Objective. This study explores the entrepreneurial tendencies of Mexican immigrants in metropolitan statistical areas (MSAs) on the U.S. side of the Mexican border vis‐à‐vis the U.S. interior. Methods. Using 2000 Census data available in the 5% Integrated Public Use Microdata Series, we empirically analyze the self‐employment rates and earnings of Mexican immigrants residing in U.S. cities near Mexico versus those in nonborder MSAs. Results. Our findings indicate that Mexican immigrants in MSAs along the U.S.‐Mexico border have significantly higher self‐employment rates (but lower earnings) than their counterparts in the rest of the United States and non‐Hispanic whites in border cities. Explanations for these findings include the existence of trade opportunities in U.S. border cities as well as intense labor market competition that crowds a greater share of immigrants into self‐employment. Conclusion. Immigration reform that curtails the immigration flow from Mexico might hinder small business formation and economic development on the U.S. side of the Mexican border.  相似文献

Objective. The objective of this article is to test competing hypotheses regarding union vote effects by economic sector. Overlooked in existing research on political participation and the labor movement is de‐unionization's sectoral dimension: declining union rolls is a private‐sector phenomenon. The sectoral dimension of union decline carries important political consequences if the influence of unions on voter turnout varies by sector. Method. Using Current Population Survey (CPS) November Voting and Registration Supplements for all national elections between 1984 and 2006, I estimate union vote effects for public‐ and private‐sector employees. Results. The results of the analyses reveal that while union members continue to vote at higher rates than otherwise similar nonmembers, the union effect is nearly three times as large for private‐sector members: private‐sector unionists have a predicted probability of voting 6.7 points higher than nonmembers, while public‐sector members have a predicted probability of voting only 2.4 points higher than nonmembers. Conclusions. Given the small fraction of private‐sector workers now in labor unions, recent fluctuations in the unionization rate have little aggregate affect on turnout. Given that private‐sector union members tend to be less educated and earn less than their public‐sector counterparts, the near disappearance of private‐sector unions from the economic landscape removes an important institutional buffer against political inequality in the United States.  相似文献

The literature on the Ghent system has focused on the link between voluntary unemployment insurance and union membership in terms of industrial relations. Less attention has been paid to unemployment benefits and employees' decision‐making concerning unemployment insurance, even though the core function of the Ghent system is to provide unemployment insurance. This paper examines both of the options that precarious workers (i.e., part‐timers, temporary employees, and low‐skilled service employees) choose regarding unemployment insurance membership and the change in union density after the Ghent system reform in Finland. First, the results show that the growth of the independent unemployment insurance fund was the main reason for declining union density in the 2000s and early 2010s. Second, in terms of precarious workers, we find that the emergence of the independent fund has affected their choices about unemployment insurance membership and that their choices depend on the type of precarious employment they have. Moreover, part‐timers and temporary employees younger than 35 years of age are much less likely to enroll in unemployment insurance than older employees who have the same types of employment contracts.  相似文献

In Senegal, as in many developing countries, the agricultural sector plays a key role in the economy. In addition to supplying food, agriculture is the most important source of employment, especially for women. Through the Plan for an Emerging Senegal (PES), the Senegalese government is implementing an ambitious financing plan to improve the productivity of the agricultural sector and enhance employment opportunities for women. Our study assesses the impact of two PES measures (investment subsidies and an increase in production subsidies for the agricultural sectors) on economic growth, women's employment, poverty and inequality using a dynamic computable general equilibrium model linked to a microsimulation model. The results show that both policies have generally positive effects in reducing poverty and gender inequalities. However, investment subsidies in the agricultural sectors have stronger impacts in reducing gender inequality and poverty in the long term.  相似文献

In recent years among the OECD countries, Germany has witnessed the largest increase in the employment rates of older people. This increase, and general German employment rates, are associated with both supply side measures in the fields of pensions and unemployment policies and employment promotion policies. Yet, supply side measures and Germany's shift from conservative towards liberal policy goals and policies in the case of older workers have resulted in economic inequality. These policies could be complemented by pro‐employability measures in order to become fully effective. This article describes recent policy reforms in the main policy fields of retirement, unemployment, and employment promotion, considers their effects on employment and inequality, and offers reform suggestions to raise further older worker employment rates without increasing inequality.  相似文献

Objectives. This article analyzes the impact of the new form of economic segmentation, which emerged in urban China during the market transition, on gender segregation and earnings differentials. Methods. I compare both over‐time and across‐city change in gender segregation, and use a series of multi‐level cross‐classified models based on data at three levels: a 1995 national sample of individual workers, industry‐sector data for 1990 and 1995, and city‐level data for 1995. Results. Gender segregation by ownership sector has declined over time now that the state sector has become differentiated and its relative economic advantages wanes. Both earnings differentiation and gender segregation among industries have increased with marketization. In the most marketized cities, the earnings of workers of both sexes in jobs with high rates of female entry are penalized, indicating that marketization exacerbated the negative effect of job feminization on earnings. Conclusions. These findings lend support for the “queuing” perspective that a decline in jobs' relative wages leads to feminization. The making of the Chinese market economy has created a new set of institutional arrangements, which includes that between job feminization and wages.  相似文献

This paper analyzes longitudinal data on earnings inequality and mobility for young, year-round full-time wage and salary workers in the United States. In general, we find that although real earnings across quintiles increased during the 1990s, earnings inequality continued to grow and upward earnings mobility declined slightly during the decade.  相似文献

Objective. This study explores whether the earnings of U.S.‐born cross‐border workers differ from those of their U.S.‐employed counterparts. We also analyze whether the cross‐border/non‐cross‐border wage differential changed during the 1990s—a decade when U.S.‐Mexico trade intensified and the maquiladora industry expanded. Methods. Employing decennial U.S. Census data from 1990 and 2000, this article estimates earnings functions and uses wage decomposition analysis to study changes in the earnings of U.S.‐born Hispanic and non‐Hispanic cross‐border workers. Results. The number of U.S.‐native cross‐border workers, while relatively small, increased significantly between 1990 and 2000, as did their earnings. A closer examination reveals that this cross‐border earnings premium only developed among non‐Hispanics. Conclusions. These findings indicate that some U.S. natives find lucrative employment opportunities on the Mexican side of the border, which might be diminished by additional restrictions for U.S.‐born residents to easily cross back and forth into Mexico.  相似文献

Objective. Growth in the share of high‐technology employment is critical to discussions of the postindustrial transition. Do new state and local technology policies create growth in the share of high‐technology employment? This article examines this question along with the effects of location and agglomeration advantages, identifying sources of qualitative growth in the U.S. economy. Methods. We examine change in the share of high‐technology employment in metropolitan statistical areas (MSAs) in the United States between 1988 and 1998. High‐technology employment is measured from the BLS Current Employment Statistics Survey. The scale of state and local technology policies are measured from a comprehensive survey of state and local technology programs. A generalized linear model (GLM) estimates the effects of technology policies along with regional proximity, location, and agglomeration factors. Results. Technology grant and loan programs and research parks have direct effects on the share of high‐technology employment, along with private venture capital firms and military R&D. Research parks also magnify the effects of private venture capital firms, while public venture programs and technology development policies compensate for agglomeration deficits. Rapid population growth provides a more conducive context for these policies but does not directly influence growth in the share of high‐technology jobs. Conclusion. State and local technology policies compensate for and magnify the effects of agglomeration advantages, indicating that state and local government can play a strategic role in high‐technology development.  相似文献

This paper takes a microeconomic approach to compare prospective pension benefits in the 30 OECD countries. It shows entitlements gross and net of taxes and social security contributions for male and female single workers based on 2002 pension rules and parameters. The models cover all public and private mandatory sources of retirement income for full‐career private‐sector workers across a broad earnings range. The paper shows that average earners in OECD countries can expect a post‐tax pension of about 70 per cent of their earnings after tax. The average minimum retirement benefit is just under 29 per cent of national average earnings.  相似文献

Care occupations are gendered and remain relatively poorly paid, particularly in the United States. Prior research on the ‘care penalty’ primarily points to individual, relational, and market-valuation factors in explaining the relative earnings of care workers. This study integrates these explanations with a comparative institutional perspective. Using higher-quality data and methods than previous comparative research in the field—that is, harmonized micro-data from the Current Population Survey and EU-SILC from 2005 to 2016, country and year fixed effects models, and a counterfactual analysis—we find that national variance in labour market and welfare state institutions explains most of the difference in the relative earnings of reproductive care workers between the United States and European countries. Higher rates of collective bargaining coverage, stronger employment protection and welfare state spending contribute to higher relative earnings for reproductive care occupations, and lower relative earnings for high-status nurturant care occupations. Differences in the relative earnings of care workers appear to be mostly a construct of social policy and labour market institutions rather than individual, relational, and market-valuation factors.  相似文献

This article draws on qualitative research which focused on worker experiences of Workfirst activation during the Job Services Australia (JSA) contract of employment services. The Workfirst orientation of Australian labour market programmes created imperatives for activation workers to monitor job seeker compliance with activity tests. As part of the broader cohort interviewed in the study, activation workers were interviewed about the way sanctions were used to discipline job seekers in street‐level exchanges. These workers had experienced the transition from the Job Network to JSA and had observed how a shift to Workfirst became institutionalised in organisational practices and culture. Concepts from Bourdieu's field theory are used to situate activation workers in the employment services field that became more managerial during the transition to Workfirst and where sanction‐based practice was mainstreamed. Drawing also on Peillon's sociology of welfare, employment services are described as part of the welfare field in which the activation workers experienced the misrecognition associated with Workfirst, which is described as a structure of domination. The analysis employs the concept of intersubjective recognition to draw attention to the subjective and objective co‐construction of street‐level interactions. This study has implications for understanding how welfare reforms affect activation workers, the contributors to the erosion of employment services capability, and the need for investment in workforce development in the employment services sector.  相似文献

This study examines the re‐entrance of female workers into the Korean labor market. We highlight that women in their 40s have the highest rate of employment among all female workers and that a large proportion of these women are entering into non‐standard employment. In approaching this question, we examine the political economy of this phenomenon by first discussing the demand side of the Korean labor market using the gendering of the varieties of capitalism argument and then the supply side with the work–life balance argument. When examining re‐entrance into the labor market, women with general skills with lower education and higher education both found it more feasible to re‐enter the labor market as non‐standard workers. While work–life balance is a prominent reason for women's choice of opting out of the labor market, work–life balance choice mattered less for women re‐entering the labor market as non‐standard workers in their 40s and 50s but instead firmly based skill formation mattered more. In addition, the retail service industry is suggested to absorb a large number of female workers with lower skill levels who would have had difficulties in re‐entering other male‐oriented companies.  相似文献

Objectives. This article examines the effects of economic globalization on gender inequalities in urban China. It argues that the significance of economic globalization on gender inequality depends on its impact on job queues in the labor market of a country. Methods. Using both individual‐ and city‐level data, and a series of multilevel linear and logistic models, we analyze the effects of three city‐level variables on the gender gap in income: foreign direct investment (FDI) per capita, growth rate of FDI, and opening up to overseas investment early on. We also examine gender differences in employment in high‐paying foreign‐invested firms, and in lower‐paying export‐oriented manufacturing. Results. We find no variation in gender gap in income among cities of varying levels of FDI, growth rates of FDI, or whether they were among the earliest to open up to international investment. Women are more likely to be employed in export‐oriented manufacturing industries that offer lower wages and are less likely to work in high‐paying foreign firms and joint ventures. Conclusions. These results suggest that economic globalization profoundly influences gender inequalities by changing the nature of job queues, and men and women are sorted and matched into jobs accordingly. Economic globalization contributed to and perpetuated a gendered distribution of male and female workers in the Chinese urban labor market in the late 1990s.  相似文献

This article explores the implications of creating a role for private‐sector partners in public employment services (PES), rather than creating quasi‐markets. It focuses on how the engagement of employers in public–private networks with local government can enhance employment opportunities for disadvantaged welfare recipients but may require a further shift in local public services. The theory relates to contractual arrangements versus network modes of public–private partnerships. Based on surveys among employers and welfare recipients, and interviews with politicians, managers, and frontline workers in five Dutch municipalities, the article provides detailed evidence on innovative and promising cases of public–private networks in employment services. It shows that, under certain conditions, vulnerable jobseekers are better served by a network involving employers than by the standard supply‐driven approach that predominates in quasi‐markets. It also reveals that public and private partners have yet to fully embrace the implications of the network approach for their respective roles. The article contributes to the theoretical debate on public–private partnerships in the context of PES, reflecting on public–private networks as a policy design that could help improve employment opportunities for disadvantaged jobseekers.  相似文献

Since market‐oriented economic reform was launched in China in the 1980s, unemployment has been recognized by the government. This paper focuses on the differences in joblessness in rural and urban areas between rural migrant workers, peasants, and urban citizens. The results indicate that people in rural areas frequently lose their jobs, which differs from the traditional perception. There is a significantly lower jobless rate in urban areas. In contrast to the results of previous studies, the employment situation of rural migrant workers is closer to urban citizens rather than peasants. Logistic regression results show that the elderly, women, and less educated citizens have a higher likelihood of joblessness, both in urban and rural areas. Minorities have a lower likelihood of joblessness in rural areas and a higher likelihood in urban areas. Chinese Communist Party members and people without dependent children have a lower likelihood of joblessness in urban areas.  相似文献

Objectives. Two powerful socioeconomic innovations are sweeping the nation, led by Wal‐Mart Stores, Inc. and Starbucks Corp. These innovations both affect and are driven by profound labor market changes, but exactly how they affect self‐employment or entrepreneurship has not been investigated. We examine the independent effects of these phenomena on the returns to self‐employment, which is itself an underresearched topic in labor economics. Methods. We apply spatial econometric analysis to data from more than 3,000 U.S. counties to analyze how big‐boxes and drinking places that facilitate social networking affect self‐employment earnings. Findings. The presence of Wal‐Mart stores is associated with higher returns to self‐employment, whereas the results for coffee shops and drinking places are mixed. A negative interaction effect on earnings emerges when Wal‐Mart stores and drinking places exist in the same county. Conclusions. We confirm both Schumpeter's and Putnam's assertions about the importance of creative destruction and social networking in raising the productivity of entrepreneurs, although the latter effect is not as clear‐cut as the former.  相似文献

People have mixed feelings about paid employment for mothers with young children. This might reflect opposition to women's work per se or, instead, fear that children are harmed by the mother's absence from the home. To find out, we developed new questions differentiating support for or opposition to mothers working for pay depending on whether the employment is home‐based or outside the home. Data from a large representative national sample of Australia (n= 1,324) show that public support for employment is about 30 percentage points greater if the mother works at home. Structural equation analyses show social differences in levels of support. Thus work at home provides a way of increasing labour force participation and earnings for mothers (with the welfare benefits that implies), which is congruent with public opinion.  相似文献

What are the effects of public opinion on social welfare policies? To what extent is increased financial strain associated with stronger support for anti‐poverty policies? This article tests welfare state theory by comparing poverty, government policy and public opinion on poverty in the UK and Israel, based on rich and detailed comparable survey data on the conditions of the poor in both countries. The results show that, despite similar levels of income poverty and inequality, the poor have a considerably lower standard of living in Israel than the UK. There is considerably greater public support for the poor in Israel but limited government action to end poverty, whereas in the UK there is more limited public support for the poor but significant government action on poverty and exclusion. In both countries there appears to be only a limited connection between social solidarity with the poor and the political elite's rhetoric and action.  相似文献
