Objectives. This article tests the hypothesis that social capital—measured in terms of civic group involvement, social and racial trust, and political engagement—leads to charitable behavior by individuals. Methods. I introduce measures of the “social capital elasticity of giving,” which facilitate comparisons between the effects on charity of different social capital types. Using data from the 2000 Social Capital Community Benchmark Survey, I estimate these elasticities with tobit regression models. Results. I find strong links between changes in social capital stocks and changes in giving levels. Furthermore, I find that different social capital types have differing levels of impact on giving. Conclusions. Charitable giving appears to be a beneficial consequence of some types of social capital.  相似文献

There is a burgeoning and increasingly institutionalized discourse within organizational theory and business practice dedicated to exploring the intersections of “religion” and “spirituality” at work. Turning especially to the broadly influential management theory of Margaret Wheatley, I locate “spiritual” management within a contemporary management ethos characterized by both an increasing interest in transitive phenomena and pre‐conscious understanding and the wholesale deregulation of industrial metaphors for society in favor of holistic, cybernetic and global metaphors for a networked society. Turning to the phenomenological and existential anthropology of the anthropologist, Michael Jackson, I argue that social theories, whether industrial or post‐industrial, can never claim a full and final grasp over the total processes of life itself. Methodologically, I argue that we might seek to attend to the personal and social dimensions of new “workplace spirituality” contexts by paying careful empirical attention to the practical deployments and personalizations of the lived metaphors of “spiritual” capitalism, considered for these purposes to be important “patterns of intersubjective experience”. What Jackson refers to as “phenomenological and existential deconstruction” has a political edge to it because it always seeks to force abstract theory into a more empirically grounded relationship with life as it is actually lived. As Marx and various critical theories have suggested, the particular experiences of workers often resist and confound the sanitized and universalized ideologies of capital.  相似文献

Given its traditions of universal welfarism and social democracy, Sweden had already scored unexpectedly high on New Public Management by the 1980s. Health and welfare services remain primarily tax‐funded, but the production of care is increasingly transferred to a competitive quasi‐market. To what extent can this development be understood in terms of right‐wing governments, and to what extent in terms of other, socioeconomic and pragmatic factors? We examined this question through official statistics on providers of institutional addiction care since 1976, and through the total expenditure and purchases by local‐level municipal social services of interventions for substance users in Sweden in 1999, 2004, 2009, and 2014. We have analyzed the distribution across public and private providers within the addiction treatment system, and whether national developments and local differences across the 290 municipalities—which bear the major treatment responsibility—can be understood in terms of local‐level political majority, population size, and local wealth. The share of purchased services has remained stable, but the treatment system shows increasing financial turnover and an increasing share of for‐profit providers among producers of purchased care, especially in outpatient treatment. While venture capital enterprises emerged as a new actor, non‐governmental organizations lost out in importance. Bourgeois government correlated with larger shares of purchasing and purchases from for‐profit providers. However, purchasing on a market dominated by for‐profit providers has also become the “new normal”, regardless of ideology, and recent years have shown a reversed effect of left‐wing municipalities purchasing more services than right‐wing governments. Pragmatic reasons also influence local‐level purchasing.  相似文献

This paper proposes a model for helping women expand their opportunities by using weak ties. It discusses social support networks and their impact on women’s ability to expand their social connections and increase access to opportunities, resources, and jobs, thus supporting the importance of whom one knows. It presents the context in which women seek opportunities and presents “weak ties” as a mechanism for helping women to move beyond their immediate social networks to connect to persons with diverse resources. It discusses human, social, cultural, political, and economic capital and suggests ways women can increase these forms of capital in a model that suggests incorporating opportunities for women to come together and help each other to identify and utilize resources.  相似文献

This paper—inspired by the experience of grassroots social work in Naples begun by M. Borrelli in the 1950s—emphasizes that “consciousness‐raising” and “community development” can be useful processes to stimulate responsible social participation on the part of the most marginal individuals and groups. To overcome a bureaucratic and pietistic model of the welfare state which serves in the long run to increase their dependence and socio‐cultural subordination, there is a need for alternative social policies, capable of improving people's empowerment and social citizenship. Giving more resources and decision‐making power to the most marginal could amount to changing an unfair and oppressive society from the roots up. This goal remains a moral imperative for both professional and voluntary social workers who believe in a fair, non‐violent and ecological model of development. Unfortunately, in Italy as elsewhere, neo‐liberal reforms of welfare states are tending in the opposite direction, partly as a result of out‐of‐date functionalist theories and by means of a worrying process of welfare marketization and globalization that actually increases the exclusion and marginality of the lower classes. This paper takes issue with current neo‐liberal trends by returning to a territory‐based and resident‐focused image of social work. This way, non‐profit agencies can play a more active and stimulating role in support of communitarian networks and help avoid the risk of the Third Sector's alternative spur being compromised by the otherwise “commodification” of welfare. Only in this way might one stop the transformation of non‐profit organizations into mere private providers for a buyer/controller state, more business‐minded than really concerned with freeing the poor and the marginal “underclass” from subordination and exclusion.  相似文献

Objective. This article explores cross‐sectoral alliances as mechanisms for enhancing service delivery in public education. We assess the extent to which the three economic sectors—nonprofit, for‐profit, and public—are involved in partnerships with charter schools and identify the benefits that charter schools receive from partnering with other organizations. Methods. The study utilized a qualitative approach: data collection involved interviews with charter school experts in 37 states. Results. We found that organizations from each of the three economic sectors were involved in alliances with charter schools and that these alliances offered a range of financial (e.g., facilities, salaries), political (e.g., legitimacy, credibility), and organizational (e.g., curriculum, management) benefits. Conclusions. Our findings from this exploratory study suggest that cross‐sectoral alliances have the potential to enhance the capacity of charter schools to deliver high‐quality educational services. Three hypotheses generated from the findings are also offered to guide future research on charter school alliances.  相似文献

The logical sequence of China’s state governance is “governing party—consultative conferences—people’s congresses—the people.” The “governing party—consultative conferences” link in the chain involves political consultation through people’s consultative conferences. The “governing party—consultative conferences—people’s congresses” link involves a process of obtaining legitimacy for the Party’s views based on political consultations which are then translated into the national will by the system of people’s congresses. The “people’s congresses—the people” link involves the two-pronged logic of elections and governing the country according to law. The “governing party—the people” link is an illustration of the party’s mass line, which essentially involves social consultation. Consultative democracy usually includes the political consultation in the “governing party—consultative conferences” link and the social consultation in the “governing party—the people” link in the chain, both of which are connected through the system of people’s congresses. This logically determines the inner relations between the Party’s leadership, consultative democracy and the people’s congress form of representative democracy and shapes the institutionalization of consultative democracy. That is, in the process of democratic decision-making, a circular system consisting of “political consultation—legislative consultation—social consultation” is created to guide development of the actual system.  相似文献

This article develops linkages between two separate fields of research, namely work on post‐industrial welfare states, and work on nonprofit organizations. It pays particular attention to the emphasis on personal services and the “cost disease” hypothesis found in the former, which places strong constraints on improving pay and job quality in the nonprofit sector. At the same time, it argues that the post‐industrial welfare states literature, despite its emphasis on personal services, has largely ignored the significant and growing role of nonprofits in delivering these services, and thus the potential of these organizations to shape their relevant labour markets. This poses the question about the relative weight of productivity‐related wage restraints in personal services versus the capacity for agency by nonprofits. The final section of the paper engages in a critique of the “cost disease” hypothesis to suggest that space exists to improve pay and job quality in nonprofit personal services, despite productivity‐related constraints.  相似文献

The development of an “informed and alert electorate” is essential for the establishment of democratic governance in Africa and for the continent's future economic growth. This need is particularly evident in Zimbabwe, which is currently in the midst of an acute political and economic crisis. This paper tells the story of a small community‐based organization in a remote part of Zimbabwe, which helped to raise political awareness and consciousness among a dis‐advantaged rural population. Because of the threat that it posed to the Mugabe government, the organization was forced to close in October 2002. However, its experience has important lessons for the future development of Zimbabwe—and of Africa as a whole.  相似文献

Traditionally, Southern European countries displayed remarkably elderly biased social policy arrangements. This article introduces the notion of intergenerational recalibration to capture reforms aimed at rebalancing the generational profile of Southern European welfare states via the expansion of family policy and social assistance schemes—both monetary benefits and care services—and retrenchment in the field of pensions. Then, it elaborates theoretically on the political dimension of this policy strategy, focusing on the implications of the peculiar combination of expansionary and retrenchment reforms, to advance the hypotheses that domestic politics would prevent the realization of such an agenda, whereas the latter would be favored by a major role of supranational actors, especially the European Union. To test these hypotheses, we systematically analyze policy trajectories in the field of pensions and social assistance in Italy and Spain between the mid‐1990s and 2016. This allows, first, to argue that investment in “pro‐children” measures has not adequately balanced the reduction of pro‐parents expenditure and, second, to question the idea that domestic political incentives to expand “pro‐children” policies are necessarily too weak as well as the “enabling” role of external pressures in pursuing intergenerational recalibration.  相似文献

Access to social services is a multifaceted and multifactorial process, involving social policy lines, services organization, and professional front line practices. It appears to have a crucial role in how personal social services work: depending on the way the process is handled, access to social services could provide a bridge to an inclusive and solidarizing community or worsen discrimination and marginalization. Many underline how studying the actual encounters between citizens and practitioners can provide a privileged site to highlight the interconnections between the abovementioned factors. This is the focus of our research that explored access in a specific Italian region using a case study strategy. After a pilot study, the main points of access to social services were identified, and three units were selected as best examples of different approaches. The three units were explored using mainly qualitative methods inspired by ethnography. We were able to gain in depth understanding of three cultural approaches to access, defined as the “ethical duty,” the “good organization,” and the “professional approach” and reach an in‐depth understanding of their impact on access. There is a vast literature on the power of street‐level bureaucrats, seen as similar to gatekeepers. However, our research suggests that specific organizational cultures also play an important part: different organizational cultures may impact the implementation of local social policy, the organizational procedures, and social workers' practices.  相似文献

Third sector organizations are transitioning towards entrepreneurial and managerial models as a result of quasi‐market strategies. This paper reports on the research findings of a survey of nonprofit disability organizations in Queensland and Victoria impacted upon by quasi‐market reform. Enterprising organizations were found to have made substantial change to organizational structures and systems, whilst more traditional organizations made few changes. All organizations demonstrated commitment to a social justice ethos. However across the organizational archetypes there were reports of an organizational ‘fragility’. It is argued that the problems of sustainability of community service organizations that existed prior to quasi‐market reforms remain. This implies community service organizations will experience ongoing difficulties in the post‐market era without further rationalization and change. A conceptual framework for sustainability of the community service sector is presented at the policy and organizational level.  相似文献

Rapid and unprecedented changes in our modern society have created extremely turbulent environments for nonprofit human service organizations. These changes threaten to transform the very nature of our business in ways difficult to predict and prepare for. The author examines the collective views of 21 purposely sampled executive directors in the city of Baltimore, Maryland on the future of the nonprofit human services sector. In 1 hour face-to-face interviews, subjects were asked to respond to three questions. What major trends will impact the nonprofit sector in the near future? What potential impact do you see these trends having on the nonprofit sector? What strategies would you recommend that executive directors take today to ensure success of their organization in the future? Narrative responses to each question were aggregated, organized into dominant views, and summarized. Subjects identified a host of social, political, economic, and technological trends that will have major effects on the future of the nonprofit sector. Subjects recommend a variety of tactics for helping an agency respond successfully to these forces. These tactics emphasize three critical areas of strategic administration: planning, management, and leadership.  相似文献

五四运动后“救亡”与“启蒙”、“政治”与“文化”的交织与竞逐是我们理解中国近代史的一条线索。既有研究多将恽代英呈现为一个具有道德主义色彩和儒家伦理底蕴的五四知识分子,然而顺着这一思路,我们却难以理解他为何从温和的道德结社转向革命。本文认为,恽代英精神世界中的心学底色,以及他对青年会社会服务经验的借鉴,使他形成了与共产主义者相通的道德认知;道德结社的困境则促使他走向政党运动,以群众运动实践自己的道德理想。恽代英的早期经历为我们呈现了过渡时代具有儒学底蕴的知识分子面对现代政治秩序时的道德困惑,这有助于我们理解中国共产主义革命对德性的强调以及儒家中国的现代转化。  相似文献

This study aims to experientially verify which factors of non‐profit human service organizations affect market sharing activities in the public social service market. Due to market‐oriented government policies, non‐profit human service organizations, which used to enjoy stable financial resources, are now placed in a competitive position to provide their services. It is necessary to find out which organizational factors give a competitive advantage to various service providers in competition, including profit organizations, and apply them to the management and operation of non‐profit human service organizations. This is how this study started. Independent variables were organizational characteristics (organization age, total budget, number of employees), externally oriented culture (development culture, rational culture), and organizational structure (centralization, formalization), while dependent variables were the number of vouchers and total profits. Data was collected from 35 community welfare centers, rehabilitation centers, and senior centers (163 respondents) in Busan, Korea. Multiple regression analysis was conducted for data analysis. As a result of the analysis, the number of vouchers was found to be affected by development culture (+) and formalization (?), and total profit from voucher business was determined by organization age (?), total budget (+), and number of employees (+). Based on the results, this study suggests that non‐profit human service organizations should have an externally oriented culture and a flexible organization system to hold more market share in the public social service market.  相似文献

In this paper we suggest that there is a need to examine what is meant by “context” in Social Psychology and present an example of how to place identity in its social and institutional context. Taking the case of British naturalisation, the process whereby migrants become citizens, we show that the identity of naturalised citizens is defined by common‐sense ideas about Britishness and by immigration policies. An analysis of policy documents on “earned citizenship” and interviews with naturalised citizens shows that the distinction between “elite” and “non‐elite” migrants is evident in both the “reified” sphere of policy and the “common sense” sphere of everyday identity construction. While social representations embedded in lay experience construct ethno‐cultural similarity and difference, immigration policies engage in an institutionalised positioning process by determining migrants' rights of mobility. These spheres of knowledge and practice are not disconnected as these two levels of “managing otherness” overlap—it is the poorer, less skilled migrants, originating outside the West who epitomise difference (within a consensual sphere) and have less freedom of mobility (within a reified sphere). We show that the context of identity should be understood as simultaneously psychological and political.  相似文献
