This study compares the ability of community development corporations to mobilize residents of low income neighborhoods to participate in redevelopment efforts. The evidence and argument show that community development corporations have not been more successful than other types of community-based organizations in (1) the degree to which organizational leadership has been recruited from the neighborhood; (2) the type of control exercised by residents over redevelopment policy, and; (3) the degree of fiscal autonomy achieved by the organization. The policy ramifications of the findings are discussed and analyzed.  相似文献

This article analyzes international commodity price movements, assesses food policies in response to price fluctuations, and explores the food security implications of price volatility on low-income groups. It focuses specifically on measurements, causes, and consequences of recent food price trends, variability around those trends, and price spikes. Combining these three components of price dynamics shows that the variation in real prices post-2000 was substantially greater than that in the 1980s and 1990s, and was approximately equal to the extreme volatility in commodity prices that was experienced in the 1970s. Macro policy, exchange rates, and petroleum prices were important determinants of price variability over 2005–2010, highlighting the new linkages between the agriculture-energy and agriculture-finance markets that affect the world food economy today. These linkages contributed in large part to misguided expectations and uncertainty that drove prices to their peak in 2008. The article also argues that there is a long-lasting effect of price spikes on food policy around the world, often resulting in self-sufficiency policies that create even more volatility in international markets. The efforts by governments to stabilize prices frequently contribute to even greater food insecurity among poor households, most of which are in rural areas and survive on the margin of net consumption and net production. Events of 2008—and more recently in 2010—underscore the impact of price variability for food security and the need for refocused policy approaches to prevent and mitigate price spikes.  相似文献

Contraceptive access is influenced by policy decisions, which can expand and constrict the contraceptive options available. This study explored the impact of recent US federal policies on contraceptive access by identifying and reviewing empirical literature, which is then presented and discussed using Levesque et al.’s (2013) healthcare access framework. A scoping review was conducted to identify empirical studies (N = 96) examining the impact of recent federal policy (passed from 2009 to 2019) on contraceptive access. Most identified studies examined the role of the Affordable Care Act (n = 53) and Title X of the Public Health Service Act (n = 25), showing many benefits of both policies for contraceptive access, particularly through improved affordability, availability, and appropriateness of contraceptive care. Other identified studies examined the impact of policies funding abstinence-only sex education (n = 2) and the Teen Pregnancy Prevention Program (n = 3), military policies related to the availability of contraception (n = 1), guidelines for quality contraceptive care (n = 3), Title IX of the Education Amendments (n = 4), the Violence Against Women Act (n = 1), and the Veterans Access, Choice, and Accountability Act (n = 4). Through increased outreach efforts, normalising of care, availability of services, cost subsidies, and provider competencies, recent federal policy has, overall, enhanced contraceptive access across the dimensions of healthcare access. Numerous policy and practice gaps and needs are identified, and future directions for research, policy, and practice are suggested.

This article examines three hypotheses: (1) Socio-spatial structures and processes, like segregation, succession, and specialization, help explain the emergence of social problems. (2) "Space" is embedded — implicitly or explicitly — in every sociological approach to crime or delinquency. (3) Its explicit consideration increases the explanatory power of these approaches. Different dimensions, aspects or qualities of space are distinguished in order to dispel the terminological confusion that often surrounds "space". Spatial distances or units may include costs, symbols, of power. The relevance of these aspects for different approaches or criminal sociology like anomie, disorganization, opportunity structure, and labelling are demonstrated, and the implications of these arguments for the development of sociological theories, as well as societal, political and planning practices are also considered. Most empirical examples are drawn from recent sociological research in West Germany. Such an approach to integrate urban and criminal sociology can be used to draw conclusions for urban planning as is shown in a final passage: Desegregation and functional diversification of spatial units are recommended as strategies which may diminish crime and delinquency.I would like to thank the American and German publishers and editors for the permission to publish this extended English translation. Under the communist regime, the Chinese government has developed policies both to limit the growth of large cities and to promote spatial equity in population distribution. The literature provides only very general and inconclusive results regarding the impact of these policies. This paper aims at evaluating the effectiveness of China's urban policies by investigating the temporal and spatial dynamics of the size distribution of China's cities during the period 1922–82. The research framework — which is based on a function relating population size to rank —is used to test for trends of deconcentration (where smaller cities grow faster than larger cities) and spatial decentralization (with a more even spatial distribution) of population over the study period. More formally, the ‘expansion methodology’ is used to investigate the dynamics of the rank-size function in both temporal and spatial dimensions. The findings show that from 1953 to 1970 there was significant population deconcentration, which appeared to be reversed subsequently. However, policies of spatial decentralization were not found to be successful. Among the reasons suggested for the apparent failure are political upheavals and shifts in policies, the inertia within the urban system, the harsh physical environment in the interior, and current trends in economic policies that focus on the coastal areas. In spite of recent criticisms of studies on city-size distributions (which this paper also discusses), the research framework proposed and utilized here is able to portray the dynamics of a national urban system, and the framework can be used to evaluate national urban policies.  相似文献

Developed and developing nations are generally dissatisfied with the spatial distributions of their populations. Dissatisfaction is particularly acute on the part of developing nations which view their problems of population distribution as more serious than those of natural increase. The overwhelming majority of governments have already adopted policies to affect rates and patterns of internal migration or the configuration of their rural and urban populations. However, recent reviews of these policies suggest they have been only partially successful. Apparent policy deficiencies are reviewed and possible remedies suggested in regard to the need for intervention, the scope of policies, their objectives, instruments, and evaluation.  相似文献

This article focuses on neighborhood and geographic change arising with the first "selection" of an independent residential setting: the transition out of the family home. Data from two sources-the Project on Human Development in Chicago Neighborhoods, and the Panel Study of Income Dynamics-are used to provide complementary analyses of trajectories of change in geographic location and neighborhood racial and economic composition during young adulthood. Findings indicate that for young adults who originate in segregated urban areas and remain in such areas, the period of young adulthood is characterized by continuity in neighborhood conditions and persistent racial inequality from childhood to adulthood. For young adults who exit highly segregated urban areas, this period is characterized by a substantial leveling of racial inequality, with African Americans moving into less-poor, less-segregated neighborhoods. However, the trend toward racial equality in young adulthood is temporary, as the gaps between whites and blacks grow as the young adults move further into adulthood. Crucial to the reemergence of racial inequality in neighborhood environments is the process of "unselected" change, or change in neighborhood conditions that occurs around young adults after they move to a new neighborhood environment.  相似文献

Mass migration is increasing urban populations globally. One country where urban migration is significantly increasing is Bangladesh, where systematic research will explore the reasons for urban migration in order to devise policies in this area, including maintaining the balance of urban–rural developments. This study used the Urban Health Survey (UHS) 2013 to ascertain the reasons for urban migration in large divisional cities in Bangladesh. The 2013 survey examined the differences between male and female migration, alongside any significant sociodemographic factors that might contribute to their motivation for moving to the city. The survey revealed that a majority of women (64.8%) migrated for family purposes, for example, joining husbands or in-laws, or parents/children. However, in recent years, female migrants have been involved in income-generating activities mostly due to a recent garment-making boom in Dhaka and its suburbs. A higher proportion of men (85.3%) moved to urban areas for work-related reasons: searching for new jobs, better income, or transfer in services. Among the sample in this study, 77% of the respondents (79.3% female and 73.5% male) migrated from villages. This migration mostly centered on Dhaka, the capital city of Bangladesh, where 68.1% of the total study sample migrated followed by 15.7% who went to Chittagong. The results indicate that the contemporary urban-centered economic policy in Bangladesh might require revision to accommodate the increased migrants from rural areas.

This essay reviews the concept of “institutions” as used in the recent economic literatures on firms and national development and notes its limitations. An alternative framework is proposed that draws on classic and contemporary sociological theory to position the concept of institutions in relation to other basic elements of culture and social structure. The framework is used to analyze (1) the failure of attempts to transplant institutions of developed countries into the global South and (2) the dynamics of massive privatization in Mexico. The bearing of this framework on current institutional theories of social change is examined, leading to the identification of sources of change at different levels of causal significance and scope. This modified theory of change is applied to the longstanding demographic debates on historical and institutional determinants of fertility transitions. The bearing of the proposed “thick institutionalist” framework on social theory and future development policies is discussed.  相似文献

After 20 years of neglect the study of population and demography in China have come to be considered imperative. China has even accepted $50 million from the UN Fund for Population Activities to defray the cost of the 1982 census and help pay for action, training, and research programs. Institutions directed toward population studies have been established in many provinces during the 1970s. The principal types are population training and research institutes and offices within institutions of higher learning. In addition institutes outside the system of higher education and special units of population studies in various medical colleges were initiated. Between 1957-77 the large increase in population began to cause economic problems which were not admitted until the late 1970s. Since 1979 the country's efforts to lower the level of fertility have been organized in major policy statements calling for 1 child/couple and a rate of natural increase causing zero population growth by the year 2000. The Institute of Population Research was created in 1974 and it has provided population projections that have helped form population policy with a major focus on historical stages of growth in China as well as counteracting the lopsided population optimism which existed earlier. In 1978 a conference was held on the science of population theory which identified areas for study such as: 1) population and economics, 2) capitalist population theories, 3) population policies, 4) family planning and economics, and 5) population problems in foreign countries. The author describes some of the literature which was published after the 1978 conference and the reappearance of academic journals in 1979 as well as the 1979 conference. 1980 and 1981 studies dealt with such topics as debates on Malthusian theory, zero population growth, urban and rural populations, historical demography, housing, employment, health improvement of the population, minorities, and fertility determinants. Chinese scholars have also begun to cooperate with their foreign colleagues in a variety of studies. In order to illustrate the wide variety of directions which Chinese population studies are taking the author provides a bibliography of population studies from 1977-81.  相似文献

Rapid urban population growth and the lack of effective policies in order to desired population settlement, has encountered Iran’s major cities with multiple social, economic and environment problems. Physical expansion of cities in order to settlement the increasing population, causes the formation of new textures surrounding old urban textures. In the new textures, urban housing is formed with the modern approach and least logical connection with common practice in the old textures. Therefore, the main objective of this paper is to evaluate the housing quality and identify strengths and weaknesses in old and new urban textures to improve the quality of urban housing in Iran. Household survey were conducted to collect the needed data in the old and new textures in Khorramabad city. Results showed that the satisfaction level of housing quality in new texture is far more than old ones. The highest satisfaction level in both textures are related to housing basic facilities domain. However, satisfaction level of this domain in new texture is much greater compared to the old texture. The lowest level of satisfaction is related to the quality of neighborhood domain in old texture and to the access to public services domain in the new one. Results from the factor analysis to identify the dimensions of housing quality in old and new textures illustrated that housing quality is a multidimensional concept, studying of which requires considering all dimensions and aspects.  相似文献

The International Parliamentary Assmebly on Population and Development took place on August 15-16, 1984, with the participation of more than 300 parliamentarians from 60 countries. The aim was to promote an exchange of views on population programs and policies among parliamentarians, and to support the recommendations adopted by the UN International Conference on Population. The assembly held discussion in 3 subcommittees on the subjects of 1) policies of population and development; 2) the legal and social status of women; and 3) the improvement of family planning service. On population policy, parliamentarians generally agreed that policy formulation is the prerogative of each sovereign country, stressing that such policies and programs should be integrated with social and economic development. The developing countries stronly demanded that a new international economic order be established and international aid increased to help them in solving the popultion problem. Concerning the status of women, the assembly unanimously agreed that both men and women should not only be legally equal, but should also have de facto equality for employment, education and social life. Attention should be given particularly to the rights and status of rural women. Examples of how the status of Chinese women has improved were offered by Chinese representative and were appreciated by the assembly. On improving family planning services, participants urged provision of information about birth control to people of marriageable age and of access to contraceptives to eligible couples; moreover, they advocated the strengthening of medical care for women and children and the lowering of infant and maternal mortality rates. Dr. Qian Xinzhong described the priorities and goals of family planning programs in China. Finally, the assembly unanimously adopted the "Action Plan," whose contents embody independence, respect for national sovereignty, and the spirit of cooperation and conformity to the interest of the international community, particularly the developing nations.  相似文献

The conversion of a hukou (household registration) from one locale to another in China requires official approval, a process subject to conditions set out in numerous regulations. This article examines the role of points systems for selecting economic migrants eligible for an urban hukou in several provinces. Using the points systems, city governments prioritize human resources and capital, which they consider to be the key to economic prosperity, over social objectives. Meanwhile the majority of migrants, who participate in urban employment without official registration, are treated as necessary contributors to the economy but not as qualified beneficiaries of it. It remains to be seen, with a wider application of points systems in more Chinese cities, whether the hukou system will evolve to make urban citizenship less exclusive and more equitable. The article provides detailed examples, at the province and city level, of rating schemes for qualifying for an urban hukou.  相似文献

Vietnam has registered a dramatic decline in fertility during the last decades. While the causes of such a sustained decline are still not well documented, many observers believe that government policies adopted in the 1980s have contributed to lower fertility. This article focuses on the implications of the Doi Moi program of market reforms on fertility, taking into account the influences of migration and population policy. The analysis is based on a sequential logit model of birth histories of ever married women interviewed in Vietnam in 1997. The results show a substantial decline in fertility since the Doi Moi program was introduced. The disruptive effects of migration are less pronounced, although migrants generally exhibit lower childbearingrates, and a somewhat different pattern of parity progression. We argue that the economic reforms of 1986, and the two-child policy initiated two years later, have reinforcedVietnamese women's desire for smaller families.  相似文献

With its rapid industrial transformation over the last two decades, Korea has experienced a massive population shift from rural to urban areas. In particular, population concentration together with the concentration of economic and political power in the primate city of Seoul created spatial imbalances and a host of urban problems which are not uncommon to many developing nations. In response to these persisting imbalances and problems, the government of Korea has implemented various programs and measures since 1970. Korea's experiment with population redistribution, although it may not be easily replicated in other countries, provides a rare example with which we can examine some of the major issues involved in population distribution policies. The paper reviews Korean policies and programs for population redistribution, assesses their effects in redressing the three major spatial imbalances - between urban and rural, between regions, and between cities of different sizes - and draws lessons for policy formation in Korea as well as in other countries which are considering such a policy.  相似文献

This study assesses the community’s standard of living using the well-known Sustainable Livelihood Approach (SLA) as an analytical framework within the Marine Park Areas (MPAs) in Peninsular Malaysia. We focus on livelihood sustainability and environmental issues challenging MPAs. In order to protect and conserve vulnerable marine life, our efforts assess the residents’ wellbeing and identify major environmental issues associated with MPAs. The major findings of this study indicate that social and physical assets of the societies within the Marine Park Island improved with economic development, but they continue to lack in human capital, and financial and environmental assets. It is expected that this study would assist policy makers to formulate enhanced policies for conserving marine diversity as well as to improve the socio-economic status of the communities that reside therein.  相似文献

人口增长与集聚为超大城市的发展提供动力,也给其自然资源系统带来极大扰动,使之呈现脆弱性特征;为实现超大城市人口—自然资源可持续发展,近年来政府实施了大量调控政策,但因对城市人口—自然资源系统的复杂互动难以精确量化,导致超大城市人口与自然资源关系治理困难重重。基于此,以北京市为例构建人口—自然资源系统可持续性评价框架,从政策干预视角,分析不同类型调控政策(如人口调控、技术改进、资源管制等)与人口、自然资源的因果关系,并利用Laplace准则结合决策者风险喜好,模拟混合政策干预对人口—自然资源系统可持续性带来的影响。结果显示:政策干预是保证北京市人口—自然资源系统可持续发展的重要手段,其中,人口调控政策是北京市人口—自然资源系统可持续性变动的主要影响因素,资源管制和技术改进是次要影响因素;随着政策干预强度的增加,由于人口系统安全性和自然资源系统脆弱性的互动博弈,北京市人口—自然资源可持续性逐渐趋于稳定;在Laplace情景下,人口安全性减弱了1.82%,损失不大;而自然资源脆弱性减弱了12.13%,收益较高;最终使得人口—自然资源系统可持续性增强了6.23%。因此,对于超大城市的政策干预需...  相似文献

This paper aims to explain why divergentpopulation policies and programs arise in otherwisesimilar countries and to clarify how such policiesrelate to fertility decline. An analysis wasundertaken of demographic and policy change over a 30year period in four pairs of developing countries: Algeria and Tunisia; Bangladesh and Pakistan; thePhilippines and Thailand; and Zambia and Zimbabwe. Insome countries, popular demand for family planningfacilitated changing policy. In others, independentfactors, such as economic crisis or internationalpressure, pushed policy makers into action onpopulation policy, often in the absence of populardemand. In these countries, governments whichidentified a coherent rationale, usually economic, forreducing population growth, tended to develop moresuccessful policies. Strong and financially securecoalitions of policy elites were important in sharingthe political risk associated with such policies. Analysis of these processes has lessons for policymakers and researchers interested in expeditingimplementation of new approaches to population andreproductive health.  相似文献

Well-being is becoming a concept which is more and more involved in any world development consideration. A large amount of work is being carried out to study measurements of well-being, including a more holistic vision on the development and welfare of a country. This paper proposes an idea of well-being and progress being in equilibrium with each other. This is distant from the two extreme positions: poor but happy, and rich then happy; too romantic the first, and reductive the second. After a short explanation on the meaning of Objective and Subjective well-being, we show some interesting relations between economic and social variables, and we propose a new index to measure the well-being and progress of the countries: the Well-being & Progress Index (WIP). It includes several aspects of well-being and progress, like human rights, economic well-being, equality, education, research, quality of urban environment, ecological behaviours, subjective well-being, longevity, and violent crime. The most frequently used indexes usually only focus on some aspects, like ecology, or economy, or policy, or education, or happiness, and so forth. On the contrary, this new WIP index allows a global and well-balanced vision, thanks to the large range of indicators used, and how representative they are.  相似文献
