South Africa is facing a low-income housing crisis, with the current backlog estimated at over three million units. An obstacle in the provision of low-income housing is the difficulty encountered by commercial banks to extend loans in this market despite supporting initiatives by Government. A lack of knowledge on the borrowing behaviour, preferences and experiences of low-income households in accessing housing finance from the commercial banking sector in South Africa hampers an understanding of the reasons for these problems. This paper's contribution is to provide information on the experiences and perceptions of low-income borrowers in the housing market of South Africa, specifically in their dealings with commercial banks. Results from a survey of 653 households across five provinces of the country are provided. In the survey, a structured questionnaire was used to obtain information on the experiences and perceptions of low-income households about their access to credit and housing finance, their experience of banks, the successes in credit approval, their judgements on the suitability of banks’ home-loan products, as well as preferences with regard to prices and interest rates.  相似文献

This article focuses on the Anti-Eviction Campaign (AEC) in Cape Town, South Africa, which is part of the larger anti-privatization movement, mobilized by disadvantaged township residents to assert their constitutional rights and resist evictions and service disconnections. It introduces the mutually constituted concepts of invited and invented spaces of citizenship and stresses the range of grassroots actions spanning those. The article also sheds light on the gender dynamics of the Campaign and how its patriarchal order is being destabilized. The AEC case study engages the pioneering feminist scholarship on citizenship that has embraced both formal and informal arenas of politics. The study points out the risk in constructing yet another binary relation between grassroots coping strategies (in invited spaces) and resistance strategies (in invented spaces). The article calls for a refinement of feminists' extended notion of politics, recognizing the oppositional practices of the poor in order to construct an inclusive citizenship. It argues that doing so better reflects the practices of the grassroots and furthers a progressive feminist praxis.  相似文献

Since 2004, South Africa has experienced thousands of local protests, many of them popular insurrections, which, taken together, represent a rebellion of the poor. Lack of service delivery has been the main issue, but protesting communities have also demanded the removal of corrupt officials, re-demarcation of political boundaries and employment. In terms of endurance and geographical spread, the movement is unprecedented. The article presents findings from a case study undertaken in Balfour, a small town outside Johannesburg. It argues for bridging studies of social class and social movements, justifies the concept ‘rebellion of the poor’ and proposes that the divide between employed workers and ‘the poor’ is best understood in terms of different relationships to the means and ends of protest.  相似文献

South Africa is a regional hub for migration on the African continent and is home to a growing documented international migrant community. Foreigners in the country, however, often face violations of their established rights and are the victims of abuse. This paper examines public support for policies that would exclude international migrants from the country. Data from the 2013 South African Social Attitudes Survey, a nationally representative opinion poll (N = 2739) of all adults in the country, are used. This poll found that many South Africans favoured restrictive immigration policies and opposed granting foreigners the same rights as citizens. Multivariate analysis is employed to discern determinants of this opposition. Respondents’ perceptions of the population sizes of foreigners in their communities did not affect support for inclusion. It can be inferred, therefore, that the growth of the immigrant population has not provoked exclusionary attitudes in the country. Rather, results revealed, it is national pride (cultural versus political) and fears about the consequences of immigration that drive such attitudes. Programmes and policies designed to improve public perceptions of how foreigner impact society and the promotion of a nationalism characterised by inclusive multicultural civic patriotism may improve public support for the inclusion of international immigrants.  相似文献

Many in situ upgrade projects in developing countries fail. I tell the story of how one in South Africa (Oukasie) succeeded, both in the eyes of residents as well as the wider development community. I noticed that the residents of Oukasie managed to accomplish far more than other similar upgrades within the same timespan. Within just three years, from being ‘illegal’ and on the bucket sewage system, all households had their own water connection and toilet as well as access to a range of community facilities. The leadership of the community were getting job offers from the private-sector, and the former ‘whites-only’ town of Brits was beginning to play an integral part in Oukasie's development. I wanted to understand how this was all possible. My paper addresses this question and shows how, through using politics (e.g. political tactics and links to politicians) and storytelling, the community built a much more successful project than otherwise would have been the case. Throughout this paper I use Oukasie as a ‘model’ to demonstrate that successful in-situ upgrading is both feasible and desirable in the South African context, given the scarcity of government resources relative to the housing backlog. Oukasie, thus, becomes a vehicle for discussing a broader range of issues which are relevant to development projects in general and in situ upgrade projects in particular.  相似文献

One of the continuing challenges posed by unprecedented urbanization in the developing countries is the provision of adequate housing. Over the last three decades, Nigeria, like several developing countries, has emphasised public housing schemes, but with little success. This coincides with global paradigm shift from direct public provision of housing to the enablement of private shelter initiatives and housing production. The paper discusses private housing development features and dynamics and the factors affecting the sector in the country. It argues for the creation of an enabling environment, including support of housing initiatives and investments by householders, small-scale providers, and entrepreneurial private firms. The paper identifies the implications of enabling strategy for housing finance, access to land, residential infrastructure, institutional regulations and building materials and related industry particularly in the light of the need for the private sector to play greater roles in housing. It draws from aspects of empirical study by the authors and some review of housing policy-related issues.  相似文献

Certain issues that are being debated in psychology in a post-apartheid South Africa are discussed, namely the development of professional organizations, indigenous healing and psychology, the psychometric movement, and forms of methodological inquiry. It is argued that South African psychology is striving to become more appropriate to the majority of its peoples, whether it be on the professional or research fronts. There is a desire to develop indigenous epistemologies and not to become excessively reliant on Euro-American epistemological traditions. Psychology is struggling to make mental health resources available to all South Africans.  相似文献

Two concepts of separatism, embodied in the doctrines of Black Nationalism and Apartheid, have been advocated by sections of the Black minority in the United States and the White minority in South Africa. Although these ideologies have developed on diametrically opposed political foundations, situations of subordination in contrast to situations of dominance, they contain certain common themes. This paper explores a number of basic problems in the sociology of separatism: (i) what is distinctive about separatism as an ideology? (ii) what causes the emergence of specific separatist ideologies? (iii) what structural factors are common to both ‘dominant’ and ‘subordinate’ separatism? (iv) what are the manifest and latent functions of separatist ideologies? (v) what general sociological hypotheses can be drawn from these two case studies concerning the origin and persistence of separatist ideologies?  相似文献

ABSTRACT

In this article I explore the attempts by the states in South Africa and Kerala to create spaces for public participation by specifically focusing on women’s involvement in local spaces. Democracy is a crucial part of any emancipatory future that seeks to challenge and overcome inequality. I show that both states have ‘invited’ participation by women in various ways, but that the transformative potential of this participation is limited by national political economy, bureaucratization, and the lack of political will. In South Africa, the invited spaces eventually transformed into avenues for delivery and in response the women in this study shifted to inventing ways to engage in development in their personal lives. By using a double comparison – South Africa over time and South Africa compared to India – I argue that transformative politics requires a combination of invented and invited spaces.  相似文献

The severity of the HIV/AIDS epidemic in South Africa is well documented. However, little is known regarding the well-being of caregivers of persons with HIV/AIDS in South Africa. This study sought to evaluate characteristics, similarities and differences between groups of HIV caregivers in rural, semi-rural, and urban areas of South Africa. Interesting trends were noticed in the areas of suicidality, alcohol abuse, and intimate trauma. Findings indicate a substantial need for further study in the area of suicidality, denial of or lack of desire to know HIV status and the accompanying diagnostic stigma, and the need for a support network within lay caregivers.  相似文献

Universities, like most organisations, are in a state of continuous transformation. The past decade has seen dramatic changes taking place at universities in South Africa, which have impacted on employees, especially academics. This article focuses on the transformations at the University of Fort Hare in the Eastern Cape, and recounts the qualitative findings of a small-scale research project, conducted by the first author, which provide a flavour of the way in which UFH academics perceived and responded to a fast changing university milieu. It examines the strengths which sustained them and argues that universities should help people to identify and utilise such strengths within their organisations by employing occupational social workers. The authors, both social work trained and former practitioners, have written this article jointly under the auspices of a three-year British Council Higher Education Link Programme between the Social Work Department at the University of Fort Hare and the Community and Criminal Justice Studies Division at De Montfort University, Leicester.  相似文献

In a university and disciplinary environment where knowledge is increasingly commodified, this paper sketches a reconstruction of the mature Marx’s analysis of capitalism. I argue that his understanding remains methodologically powerful and helps to ground sociological analyses of the present. While accepting that there are good grounds for questioning the relevance of Marx in the wake of the South African political transition and the Post‐Fordist transformation of labour, this interpretation departs significantly from how Marx has generally been interpreted by sociologists and other social scientists in the country by foregrounding the commodity as the starting point of his social critique. Indeed, I argue that ‘class’ and ‘workplaces’, long a focus of radical sociologists, are on their own inadequate to grasp Marx’s concept of capitalism. Finally, drawing on the Frankfurt School, I suggest the importance of a critique of labour and the recognition of contradiction as the starting point of an emancipatory project.  相似文献

Shack/Slum Dwellers International (SDI) was created by the Indian Alliance and South African partners. SDI has affiliates in 33 countries and is probably the world's largest network of community peer‐to‐peer knowledge exchange in the area of slum/informal settlement upgrading. Common to the Indian Alliance's ‘Federation Model’ and the SDI methodology are a commitment to community organization and community‐led upgrading that is undertaken in partnership with local government. In a context where it is projected that there will be two billion slum dwellers by 2030, the ambition is to enable tens of millions of households to obtain upgraded housing and services. This article questions the scalability and universality of the SDI methodology in Cape Town, where the SDI Secretariat is located.  相似文献

Urban poverty is a policy issue of growing significance in post-apartheid South Africa. In terms of the new Constitution the developmental role of local governments is given considerable attention. Against a background analysis of the best practice of local anti-poverty strategies in the developing world, this paper reviews the experience of eight case studies of local economic development (LED) initiatives. The case studies review a cluster of research findings from South African metropolitan areas (Midrand, Port Elizabeth, inner-city Durban, Khayelitsha and Winterveld) followed by issues from secondary cities (Nelspruit, Harrismith) and small towns (Stutterheim). A key conclusion from the experience of post-apartheid South Africa is that LED practitioners are currently struggling to find means to integrate their LED initiatives with the task of poverty alleviation.  相似文献

Previous research on renters’ experiences in the Housing Choice Voucher (HCV) program is robust, but much of it has been conducted in the context of mobility interventions providing added resources. In contrast, this study focuses on HCV renters’ experiences searching for housing without the support of a mobility intervention. In semistructured interviews, 34 HCV renters describe their housing search processes and outcomes. We find that renters struggle to secure housing in their preferred neighborhoods due to limited information and financial costs such as application fees and security deposits. Discussion focuses on practice and policy reforms that might support greater housing choice.  相似文献

There is a systematic absence of studies of denied paternity as experienced by young women in South Africa. This phenomenon is mentioned in publications as if it were a minor inconvenience that should be accepted by those affected. This paper is based on the topical structural analysis of case studies whose narratives were collected using face-to-face, semi-structured interviews conducted in a small rural town in the Eastern Cape province in South Africa. The findings show that denial and disputes of pregnancy by the participants’ boyfriends took different forms. The men implicated temporised by expressing disbelief about the news of the pregnancy, relocating and rejecting responsibility. Participants believed that denial of their pregnancy was a punishment for being careless, not taking contraceptives and falling pregnant. Constant worry from the unresolved paternity left the participants distressed. Resolution in most cases was not, as expected, followed by the man honouring payment of compensation. Reliable means of ascertaining paternity, other than paternal resemblance, such as DNA testing, should be made affordable and accessible in public health facilities to facilitate quicker recourse.  相似文献

Disabled people have long been misrepresented through photography and freak shows. A key challenge in the representation of disabled people is not only how to avoid histories of exclusion and hiding, but also to present the lives of people with disabilities in an empathic rather than an othering manner. We asked disabled people from a rural village in South Africa about the potential negative effects and the benefits of having their photographs taken as part of data collection for a large project. All said that they would like to be photographed, but under conditions in which their dignity was not impugned.  相似文献

Using the example of South African Jewish families in which the daughters became Ultra‐Orthodox, this article examines the reactions and adaptations of mothers to their daughters' religious intensification. A qualitative study in which 15 mothers and 15 daughters were interviewed found that the mothers' initial reactions were primarily positive and ambivalent, with some negative reactions, but over time the mothers became increasingly ambivalent. Overall, mothers and newly observant adult daughters made serious efforts to maintain family cohesion and relationships of mutual respect. The results are explained by the South African context, stress theory, the concept of family resilience, and intergenerational theory.  相似文献

ABSTRACT

Drawing on interviews conducted with young men residing in a hostel in a tertiary institution in KwaZulu-Natal, South Africa, in 2016, this article explores young black men’s construction of masculine sexuality, their approaches to romantic relationships, and responsibility within them. Through the use of semi-structured interviews conducted with young black men, the study investigated the relationship between the social construction of masculinities and the way in which these young men understood, talked about, and explained their views and actions regarding romance and sexuality. The study focuses on the voices of acceptance and resistance to traditional, patriarchal versions of manhood and the variations in men’s discourses and ways of being. It highlights through these voices that heterosexual masculinities are not inherently reckless, impassive, and uncaring, but are situationally and contextually constructed. The findings reveal that while the young men inhabited subject positions offered by traditional discourses of heterosexual masculinity, at the same time they also contested these dominant discourses in the complex and multifarious processes through which these young men constituted their identity.  相似文献

Abstract

Objectives: Couple-based HIV prevention efforts are an important HIV prevention strategy in South Africa but there is a lack of understanding as to what constitutes healthy relationships in South African sociodisadvantaged communities. Methods: To address this, 8 focus group discussions were conducted with 27 men and 23 Black African women living in a large disadvantaged community in Cape Town, South Africa. Results: A model of adaptive relationship functioning is put forth, which involves four primary relationship components that emerged as central to healthy relationships: active relationship building, emotional support/display, communication, and problem-solving. Conclusions: The results of this study can inform couple-based HIV prevention efforts.  相似文献
