This article uses the case studies of Australia and Malaysia to examine how diverse states in the Asia-Pacific region approach asylum seekers in practice and in discourse. Using a social constructionist approach to identity, the article highlights how governments in each country have grappled with “irregular” migration and the challenges it poses for national identity through processes of “othering” and “exclusion.” This comparison shows that the process of excluding asylum seekers on the basis of identity is not a Western phenomenon, but one extending to countries across the region. It is maintained that state discourses around asylum seekers within the two countries are framed in similar arguments centred around the concepts of “irregular” mobility, “national” identity, and “exclusive” citizenship. More specifically, it is demonstrated that both the Malaysian and Australian governments have projected asylum seekers in the public realm primarily as “illegal” through their undocumented mobility, and within this discourse as “threats” to national identity and security and therefore “unworthy” of citizenship privileges through resettlement or local integration. It is argued that each government has used trajectories specific to their own nation-building process to make their arguments more relevant and appealing to their constituents. A key premise of this article holds that an understanding of the rationale underpinning each government's asylum approach will contribute to establishing more open and constructive regional dialogue around the asylum issue.  相似文献

Through ethnographic and archival research centered in Jaffa, this article analyzes how the image of the Jewish-Arab mixed city has been represented and (re)produced in the Zionist historical imagination since the establishment of the state of Israel to the present. Vacillating between romantic historicity and political violence, the image of Jaffa poses a political and hermeneutic challenge to the territorial project of urban Judaization, which ultimately failed to define and establish the national-cum-cultural identity of this “New-Old” city. This failure, I argue, results in a persistent pattern of semiotic ambivalence which, from the Jewish-Israeli point of view, positions Jaffa both as a source of identity and longing (in the distant past) as well as a symbol of alterity and enmity (in the recent past)— an object of desire and fear alike. As such, Jaffa and other ethnically mixed towns (including Ramle, Lydda, Haifa, and Acre) occupy a problematic place in Israeli and Palestinian political and cultural imagination. A bi-national borderland in which Arabs and Jews live de facto together, these cities bring to the fore, on the one hand, the paradox of Palestinian citizens in a fundamentally Jewish state, while simultaneously suggesting, by the very spatial and social realization of “mixed-ness,” the potential imaginary of its solution. Unfolding through four distinct historical modalities of urban Orientalism, this article historicizes the highly politicized image of the Jewish-Arab city and the discourse on its future. These discursive formations reconfigured the public space that enabled, paradoxically since the October 2000 events, new political claims for equal citizenship, bi-national cooperation, and Palestinian presence.  相似文献

Studies of internal migration in contemporary China frequently focus on the movement of rural people to urban centers, while studies of Chinese tourism concentrate on the mobility of urban travelers. These approaches to mobility coincide neatly with established understandings of modernity, despite the fact that the Chinese government has tried to promote certain forms of rural modernization without mobilization–hence the national slogan “leave the fields without leaving the countryside.” This article complicates the relationship between modernity and mobility in China by examining mobility from the perspective of returned migrants in rural, ethnic minority tourism villages. Through the analysis of five migrants' stories of travel, I explore the ordering of mobility, or how differing types of mobility come to be re-signified in times of immense social change and the consequences of these symbolic shifts on local understandings of ethnic identity and rural livelihoods. My argument builds on analytical frameworks of mobility in post-reform China by examining how mobility itself has been ordered in ways that reveal particular desire, inequalities, and power relations. By exploring how mobility both orders social relationships and how different forms of mobility, such as tourism or migration, come to be ordered in relation to each other, I draw attention to how mobility, and by extension immobility, generates the conditions of possibility for tourism village residents to make sense of the potential and paradoxes of rural, ethnic tourism development in contemporary China.  相似文献

Newly-funded initiatives aim to promote marriage among low-income African American women to reduce poverty and welfare dependency. Research indicates that these women have a strong desire to marry, but lack economically secure marriage partners. This research predominantly focuses on urban populations, and little is known about marriage as a strategy to end poverty and welfare dependency among the rural poor. Two case study counties in rural Mississippi were selected to examine if marriage promotion initiatives are a viable strategy for poor rural African American single mothers. Data were collected through semistructured interviews using a life history calendar procedure. The results show that, like their urban counterparts, poor rural single mothers are rarely able to find their “Mr. Right” because of their personal and contextual characteristics.  相似文献

The Boy Kumasenu (Sean Graham, Gold Coast, 1952) produced by the Gold Coast Film Unit during the 1950s, before independence in Ghana, had a public impact and success with local Ghanaian audiences that other colonial films never achieved. About a boy, Kumasenu, who moves from a rural village to the city of Accra, the film attempts to represent an African experience of modern life, using a local cast. This article explores the film’s popular reception by drawing on advertisements, newspaper coverage, reviews, awards it received, as well as contemporary personal correspondence and retrospective interviews with the filmmakers. It proposes that the film’s appeals lay in its inclusion of highlife, its fashions, styles and music, popular in the Gold Coast, alongside cinematic conventions of documentary, drama-documentary, neorealist film styles and the Hollywood gangster genre, already familiar to urban Ghanaian audiences. Furthermore, its theme of urban youth and citizenship evoked the concept of the “African Personality,” an identity that Kwame Nkrumah’s Convention People’s Party would link with highlife music at independence. By tapping into the popularity of cinema and highlife, the film promoted nascent nationalist sentiments, and became associated with anti-colonialism and social change in the newly emerging independent Ghana.  相似文献

This article tracks the emergence of a particular brand of ICT activism that promotes the use of social media as a means of helping Chinese NGOs break out of their communication bottleneck. The author starts by introducing NGO2.0, an activist project targeting China's rural regions, using it as an entry point to examine the practice of “social media for social good” and shed light on the ecosystem of social media usage by Chinese NGOs. The author also deliberates on the explanatory value of the binary paradigm of “rural vs. urban,” looks into the methodological implications of undertaking “social media action research,” and articulates what it means to be engaged in the hybrid practice of “activist as scholar” in the specific context of Cultural Studies.  相似文献

This article examines the imagery on Tunisian banknotes and its role in constructing a state-sponsored vision of Tunisian national identity. In addition to analyzing the currency itself, the article embeds the symbols used on the money in a social and historical context by looking at other public uses of the historical figures pictured and drawing on ethnographic work conducted in Tunisia. The article suggests that the banknotes must be seen as part of a larger discourse about the nature of Tunisian identity. In particular, this discourse focuses on Tunisia as a cosmopolitan nation that is open to the modern world and posits that this openness is rooted in its history. Although the currency suggests the co-presence of modernity and tradition, tradition is relegated to the rural margins while the urban centers are celebrated as the modern future. Beyond looking at the historical figures represented, the article examines historical absences. Most notably, there are no pre-modern Arab figures on the banknotes, which reflects an ambivalent relationship with an Arab identity. This ambivalence is also reflected in the usages of French and Arabic, which tend to naturalize French in a manner not found in other North African currency.  相似文献

This article analyzes varying, inconsistent, representations of “mestizaje” (generally construed as racial or cultural mixing in the Americas) deriving from different historical settings and ideological frameworks. It particularly focuses on what I here term “old mestizaje,” summarized in the writings of Latin American intellectuals of the first quarter of the twentieth century, such as Mexican philosopher José Vasconcelos (The Cosmic Race); and “new mestizaje,” articulated in the works of such contemporary thinkers as Chicana writer Gloria Anzaldúa (Borderlands/La Frontera: The NewMestiza). The center piece of the article is the contradictions and fractures between old and new discourses in terms of their underlying views of race, identity, and “destiny.” It examines the links of old mestizaje with essentialist, Social Darwinist, concepts, and the foundations of new mestizaje on a critical cultural studies paradigm. I propose that various aspects of old mestizaje infused hegemonic racial ideologies throughout Latin America and engendered a form of “color blindness” that obscured pervasive racial inequalities in the region.  相似文献

This article innovatively combines the analysis of both cultural and outdoor activities in Canada, activities that have been mostly studied separately until now. This study thus feeds into the debate between the distinction framework (focusing on the highbrow/lowbrow opposition) and the omnivorism thesis (distinguishing between omnivorous and univorous groups) in cultural sociology. From Latent Class Analysis (LCA), this study identifies five clusters, which differentiate people practicing either or both cultural and outdoor activities. The clusters are labelled as follow: “tele-univore,” “digital indoor,” “conventional indoor,” “outdoor univore,” and “omnivore.” Binary logistic regressions reveal that education, age and rural/urban identity are the key factors in identifying who practices which activities. The findings are threefold. First, while confirming the omnivore theory, our results show that cultural capital matters more than economic capital in explaining who participates in which activities. Second, rural people tend to be slightly more engaged than urban people in consumptive and motorized outdoor activities and less in all cultural activities. Third, the shift to digitization and the increase in outdoor activities appears to have exacerbated the divide between older and younger generations.  相似文献

The digital revolution has fundamentally changed our relationship to archives, by accelerating their “dusting off” and their re-appropriation, particularly in the art world. This article will show the ways in which some contemporary visual artists use new digital technologies to provide new ways of storing, reading and retrieving contemporary African history. Such artists do so by revisiting diverse forms of archives that are mainly photographic, and which were produced during the colonial and independence eras.  相似文献

This essay is about issues of methodology when undertaking research in a post-colonial missionary archive. It is an attempt at recovering the local history of post-abolition Angola from the photographic holdings of the archive of the Spiritan Congregation by restoring the links of a photograph to its context and to contemporary historical discourse. The subject matter is a photograph taken in 1904 at the mission of Malange, in northern Angola. It shows catechists, men and women wearing European and African dress, and children, some of whom were born “free,” while others were “freed slaves.” They were grouped around a Marian shrine on the occasion of the inauguration of the first printed edition of Spiritans’ bilingual catechism in Portuguese and Kimbundu. By commuting between foreground and background, the essay traces the ramifications of the history of a cultural zone of confluence of different worlds. The project underlying the essay is to use historical photographs to recover the past seen from “the other side.”  相似文献

The purpose of this article was to identify manifestations of a social discourse that construct those who are homeless as an existential problem. Based on 4 years of ethnographic data and grounded theory analysis, we illustrate the nature of exclusionary social practices that emerge from discourse on the “homeless problem” as well as the conflicting identities experienced by those who are homeless. Herein we frame the data using DuBois concept of “double consciousness.” Our findings indicate that those who are homeless mix together discourses of value and legitimacy with self‐applied stigmas and self‐denigrating political perspectives in ways that directly mirror DuBois’ notion of the conflicting nature of African and American identities around the end of the nineteenth century. We illustrate identity problems that manifest in the contemporary conflict between being both “homeless” and “American.”  相似文献

Abstract Using samples of census data from the University of Minnesota Population Center's “Integrated Public Use Microdata Series” (IPUMS), we describe trends in African‐American migration to the South across recent decades, and explore the applicability of the concept of “return migration” to various demographic patterns. Our findings suggest that the return movement contains multiple migration streams involving African‐Americans of higher socio‐economic status (compared with both origin and destination populations) moving to both urban and rural destinations. These patterns represent clear differences from the earlier 20th century's “Great Migration” of African‐Americans from South to North. The recent return migration streams suggest that the South may be replacing the North as a “land of promise” for some upwardly mobile African‐Americans, and may also reflect what Carol Stack (1996) has termed a “call to home” as a motivating factor shaping recent African‐American migration to the rural South.  相似文献

In this article we examine two concepts that aid our understanding of processes of identification in multiethnic schools. The first concept focuses on the complementarity of “three processes of identity” (identifying the other, being identified, and self-identification). This is brought together with the concept of sociocultural coupling introduced to examine the co-constructions of changes in practices (across places and times) and changes in identification. The analysis draws on an interview with a pupil, Monifa, a Black African (Nigerian) girl (aged 10 years), and on an interview with a Pakistani teacher, Shazia. Although Shazia and Monifa belonged to different generations (i.e., a pupil/daughter and a teacher/mother) and different cultural groups (British-born Black African and Pakistani Kashmiri), the same identity processes could be applied to the data. They both articulated accounts of “identifying the other,” “being identified,” and “self-identification,” which emphasized their transitions between cultural practices and multiple communities. Furthermore, we propose that sociocultural coupling has enabled us to understand the means by which aspects of cultural practices borrowed from home and school allows them to reproduce aspects of their home cultural identity and at other times to transform these identities.  相似文献

Activists who take up the cause of marginalized and discriminated cultural groups often find themselves in an ambiguous position in relation to the very people whose interests they seek to represent. Inspired by the ideas of multiculturalism, minority advocates turn the cultural identity of marginalized and discriminated minorities into the central focus of a political struggle for recognition. By so doing, however, they construct a particular sectional minority identity that not only fails to give full expression to individual identities, but is usually also “stigmatized” in the sense that it is popularly associated with standard stereotypical images and negative characteristics. This article identifies this ambiguity in contemporary projects of minority rights advocacy aimed at redressing the social and economic grievances of the Roma in Central Europe. It shows how activists in the articulation of their claims rely on essentialist assumptions of Romani identity. While these minority rights claims resonate well in international forums, they also run the risk of reifying cultural boundaries, stimulating thinking in ethnic collectives, reinforcing stereotypes, and hampering collective action. By reviewing some of the recent literature on multiculturalism in social and political theory, this article explores ways of dealing with this ambiguity. It concludes that minority advocacy for the Roma can avoid the tacit reproduction of essential identities by contesting the essentializing categorization schemes that lie at the heart of categorized oppression and by foregrounding the structural inequality that drives political mobilization.  相似文献

In the early 1990s, privileged “white” South African public schools began to admit “black” pupils. Drawing on interviews, ethnography, and archival sources related to formerly‐white schools in Durban, this article addresses two main questions: first, why did white parents so enthusiastically vote for schooling desegregation when apartheid was still in place?; and second, why, over time, did intense competition emerge between schools, and become so focused on improving sports results? In addressing these questions this study takes an historical‐geographical approach, paying particular attention to two areas of Durban: the middle‐class central Berea area and the more working‐class areas in Durban's south. This story begins in the 1950s, a period of major schooling expansion and urban segregation, tracing how a hierarchy of white schools developed in relation to the city's uneven geographies of race and class. It is this schooling hierarchy and the way it became contested in the 1990s that is key to understanding the schools' shift from “cooperative desegregation” to “aggressive competition.” More broadly, the article argues that education provides a window into key post‐apartheid tensions – namely between the deracialization of privilege, the continued dividend of whiteness, and efforts to redistribute resources to the poor. Finally, in an age of mass education, it argues that the actions of schools play an important role in shaping raced and classed divisions in society.  相似文献

Abstract

Drawing on popular music scholarship on music and place, as well as interviews with jazz musicians, scholars, and journalists active on the jazz scenes in Durban and Johannesburg, this article considers how locales are perceived to uniquely influence music-making. Extending Bakhtin's notion of “utterance” to music, it argues that the musical character of recent South African jazz subtly registers demographic, political, economic, and environmental specificities peculiar to contemporary Durban and Johannesburg. It is argued that contemporary South African jazz, as it is experienced by its performers and listeners, may be profitably conceptualised as speaker and addressee of locale.  相似文献
