Abstract

The article argues that in order to understand changes in planning systems and planning cultures in Europe, there is need to adopt a multi-scalar approach with different entry points of analysis. This should give emphasis to the overlooked aspects of actor constellation, knowledge and policy styles. Without neglecting the importance of institutional and legal contexts of spatial planning the comparative analysis should focus on the changes emerging in actor arenas, at different scales of planning practices (project/local, city, regional, cross/border and the national level). Furthermore, the cultural features of planning, the different steering styles and the norms, values, belief systems, visions and frames of the actors involved in the planning process are significant. Adiachronic historical analysis is needed in order to compare changes of planning systems and cultures between different places.  相似文献

Abstract

This article reflects on a theoretical framework for the analysis of planning systems based on an institutionalist planning theory broadened with Jessop's strategic-relational approach. The aim is to explore the concept of the planning system with an actor—structure perspective so as to underline possible research consequences for analyses and comparisons of planning systems. The article highlights the interactions of actors and social institutional elements, clarifying the strategic-relational nature of a planning system and the dialectical process at the basis of its changes and evolutions.  相似文献

Abstract

The way that European integration influences planning has become a frequent issue for discussion in planning over recent years. Also, the changes in the European Union (EU) resulting from its recent enlargement attract attention from scholars, including planners, mostly from the countries of the ‘old’ EU 15.This contribution tries to join the two topics from the viewpoint of an easterner who has immediate experience of past as well as present issues of planning in East-Central Europe. Abstract

Healthy built environments place people and communities at the heart of urban planning, encouraging decision-making based on human health, well-being and environmental sustainability. This paper describes the development of a set of indicators to assist in this endeavour—by translating and linking the research evidence base with policy-makers and other practitioners. The paper describes how the indicators were chosen, contextualized and subsequently structured to maximize useability for urban planners and health professionals working together to improve community health and neighbourhood sustainability.  相似文献

Abstract

Lean is endorsed as policy in practice in the UK but the challenges and complexities affecting Lean in healthcare are still to be adequately assessed. Through a qualitative single case study of an NHS organisation implementing Lean, 43 interviews with multi-disciplinary team members involved in Lean were conducted. The progress of Lean is found to be inhibited as medical professionals have failed to engage or provide clinical leadership in supporting the trajectory of Lean. This resulted in limited outcomes, sustainability implications, and failed projects. Lean is challenged by complexity and this is evident in conflicts between professional identity, corresponding status and clinical/managerial relationships. Medical professionals as a group have received a limited focus in papers assessing the progress of Lean in Healthcare from an operational perspective. Going forward, strategies for mitigating the negative impact of this can be developed to support operational managers in the healthcare domain.  相似文献

This paper discusses some of the major factual results and discussions of the effects of implementation of a cellular manufacturing environment on the productivity of people, management and facilities, as was experienced in this study. It is suggested that significant improvements at very low costs are possible at managerial, and other work force levels, by introduction of appropriate production management systems. This is based on analysis of the changes in production costs and more importantly the behaviour of employees brought about by a first time implementation of cellular manufacturing in a company.  相似文献

Abstract

Though there has been much talk of smart cities, it is still unclear what the concept means and what the role of their inhabitants might be in the development of such cities. There is a tendency to focus on technology and infrastructure and forget that cities are places for people to live. To counter this, smart city planners need to recognise that people’s needs can and should influence and shape their environment, rather than concentrating too much on technology or the built environment. In order to understand how smart cities can serve the needs of their inhabitants, we will examine the specific example of the fashion clothing industry and its development of omni-channel retailing. This will show that retailers, driven by technology-smart and fashion-conscious consumers, are reshaping the clothing supply chain to achieve greater integration, flexibility and speed. Central to this process is the manufacturers’ ability to create production planning and control (PPC) systems capable of operating effectively in an omni-channel environment. The paper presents a Composite Model of Enterprise Planning which can aid the development of such PPC systems. The paper concludes that changes within the fashion clothing industry indicate how smart cities can develop and are developing, and that although these changes are facilitated by technology, they are driven by the necessity to meet consumers’ needs.  相似文献

ABSTRACT

This paper responds to calls for new inquiries into the use of technology in HRD. We examine how, and to what extent, social media tools contribute to learner experiences and learner outcomes in an HRD intervention in a workplace context. We analyse qualitative and quantitative data relating to a massive open online course (MOOC) in a healthcare sector case study setting. We examine the interaction between the MOOC programme, social learning through social media tools and learner outcomes. The results of our evaluation show that usage of social media tools does not significantly affect knowledge outcomes but social media usage enhances affective outcomes. We conclude that social media tools can foster productive social learning processes. We also find evidence of some reluctance to engage with the technologies and declining patterns of interactivity using social media over the duration of the MOOC programme. We conclude that a more nuanced theorization to take account of personal and professional workplace context is necessary to explain how learners regulate their engagement with social media tools and the effect of social technologies for sustained social learning in HRD interventions.  相似文献

This paper addresses the problem of aggregate production planning (APP) for a multinational lingerie company in Hong Kong. The multi-site production planning problem considers the production loading plans among manufacturing factories subject to certain restrictions, such as production import/export quotas imposed by regulatory requirements of different nations, the use of manufacturing factories/locations with regard to customers' preferences, as well as production capacity, workforce level, storage space and resource conditions of the factories. In this paper, a multi-objective model is developed to solve the production planning problems, in which the profit is maximized but production penalties resulting from going over/under quotas and the change in workforce level are minimized. To enhance the practical implications of the proposed model, different managerial production loading plans are evaluated according to changes in future policy and situation. Numerical results demonstrate the robustness and effectiveness of the developed model.  相似文献

Organizational behavior management (OBM) is an effective strategy for managing staff in developmental disabilities. Most studies in OBM involve individual or small groups of direct-service staff and their performance with clients in a variety of applied settings. By contrast, few studies focus on the use of OBM with professional staff. This papeT reviews investigations conducted with professional staff, reveals gaps that exist in the current research, and discusses future directions that need further study. The paper concludes with case illustrations of system-wide OBM applications that produced performance improvements by professional staff and meaningful gains for clients.  相似文献

Abstract

Pollution generated by the fashion industry drives people to pay attention to fashion companies’ sustainability practice. This increase in attention has induced vast literature studying the related area. Since the fashion apparel supply chain is complicated which involves a lot of interrelated steps and decisions, how fashion companies can identify the demand in sustainable fashion and make the right decision in resource allocation throughout the supply chain becomes a critical issue. As a result, this paper examines how a fashion company can develop a successful sustainable planning strategy throughout the sustainable fashion supply chain. The sustainability attributes and the sustainable planning strategy mechanism are also discussed. Based on the institutional theory and resource-based theory, we first analyse the external pressure and internal motivations for companies to adopt a sustainable planning strategy in the fashion supply chain. We then identify the core stakeholders related to the sustainable planning strategy and propose how the decision-making theory can help develop the sustainable supply chain management mechanism. Next, we establish a sustainable planning strategy framework. Finally, via a case study with public data on the fashion giant brand Nike, we explore the application of our proposed sustainable planning strategy framework. The finding suggests that the strategic planning of fashion companies on sustainability can improve the performance of the stakeholders throughout the whole sustainable fashion supply chain.  相似文献

Organizations commonly make use of focus groups for planning purposes while giving little thought to the dimensions on which those groups are formed. This paper argues that the dimensions of group formation have a significant effect on the ultimate success of any planning exercise. This is because in all organizations people necessarily self‐categorize as members of groups that shape the way they think and act at work. However, there is often a lack of fit between the way organizations categorize employees and the way those employees categorize themselves. To the extent that there is a lack of fit between imposed and self‐identified categories, we argue that organizations will fail to effectively harness group resources. Any planning strategy that makes use of groups should organize people in terms of identities that are most relevant to their work in order (a) to have an impact on the way people think and act and (b) to ensure that people have (and feel that they have) the opportunity to provide input that is relevant, useful and important for the organization. The paper discusses a technique, AIRing, that allows organizations to address this issue effectively. ABSTRACT

While governments, intergovernmental organizations, non-profits, corporations are all aware that disruptions through pandemics and other natural bio-disasters like the COVID-19 pandemic can happen, barely are we proactive about them. Instead, we are always reactive. In a virtual Town Hall meeting of the Academy of Human Resource Development (AHRD) held on 9 April 2020, on the theme ‘How is the pandemic a game-changer for HRD?,’ the President of AHRD, Laura Bierema, challenged HRD scholars to determine the possible futures of HRD scholarship post-COVID-19 Pandemic. This article proposes the use of the Strategic Flexibility Framework (SFF) to determine the possible futures of HRD post-COVID-19 pandemic. I first discuss the SFF as a scenario planning and analysis tool. I then developed four scenarios of possible futures for HRD Research and Practice post-COVID-19 pandemic. These scenarios include the ‘Meaning of work,’ ‘Leadership,’ ‘Contactless Commerce & Education,’ and ‘Volunteerism.’ I conclude by discussing the important opportunities that can serve as intervention points for post-COVID-19 HRD theory, research, and practice.  相似文献

The paper explores the degree to which Indigenous groups perceive that resource management plans they develop are able to help deliver outcomes they seek through formal planning systems. It does this by a case study of practice in Aotearoa New Zealand. Some Indigenous groups are concerned they are being encouraged to devote considerable effort to production of major planning documents for use in interaction with environmental agencies, yet in practice, such plans can appear to have a limited role in bringing about desired change or affecting wider planning processes. A decomposition technique for quantifying the impacts of changes in product mix and process performance on aggregate process-related indicators is presented. Through application of the technique, the real performance of a process can be quantified. Changes in real performance over time can be monitored to provide useful information for process evaluation and production planning. Two case studies, one related to the aggregate defective rate for an assembly line of an integrated circuit fabrication plant and the other to the aggregate inventory turnover for a tyre distribution company, are presented to illustrate the application of the technique.  相似文献

ABSTRACT

Based on person–organization fit theory, this article moves beyond theories of motivation and social exchange relationships that have often been used in commitment literature. This article contributes to understanding perceptions of organizational culture (OC) and affective commitment (AC) through perceptions of a learning organization (LO). Such understanding helps to tackle current commitment issues in Malaysia through strategic human resources development (HRD) planning and deploying organization development activities. We examined: (a) the extent to which organizations with an embraced LO mediated OC and AC, (b) the most influential component of OC in promoting employee AC, and (c) the most important component of LO for influencing OC and AC. We obtained 516 respondents (64.5% response rate) in selected Malaysian private organizations. It was concluded that LO mediated the relationship between OC and AC. Respect for people was an influential factor of OC for AC, while empowerment played a significant role in LO culture mediating the relationship between OC and AC. HRD practitioners should strategically plan organizational activities, norms, and policies that promote organizational learning processes and a learning culture to enhance AC.  相似文献

When capacity differences are minimized through an efficient algorithm, and integration of capacity planning with any production planning system is performed, it affects some elements of production planning functions. In the reverse way, some elements of production planning and management techniques also affect the effectiveness of capacity planning. These happen because capacity planning processes, production planning processes and production management techniques are not standalone sub-systems, rather these are totally dependent on each other. This paper aims at determining and formulating the effects of some of the selected elements of capacity and production planning functions on each other. In order to use the philosophy of JIT to improve the production planning method of MRP-II, we propose the experimental software system of the earliness/tardiness produc tion planning problem with due window. By means of the approaches and model reported in this paper, the optimal production planning can be achieved. The recommended model extends the problem of due window from the shop scheduling level into the aggregated planning level of mass manufacturing systems. Simulation results have demonstrated that the experimental software is a useful tool for the production management of repetitive manufacturing enterprises.  相似文献

ABSTRACT

Despite the documented benefits Organizational Behavior Management (OBM) applications can have on service provision for people with developmental disabilities, OBM is not widely practiced in service systems. One variable that may impact the utilization of OBM is how acceptable the associated procedures are to staff. The research on procedural acceptability in OBM is summarized in terms of two primary methods for determining consumer satisfaction with management procedures-rating scales and discrete choices. Results of acceptability assessments utilizing ratings scales have repeatedly indicated high degrees of staff acceptance for virtually all OBM procedures. However, when staff have been asked to choose among management procedures, clear and consistent differences in acceptability have been apparent. Suggested directions for future research focus on improving acceptability assessment methodology, developing guidelines for implementing effective OBM procedures in a manner that is most acceptable to staff, and involving supervisory and professional staff in acceptability evaluations.  相似文献

ABSTRACT

The revocation of the regional tier of planning by the UK Coalition Government in 2010 removed the established framework of strategic planning in England. Using a case study of green infrastructure (GI), this paper examines whether revocation has negatively impacted the development of environmental, and specifically GI policies and practice. It questions if changing government policy narratives have hindered advocacy and subsequently the delivery of GI and the extent to which it has been able to position itself as a mainstream approach in planning. Using the development of the RSS in England, and the North-East and East of England sub-regional GI strategies (areas of significant policy development), as case studies, the paper presents an ex-ante evaluation prior to revocation of the evolution of GI policy at a regional scale, alongside an ex-post assessment (2011–2015) of its continued growth within sub-regional policies. The paper concludes that whilst RSSs provided a promotional forum, that revocation has not negatively impacted upon GI development, as its advocates have facilitated a supportive policy-implementation environment which has led to the development of more integrated approaches in planning praxis.  相似文献
