The root causes of international migration have been the subject of many studies, a vast majority of which are based on development theories dominated by economy-oriented perspectives. An underlying assumption is that poverty breeds migration. The results, and the conclusions drawn from these studies, differ widely. For instance, whether emigration increases when poverty becomes more extreme, or less extreme, or why it reaches certain levels, are issues on which research still offers a mixed answer.
This article investigates the relationship between economic development and migration by taking into consideration the degrees of economic development that form thresholds for migration. It focuses on recent evidence on the development-emigration relationship in Turkey which reflects a dimension of the dynamics and mechanisms facilitating or restricting migratory flows from the country.
Using data from the 1995 District-level Socio-economic Development Index of Turkey (DSDI) and the 1990 Census, the principal aim of the article is to provide an analytical base which identifies degrees of local level of development in Turkey, relate these to international migration flows, and examine patterns of the development-migration relationship. 相似文献

Theoretical and political differences in the two positions are considered both historically and in the context of the current global economic crisis. ABSTRACTThis article explores how Turkish people in Vienna create a collective sense of belonging and position themselves in a complex web of diasporic relations, through the materiality and aesthetics of their homes. It aims to show how the efforts of displaced people to construct a belonging to the new place of dwelling are intertwined with the aesthetic and material practices of making homes. Based on ethnographic research, it will be argued that a particular “Turkish home” is collectively created through shared aesthetic practices and discourses and serves as a material and social medium both for imagining and building collectivities and for constructing and expressing ambiguities, conflicts, multiplicities and contests, played out in the aesthetics of the everyday. Challenging the common view that homes in diasporic or migratory resettlements reflect past lives and locations or a mixture of two cultures and two sets of different objects associated with them, it will be argued that Turkish homes in Vienna are made through a new and particular aesthetic, which serves to produce and reproduce a communal Turkish narrative of migration to and dwelling in Vienna. 相似文献

The main aim of this paper is to explain the change of educational attitudes and socialization practices in Turkish migrant families by an individualistic costs-and-benefits-model and to confront this with empirical findings. This model is an interesting theoretical alternative to the widely accepted 'sociological' value-explanations stemming from the Durkheim-Parsons-Tradition. A variety of empirical detail phenomena (even) out of the domain of parent-child relationships, such as generative behavior, early childcare, educational attitudes, familial socialization, sex-typing, under varying contextual and individual conditions could be related to a common nomological core which works with few, simple basic assumptions. This explanation is mainly a more complete reconstruction of the approach contained in the studies on the 'values of children' (especially in Turkey). This reconstruction was extended to assumptions on parent-child relationships under changing familial contexts and individual conditions which result from migration. In particular, processes were emphasized which result from a combination of context opportunities and individual alternatives. The data for this study came from the research project "Socialization and Interaction in Families of Turkish Work Migrants" and was collected in 1984. 520 interviews were conducted. The empirical analysis shows once again that it is neither necessary nor meaningful to claim a special methodological or theoretical status for the explanation of behavior under migrant conditions as has often been the case for research on minorities with great cultural distance, seeking 'other' research methods as well as 'genuine' explanations. The general explanation discussed here has proved to be rather steadfast, even for cross-cultural research purposes. Nevertheless, the use of general explanations does not suspend the methodological necessity to find specifically valid indicators for the actors in the respective different situations of action. However, this general problem of empirical confirmation, which is, of course, intensified in the case of social differentiation and of cross-cultural comparisons, can be separated analytically from validity problems. 相似文献

The article reviews the migration experiences of Turkish women who were either involved in external migration or were exposed to migration by being left behind upon the emigration of their husbands. It includes notes on statements made by some returning women and women whose husbands returned home.
The statements were encountered during a comprehensive field survey conducted in Turkey. Since the literature on women and external migration is, in general, blinded by a view of migrant women as "traditional" regardless of their ethnic, regional, religious and other background variables, it is expected that their exposure to the "modern" western culture will automatically pave the way to their emancipation.
The diary entries of statements made by migrant women portrayed in this article question such an axiomatic proposition by pointing to the significance of background variables and certain features of household structures. 相似文献

This paper seeks to understand the process by which immigrants decide whether or not to return to their home countries. It aims to analyse the potential for return migration rather than the actual migration process. Empirically, it is based on the narratives of 30 Turkish immigrants living in the United States. The findings indicate that: (1) multiple controllable and uncontrollable, micro‐ and macro‐level factors in both the home and the host countries interact over time to tip the scales towards – or away from – return migration; and (2) most immigrants live in a perpetual state of ambivalence about whether or not to engage in return migration. These findings are discussed, and implications are presented for both practice and policy. 相似文献

In recent years, the European Union (EU) passed through a significant economic crisis. All across Europe, European young people are among the groups which are hit hardest, with youth unemployment rates rising to over 50% in member states such as Greece and Spain. In the classical migration literature, it is suggested that such unfavourable economic climate would make people more likely to move abroad. Whereas in press releases we are regularly confronted with stories about South European young adults with tertiary education working in bars in Northern European cities, limited empirical evidence exists as such on the relationship between the recent Euro-crisis and migration aspirations. This paper addresses this gap in the academic literature. Using data from Flash Eurobarometer 395, I investigate which micro- and macro-level characteristics influence migration aspirations of young people across the member states of the EU. The results reveal the importance of individual characteristics and feelings of discontent with the current climate in explaining migration aspirations. Furthermore, I detect a negative relationship of relative welfare levels with migration aspirations, and a positive relationship of the youth unemployment ratio. Together, the results suggest that potential young intra-EU movers are positively selected from the population. 相似文献

This study aims at exploring potential positive externalities of skilled labour migration from Turkey and highlighting social policies targeting “brain drain to brain gain” strategies in the case of Turkish engineers living abroad. Based on case study and further investigations, the skilled labour migration among Turkish engineers can be defined as a “brain over‐flow.” The main structural reason of this situation is discrepancy between educational and employment policies. Data indicate that it can be obtain positive externalities from skilled labour migration under certain conditions. Ninety per cent of all participants intended to give support to development practices in Turkey, even if they were not returning (n‐130). Only 10 per cent of all participants didn’t intend to give any kind of support. Cooperative projects, establishment of networks, forums and consultancy services to Turkish companies, were the most mentioned support manners. To realize these proposals, it is essential to develop active public policies aiming at a “brain drain to brain gain” approach, for short‐ and long‐term periods. 相似文献

Global environmental change is one of the most significant research and policy issues facing humankind. Although vast financial and human resources are being allocated to climate change research, there are numerous knowledge gaps between understanding climate variations and human responses, particularly in the area of farm adaptation. In this paper, we argue that four issues need to be addressed, in order to narrow these gaps. First, greater attention needs to be directed towards impact assessment. Second, future researchers should consider critical methodologies and theories clearly articulated in cognate disciplines. Third, we need to have an improved understanding of how present agriculture adapts to both climatic and societal forces. Lastly, we need to have an improved understanding of the decision-making process. We address these issues by drawing upon three areas of research: (i) the climate change and impact assessment literature; (ii) the natural hazards literature; and (iii) the agricultural restructuring literature, drawn primarily from the disciplines of rural geography and rural sociology. From a review of this literature, we argue that each area provides an incomplete assessment of the relationship between climate change and agriculture in developed countries. Consequently, we conclude that an approach which situates farm-level decision making in relation to both broad structural (including biophysical) and internal forces, provides for a greater understanding of the nexus between climate change and farm adaptation. 相似文献

In the economic and social aftermath of the 2008 crisis there has been an important and growing new wave of highly qualified Portuguese emigration comprising scientists. No or very few public policies have been designed to reverse this phenomenon, risking the consequences of brain drain. International literature argues that professional reasons are central to scientists’ decision to migrate, even after the 2008 crisis. Spending some time in a foreign country to study, research, or teach, is perceived as a common step in an individual academic trajectory and an advantage for a successful professional career in academia. It is also encouraged by European Union policies. Twelve individual portraits of Portuguese scientists living in central Europe reveal how important other factors are to the migration decision‐making process. These factors include the economic crisis, student mobility programmes, and the current Portuguese scientific system revision. 相似文献

This article sets out to rethink the dynamics of the migratory process under conditions of globalization. Two main models of migration and incorporation dominated academic and policy approaches in the late twentieth century: first, the settler model, according to which immigrants gradually integrated into economic and social relations, re‐united or formed families and eventually became assimilated into the host society (sometimes over two or three generations); second, the temporary migration model, according to which migrant workers stayed in the host country for a limited period, and maintained their affiliation with their country of origin. Globalization, defined as a proliferation of cross‐border flows and transnational networks, has changed the context for migration. New technologies of communication and transport allow frequent and multi‐directional flows of people, ideas and cultural symbols. The erosion of nation‐state sovereignty and autonomy weakens systems of border‐control and migrant assimilation. The result is the transformation of the material and cultural practices associated with migration and community formation, and the blurring of boundaries between different categories of migrants. These trends will be illustrated through case‐studies of a number of Asian and European immigration countries. It is important to re‐think our understanding of the migratory process, to understand new forms of mobility and incorporation, particularly the emergence of transnational communities, multiple identities and multi‐layered citizenship. 相似文献

This paper investigates three issues concerning female immigration in the European Union during the past decade: 1) the sequence of labor migration and family reunification is assessed; 2) family migration is examined in detail; and 3) the implications of the diversification of contemporary female migration are studied. In addition, it presents arguments regarding the necessity of considering the reality of changing patterns of employment, households, and social structures to increase our knowledge of European immigration. Family reunion, as much as full-fledged labor migration, reveals the multiple personal and familial strategies involved in the process of migration. Theoretization of international migration emphasizes its diversification including the growing significance of minority skilled migrants. Absence of a sustained dialogue between feminist and mainstream researchers in the field of migration studies is one of the major problems in achieving change in the theoretical understanding of gender international migration in Europe. It was also observed that the communication between migrant women and mainstream European feminist movements has been poor. Lastly, it was proposed that migration theories and models should revolve around the multiple aspects of women's lives in order to catch up with the changes of the last few decades in employment, household and social structures. 相似文献

In approximately three decades, gender and migration scholarship has moved from a few studies that included women immigrants or included gender as a dichotomous variable to a burgeoning literature that has made significant contributions to understanding numerous aspects of the migration experience. The larger field of migration studies, however, has not yet fully embraced feminist migration analysis and theory. In this article, I describe the development of gender and migration research and its theoretical underpinnings. Afterward, I highlight the key contributions that feminist migration scholars have made to our knowledge of labor migration, migrant families and social networks, transnationalism and citizenship, sex trafficking, and sexuality. Considering these important contributions, I explore the reasons why feminist migration research still lies largely outside the mainstream of the broader field and how it might achieve better integration. 相似文献

This paper summarizes the latest information on both stocks and flows of migrants in Europe, focusing specifically on arrivals from developing countries. It starts out by setting this into its historical context by showing how flows of labour migrants were followed by flows of family members, and later by asylum seekers and refugees. Then it looks more closely at recent migration data, though it finds these to be frequently incomplete and inconsistent. The most comparable cross–national data come from the OECD and Eurostat, which indicate that Germany had the largest flows of migrants in the 1990s followed by the United Kingdom. In addition to these arrivals there are probably between 2 and 3 million undocumented immigrants in Europe – accounting for 10 to 15 per cent of the total population of foreigners. The paper also traces the countries from where immigrants are leaving. Sources vary considerably from one immigration country to another, reflecting a number of factors, of which the most important are former colonial links, previous areas of labour recruitment, and ease of entry from neighbouring countries. In recent years, however, immigrants have been coming from a wider range of countries and particularly from lower–income countries. The paper also examines changes in immigration policy. National policies were fairly liberal during the 1950s and 1960s, before becoming restrictive from the 1970s on. Recently, however, a number of governments have been revising their policies to take better account of employment and demographic needs. The paper also traces the emergence of a cross–national European response to immigration, as European Union (EU) countries have become more concerned about their common external frontier. Thus far European countries have done little to try to control migration through cooperation with sending countries. They could, for example, direct Official Development Assistance to those countries most likely to send immigrants, though few appear to have done so in a deliberate fashion. The paper concludes that in the future immigration to the EU is likely to increase, both as a result of the demand for labour and because of low birth rates in the EU. In the short and medium term many of these requirements are likely to be met by flows from Eastern Europe, particularly following the eastward expansion of the EU. But, the longer–term picture will probably involve greater immigration from developing countries. 相似文献

This study examined the relational maintenance strategies employed by organizations to maintain relationships with employees over remote/hybrid work in a crisis. Thirteen in-depth elite interviews with heads of communication and human resources from organizations on various top employer lists were conducted. The seven main themes generated from the interviews were clustered into two sets of strategies. The first set consisted of strategies that are widely accepted in current relationship management theorizing in public relations, specifically access, assurances, positivity, and openness. The second set included three emergent strategies, namely, empathy, purpose, and diversity climate. Together, these strategies reflected the lived experiences of employers as they grappled with maintaining relationships with employees remotely while navigating uncertain and ambiguous environments. The findings of this study strengthen theorizing on care-based employee relationship management in the context of remote/hybrid work during crises. 相似文献

Israel is experiencing a major wave of immigration from the Soviet Union. Thousands of families are relocating from a different country, a different culture and different values. In-depth interviews were conducted with 20 families covering issues of importance in the life of the family. Topics included areas of difficulty, areas of strength of the family, relationships and communication among family members, the nuclear family and the extended family, support systems, and critical incidents before, during, and after the relocation experience. Qualitative analysis methods, namely, analytic induction and constant comparison strategies were used. The aim of this paper is to present and discuss some of the main findings from a large survey of internal crisis management and crisis communication conducted in the spring of 2011 among public and private organizations in Denmark (the ICMCC survey). The survey was conducted among the 367 largest private companies (selected from DK 1000, established by Børsen business magasin) and among 98 public organizations (municipalities). The overall goal was to get a preliminary idea of how these companies or organizations perceive, plan, coordinate and implement internal crisis management and crisis communication activities before, during and after a crisis. The survey questionnaire comprised 36 questions and was sent to respondents who typically are responsible for the crisis-preparedness of their organizations. The results from the survey show that the vast majority of organizations have a crisis or contingency plan, and most of these plans contain an internal dimension relating to the management and communication with the internal stakeholders during a crisis. Thus, the study shows a rather professional and formalized behavior towards crisis management in general, but also when it comes to managing a crisis in relation to the internal organizational stakeholders in specific. In addition, the results clearly indicate a strong relation between organizational size and crisis management; the larger the organization the more likely to have a crisis plan. This particularly pertained to the private organizations. The ICMCC survey forms part of a major collaborative research project, financed by the Danish Council for Independent Research/Social Sciences (2011–2014), entitled Internal Crisis Management and Crisis Communication in Danish Organizations. The purpose of this three-year long project is to shed light upon the role of internal crisis management and crisis communication before, during and after an organizational crisis and/or a societal crisis leading to downsizing or major changes within an organization or an organizational field. 相似文献
