding strategies are detailed 1) China is rather underproductive and underdeveloped, with a huge population, whose growth must be curtailed while industrial and agricultural production is enhanced. 2) In the next 10 years, a large number of young people will center childbearing age, prompting a government policy favoring late marriage and one child per couple. 3) China is large and heterogeneous, and regional authorities should have some population policymaking functions to take sociocultural differences into account. 4) Male child preference ideology in rural areas has been gently combated with a resulting increase in family planning rate from 65.1% to 74.2% from 1979 to 1983. Family planning authorities have made considerable progress, as demonstrated by figures such as a drop of women's total fertility rate from 5.68 in the 60s to 2.07 in the 70s. The task at hand remains large: the population at the end of 1983 was 1,024,950,000. However, family planning is an element of state policy, the marriage law, and the constitution, and mored an more, societal ideology. Government policy equates family planning with child wellness and societal welfare and attempts supportiveness of couples showing positive birth limiting attitudes. An ample system of family planning programs and resource persons furnishes education, a variety of high quality methods are available, and contraceptive research is some of the best in the world.  相似文献

The population problem exists around the world and each country shows some special characteristics. Of the 1 billion population of China, about 800 million people belong to the rural population. This number is very large and is increasing rapidly. The average age of the Chinese rural population is comparatively young and early marriage is widespread. A traditional Chinese belief in having many children is still popular. In addition, households with more children get more grain supplies according to the existing rationing system, and the concept of birth control is not popular because of the low educational and cultural levels. As a result, the growth rate of the rural population has remained high for a long time. In order to reach the goals of economic development and control of population growth by the end of this century, priority efforts have to be made to curb the increasing rural population. Ideological education for peasants should be strengthened in order to elevate their scientific and cultural levels and improve the overall quality of the rural population. Adequate birth control measures and health care should be popularized in rural areas. Cooperation between the peasants and the government will bring down the fast growing rate of increase in the rural population.  相似文献

建设生育文明的实质是提倡人文关怀和制度保障。文明的内核是对人权的尊崇,赋权和维权是生育文明高度下最有效、最彻底的尺度。在生育文明的框架里,以人为本就是以民为本,以责任为本。建设生育文明首先是国家和政府的责任。从社会性别的视角提出了"女性健康,男性有责"的主张,指出生育率越低越好的政策导向存在着显然的巨大风险,中国需要未雨绸缪地及早确立"适度低生育水平"的社会调控机制。生育文明建设可以为社会主义新农村建设提供新的动力,创建"富裕文明、身心健康、优生优育、权益保障、民主和谐"计划生育新家庭是统筹解决农村人口问题的重要战略。  相似文献

In the process of Socialist construction and modernization, the development of the population of national minorities deserves our attention because it is directly related to the economic and cultural development in the areas inhabited by such national minorities, and it has a great impact on the welfare and future of those people. Moreover, the population growth of the minorities is a key factor in the national population control strategy. A rapid population growth among the minorities has caused serious problems in distribution of farm land and food supply, low personal income, a rise in the unemployment rate, and a rise in the illiteracy rate. This has prevented a rise in the living standard among the minority population. In order to prevent and solve population problems among the minorities, we must take appropriate measures according to local conditions to control population increases. Through popularization of education, population growth may be put under control. For those people who volunteer to practice family planning, the government should provide all kinds of assistance. At the same time, an effort is needed to introduce the necessity of improving birth quality, to popularize new methods of child birth, and to develop health and medical care for the general public, so that the quality of the minority population may be gradually improved.  相似文献
