New socio-economic conditions have necessitated different approaches to professional learning and decision-making and alternative perspectives are required to properly understand and engage with the complexity of the world of work, learning and doing. This paper considers the international literature in relation to professional learning in the context of evidence-based practice and knowledge exchange, and considers how we might overcome existing barriers to implement a more knowledge-based approach to social work practice. By adopting actor network theory and socio-material theories, this paper begins to consider alternative perspectives on professional learning and knowledge exchange as implementation in social work. The paper argues that the production of knowledge itself is not enough to guarantee that even the best knowledge will have any utility in practice and that we now need to search for more effective ways of generating and implementing new knowledge. Furthermore, more attention needs to be given to how current approaches to research design, dissemination and implantation could become more meaningful for practice.  相似文献

This study builds on in-depth, semi-structured interviews with 93 child welfare workers employed in public child welfare agencies in the United States, Norway and England, and examines their perceptions of working with racial and ethnic minority families in contrast to White service users. Almost all workers reported on differences. In the United States, workers regarded cultural pluralism as a given and considered it an inherent feature of their work, regardless of the racial and/or ethnic background of the family. Further, they identified poverty, racism, and lack of feelings of entitlement as dimensions to practicing with minority families. A few mentioned language as an issue. The views of workers in the U.S. stand in stark contrast to the perceptions of workers in both England and Norway. They thought that communication challenges constituted a major problem, and that minority clients' lack of language proficiency and knowledge about society and social systems made it difficult for workers to understand families' meaning and intent (Kri? & Skivenes, 2009; 2010b). We discuss how caseworkers' perceptions may influence their decisions and affect minority disproportionality in the child protection system and analyze what factors may account for the cross-country differences we found. We also relate our findings to the broader question of citizenship and social rights in American society.  相似文献

This research set out to establish evidence about the scale and impact of and response to parental substance misuse in child care social work teams in a city social services department in England. The article draws on some aspects of the data collected in the research, which includes: a snapshot survey of all child care social work caseloads in the city; group interviews with practitioners and parents in recovery; individual interviews with parents using a pilot project that focused on parental substance misuse. The research provides evidence of parental substance misuse as a key factor that needs greater consideration within child care social work assessments and as an issue to target in developing preventative responses to child welfare concerns. As our awareness of the impact of globalising trends has increased, so too has social work's interest in international issues grown. At the same time, concerns have been raised about what constitutes international social work, and how this ‘international dimension’ might be introduced to social work students as part of their preparation for practice. This paper reports on a recently completed study which explored the different ways in which international issues are being addressed in social work programmes leading to the newly established three-year degree in social work across the UK. Based on an email survey of accredited programmes in England, plus a small number of follow-up interviews, findings are presented on the different approaches and innovations adopted in the development of curriculum with an international perspective. Discussion focuses on possible factors promoting and/or inhibiting the development of an international dimension within the qualifying curriculum. The paper concludes with some observations on how the different understandings of ‘international social work’ can contribute to a greater appreciation of global problems and alternative ways of responding to social needs at local, national and international levels.  相似文献

One argument often heard in garnering support for the reorganisation of the welfare state in the Netherlands is that the safety net which it was intended to form has become something of a hammock, whereas a genuine safety net ought to act more like a trampoline. Nowadays sometimes also known as the activating welfare state, it aims to reduce apathetic response and increase the participation of its citizens in society. More and more, social workers are enlisted to help achieve these goals. Activation, however, is also associated with the introduction of a market environment in the social sector.

In 1992, the management of the social work organisation in The Hague concluded a controversial agreement with the municipal social services. Under this contract, clients referred to the social work organisation by the municipal social services would be made eligible for regular jobs on the labour market. The clients who were referred had obligations of their own: their benefits would be reduced if they did not cooperate. The social work organisation guaranteed contractually a success rate of 60% within a pre-determined period. For this ‘product’, the municipal social services paid a fixed amount of money each year.

This article examines how child welfare workers from three countries assess risk to a child in the context of different risk assessment tools, child welfare systems and welfare regimes. Previous research suggests that there are distinct differences between child protection-oriented child welfare systems such as England and the U.S., and family service-oriented child welfare systems such as Norway (Gilbert et al., 2011). We use a case vignette method to analyze how 299 child welfare workers from England, Norway and California (U.S.) assess risk. The case vignette describes the case of ‘Beatrice’, a nine year-old girl of Black African descent who was born with an organic heart disease and a cleft palate. We found that respondents from California assessed the risk to be the lowest, followed by respondents from England and Norway. The risk factors that respondents highlighted as important for their assessment also varied significantly between countries, displaying different perceptions of elements in a case constituting risk. Respondents from Norway, who, comparatively, practice within the context of the least regulated assessment platform, identified the most homogenous assessments and types of reasoning, whereas both the assessment of risk levels and identifications of risk factors were more heterogeneous among workers in England and California. We argue that the different risk assessment tools only partly influence what workers identify as risk factors in a case, and that type of welfare states and child welfare systems is also an influence. This study thus supports existing scholarship on the distinctions between child welfare systems. However, we also found significant differences in perceptions of risk factors between England and the United States.  相似文献

Motivational interviewing (MI), an evidence-based approach with empathy as a key principle, effectively addresses client concerns found in the child welfare population. Training social workers in MI, and to be empathic, would increase the likelihood of better service delivery. Live supervision (LS) is a form of training that provides real-time feedback by clinical supervisors. This randomized comparison trial compared the effectiveness of LS or Teaching as Usual (TAU) on empathy in 54 MSW and BSW social work students. TAU involved students receiving online modules and assigned readings. Data were collected at baseline, after the interventions, and at five months follow-up. Differences in perceived empathy and empathic behaviors were measured by the Motivational Interviewing Treatment Integrity (MITI) and Toronto Empathy Questionnaire (TEQ). The study also assessed whether demographic variables or perceived empathy (TEQ) predicted empathic behaviors (MITI). Results indicate that, while both groups improved on empathy as measured by the MITI and TEQ, the LS group demonstrated more improvement. Demographic variables had no impact on empathy. The TEQ and MITI also did not demonstrate predictability suggesting the complexity of measuring empathy. The implications for social work education and future training are discussed.  相似文献

In these two related articles the history of social work in late Victorian England is understood by aligning it not with self-consciously held ideologies of, say, bourgeois capitalism, patriarchy, evangelical Protestantism, or liberal humanism, but with the complex cultural system of modernity. It is hoped to problematize both the genealogy and the substance of early social work that now so decisively shapes our interpretations of the influences of late Victorian philanthropy. The history of social work has to be treated seriously if we are to properly understand the present day situation in terms of modernity and investigate its orientation more thoroughly. This first paper offers a history of social work which draws attention to the imbrications of a secular modernity and how its governing ideas, texts and discourses of the time influence philanthropy. It examines dominant modernist themes that had a significant impact on the emergence of social work and the important role of the Charity Organization Society. It is suggested that these themes form part of a shared European heritage. Whilst the influences of modernity on social work are likely to have been uneven, there were common conditions faced by people in Europe and shared developments that gave way to the rise of social work in the nineteenth century.  相似文献

This article provides a comparative analysis of publication trends in social work in the US and Great Britain. This exploratory effort seeks to identify possible explanations for the phenomenon of multiple authorship, the implications of multi-authored scholarship, and some of the potential ethical questions that may arise from such collaborations in regard to what constitutes legitimate contributions to a scholarly article or book. To the extent that common trends are emerging across international boundaries, the incentive for heightened communication and collaboration may be increased in an effort to identify implications and derive solutions to common problems.  相似文献

This article examines the way in which child care social work with deprived families has changed and developed since the inception of Children's Departments in 1948. It is argued that between 1948 and 1970 child care social workers enjoyed a fair measure of social support. A variety of reasons are considered for explaining this—specialization, smallness of size, privacy and a consensus about the needs of children. From the early 1970s it is argued that broader societal changes, including a shift away from social solidarity towards individualism, organizational changes and the advent of child abuse as a public concern, resulted in con?icting demands on child care social workers and a subsequent loss of credibility and con?dence. The 1990s have seen a return to emphasis on family support policies which has been further accelerated in the new millennium by New Labour's stated commitment to eliminating child poverty and creating better life opportunities for all children. The implications of these new developments for child care social workers engaged in meeting the needs of children living in highly disadvantaged families are considered. This study among Icelandic social workers generally showed positive attitudes towards research activity in the field. Most respondents, whereof half were practice teachers, saw the practicum as an important tool for the integration of theoretical application and research activity to practice. Almost all saw research activity as a feasible way to empower social work as a profession. Simultaneously, a relatively small percentage report their own research activity. Besides this discrepancy some interesting differences were found according to number of years after graduation, field employment and experience as practice teachers. It is argued that the theme in focus is a critical indication of professional development and highly relevant for the educational discourse as for future professional development.  相似文献

ABSTRACT

This paper explores professional judgement of social workers working to protect children. Based on 22 in-depth interviews with social workers, a grounded theory methodology is adopted. The policy context for child protection practice is outlined and analysed. This study then explores how information, responsibility and in particular anxiety, are transacted between social workers and other professionals. Additionally, this study explores the delicate balances social workers are required to negotiate, focussing on two elements of the findings, ‘closeness- distance’ and ‘power over- power together’. The delicacy of the balances negotiated by social workers leads to a powerful analogy of social workers as tightrope walkers, and strategies to seek balance are identified. The implications for practice are explored. The internal mental processes of social workers require closer attention, a cautious approach should be taken to rational-technical solutions and social workers should be better prepared to respectfully challenge other professionals.  相似文献

The mission of social work education in Flanders is threefold: to deliver education, to conduct research and to provide services to society. In our opinion social work education has a critical and liberating function towards society and it must stimulate and develop a critical attitude amongst students. In this article we first focus on the educational dimension of social work education as we practise this in one institute. Next we describe how we realise our objectives as a social work education institute in relation to the professional field. This paper is based on a joint project between staff from a university department of social work and a local social services department and is jointly written by the four people involved. It reports on the development of a package of training and research over the past 5 years designed to improve standards of assessment in the work of child and family social workers employed by the authority. It analyses the positive reception given to the project both from practising social workers and from management. It contends that this model of combining theory, training, research and practice can and should be used more widely as a basis for supporting and developing professional social work. It discusses the introduction of a theoretical framework which anticipated the new national framework for assessment, but which has been used to critically assess it (as well as other models of assessment), and has involved experienced workers in their evaluation.  相似文献

A pertinent question in contemporary Europe is whether the children of immigrants will reproduce the gender‐complementary practices and ideals of the immigrant generation, which often include strong expectations that women should prioritize family obligations over the pursuit of paid work. This article analyses the cultural and moral understandings at stake in second‐generation women's reflections on and practices of combining motherhood and paid work, and explores the space for negotiating such understandings in the family. The study is based on in‐depth interviews with second‐generation women of Pakistani descent in Norway, and interviews with some of their husbands. The findings show that the moral understandings and practices of the parent generation are not merely passed on to the second generation; rather they are challenged and reinterpreted in ways that support mothers' participation in paid work. The article argues that this change is facilitated by the cultural and institutional context that the Norwegian welfare state represents.  相似文献

Professionals working with families in difficulty require a structured space to consider their work. As organisations and the systems within and across them become more sophisticated it seems that less attention is being paid to the emotional and psychological aspects of working with families than to the paperwork and processes that surround the work. Systems psychodynamic theory and the methodical reflective practices it underpins offers a suitable framework in which to consider practicing and researching in this emotionally complex field. This paper describes one aspect of a small doctoral study designed to provide a sustained reflective space (Work Discussion Group) to Irish child protection social workers in order to closely explore the reality of their practice experience. This paper explores one worker’s experience of bringing a written account of her work with a family to the WDG. Findings suggest that her work was undertaken in a climate concerned with efficiency, certainty and the reduction of risk. This climate evoked anxiety and reduced opportunities for reflective and considered practice. The work discussion group provided containment for this worker’s anxiety and allowed her to make sense of this anxiety and its accompanying defences and to move closer to working with this family.  相似文献

The launch of the Troubled Families Programme in 2011 has thrown into sharp relief how governments develop policies and practices to intervene in the lives of so‐called ‘troubled families’. Commentators were quick to make comparisons with historic efforts to rehabilitate ‘problem families’ in the post‐war period. However, beyond discursive similarities, there are also marked continuities in how family policies have been developed and implemented. This review narrates the rise, fall and rise of concern about ‘problem’ and ‘troubled’ families in England in the context of anxieties about child and family welfare, and the appropriate response of the state.  相似文献

The purpose of the current study was to investigate how professional organizational culture and coping strategies (control coping and avoidance coping) related to workers' intentions to remain employed in child welfare. With a sample of 234 frontline workers employed in Department of Human Services-Division of Family and Children Services (DHS-DFCS) offices in a state in the Southeastern region of the U.S., the current study tested a model in which coping strategies mediate the relationship between professional organizational culture and workers' intentions to remain employed in child welfare. Structural equation modeling was used to test the proposed model. Results revealed that professional organizational culture and control coping were significantly and positively related to workers' intentions to remain employed in child welfare. In addition, control coping mediated the relationship between professional organizational culture and worker retention. On the other hand, a significant relationship between avoidance coping and workers' intentions to remain employed in child welfare was not found. Implications of the findings for practice and recommendations for future research are discussed.  相似文献

As service populations have changed, social workers in Norway and the UK have responded to the needs of diverse cultures, which often include issues of religion and spirituality. Members of the Norwegian Union of Social Educators and Social Workers (FO) and the British Association of Social Workers (BASW) were sampled to explore attitudes regarding the placement of religion and spirituality in practice and education. UK workers were generally more accepting of religion and spirituality than their Norwegian colleagues. Factors such as secularism, differences in the educational systems, and different historical trajectories in the profession's development may contribute to differences between the UK and Norway. The authors recommend additional research in each country regarding the role of religion and spirituality in social work education and practice, the general culture, the bureaucratic delivery of social services, client and social worker interactions, and in the stratification of social class.  相似文献

Despite the amount of research on the link between work social characteristics and job attitudes, there is a lack of work on moderators of this relationship. In the present study, we examine the role of age as a moderating effect of this relationship using life-span development theory. The aim of this paper is to study the moderator effect of age in the relationship between two work social characteristics (interaction outside the organization and interdependence) and job attitudes (i.e., general job satisfaction and work engagement). Participants were 258 workers from private organizations. Data were collected at two time points (2 to 4 weeks between T1 and T2). Results showed that the relationship between interdependence and work engagement was stronger for older workers than for younger workers. In addition, the relationship between interaction outside the organization and general job satisfaction was stronger for younger than for older workers. Because increased engagement and satisfaction in an age-diverse workforce is important, organizations may benefit by challenging older workers with interdependent tasks, and younger workers with interaction with stakeholders outside the organization.  相似文献
