Conditional cash transfers (CCTs) are often being promoted for their simultaneous advantages of short‐term income protection and long‐term human capital investments. Yet, existing evaluations have largely failed to test the underlying programme theory, and few empirical case studies have explored inherent contradictions and ambiguous consequences of this hybrid approach. To further understand the programmes' social policy implications, this study identifies and analyzes such ambiguities and paradoxical consequences in the case of Uruguay's CCT‐programme, Asignaciones Familiares (AFAM). Drawing on qualitative data from interviews with beneficiaries and members of the commission who designed the programme, this study reveals major paradoxes in AFAM's design and implementation caused by various endogenous factors. Relevant to social policy in general, and CCT‐evaluations in particular, findings also indicate that the hybrid social assistance approach may have perverse effects on the programme's twin objectives.  相似文献

The education of children living in out-of-home care (OOHC) has been a long-standing concern for children and their carers, policy-makers and researchers who have long highlighted the issue of low educational attainment and disengagement among children in care. This study investigates the strategies and practices used within a pilot programme based in the Northern Territory, Australia, that aims to re-engage children living in OOHC with education and training. Drawing on qualitative interviews with programme stakeholders, including educators, carers, child and family welfare workers, as well as an analysis of programme and client documentation, this study explores the programme's strategies to achieve re-engagement. The findings highlight the role of agile child-centred practice responding to the learning needs of participants, a focus on the ‘educational futures’ of students, as well as liaison and advocacy with schools and stakeholders on behalf of children in supporting re-engagement in education settings. Barriers to successful re-engagement include limited consideration of the cultural needs of children across education and OOHC systems, in particular the disruptive impact of OOHC placement changes, as well as programme discontinuity.  相似文献

This study investigated the effect of TSL (Thank you, Sorry, Love) family therapy on social adaptation and health among female North Korean refugees in South Korean society. A quasi-experimental design was used to test the programme's effects as measured by changes in female North Korean refugees' scores on a test of social adaptation and in SDNN (Standard Deviation of heart rate Normal-to-Normals) scores. Results suggest that the programme intervention for the treatment group caused a significant increase in social adaptation, relative to a comparison group. Health improvements were also observed as changes in SDNN scores were significant.  相似文献

Whether participation in active labour market programmes (ALMPs) pushes individuals back into employment depends on the programme's characteristics. On the basis of encompassing registry data that allow us to control for usually unobserved employability, we find evidence of a systematic access bias whereby jobcentre caseworkers in Switzerland assign unemployed persons to activation measures based on a competition logic that is mainly driven by an economic rationale and the jobcentre's performance evaluation. This practice seems problematic because it results in an overrepresentation of immigrants in measures with little efficacy rather than in measures that could compensate for employability disadvantages. Conversely, Swiss citizens are more likely to enter beneficial human-capital-intensive measures. It is plausible that this discrepancy in programme participation amplifies the general labour market disadvantages of immigrants.  相似文献

In response to growing rural–urban inequality, China is undertaking a series of policy initiatives to promote rural development. In addition to redistributive policy aiming at social protection, asset‐based policy, which integrates social protection and social investment, are a viable option for progressive rural development. In 1998, the Hutubi local government in Xinjiang, China, implemented an innovative retirement programme that allows account holders to use accounts as legal collateral to borrow small loans and invest in productive assets, education, and small businesses. Using the data gathered by the programme organizers and in‐depth interviews with programme participants, this case study closely examines the Hutubi programme. We examine the programme's key features, which have effectively encouraged asset building in a rural community, and identify the programme's strengths and weaknesses. The success of the Hutubi programme has implications for asset‐based policy development in rural China.

This paper reports a qualitative study of incarcerated Indigenous fathers in Australia, using a framework of generative fathering. Researchers interviewed 28 imprisoned Indigenous men about their experiences of parenting and their responses to a parenting programme. Participants identified how the programme supported their learning and their capacity to embrace the role of parenting the next generation. Responses indicate that the programme's format and content were relevant to their experience as Indigenous fathers, and enhanced by the skills of the facilitator, and provision of a safe learning environment. It facilitated their growth as individuals and as parents through acknowledging their cultural identity and roles.  相似文献

For some time the actuarial imbalance between revenues and benefit payments in the Social Security retirement programme in the United States has been a concern for decision makers, professional analysts, and the public. In response to this actuarial imbalance, President George W. Bush proposed in 2004 that changes be made in the method whereby Social Security benefits are determined and that individual investment accounts be established under the rubric of Social Security. The debate over the issue was intense, but it was effectively stilled by the middle of 2005. The probable legacy of the 2004‐05 debate is that limits have been placed upon future options to deal with the Social Security programme's financial difficulties. This article identifies those constraints which, together, constitute the new public policy “template” for future debates relating to the Social Security retirement programme in the United States.  相似文献

Mentoring programmes show significant promise for enhancing the well‐being of youth with complex needs. Research indicates that high quality mentoring, although difficult to achieve, positively impacts youth development across behavioural, social, emotional and academic domains. The difficulty of sustaining long‐term matches between mentors and youth, however, remains an important concern for the field of mentoring, as foreshortened matches can be harmful to youth. The 4Results mentoring programme has been identified as a Promising Practice through the Washington State Inventory of child‐serving behavioural and mental health programmes and has developed a unique infrastructure to support critical programme values such as match longevity. In 7 years, the programme has successfully retained 98% of mentors for at least 1 year with an average match length of 3.7 years. The following article describes the programme's guiding philosophy and approach to recruiting and training mentors in the context of existing best practices research.  相似文献

Research shows that top‐down‐designed parenting programmes do not always meet the needs of postmigration parents. Bottom‐up programmes by migrant organizations hold a promise to fill this gap; however, research about these programmes and appropriate evaluation methodologies is scarce. Drawing upon Wenger's ( 2010 ) “communities of practice,” this paper explores an alternative perspective on parenting programme evaluation. Findings are presented from a study looking into social learning processes of postmigration parents who participated in a bottom‐up programme about raising teenagers in urban areas. Using an ethnographically inspired method combined with a preprogramme and postprogramme design, 115 Moroccan‐Dutch mothers and fathers from 15 programme groups participated. Results show that the programme provided a social learning space in which parents used themselves as resources to learn collectively about parenting. Moreover, parents consciously engaged in learning interactions across learning spaces stretched into their social networks. These analyses showed how parents' development of “learning citizenship” (Wenger, 2009 ) provides us with insight in collective learning dimensions present in a bottom‐up parenting programme, which is often not included in evaluation studies. Implications for practitioners as facilitators of parents' collective learning are presented.  相似文献

This paper details the first child‐led research programme to be implemented in Australia in which children design and lead their own research about issues they identify. The programme was specifically adapted for children who were service users of a nongovernment organization that provides social welfare and support services to vulnerable children and their families, living in communities of the disadvantaged. The practitioner – researchers faced the expected challenges of power in child–adult relations pertinent to the status of children in a genuinely child‐led research endeavour. However, the paper details the additional challenges and responses required when conducting research in a practice environment and the successful adaptations that were used to meet these challenges. The positive findings of an independently commissioned programme evaluation raise important questions about the place and purpose of child‐led research within the field of children's social welfare practice.  相似文献

This evaluation study examined a Family Services Centre (FSC) operating in a socio‐culturally deprived suburban area of Southern Italy to explore how promoting innovative practices to meet increasingly complex family needs. The research used a case study approach and a mixed‐methods design: the service's documents underwent a documentary analysis; users' trends and satisfaction levels were examined using quantitative data; service's identity and changes in the perceptions of professionals were analysed by qualitative techniques. Overall, the data highlighted the fact that the FSC can be considered an effective prevention instrument: its family support practices, oriented to the ASPIRE model, ensure accessibility, empowerment and a strengths‐based approach. Thanks to its strengthened mediator role, client participation and caseworkers' ideas, it represents an environment conducive to the development of innovation in social practices, influencing local social policies regarding child and family welfare. Despite its changes, the FSC still promotes family well‐being and social cohesion within the community with its innovative multilevel and multimethod approach. Considerations and lessons learned by this case study could stimulate decision makers and social practitioners to reflect on innovative models to meet families' needs.  相似文献

While fully utilizing the principles of international emergency management, the objective of this article was to evaluate the present local emergency management of the Gangwon province in relation to its future requirements, and ultimately, to arrive at the most effective emergency-management plan. In doing so, both reality-oriented and risk-oriented approaches were compared via four key players or stakeholders, namely the local governments, military forces, local industries, and semi-volunteers and households. Literature review and interviews with national experts were utilized as the methodology for this study. The contribution of this paper is valuable, because the case of the Gangwon province was examined, for the first time, using international criteria. The key finding is that for best practices, the Gangwon province has to change its reality-oriented approach to a risk-oriented approach. Furthermore, the evaluation of the Gangwon province's policies following international emergency-management examples may result to improvements on the non-linear dynamics of local emergency management and facilitate transformation toward a risk-oriented approach in neighboring countries.  相似文献

Leaving out‐of‐home care is a challenging situation not only for young people leaving care but also for the child welfare system. However, systematic and multiorganizational transitional programmes are often lacking. This study investigated Switzerland's first large‐scale care leaver programme and analysed associations between care leavers' needs and contactability in a sample of 459 care leavers. A first track compared the characteristics of successfully contacted care leavers and of not contactable care leavers (‘dropouts’). The second track analysed the association between need for support and self‐rated or proxy‐rated quality of life in the subsample of 235 successfully contacted care leavers. Odds for indicators of lower educational attainment were substantially increased for dropouts. Additionally, self‐reported need for support was significantly associated with lower self‐ratings of quality of life in seven areas. Care leavers who accepted the programme's offer of coaching rated their quality of life lower than participants who reported no need for support and participants who reported a need for support but turned down coaching. For successfully contacted care leavers, the programme gave access to coaching sessions to the young people the most in need. However, dropouts appeared more vulnerable and might therefore benefit even more from aftercare support.  相似文献

Ghana's Livelihood Empowerment Against Poverty (LEAP) programme provides conditional cash transfers to poor households in deprived communities. Beyond the potentiality of the LEAP programme to reduce poverty, its implications for shaping state–citizen relations and inclusive citizenship have been largely ignored. This study explored the implications of the programme on notions of citizenship among cash recipients. The findings indicate that the programme generates interfaces that strengthen state–citizen interaction and serves as a promising avenue for reintegration. However, it is also characterised by undue delay in cash payment and weak institutional capacity to mediate interactive processes and grievances, which suggests that the contractual relationship and the state's accountability are weak. Furthermore, the programme has negatively influenced community social relations, limiting the forms of agency beneficiaries exercised. The study concludes that although LEAP represents a landmark in Ghana's quest for inclusive citizenship, it undermines social relations and citizens’ rights to hold the state accountable, which unavoidably limits effective state building.  相似文献

The aim of the present study was to investigate residential child care staff satisfaction with their involvement in the Webster‐Stratton Incredible Years Basic Parent Programme (IY). In an exploratory, not randomized study, 27 professionals from two different short‐term Portuguese residential child care centres (IG1, n = 15; IG2; n = 12) completed weekly IY evaluations and an overall satisfaction questionnaire at the end of their participation in the IY intervention. The weekly level of satisfaction was assessed with regard to each of the programme's components (content, DVDs, group leaders, group discussion). At the last session, they filled out a questionnaire aimed to evaluate the levels of satisfaction regarding the programme overall, the teaching format, the group leader(s) and the usefulness of specific educational techniques they learned. Data indicated that residential staff carers were highly satisfied with the weekly sessions and with the overall usefulness of the intervention programme. Results are discussed in terms of implications and future research directions.  相似文献

Tweddle's Parenting Assessment and Skill Development Service (PASDS) is a 10-day residential programme for families at risk of child maltreatment. The service aims to conduct a comprehensive parenting capacity assessment to inform case management and improve parenting practices. The aims of the study were to (1) describe the psychosocial functioning of parents taking part in PASDS, (2) describe the key parenting assessment outcomes, and (3) explore parents' experiences of participation in PASDS including (a) perceived barriers and enablers of participation and (b) perceived outcomes for their family. Participants were 18 parents who participated in Tweddle's PASDS in Melbourne, Australia. A mixed methods study comprising a case file review and qualitative interviews was conducted. Parents accessing PASDS had experienced adverse childhood events, and many were experiencing mental health difficulties. Interviews with parents revealed perceived benefits of PASDS in improving parenting knowledge and skills, family relationships, and parenting confidence. At the time of discharge, 33% of families were assessed as unable to provide independent care for their child. The current findings have important implications for the further evaluation of evidenced-based services which can improve the accuracy of parenting capacity assessments, aiding in child protection decision-making related to child placement and safety.  相似文献

This article analyses the challenges facing the New Public Service Pension Fund System in Taiwan, China. After less than two decades of operation, this young system is facing financial imbalance and is embroiled in controversy regarding the generosity of its benefits provisions. The article first introduces Taiwan's different systems for old‐age security, with a focus on that for general public‐sector employees. It then addresses the financial challenges facing the general public‐sector pension system, including the rising cost of its benefits for all taxpayers. Finally, a number of possible reform directions are suggested, including lowering benefit levels, making qualifying criteria more stringent, or establishing a new system. With regards to the latter, any proposed new system must seek to satisfy the goal of longer‐term financial soundness while realizing optimal fairness among all stakeholders including taxpayers.  相似文献

Active labour market programmes (ALMPs) are at the core of welfare regimes in many countries across the world. This study addressed youth‐focused ALMPs in Egypt, a country with high youth unemployment and a plethora of programmes ostensibly addressing this issue. Building on interviews with implementers, programme documentation and a publically accessible inventory of programmes in Egypt, the analysis locates ALMPs within the country's overall welfare system and the politics of programme targeting, design, governance and implementation modalities. The legacy of state ‘protective’ policies and the fragmented multiplicity of players within the field constrain the effectiveness and outreach of these programmes. Analysis of implementation modalities also shows that there is a pervasive lack of programme coordination, activity documentation, management for results, and pathways to achieving sustainability and programme institutionalisation. Key Practitioner Message: ? Egypt's fragmented ALMPs field must be integrated and coordinated within the country's broader welfare system ? Children's poverty has long been a central concern for policy makers and policy researchers. The body of extant research conducted and the range of programmatic interventions undertaken by successive governments in this and other countries is extraordinary. Nevertheless, children remain in poverty. Clearly there are many reasons for this, not least of which is the maintenance and intensification of market capitalism with its attendant blatant inequalities. Even so, the moral, political, social and economic imperatives for developing workable responses to children's poverty remain. This paper argues that we, in Australia, should adopt an approach increasingly taken in the UK. Drawing on, among other things, the new sociology of childhood, this approach begins not with the expertise of adult researchers and policy makers, but with that of children. In doing so, the case is made for why children's perceptions and experiences of poverty are key concerns for policy. The paper outlines in theoretical terms why children's voices matter. Invoking the new sociology of childhood and the sociology of identity, a conceptual framework for understanding why policy scholars and makers should carefully attend to the voices of their subjects is sketched – in this case, the subjects are children. Finally, some methodological implications of this for undertaking policy research informed by this approach are outlined.  相似文献

Georgia's national social security system offers almost universal non‐contributory basic pension coverage. The basic pension has, to date, proved effective in dealing with old‐age poverty. But Georgia's fiscal constraints and ageing population also highlight the importance of improving the pension system, in order to ensure its sustainability. This article presents policy reform choices, which suggest that, in Georgia, pension reform might include increasing the statutory retirement ages and reducing the generosity of benefits through means testing. The case of the Georgian non‐contributory basic pension might hold value for some low‐ and middle‐income countries that are considering the implementation of, or expanding coverage under, a non‐contributory pension programme.  相似文献
