Growth of world population over the next 100 years, until the year 2100, will produce an estimated 11.5 billion people. The past focus on reducing rapid population growth exclusively through family planning has not been sufficient. Population policy needs to be broadened to include health care, education, and poverty reduction. The population policy recommendations of Population Council Vice-President John Bongaarts and Senior Associate Judith Bruce were to reduce unwanted pregnancies by expanding services that promote reproductive choice and better health, to reduce the demand for large families by creating favorable conditions for small families, and to invest in adolescents. The Population Council 1994 publication "Population Growth and Our Caring Capacity" outlined these issues. Another similar article by John Bongaarts appeared in the journal "Science" in 1994. In developing countries, excluding China, about 25% of all births are unwanted; 25 million abortions are performed for unwanted pregnancies. The provision of comprehensive family planning programs will go a long way toward achieving a reduction in unwanted pregnancies. In addition, changes are needed in male control over female sexuality and fertility and in cultural beliefs that are obstacles to use of contraception. Stabilization of population at 2 children per family will not occur unless there is a desire for small families. In most less developed countries, large family sizes are preferred. Governments have an opportunity to adopt policies that reduce economic and social risks of having small families. This can be accomplished through the widespread education of children, a reduction in infant and child mortality, improvement in the economic and social and legal status of women, and provision of equitable gender relations in marriage and child rearing. The rights of children to be wanted, planned, and adequately cared for need to be supported. These aforementioned measures will help to reduce fertility, provide support for small families, and justify investment in social development. Population momentum will keep population growing for some time even with replacement level fertility. Investment in adolescents through enhancement of self-esteem and promotion of later childbearing can lengthen the span between generations and slow population momentum. Population policies will be more effective when human rights are protected.  相似文献

The International Parliamentary Assmebly on Population and Development took place on August 15-16, 1984, with the participation of more than 300 parliamentarians from 60 countries. The aim was to promote an exchange of views on population programs and policies among parliamentarians, and to support the recommendations adopted by the UN International Conference on Population. The assembly held discussion in 3 subcommittees on the subjects of 1) policies of population and development; 2) the legal and social status of women; and 3) the improvement of family planning service. On population policy, parliamentarians generally agreed that policy formulation is the prerogative of each sovereign country, stressing that such policies and programs should be integrated with social and economic development. The developing countries stronly demanded that a new international economic order be established and international aid increased to help them in solving the popultion problem. Concerning the status of women, the assembly unanimously agreed that both men and women should not only be legally equal, but should also have de facto equality for employment, education and social life. Attention should be given particularly to the rights and status of rural women. Examples of how the status of Chinese women has improved were offered by Chinese representative and were appreciated by the assembly. On improving family planning services, participants urged provision of information about birth control to people of marriageable age and of access to contraceptives to eligible couples; moreover, they advocated the strengthening of medical care for women and children and the lowering of infant and maternal mortality rates. Dr. Qian Xinzhong described the priorities and goals of family planning programs in China. Finally, the assembly unanimously adopted the "Action Plan," whose contents embody independence, respect for national sovereignty, and the spirit of cooperation and conformity to the interest of the international community, particularly the developing nations.  相似文献

As a step toward development of a national information, education, and communication (IEC) plan, a reassessment of such efforts practiced by the agencies involved was undertaken. A paper published in 1978 by the Research Utilization Unit of the Population Information Division, Population Center Foundation, reviewed materials used and accounts of experience in conceptualizing and communicating family planning messages by 12 private and public sector agencies. The most common concepts employed by the agencies were small family size, responsible parenthood, family welfare, community and national development, birth spacing, delayed marriage, contraceptive use-effectiveness, "manliness," delayed 1st pregnancy, value and rights of children, human behavior and social environment, and population dynamics. Most of the messages were conceptualized and developed through formal and informal consultation with field staff. The need to consider the specific needs of target audiences was considered crucial, and thus decentralization of IEC production was recommended. Such decentralization has been a goal of the Philippine program since 1976, but the effort has been hampered by lack of local training and resources, and of studies to support successful implementation. Mass and mixed media approaches were found to be used by most of the agencies, although a reliance on interpersonal approaches was found to be most prevalent in rural areas. Among recommendations for policy makers were development of a systematized data base for IEC materials, regional capabilities in research and development, and studies of funding and existing resources.  相似文献

The 2nd Chinese Scientific Symposium on Theories of Population was held in Chengdu, Sichuan, on December 7-13, 1979. The symposium was jointly sponsored by the Department of Family Planning of the Chinese Central Government, Chinese Academy of Sociology, Sichuan Provincial Revolutionary Committee (SPRC), and the Institute of Population Theories of the Chinese People's University (IPT). There were 255 attendants, representing 60 academic institutions, 14 scientific research organizations and 31 provincial, municipal, and autonomous regional departments of family planning. The main theme of the meeting was "Population Problems and Their Solutions Facing the Four Modernizations in China." 147 papers were read at the meeting. The meeting opened with a welcoming speech by Comrade Liu Haiquan, Vice-Chairman of SPRC, who pointed out the challenge Chinese family planners would face in advocating the 1 child family policy. Long speeches were made by Comrade Chen Dao who stressed the training of workers for Chinese population research and by Comrade Du Xinyuan (secretary of SPRC) who summarized results on recent family planning efforts in Sichuan. During the meeting, based on their contents, the papers were divided into 7 groups for separate discussions: 1) population development in the socialistic society, 2) relationship between population and economic developments and between population control and the 4 modernizations in China, 3) possible population problems in China, their nature, etiology and methods of solution, 4) population policies and family planning in China, 5) trends in population development and population planning in China, 6) problems of population distribution in China, and 7) development of population theories in China during the past 30 years. The meeting discussions were summarized by Comrade Liu Zheng of IPT who noted that there were 84 more attendants and 110 more papers in this meeting than the first held in 1978.  相似文献

In the Philippines several steps have been taken to meet the challenge of increasing population growth. Commencing with the Republic Act 6365, known as the Population Act (1971) program directives focus on achieving and maintaining population levels most conducive to the national welfare. In 1978 a Special Committee was constituted by the President to review the population program. Pursuant to the Committee's findings certain changes were adopted. The thrust is now towards longterm planning to ensure a more significant and perceptible demographic impact of development programs and policies. Increasing attention is paid to regional development and spatial distribution in the country. The 1978-82 Development Plan states more clearly the interaction between population and development. The National Economic and Development Authority, the central policy and planning agency of the government, takes charge of formulation and coordinating the broader aspects of population policy and integrating population with socioeconomic plans and policies. At present the National Economic and Development Authority (NEDA) is implementing a project known as the Population/Development Planning and Research (PDPR) project with financial support from the UN Fund for Population Activities (UNFPA). This project promotes and facilitates the integration of the population dimension in the planning process. It does this by maintaining linkages and instituting collaborative mechanisms with the different NEDA regional offices and sectoral ministries. It also trains government planners in ways of integrating population concerns into the development plan. PDPR promotes the use of population and development research for planning purposes and policy formation. The Philippine Development Plan, 1978-82, recognized that an improvement in the level of 1 sector reinforces the performance of the other sectors. Since the establishment of the National Population Program 12 years ago, population and family planning have been successfully integrated with various development sectors, notably, labor, health, and education. Through the policies of integration, multiagency participation, and partnership of the public and private sectors, the Commission on Population uses existing development programs of government and private organizations as vehicles for family planning information and services and shares the responsibility of implementing all facets of the population program with various participating agencies in the government and private sector.  相似文献

The China Population Information and Research Center reported that in 1988 the number of childbearing women between 20 and 49 was 4.65 million above 1987, but the population growth rate was 0.19 lower than in 1987. Controlling the population is still a difficult problem. The 3rd baby boom of New China; economic, cultural, social, and other factors; and the uneven progress of family planning are cited as causes of the lack of control. The 13th Party's Congress in 1989 plans to work to reform family planning and control population growth. In particular, late marriages and childbearing will be promoted; in cities, one-child-per- couple will be policy; in rural areas, only girl households will be allowed another child only after several years; local family planning regulations will be supported; and research on family planning and safer, longer acting contraceptives will be financed.  相似文献

The gratifying media results from a concerted national and local publicity effort when Zero Population Growth (ZPG) released its recommendations for a national population policy are reported. Support was received from 10 members of Congress and local leaders. 8 ZPG chapters and the Washington office held press conferences casting the meaning of increased population growth in regional terms. In Cincinnati, ZPG focused on the shortage of landfill space, in San Francisco the water shortage, and in Massachusetts the rapid urbanization of prime farmland. The Congressmen emphasized that the U.S. must have a comprehensive population policy before it can tell other countries they must. Among the ZPG policies recommended are: zero population growth by 2008, increased funding for family planning services and education, special programs for teenagers, greater public education on population dynamics, increased funding for contraceptive research, enforcement of existing immigration laws, comprehensive review of immigration policy, equal rights for women, and more equitable income tax policy.  相似文献

The ASEAN Population Expert Group met in Manila and was followed by a meeting of the ASEAN heads of population programs, during the period November 5-10, 1979. Heads of population programs from Indonesia, Malaysia, Singapore, Thailand, and the Philippines attended. The meetings were held to review progress-to-date on phase 1 projects and to consider the development of an expanded population program. 5 projects funded by UNFPA are reviewed in tabular form with the project, the sponsoring country, date of implementation, data analysis, and date of completion. Suggestions were made for improving and extending these projects and it was also suggested that all projects being developed and proposed should include a section on use of research. 7 new projects were proposed as phase 2 projects. The 1st, sponsored by Malaysia, deals with women in development; project 2, lead by Thailand, will investigate population movement and its effect on development; project 3, led by the Philippines, will develop and strengthen national population information systems and networks in ASEAN countries; project 4, led by Indonesia, is directed towards institutional development and exchanges of personnel; project 5, led by the Philippines, will examine population and development dynamics and the man/resources balance; project 6, led by Thailand, will develop ASEAN social indicators; and project 7, led by Indonesia and Malaysia, will make a comprehensive analysis of existing medical/health care and family planning systems. It was recommended that an executive director of the proposed ASEAN population coordination unit should be appointed to expedite the recommendations of the meeting related to preparation and submission of phase 2 project proposals.  相似文献

Filipino illustrated magazines, or the comics, may yet prove to be the most effective media, if not the most effective, for spreading the country's development messages. Long criticized by intellectuals and the social elite, the comics have been grossly underrated in their potential to inform, persuade, and even influence the life-style of the people. The government's Commission on Population (Popcom) has developed an information-education-communication program using the comics, among other media, to disseminate stories on family planning, responsible parenthood, and related topics. Its best quality is popular appeal, and for publishers and distribution outlets, the comics provide good business. A review of these materials shows that their themes reflect the following topics or issues: 1) population trends and consequences; 2) socioeconomic benefits of family planning; 3) customs which influence family planning; 4) family planning concepts; 5) family planning methods; 6) human sexuality and reproduction; 7) the husband-wife relationship; 8) guides for family planning motivation or communication; and 9) guides for teaching family planning. The materials were developed with 4 qualities in mind so as to attract audience or reader interest: simplicity, familiarity, realism, and attractiveness of materials. The consensus is that in the comics, population and development agencies may have found a "secret weapon" in getting these messages across, and that this new-found use for the illustrated magazines may be giving them a new respectability without in any way diminishing their popular appeal.  相似文献

New measures for population program planning have been introduced in Pakistan. 3 wings were added in the Population Planning Council: administration, coordination, and planning; operation; and technical. New elements in the program include: 1) setting up of new directorates; 2) opening of more family welfare clinics, model clinics, and sterilization centers; and 3) expansion of training facilities for medical and paramedical personnel. 2 national training institutions have been established: the Population Training Centre at Lahore, and the National Institute of Advanced Training at Hyderabad. 16 centers have training courses for doctors performing sterilization. There has been a restructuring of the information, education, and communication aspects of the program. The commercial distribution of contraceptives has become an important element. Summarizes findings of the Special Committee to Review the Philippine Population Program, created by the Commission on Population to evaluate population related programs and recommend program directions for the future. The Committee conducted a 2 part study: an indepth review and analysis of existing policies and programs, evaluation of their effectiveness, and identification of organizational, statistical and policy or program related gaps and bottlenecks; and recommendations on policy and program thrusts for the next 5 years. Along with specific recommendations on program operations, service delivery, and research, the Committee made a number of important policy recommendations. Chief among these were a call for the development of a broader popultion policy, not focused only on growth but encompassing demographic, manpower, and welfare components; recognition of the need for the program to advocate an ideal family size and a desirable age for marriage; and redesign of the program on a broad scale to integrate it fully with national development plans.  相似文献

The China Population information Centre (CPIC), set up in May 1980, is a national institution for population information research under the State Family Planning Commission. Its main functions are to 1) collect, process, and distribute and foreign materials on population and family planning; 2) collect, tabulate, and analyze population and family planning data; 3) keep abreast of new population and family planning developments within and outside the country; 4) edit and publish information materials; and 5) provide information users with diversified services. 文章试图估计计划生育政策使我国少生了多少人。利用1980~2008年世界140多个国家的数据来模拟在没有计划生育政策影响下经济社会变量与人口变量的相关关系,并据此对中国无计划生育条件下的总和生育率进行测算。将测算出来的无计划生育条件下的总和生育率和中国实际总和生育率分别代入模型进行人口模拟,比较无计划生育条件下和现实条件下人口增长的不同过程和结果。研究表明:无计划生育条件下,我国2008年生育率水平的预测值大概在2.5左右。1972~2008年间,排除经济社会发展的影响,单纯由于计划生育的作用,中国少生了4.58亿人。  相似文献

The national birth planning program was initiated in 1965 in China with the establishment of a general office for family planning. Birth planning offices exist at the provincial, district, county, and municipal levels. Shanghai, in particular, is cited as 1 locale with a very active birth planning program with publicity campaigns and education reinforced by a national system of incentives. There is also a disincentive measure aimed at those with 2 children who have a 3rd--each parent must forfeit 10% of their monthly wage to the government. The ESCAP mission was told that few were expected to be so penalized since education and propaganda had become more efficient since 1974. Likewise, the province of Guangdong established an incentives/disincentives program with the guiding philosophy being that birth planning, education, ideology, and incentives exist in order to help solve practical problems. Once again in China the significance of population programs has been recognized and the study of population is being reinstituted in universities. The Chinese Academy of Sciences is developing a center for population research in Beijing along with an information center for the purposes of academic and applied research. Beijing University is creating a population studies program in the Economics Department with input from other departments. The municipality of Shanghai has established the Population Research Society while in Guangdong a similar such organization was established in September 1979, with areas of concentration in legal aspects of population change and zero population growth by 2000. Population studies is also being organized at Dr. Sun Yat Sen University and Jie-Nan University.  相似文献
