ABSTRACT Recent research in the area of foster care has examined a number of external factors that may influence foster family retention. However, insufficient research has been devoted to the question of foster family hardiness, or internal strengths of foster families, and how it may affect retention. Hardiness in families means that families possess a belief that they can control or influence events of their experience, feel deep commitment, and anticipate change as a positive challenge. Additionally, hardy families exhibit a confidence in their abilities. Utilizing the Family Hardiness Index, this research reports findings from a study of 82 foster families from one southeastern United States metropolitan area. Foster families who reported an intent to continue to foster scored higher on the Family Hardiness Index than families from a non-clinical sample. Foster families who reported an intent to continue also scored higher than those foster families who reported they did not intend to continue. Logistic regression indicated that higher levels of hardiness and fewer years of licensure as foster parents were significantly associated with intent to continue to foster. The study also discusses implications of hardiness screening of prospective foster families and its potential value for improving support to and retention of foster parents, thus increasing stability and service efficacy for the children they serve. 相似文献

ABSTRACTThis article presents findings from a qualitative study on the perspectives of youth who were adopted from the United States foster care system by lesbian and gay parents and includes focus group data from adopted persons and survey data from adoptive parents. This study fills a unique gap in the literature by hearing directly from the youth through focus groups. Findings indicated that children use a variety of strategies for sharing or not sharing that their parents are gay or lesbian and that many experience bullying and teasing that may be different than experienced by other children. The children adopted by lesbian and gay parents often perceive themselves as being more accepting of others, having more understanding of people, and being more compassionate toward people than those not raised by lesbian or gay parents. Suggestions are provided for training of adoption professionals and prospective families about the challenges and benefits for youth adopted by lesbian and gay parents. 相似文献

Adoption and foster care have recently undergone various changes in Brazil. Nonetheless, there is a lack of official research data on children who have been adopted or have been living in foster families or institutions. In this paper, after a brief account of the historical aspects of adoption and foster care in Brazil, we focus our discussion on two major points: (1) the difficulties in promoting a “new culture of adoption,” which would develop in “the child's best interest,” and (2) the meanings and prejudices related to late adoption that increase the number of children who remain for many years in institutions. 相似文献

Reuniting children with their families is the preferred outcome of foster care, yet many children reunited with their families reenter foster care. This study examined how parental substance abuse and mental health problems, and the time allotted for reunification, are associated with reentry risk. We used a complete cohort of children who entered the Texas foster care system in fiscal years 2008 and 2009 to identify the risk of foster care reentry within 5 years of reunification using selection‐adjusted multilevel survival analysis. Approximately 16% of reunified children reentered care within 5 years. Substance abuse and mental health problems predicted higher rates of reentry. Reunification after 12 months was associated with increased reentry risk overall, but not among children commonly exempted from federal permanency timelines. Permanency guidelines that restrict the length of time to achieve reunification may have the unintended consequence of pushing reunification before maltreatment risks have been resolved. 相似文献

ABSTRACTThis investigation evaluated the effectiveness of a pre-placement education and preparation curriculum (PREP) for prospective foster/adoptive parents in improving attitudes toward children with prenatal substance exposure and their substance-using birth parent and increasing willingness to adopt these children. Participants included 1,836 prospective parents seeking adoption through foster care who received three 3-hour sessions of PREP. Prospective parents completed questionnaires assessing their knowledge about important issues involved in adopting a child from foster care, attitudes, and willingness to adopt children with a variety of characteristics. Changes from pre- to post-intervention were examined. Results indicated significant increases in self-reported knowledge; significantly more positive attitudes toward substance-abusing parents and children with prenatal substance exposure; and significantly increased willingness to adopt children with a variety of potential difficulties, including children with serious behavior problems, attention deficit hyperactivity disorder, and a biological history of mental illness. In sum, findings suggest that prospective adoptive parents who attended the PREP sessions felt better prepared by the end of training with regard to issues related to adoption of high-risk foster children with special needs, particularly those with prenatal substance exposure. 相似文献

This study explores the significance of food and mealtimes in relation to the transition into foster care and the therapeutic settling of the child in a new family. In doing so, we draw upon an in‐depth, qualitative case study of 10 experienced foster families in the UK focusing on what helped them to be successful. At the time of the study, there were 16 foster children, aged 9–16, living with the families. Data collection included semi‐structured qualitative interviews and audio‐diaries with all family members who wished to be involved as well as eco‐maps produced by the young people. Thematic analysis and data extracts are reproduced in the study to demonstrate that meals and food preferences can function to affirm identities, membership and boundaries of family life as well as provide a site of conflict and control. 相似文献

ABSTRACTThe aim of this research was to analyse the relationships between foster grandparents and their adolescent grandchildren. The sample consisted of 54 grandparents from Malaga (Spain), with a mean age of 65.9 for grandfathers and 63.6 for grandmothers, who foster 70 adolescents, 31 boys and 39 girls, with ages ranging between 11 and 17. The majority of the grandfathers were retired, while the grandmothers worked at home. The grandparents presented a low level of education and scant economic resources. The results indicated that the relationship between the grandparents and grandchildren was mainly perceived as good or very good. The grandparents perceived that grandchildren maintained a better relationship with their grandmothers, whom they trusted more and to whom they disclosed more, than with their grandfathers. The grandparents recognised that their relationship with their grandchildren was perceived more as parent-child than grandparent-grandchild. The grandparents were more affectionate and communicative with their grandchildren than critical or rejecting. They also used more inductive styles than rigid or indulgent forms when applying rules. 相似文献

Abstract There are challenges associated with teaching family law and public policy; however, cooperative learning, a recognized teaching strategy that serves to enhance students' overall development, including academic, cognitive, and social growth, can be used successfully to teach this subject matter. In this paper, we describe how we taught students about some aspects of qualitative research methods, foster care policies, and pertinent family law concepts and practices; this was done through the initiation of a research team of undergraduate and graduate students. We explain the development of a cooperative research team, and the methods used to teach family law, using foster care as a context. The observed outcomes for students and faculty members are offered to readers. 相似文献

ABSTRACTAmericans view adoption favorably, yet few consider adopting or actually adopt a child. Using qualitative data from the representative National Survey of Fertility Barriers, we explored why women who had considered adoption decided not to pursue it as a pathway to parenthood. Our sample includes responses from 1,747 women who considered adoption at some point. Seven themes emerged: prioritization of biology, economic concerns, family building prerequisites, relationship barriers, barriers to adoption, family barriers, and change of heart. Findings highlight that barriers to adoption are not always the primary reasons women opt out of adoption; normative conceptualizations of “family” are also important. 相似文献

While infant abandonment has occurred in all segments of society, on all continents, and across all generations, the motivations for this practice are varied and depend upon the social norms of a specific geographic region at a given point in time. Western approaches addressing the care of abandoned infants focus on terminating parental rights and placing the child in an adoptive home. The child assumes the family name and is privy to all rights and responsibilities as biological children. In Egypt, Islamic family law does not allow for adoption of an infant by a nonbiological individual. Nor does the country of Egypt allow assignment of guardianship or fostering of a child by a non-Egyptian parent. Therefore, models of care cannot simply be transferred from one context to the other, although they may learn from each other. Egypt's system of family foster care, kinship networks, and residential (institutional) care are models that are consistent with the cultural values and customs of this population. The family foster care model and kinship networks have been shown to provide the most positive psychosocial outcomes for the child. The purpose of this article is to compare and contrast culturally acceptable approaches to caring for abandoned infants in Egypt. 相似文献

ABSTRACT Shared Family Care is an innovative child welfare service that temporarily places whole families in the homes of community mentors who, along with a team of professionals, help the families to obtain the skills and resources they need to move toward self-sufficiency and adequately care for their children. This article provides an overview of this model, identifies existing programs in the United States, discusses key elements of the model, summarizes outcomes and comparative cost information, identifies implementation challenges, and provides tips for starting a Shared Family Care program in any community. 相似文献

This paper describes mental health risks to the birth-to-three foster care population. The paper describes risks of a relational and contextual nature. Relational risk factors, which have been previously identified by foster care researchers and clinicians, include the following: 1. Poor attachment signaling by foster infants and toddlers; 2. Discomfort with infant and toddler dependency by some foster parents; and 3. Regulatory problems of foster infants and toddlers. Contextual risk factors include the following: 1. Lack of coordinated and coherent efforts to help foster infants and toddlers and; 2. Lack of support for the parent–child relationship during placement. A case example and discussion is offered to illustrate these risks. 相似文献

Since 1978 the federal government has implemented a variety of programs to promote the adoption of children from foster care.
A key part of these programs has been the use of subsidies to lower the cost of adopting and parenting children who have been
in foster care. Although subsidies are a key part of federal policy, there has been little empirical research on the effect
of subsidies on adoption rates. This paper uses data from the Adoption and Foster Care Analysis and Reporting System to estimate
the impact of subsidy rates on adoption rates. Subsidies to families have a positive and statistically significant effect
on adoption rates.

Abstract Historically, insufficient resources and assistance have been provided to young people leaving state care. Care leavers have been found to experience significant health, social and educational deficits including homelessness, disproportionate involvement in juvenile crime and prostitution, poor social supports, and early parenthood. The U.S. and Australia share a roughly common political language and system and have often exchanged ideas, agendas, and policies for government. This paper finds that whilst there are some minor differences in the respective legislative frameworks and responses, the similarities are far greater. Both countries have failed to provide the range of in-care, transitional, and post-care supports and services required to ensure improved outcomes for care leavers. 相似文献

The purpose of this study was to examine the three most common types of caregivers in the child welfare system (birth parents, relative caregivers, and foster parents), an active child welfare case, caregivers' endorsement of barriers to mental health services and mental health service use by caregivers for the children under their care. The sample consisted of 430 dyads (caregivers and their children). Results indicate that an active child welfare case, provider characteristics, and accessibility of services predicted mental health service use for children. Implications for the child welfare and mental health systems are discussed. 相似文献

Many youth leave foster care with disrupted relationships with their family and others in their social networks. Previous research has documented the severe adversity that former foster youth face in the transition to young adulthood. Perhaps some difficulties are at least partially related to a lack of social support that results from frayed relationships. This article reviews the literature on social support, particularly as it relates to foster youth, for the purpose of examining the role that formal and informal supports play in the transition to adulthood. The implications of this literature for successful transitions for former foster youth are discussed, as well as ways child welfare workers can engage youth and their families, and help them develop supportive social networks. 相似文献

African American males continue to experience an unacceptable and disproportionate number of health disparities when compared with other racial and ethnic groups. Young African American males can expect to live the least amount of time when compared to any other ethnic minority or racial sub-group. Understanding the obstacles and barriers that impede access to health care and wellness services among young African American males is essential to begin the process of decreasing health disparities. The goal of this qualitative study was to explore and identify the barriers experienced by young African American males in accessing health care services while also creating a rare opportunity to give voice to young African American males. The study results indicate that young African American males have multiple perceptions of barriers to health care services. Their perceptions fell into three categories: the negative impact of environment or community, lack of finances or no insurance, and distrust of medical practices associated with race history resulting in accessing healthcare as a last resort. Additional research is needed to craft community-based programs to: a) educate young African American males on the importance of preventative strategies to maintain wellness; and b) ensure that the appropriate medical and wellness services are available and reaching young African American males in need. 相似文献

Family involvement has been identified as a best practice in the treatment of schizophrenia. Yet studies show a small number of families of individuals with schizophrenia are involved in treatment. In this mixed method study, community mental health practitioners from different disciplines responded to a quantitative survey (N = 88), a qualitative structured question guide (N = 8), and open-ended questions (N = 43) that explored their views of families of individuals with schizophrenia and barriers to collaboration with them. Practitioners did not blame the family for causing their family member's schizophrenia. Barriers to collaboration were reported in three main areas: (a) time/workload barriers, (b) agency/system barriers, and (c) family barriers, while at the same time recognizing family collaboration as effective practice and reporting a desire to engage more families in the treatment process. Younger practitioners viewed organizational factors as more significant barriers to collaboration. Substance use factors emerged as a theme as a barrier to collaboration. 相似文献

Knowledge about the parents of older first-time entrants into foster care is embedded in fictions created by media images, anecdotal stories of professionals in the child welfare system, as well as reports and observations of youths who have experienced foster care. Even though there are caring and effective nonrelatives who are foster parents, the public perception of non-relative foster parents is sometimes quite negative. In order to separate some of the facts from some of the fictions about the parents/caregivers of older first-time entrants to foster care, this article will describe the parents and relative caregivers (grandparents and others) of older first-time entrants to foster care in an urban public welfare agency by examining maltreatment data. 相似文献
