This paper demonstrates that Federal spending is not inherently financially constrained and does not have to be facilitated via prior taxation or debt‐issuance. It also refutes the claim that budget deficits result in higher interest rates in the future, with lower levels of capital formation and economic growth as a consequence. These misconceptions together lead to the nonsensical claim that by running surpluses now the Government will be better able (because it has ‘more funds stored away‘) to cope with future spending demands. The paper thus challenges the conventional view, such as that espoused in the 2002 Australian Treasury Intergenerational Report, that the ageing population will place unsustainable demands on the Federal budget.  相似文献

Caring and the generation of social capital: two models for a positive relationship When caring is linked to social capital, it is generally assumed that the nature of the relationship is that social capital is a resource that can be used for care work. When there is inadequate funding of aged care services by the state, then social capital may be seen as a substitute for economic and human capital. Caring, therefore, is seen as a drain on capital. However, this does not have to be the case. Aged care services, if thoughtfully designed, can not only consume social capital, but also generate it. Two models of elder care, one Swedish and one Australian, have been identified which specifically address the generation of social capital. In each case, the services and facilities have been developed by third‐sector organisations with a strong community development focus, often in the face of resistance from state‐run or medically oriented services.  相似文献

Objectives. Studies of Western settings, in general, argue that social capital, defined as a set of civic norms and social networks among ordinary citizens, nurtures democratic governance at various levels. Does such a social capital exist in a transitional society such as China? If so, what kind of role does social capital play in affecting individuals' attitudinal and behavioral orientations toward fledging grassroots self‐government in that society? This study is intended to answer these questions, which are crucial for our understanding of China's sociopolitical development as well as for the application of social capital theories in non‐Western societies. Methods. This study is based on the data collected from a representative survey conducted in an urban area in China in 2004. Results. The findings from this study indicate that social capital among urban residents was abundant, and it nurtured the grassroots self‐government system through residents' attitudinal and behavioral orientations toward the system. Conclusions. These findings have strong implications for the future of local democratic governance and applicability of social capital theories in China.  相似文献

Objectives. This article examines the extent to which nonprofit organizational foundings are determined by various forms of social capital. Our hypothesis is that, controlling for other relevant social, political, and economic factors, communities with higher levels of social capital should experience more extensive growth in their nonprofit sectors. Methods. Using data derived from the Social Capital Community Benchmark Survey and the IRS “charitable organization” Business Master Files, we test our hypothesis using a negative binomial event count regression on nonprofit organization foundings in 284 U.S. counties in the year 2001. Results. We find that two core dimensions of social capital—political engagement and “bridging” social ties—have a significant impact on county‐level nonprofit foundings. Surprisingly, a key element of social capital in the literature, the level of interpersonal trust, does not lead to an increase in foundings of new not‐for‐profit organizations. Conclusions. This study provides further evidence of the strength of political engagement and bridging ties for the vitality of the community. It also shows that the different dimensions of social capital do not manifest a uniform effect on nonprofit sector growth. These results further demonstrate that the growth of a community's not‐for‐profit sector is dependent on a mix of ecological and environmental factors, especially preexisting organizational density, median household income, unemployment, and levels of governmental spending. Overall, social capital can usefully be seen as another key “environmental” factor in explanations of organizational foundings.  相似文献

In this contribution, we offer an analysis that evaluates the impact of the recent financial and economic crisis on social capital. An economic crisis offers a unique chance to study people's associational lives, volunteering, network-making, and trust-building under duress. Theoretical perspectives on the relationship between social capital and economic development emphasize a reciprocal relationship between the two. Therefore, we hypothesize that if economic performance is compromised, this might lead to an erosion of social capital. More importantly, however, we also argue that states can actively intervene by means of fiscal policy measures. We will illustrate our approach by comparing 29 Organisation for Economic Co-operation and Development countries before and after the crisis. Using qualitative comparative analysis, we demonstrate that imperatives related to fiscal policy stimuli provide leverage on social capital development.  相似文献

This article investigates the dynamic multi‐dimensional processes through which the poor become excluded from social participation. Drawing on social capital literature, it traces how bridging and bonding capital do not always translate into expected levels of social participation. It does so by detailing research findings from low income focus groups undertaken in Dunedin, New Zealand. These describe the experiences of group members in attempting to manage connections around employment, their own broader social participation or the participation of their children. In each case, the study highlights the difficulties of translation they experienced: in particular, translating available bridging or bonding capital into useful social, cultural or economic resources which could mitigate their social exclusion or enable fuller social participation.  相似文献

This paper critically evaluates the debate on what makes local governments more effective, higher social capital (such as trust, reciprocity, and informal social networks) or stronger institutional structures (such as democratic processes, ombudsman, and social audits). Empirical analysis of a decentralized welfare scheme in India, the Andhra Pradesh Rural Employment Guarantee Scheme (APREGS), using the latent variable path analysis modeling approach reveals that creation of formal democratic institutional channels in itself does not impact governance performance. Rather, it is mediated by complex institutional and social capital issues. For example, formal information dissemination activates social capital, leading to effective local governance. However, this (higher social capital and better institutions) does not automatically lead to empowerment or trust in the local government. The influence of the economically and politically powerful mediates this relationship. These and other results, cumulatively, highlight the complexity involved in the effectiveness of government empowerment initiatives. The paper calls for a fresh and wider debate on decision‐making dynamics in rural India, especially the interaction between government institutions, social capital, and the historical societal dynamics.  相似文献

The 2008 financial and economic crisis, characterized by an economic breakdown unparalleled since the Great Depression, provides a unique opportunity to study the relationships between economic developments and social capital by asking: How does social capital change in times of social and economic hardship? In order to explore the trends of social capital development, data from the European Social Survey 2002–2016 are used. The results suggest that economic decline – particularly increasing unemployment – is associated with a decline in social capital, especially in southern European countries. Furthermore, increasing long-term interest rates as an indicator of government future debt sustainability appear to be detrimental for social capital development. The impact of economic decline, however, appears to be contingent upon the functioning of state institutions: especially in countries characterized by well-functioning governments social capital is significantly less affected by economic decline than other countries.  相似文献

本文依据2011年中国社会科学院社会学研究所中国社会状况综合调查数据,描述了老一代农民工和新生代农民工在经济、社会、心理和身份四个层面的社会融入状况,分析了人力资本、社会资本和政策制度等因素对社会融入的影响。研究发现,新生代农民工社会融入状况与老一代农民工相比并没有根本差异;影响社会融入的人力资本因素更显著地体现在农民工的工作技能上;政策制度对农民工社会融入具有重要影响;农民工社会融入的经济-社会-心理-身份四个层次不存在递进关系,经济层次的融入并不必然带来其他层次的融入。  相似文献

The emergence of the two facets of social capital, the individual and the collective, has contributed to much of the confusion in the field of social capital. The overall objective of this article is to elaborate on a theoretical model aiming at clarifying some bridges between the facets and dimensions of social capital previously suggested in the literature. Initially, the article shortly presents and discusses some important definitions of social capital. Furthermore, limitations and shortcomings of previous definitions are discussed. Moreover, a theoretical model is elaborated on suggesting that social capital comprises social resources that evolve in accessible social networks or social structures characterized by mutual trust. This model also emphasises some of the potential dark sides of social capital. The presented definition does not definitively address the theoretical uncertainties in the field; however, it suggests that a resource‐oriented notion of social capital could be useful in bridging the facets of social capital.  相似文献

Objective. The present study evaluates whether areas with high levels of social capital are likely to have better fire service performance. Method. Utilizing Robert Putnam's 14‐measure index of social capital, OLS regression techniques are applied to objective data on the rate of unintentional fire deaths in the U.S. states between 1980 and 2003. Results. The findings show that social capital is associated with a low unintentional fire death rate, even when controlling for a range of important environmental constraints. However, the effects of social capital vary by its conceptual components. Conclusions. The study supports the argument that social capital is likely to be an important determinant of fire service outcomes, and suggests that the political engagement and social trust components may be the most important focus for public policies seeking to build social capital in order to reduce fire fatalities.  相似文献

Objectives. Several studies, such as Hoberman (1997) and Leeds (2003) , have claimed that success in the athletic arena has distorted the human capital decisions of young black men. We test this hypothesis by determining how participation in interscholastic athletics affects the study habits of black and white youths. Methods. We build a theoretical model that allows youths to invest in athletic or academic human capital. We test this model using data from the National Educational Longitudinal Survey and accounting for possible self‐selection bias. Results. We find that athletic participation does not have a statistically significant impact on the amount of time young black men and women spend studying. The impact for young white men and women is positive and significant, though the impact of playing football and basketball does have a negative impact for young white men. Conclusions. Participating in interscholastic athletics does not have the pervasive negative impact on young black men that Hoberman (1997) and Leeds (2003) claim. The expected negative impact of basketball and football—the so‐called money sports—exists for young white men, though this is offset by the positive impact of participation in athletics per se.  相似文献

本文以就读于八年级的流动儿童作为研究对象,考察了方言能力对其学业表现的影响及作用机制。通过对中国教育追踪调查2014—2015学年数据的分析,本研究发现,掌握流入地方言可以显著改善流动儿童的学业表现,但其影响主要体现在语文和英语两个科目上。同时,来自教师和同学的支持是方言能力影响流动儿童学业表现的作用机制。本研究从语言环境的角度揭示了流动儿童人力资本积累的逻辑,为相关部门完善与流动儿童相关的教育政策提供了经验证据。  相似文献

While recent literature on social welfare has included Asian countries, less is known about low‐income and former socialist countries in Central Asia. This article combines a documentary‐historical method with a value‐critical approach to analyze Mongolia's social policy response to poverty. Mongolia is unique in Asia because it transformed from nomadic pastoralism to socialism without a phase of capitalist industrial development. The case study found that Mongolia lost social welfare when it transitioned from socialism, a statist model, to market liberalism and multiparty democracy. In the 21st century, Mongolia has been aspiring to promote social development by redirecting mining revenues to a human development fund. Mongolia is potentially an exemplar of social development strategies affirmed at the United Nations Conference for Social Development (Rio+20) regarding a green economy for inclusive growth and poverty elimination. Future social welfare research should consider the importance of sustainability. Key Practitioner Message: ● Global standards for tracking poverty alleviation will be integrated with sustainability measures beginning in 2015;Mongolia hopes to foster social development and sustainable livelihoods by reinvesting revenues from mining into human capital and health care;To sustain future generations, social policy needs to consider the relationship between natural capital, social capital, and financial capital.  相似文献

In this paper some economic perspectives on social exclusion are presented. The perspectives come from traditional areas of economics, especially human capital theory, and from the new area of behavioural economics, especially present bias and the status externality. They show that happiness, human capital and individual choice can yield insights for the study of social exclusion. The economic perspectives discussed in this paper can help respond to the suggestion by Mary Daly and Hilary Silver to move beyond the concept of social exclusion to a “fully‐articulated theory” of social exclusion. Furthermore they support the judgement of Ruth Levitas that in the public debate there is inadequate pressure for redistribution, excessive moral blame placed on the socially excluded, and an excessive concern for labour force participation at the expense of non‐market activity, as expressed in her development and discussion of the RED‐MUD‐SID framework of discourses.  相似文献

This paper analyses several concepts of social capital to show what meanings have been constructed around the phrase, “social capital.” By looking at the roots of “social” and capital,” it demonstrates that the use of the phrase “social capital” is an inappropriate one. The phrase does not fit the phenomenon it tries to explain. Ideological roots of “capital” suggest that it is individualistic, that despite multiplication it tends to accumulate and concentrate often through exploitative means, and that it follows paths of gender and class discrimination. On the other hand, the phenomenon, which the phrase social capital captures, does not tend towards the individualistic, but to the social. It multiplies and spreads to families, communities, and groups. It also does not concentrate or accumulate like capital. By analyzing such contradictions in the phrase, the paper explores appropriate alternatives and suggests implications for policy and practice.  相似文献

Overcoming the socio‐economic disparity between Aboriginal and Torres Strait Islander and non‐Indigenous Australians is a long‐standing social policy objective: one largely shared by Indigenous people. Achievement will require Indigenous individuals and households to be socially mobile, a process integrally involved with social capital, existing and requisite. The lack of research on Indigenous social mobility or its attendant social capital connections is addressed in this paper through an exploratory analysis of this interaction across three dimensions: distinctive patterns of Indigenous social capital; the transferability of Indigenous social capital; and traversing the social capital divide. The implications drawn, while tentative, indicate that for Aboriginal and Torres Strait Islander people the intersection of the processes of social mobility and social capital is vexed, and contains hazards and costs not fully shared by socially mobile non‐Indigenous households. The Indigenous‐specific factors of a gendered professional class, the identity–social capital link, and Indigenous labour market circumstances all indicate that more research and a more nuanced understanding of Indigenous social mobility is necessary. Social policy recommendations include broadening the concept of cultural leave to include bonding social capital obligations, especially for women, and re‐evaluation of how to support Indigenous career trajectories and transferable skill sets.  相似文献

This study examines the network determinants of post-migration social capital among a group of foreign wives living in Korea. Based on a newly collected dataset, which consists of representative samples of Chinese, Japanese, and Vietnamese women, it analyzes how and to what extent the survey respondents’ preexisting transnational ties to prior co-ethnic migrants in Korea influence their differential access to social capital. Two measures of social capital are used: the size of friendship network with native Koreans and the prestige score of occupational categories of the network contacts. Multilevel analysis reveals that while controlling for a host of individual- and contextual-level factors, ethnicity-based networks are significant in allowing foreign wives to build social capital in the host society. However, not all network relations have a uniform causal impact. Rather, they have a contingent role in the formation of post-migration social capital.  相似文献

Despite there being common socio‐demographic pressures across advanced industrialized countries, the public elder care programmes therein tend to vary. While the current literature on social care devotes itself to describing the care arrangements of each country and pigeonholing welfare/gender regime types, it does not sufficiently address this empirical puzzle. This study looks to specify the causal relationship between political institutions and public long‐term care programmes. It argues that countries with personal‐vote‐oriented electoral systems and/or fragmented party systems have difficulties in developing universalistic public elder care programmes, whereas countries with party‐vote‐oriented electoral systems and cohesive party systems are likely to develop generous elder care programmes. For whilst the former types of political institutions prioritize patronage‐based, particularistic benefits, the latter types encourage political actors to appeal to broader constituencies through universalistic welfare programmes. This study tests this claim by examining pooled time‐series and cross‐section data of advanced democracies, from 1980 until 2001. The empirical results suggest that politicians' reliance on personal votes and the fragmentation of ruling coalitions impede the expansion of public spending for elder care.  相似文献
