Summary This paper attempts to locate contemporary developments andtensions in social work within current debates in social theoryconcerning the problematics of government and (post) modernity.It argues that modern social work emerged in a period of ‘welfarism’which has now passed and that as a consequence social work hasnot simply been restructured in the era of neo-liberalism butis exposed as an activity particularly concerned with managingfamily life via the exercising of moral judgements and negotiatingresponsibilities. As a consequence the essential ambiguitiesof social work are more self evident than previously, and ratherthan constituting problems to be overcome, articulate the centralelements of what it is to do social work. The article concludesby, tentatively, outlining the implications of such an analysisand how it may help us to understand what is going on and howwe might proceed.  相似文献

The paper contrasts the role and structure of youth work in modern and late modern societies. Modern societies linked citizenship to inclusion in production and youth work helped the transition of young people from childhood to inclusion into the labour market and citizenship. When postwar full employment eased these transition processes then youth work concentrated on leisure provision and dealing with the small numbers of excluded young people. Late modern societies redefine citizenship in terms of market choices but also create increasing risks, which a declining state can no longer manage, and a growing use of social exclusion as a form of social control. These changes demand a new role and structure for youth work.  相似文献

Summary The aim of this article is respond to some of the issues addressedby Powell (1998). It focuses on his consideration of the roleand task of social work within a changing society. I argue that,before postulations about the future role of social work inIreland can be made, consideration of its current nature andthe form of its discourses are necessary. I then go on to critiquePowell's analysis of social work in the context of conceptssuch as empowerment, participation and prevention and arguethat, by failing to consider the necessarily regulatory andcentralized nature of much of Irish social work currently, suchan analysis remains merely rhetorical. Powell's reference tothe Irish Association of Social Workers' Code of Ethics (1995)as evidence of social work entering a period of reflexive modernityis also examined. The article concludes with a call for a moveaway from utopian speculation within Irish social work discoursetowards a more realistic and constructive analysis of both thefuture potential and the limitations of Irish social work, givenits spatial and discursive constraints.  相似文献

It examines the role of socialmovements in promoting social justice and considers the influencesof such movements in the development of emancipatory forms ofsocial work practice. It also considers the question of whethersocial work can be viewed as a form of social movement in itsown right. This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

Summary Social work has for some time had an ambiguous and ambivalentrelationship with its social science knowledge base. However,this has arisen, at least in part, because of the emphasis onthe outcome or product of social science rather than the processby which research is conducted. This paper, focusing on assessment,argues that an emphasis on process goes some way to closingthe gap between social science and social work, that the methodsused by social researchers are, in many respects, simply refinementsof the methodology of everyday life, and that social workers,when conducting assessments operate rather like practical qualitativeresearchers. Using Analytical Induction as an heuristic device,it proceeds to explore critical characteristics of good practicein social work assessments. It concludes that practice shouldbe characterized by critical awareness, involving imaginativedevelopment of alternative hypotheses, a sceptical attitudetowards case assessments and a principle of adopting hypothesesleast likely to be in error.  相似文献

Summary A survey was undertaken to discover the extent to which thosesocial work teachers who teach social work methods, continueto practise after they become educators. The results suggestthat not more than 25% do so, and many of these on only a tokenbasis. Most respondents however regarded such practice as animportant aide to the teaching of social work methods, althoughsome consider consultancy roles to be equally relevant. In nocases was such practice linked with research, and only exceptionallydid employers allow time explicitly for it. We outline fourdifferent bases on which teachers might practise, all of whichwere suggested by respondents, many of whom added personal notesto the questionnaire, indicating the extent to which this subjectis a matter of wide interest and concern  相似文献

Summary Many people seem to accept, as self-evident, the notion thatblack children harbour unfavourable cognitions about themselvesand their racial group, and that they would rather be white.The present study investigated the prevalence of this notionamongst social work students, and also the extent of the influenceof this view on professional practice. The study involved 102postgraduate social work students at two British Universitiesin separate regions of the country. The respondents respondedindividually to three randomly distributed vignettes, whichwere identical except for the racial/ethnic origin of the principalcharacters: a white child, a child of ‘mixed-race’parentage and a black child. The respondents were required toassess the causes of the children's behaviour, as well as theirsocial and psychological needs. The results were analysed accordingto the number of respondents who mentioned particular causesof the children's behaviour and particular courses of actionto meet their needs. The analyses revealed significant differencesbetween the respondents' perception and interpretations of thechildren's behaviour. The analyses also revealed that the childrenwere differentially treated according to their race or ethnicorigin. The results are discussed in the light of assumptionsabout black self-concept, mainly derived from the social scienceliterature. The implications of the findings for the socialwork profession, individual practitioners, and their black clientsare also highlighted.  相似文献

Summary This article seeks to draw together some issues and themes whichare identifiable in recent social work literature and practice,and in the criminal and civil law. It explores the nature ofconciliation as a method for dealing with conflict. It alsoconsiders some aspects of the nature of social work and theprocess by which problems become the object of social work treatment.It is argued that this process can effectively limit the scopefor client involvement in seeking solutions to their problems,and that conciliation might offer some potential for increasingthis, whilst also revitalizing the ethical base of social workpractice.  相似文献

Doeslaw assist practitioners to promote rights, or is it confinedto ensuring accountability and regulating practice? This articleexplores law's role, and its limitations, in promoting liberty,or more accurately ‘constitutional liberty’. Doeslaw provide practitioners with liberty-based values capable,if necessary, of legal enforcement? The paper argues that thereis no simple answer; law impacts on social work in differentways and there is little consistency across and within clientgroups. The paper argues for an interpretiveapproach to practice which emphasizes the local and specific,yet aspires to broader political action in the pursuit of socialand ecocentric justice. This paper concentrates on the issues of merit and diversityin social work. The principal focus is ethnic diversity, usedas an example to illustrate a wider point about diversity. Itis clear that ethnic diversity in particular has become a majorpolitical objective across the public sector as part of the‘community cohesion’ initiative. Several benefitshave been identified and linked to the achievement of ethnicdiversity in the workforce; many of these have appeared in socialwork debate. The argument here is that while diversity has transformativepotential, it must be located within a more radical agenda ifit is to be successful. As a profession with a radical threadto its pedigree, social work is well placed to take this agendaforward.  相似文献

Developments inmedical technology, legislative change and shifts in professionalpractices have combined to make surrogacy potentially a moreacceptable form of family creation for more infertile and involuntarychildless people. Hitherto social work involvement in surrogacy has been marginal.However a more explicit focus on the welfare of the child, togetherwith the likely increase in prevalence in surrogacy, imply amore central role in future for social work. The commitmentof the Government and the newly-created Human Fertilizationand Embryology Authority to keeping surrogacy under review isexpected to result in further policy developments. In the meantimethis paper begins the process of identifying those areas ofsurrogacy practice in which social work intervention could beeffectively and appropriately focused and considers the implicationsof these for both social work agencies and practitioners.  相似文献
