A plethora of government- and non-government actors are involved in the labour market integration of highly skilled refugees, forming a complex “system” that is difficult to navigate for integration actors and refugees. Based on interviews with 32 labour market integration actors in Sweden, this article examines multi-level governance gaps in the wake of the simultaneous centralization and decentralization of labour market preparation services. It examines various “steps” in the labour market integration process to gain a more holistic perspective of “the system”, and identifies governance gaps in each step. The article finds that the devolution of services has opened up participatory spaces for non-government actors, but narrowly defined mandates and short-term funding mechanisms hamper cooperation within and between territorial levels of policy implementation.  相似文献

Türkiye has a long history of hosting millions of refugees, but since the beginning of the Syrian civil war in 2011, it has emerged as the world's leading refugee-hosting country. Due to this fact, the frequency of refugee inflows to Türkiye has attracted us to explore refugees' macroeconomic impacts as the ongoing political and social debates in Türkiye regarding refugees are immensely focused on their economic impacts. Hence, this paper investigates the effect of refugees on unemployment in Türkiye. The study utilizes the Auto Regressive Distributed Lags (ARDL) Bounds Test approach from 1991 to 2021. Our results yield the pronounced positive and aggravating impact of refugees on unemployment rates in Türkiye. Türkiye's policymakers should focus on local economic policies to improve the refugees' formal integration into the labour market to resolve the negative economic effect of refugee hosting on the labour market.  相似文献

The diversification of gender‐based priorities and the necessities of refugees have led refugee NGOs to launch activities specifically for women, or urged women‐only NGOs to take action particularly for refugee women in Turkey. Drawing upon a qualitative research in Gaziantep in Turkey, which host a large population of Syrian refugees, this study seeks to answer the question “How effective are NGOs in empowering Syrian refugee women in Turkey?” It is argued that NGOs working in the provision of assistance to refugees cannot be treated as a homogeneous group in terms of the degree and form of their influences on the empowerment of refugee women, and the individual NGO’s standpoints may shape their effects. Data from interviews with NGO representatives and Syrian women who have received support from NGOs indicate that the NGOs’ perceptions of women’s issues and their contribution to the empowerment of women are closely linked to their type.  相似文献

The mass arrival of Syrian refugees and their continuing presence have triggered many new debates regarding migration in Turkey, which – as a result of its open-door policy – now hosts the highest number of refugees in the world. Yet, when we investigate the ways political institutions and actors have framed migration, we observe, unlike in European discourses, the complete absence of the word “crisis”. In public statements by politicians, “control” emerges instead as a recurrent (albeit implicit) theme. Here, management of the refugee issue becomes a sign of state power, exercised through various mechanisms. Through analysis of state discourse on Syrians in the Turkish media, we find that crisis framing has been deliberately avoided, which we contend is a sign of an implicit “silencing” via media control. This choice of discourse reflects a clear policy to manage public reactions to the mass arrival of refugees.  相似文献

More than 250,000 Syrian refugees have relocated in the Kurdish Region of Iraq since 2011. The local response has been relatively receptive towards them. This study proposes an analysis of the concept of border and applies the idea of “border thinness” as an interpretative framework to examine the nature of transborder relations between the Iraqi and Syrian Kurdish areas. Relying on secondary sources, technical and elite level interviews with social and political actors in KRI, the analysis highlights how Kurdish areas of Syria and Iraq have maintained transborder relations which shaped the dynamics of displacement from Syria and constituted the context for a relatively receptive stance towards Syrian Kurdish refugees. Borders do not always mark a sharp territorial separation between social, political, and economic realities; instead a more complex conceptualization exposes transborder relational spaces, explaining the modes of displacement and its responses from host communities.  相似文献

This register-based study examined the importance of education on labour market participation among young refugees in Sweden. The study population consisted of unaccompanied (n?=?1606) and accompanied refuges (n?=?4142), aged 23–26 years in 2006–2010, after 7 years of residence in Sweden. Native Swedish, aged 24 years (n?=?347,255) constituted the comparison population, with intercountry adoptees (n?=?6689) as an alternative reference group. Gender-stratified multinomial regression models indicated that unaccompanied and accompanied male and female young refugees had higher risks of being in insecure work force and NEET compared to native Swedes with comparable levels of education. However, young refugees and intercountry adoptees with primary education had similar risks of poor labour market outcomes. The educational differences within each group concerning the risk of being in insecure work force were comparable. With the exception of unaccompanied females, secondary education seemed to be less protective against being in NEET among young refugees compared to native Swedes and intercountry adoptees. We conclude that while young refugees face employment disadvantages, education has the potential of mitigating poor labour market outcomes in this group.  相似文献

The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.  相似文献

Mainstream migration research examines migrant integration mainly as a function of integration policies in the country of destination, paying relatively little attention to policy frameworks in the country of origin. In this article we introduce the concept of “integration constellations” in order to describe multiple actors and actions involved in migrant integration in Europe. The analysis of such constellations includes policies frameworks produced by countries of destination and by countries of origin along with activities by civil society organizations. Our study encompasses all these actors in examining three empirical cases: Chinese student migration to the UK, Iranian refugees in Sweden, and Ukrainian labour migrants in Poland. These examples illustrate how actions by the states of origin and of destination can either complement or oppose each other. Although we concentrate on just three dimensions of integration (education, labour market and political participation), we point out the multidimensional reality of migrant integration.  相似文献

Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

No single institution can reduce (long‐term) youth unemployment. Welfare and labour market institutions function as “bundles”, through multiple inter‐institutional synergies. Based on a focused literature review for theory and on cluster analysis for empirics, the author identifies five such regimes across the EU‐27 and estimates their effects on the youth unemployment ratio and on long‐term youth unemployment. The most helpful institutional arrangement for young people in the labour market would be a combination of strong dual apprenticeship embedded in a corporatist labour market regime with high levels of social security, active labour market policy, and spending on education and childcare.  相似文献

Volunteer, disinterested participation in open source communities of innovation is shown to be compatible with the pursuit of professional goals; indeed, the two often go together. Those who contribute to open source software are both conscientious stakeholders in a community and economic “sleepers”. Besides assuming the position of an activist devoted to the “cause”, amateur developers stake out an occupational position and send signals attesting their participation in the community. Although they define themselves mainly as champions of a “free” model of citizenship, they also subtly infiltrate channels of employment in the labor market so as to build up their professional image and lay claim to upward social mobility.  相似文献

Relying on demographic and labour surveys which the Palestinian Central Bureau of Statistics collected in 1995, this article investigates the profile of West Bank and Gaza refugees. Refugees are better educated and have higher fertility than non-refugee Palestinians, but the difference is small. However, they have a significantly lower participation rate, a higher unemployment rate and a higher incidence of arrests and work stoppage than the corresponding rates among non-refugee Palestinians. A smaller proportion of Palestinians commute to work into the Israeli labour market and refugees earn lower wages than non-refugees. Returns to investment in education are small for both groups. High fertility among refugees imposes a future challenge for policy makers in terms of resources required for the provision of appropriate education and health facilities. Employing future labour market entrants is another serious policy challenge.  相似文献

This qualitative study aims to explore the difficulties experienced by Syrian refugees living in the camps of Turkey in the pre‐migration and post‐migration environment and the impacts thereof on their mental wellbeing. Semi‐structured interviews were conducted with Syrian refugees living in three different camps on the Syrian border of Turkey. Syrian refugees were highly exposed to traumatic events in the pre‐migration period, including armed conflicts, human rights violations, and social and economic devastation. Participants reported a wide range of difficulties in the post‐migration environment, including separation from and loss of close ones, camp difficulties, gender‐based, adaptational and economic adversities. They reported a number of psychological and social effects of these pre‐migration and post‐migration difficulties. The implications of the findings are discussed and recommendations are made concerning the necessity of a rights‐based approach to policies and interventions for mental health and psychosocial wellbeing of Syrian refugees.  相似文献

The role of smuggling in forced migration has been a leading policy challenge of the Syrian refugee crisis in Europe and the Middle East. This study investigates how anti‐smuggling government policies have shaped migratory risks for Syrian refugees in five countries: Jordan, Turkey, Greece, Serbia and Germany. Original evidence from in‐depth interviews (n=123), surveys (n=100), expert interviews (n=75) and ethnography reveal that government anti‐smuggler policies have: (a) endangered Syrian refugees by shifting risk from smugglers to their clients; (b) distorted refugees’ perceptions of risk, and; (c) decreased refugees’ confidence in government representatives while increasing dependence on smugglers. These data are unique in scope and topic, expanding the existing literature with an emphasis on understudied experiences during migration. The paper concludes with a policy recommendation that acknowledges the reality of smugglers’ role in forced migrants’ decisions, offering a pragmatic alternative of strategic pre‐emption of smugglers.  相似文献

This article examines the long‐term ability of Tunisian industries to generate employment opportunities. Using a panel data set of 15 industries over 1983–2010, the authors estimate their long‐run output–employment elasticities, using the “mean group” estimator. They argue that economic policy should target the most labour‐intensive industries, particularly service industries and export manufacturing industries. After demonstrating the inability of the mining industry to absorb labour, the authors highlight the long‐run jobless growth in the hotel, bar and restaurant industry and suggest that future investment in this industry will yield no results and that future tourism policy should focus rather on para‐tourism activities.  相似文献

The September 2015 photograph of Alan Kurdi, a 3‐year‐old Syrian boy, lying facedown and dead on a Turkish beach, quickly became an iconic representation of Europe's “refugee crisis.” Even though images of distant suffering of refugees have become ubiquitous, only a few become iconic. It is this cultural process of iconization that often bedevils sociologists interested in visuality. How does an image gain the necessary currency to sway public opinion or even policy making? Why do some photographs elicit profound compassion that transcends the borders of its particular context? In this review, we explore how various authors have addressed these questions, focusing on the iconic images of Alan Kurdi. The “iconic turn” in cultural sociology and in the social sciences more broadly speaking offers theoretical and methodological insights for the analysis of images such as those depicting refugees and asylum seekers. For this reason, we situate the current work in the field of refugee photography within the framework of cultural sociology, even if many of the scholars discussed are from other disciplines.  相似文献

This paper explores how long–term refugees pursue livelihoods, the impact this pursuit has on the human security of conflict–affected communities, and the ways in which international assistance can help. Refugees' pursuit of livelihoods can increase human security because economic activities help to recreate social and economic interdependence within and between communities, and can restore social networks based on the exchange of labour, assets and food. When refugees are allowed to gain access to resources and freedom of movement, and can work alongside their hosts to pursue productive lives, they would be less dependent on aid and better able to overcome the sources of tension and conflict in their host communities.
The paper identifies how humanitarian programmes working with national governments can increase economic security and shore up the respective rights of both refugees and their host communities. Today, relief interventions are no longer expected solely to save lives in the short term, but also to lay the foundation for future development and to promote conflict resolution.  相似文献

Before full-scale war broke out in 2022, over 1 million Ukrainians resided legally in Poland. Within weeks of Russia's aggression, around 1.5 million new Ukrainian forced migrants had arrived, many of whom remain in Poland. As of September 2023, 970,000 Ukrainian refugees were still in Poland, where they enjoyed temporary protection status. This paper analyses data from a 2022 survey of both forcibly displaced and pre-war Ukrainian migrants with the aim of establishing what measures are needed to facilitate the economic integration of the former group. The two cohorts differ in terms of gender, age, family status, ways of seeking employment, employment situation and aspirations. Although 66 per cent of respondents had completed tertiary education, only 30 per cent of the forcibly displaced group had Polish-language skills. The paper recommends strategies for the provision of language education along with solutions to enable the labour market participation of this group and otherwise support their integration.  相似文献

Abstract Drawing on secondary data and interviews, this paper traces the economic and socio‐cultural roots of contemporary policies to promote full participation of people with disabilities in mainstream German society. Underlying such policies and related practices has been a concept of rehabilitation through work that evolved within a context of labour shortages, Protestant work ethics, and German welfarism at the beginning of the 20th century and that has yielded rather ambiguous consequences. I argue this elective affinity among economic, cultural, and socio‐political imperatives has undermined potentials for integration and self‐actualization of people with disabilities. Not only was rehabilitation subordinated to a productivist logic and provoked forms of ill‐paid or even forced labour; rehabilitation policies and measures have also been part of a system of social governance that effectively helped to segregate the “able” from the “unable” and that promulgated an ethos of productivism. Significantly, this essentially utilitarian ethos – which rendered health and rehabilitation into a social obligation and valued each wo/man according to his/her fitness and motivation to contribute to socio‐economic development – evolved within capitalism but was equally pronounced in East Germany under state‐socialist rule. Contrary to the egalitarian principles of both “socialist humanism” and “Western enlightenment”, policies and practices trans‐societally focussed on the promotion of those who could – potentially at least – contribute to the regime of industrial production. As the example of East Germany demonstrates, social participation through paid work remains incomplete, at best, and provokes further segregation – even in times of severe labour shortages. The paper concludes that notwithstanding contemporary rhetoric, rehabilitation through work has remained a central pillar of contemporary welfare policies. In times of unbroken structural unemployment, the productivist paradigm and ensuing policies have become increasingly problematic – not only for the inclusion of people with disabilities. Experiences with the productivist modes of participation and with rehabilitation in East Germany suggest a post‐productivist paradigm of inclusion that seeks participation beyond paid work.  相似文献
