Based on the social model(s) of disability, this article seeks to analyse the historical development of Israeli employment policy toward disabled people during the first decade and a half of its existence (1948–1965). Findings from primary and secondary sources suggest that throughout this period disabled people, mainly immigrants, found themselves at the lowest echelons of Israeli society and the labour market. Furthermore, the Israeli welfare state offers an interesting case study of the gap between a welfare state’s stated adherence to social justice and the more limited, and even contradictory, outcomes of its policies. Our discussion suggests that a valuable way of reframing our findings can be found in the critique of de-commodification as an inadequate concept and in the use of related concepts such as re-commodification and quasi-commodification.  相似文献

A rhetoric of inclusion and increased social spending within a global context of austerity cuts has dominated disability policies in Singapore today. However, there is a lack of academic works that take a critical disability studies view towards the analysis of disability in Singapore. This work aims to address this gap by adopting a critical social model-led analysis of disability policies in Singapore. The article examines the rhetoric of inclusion, how disability is defined and its implementation through various policies in Singapore. Abstract

In the context of a discussion of globalisation this paper examines developments in social policy aimed at building civil society and enhancing social capital. It notes that policy driven by a desire for minimal government intervention and market dominance has resulted in a clear disadvantage in rural Australia and growing inequities between urban and rural communities. Clearly poverty has a postcode and overwhelmingly the postcodes are rural. At the same time the demography of ‘rural’ Australia is changing as the inland empties and the coastal regions experience population overload with its accompanying environmental problems. This paper discusses the need for more effective targeted involvement of the state in rural policy development if we are to preserve quality of life, address inequities and overcome the divide between city and country. There is a strong role for social work in forging rural community development. However, the profession has to be much more politically astute in its dealings with governments and community groups if it is to carve out a central role. Strategies are discussed to develop such a role.

Governments continue to face challenges in implementing effective strategies to increase social and economic participation of people with disabilities. In a recent OECD high-level policy forum on Sickness, Disability and Work, the main policy message was the need for a culture of inclusion; with a dual focus on short-term active policy interventions and long-term structural reform. This paper examines policies in liberal welfare states that encourage people receiving disability benefits to participate in the labor market. Examples from the United States, the United Kingdom and Australia of active labor market programs aimed at moving people with disabilities from workfare are analyzed in the context of international disability rights and neoliberal discourse. The paper explores the extent to which new approaches to activation policies are facilitating parity of participation and factors that impact the effectiveness of these policies.  相似文献

This paper reports on qualitative content analysis research and critically analyzes the state’s intention to use the International Classification of Functioning, Disability and Health as a tool to develop a national disability assessment system that will guide social policy developments, and particularly the allocation of pensions and benefits to disabled people. The work uses Cyprus as an example, and reviews the most important issues arising from a recent study prepared by the Department for Social Inclusion of Persons with Disabilities. The most important points stemming from the analysis are grouped and discussed in such a way as to shed light upon the most controversial aspects of the proposed assessment system, such as the definition of disabled people in national laws, and the implications of associating social policy with the assessment of disability and functioning. Despite strong statements on disability rights in Chinese legislation since 1990, independent living policy as experienced by disabled people falls short of the social inclusion goals expected from such a policy commitment. Analysis of empirical research about disabled people's experiences shows that responsibility for independent living rests primarily with disabled people and their families. Only when they have no family does the government provide support, in the form of institutional care. Very little personal assistance or community-based housing is available. Minimum income support and the introduction of social services are slowly addressing the social exclusion of disabled people in China.  相似文献

This article explores the multiple and shifting ways in which disability intersects with other sources of social disadvantage. Disablism forms part of an intricate web of social conditions that subjugate certain forms of ‘student-subjects' and create compounding forms of oppression and exclusion that need to be addressed through relevant education policy and practice. Intersectional understandings of disability expose the multiple dynamics that impact upon constructing disabled students' identities. These identities should not be regarded as fixed and transcendental entities gauged against varied bodily, mental and psychological differences, but should be understood in conjunction with the ways in which race, gender and socio-economic status intersect with the experience of disability. Intersectional understandings of disability, drawn from intersectional feminism and disability studies, destabilize reductionist accounts of individual pathology and privilege new forms of pedagogical thinking and acting that prioritize a social justice framework in tackling wider systemic rigidities and oppressive educational regimes.  相似文献

Criticizing modern citizenship’s emphasis on the ‘nation’ as a homogeneous body of citizens, recent citizenship conceptions draw attention to diverse group identities and their differentiated rights‐claims. By way of scrutinizing different disability organizations, this paper analyzes the struggles by people with disabilities in Turkey and examines whether these could be perceived as claims to new forms of citizenship. It argues that due to the institutional, political, cultural and historical specificities of Turkey, most non‐governmental organizations maintain relations of patronage with state actors. Far from initiating a rights‐based discourse, their activities cannot be perceived within recent citizenship frameworks. Yet, parallel to Turkey’s accession process to the EU and technological developments, alternative forms of organizing started emerging at the virtual level. These are the harbingers of a relatively more rights‐based discourse.  相似文献

This paper examines different models of disability policy in European welfare regimes on the basis of secondary data. OECD data measuring social protection and labour-market integration is complemented with an index which measures the outcomes of disability civil rights. Eurobarometer data is used to construct the index. The country modelling by cluster analysis indicates that an encompassing model of disability policy is mainly prevalent in Nordic countries. An activating and rehabilitating disability-policy model is predominant mainly in Central European countries, and there is evidence for a distinct Eastern European model characterized by relatively few guaranteed civil rights for disabled people. Furthermore, the Southern European model, which indicates a preference for social protection rather than activation and rehabilitation, includes countries which normally have diverse welfare traditions.  相似文献

The issue of family–employment reconciliation has rapidly evolved from being ignored to a certain dejá vu perception in public debate, as a result of its media success during the last decade. This is even more the case in Spain, where it was only in the late 1990s, when a law was passed to regulate and extend parental and other leave for workers with close relatives in need of care, that reconciliation policies began to be generally discussed and considered. In a context of quick population aging as a consequence of low fertility, concern on labor force supply in the middle term is high on the agenda. Women are increasingly considered to be necessary both as workers and mothers (of future workers), thus raising awareness of the importance of social policies to make their double presence in both worlds possible. There is now general agreement from the right to the left on the urgency to develop family–employment policies. But what is not generally addressed is the impact of such policies on gender equality, a dimension which tends to be either ignored or taken for granted. Not all reconciliation measures have the same effects on the women and men relationship. Some of them push forward equality, whereas others go backwards. Efficiency in making job and family responsibilities compatible does not always go hand in hand with increasing equality. The paper presents a theoretical model for the reconciliation of work and family life from a gender equality perspective. The three main kinds of instruments available in social policy – services, leave, and cash – are examined in four different cases: care of under-threes, care of sick children, coordination of work and school schedules, and care of children during school holidays. Each case is looked at considering its effects on social and gender equality, as well as child welfare. The model includes as active agents of the system the State (promotes and regulates), families and individuals (those directly implicated), and the market as labor market, on the one hand, and supplier of private services, on the other.  相似文献

Providing accommodations for students with disabilities can raise ethical and social justice questions and pose challenges for social work faculty, administrators, and field instructors. Social work educators must balance the legal mandates for nondiscrimination and reasonable accommodation against ethical obligations around protection of clients and preparation for practice. Across Europe, and particularly since the 2008 Financial Crisis, new demands for tailor-made services came from different actors and perspectives: user-led organizations, intellectuals, policy makers, social workers, advocacy organizations, which call for a new way of programming, realizing and evaluating social policies. Personalization became a relevant part of the so called ‘welfare innovation narrative’, which concerns – to name but a few – English personalization agenda, Scottish self-directed support, Finnish education system, Norwegian cash-for-care policies. Even the European Commission is addressing new social services, reshaped through users’ capabilities. The aim of this paper is to critically explain, through a case study focused on the Sardinian disability policy, how social policy's morphogenetic cycles influence the governance of personalized disability plans and, consequently, the possibility of their implementation.  相似文献

This article provides a model for social work educators seeking to integrate human rights content in the policy course. Each of the four policy-related practice behaviors (e.g., policy formulation, policy analysis, policy advocacy, and collaboration in policy practice) is examined with respect to the traditional methods used in social welfare policy courses and the ways in which these methods can be expanded to include human rights content. Available literature and multimedia resources are noted and practical human rights applications are presented with the goal of supporting efforts to achieve this integration.  相似文献

The approaching to use with people with an intellectual disability who are (suspected) victims of sexual abuse is a challenge for social professionals. Being at the mercy of professional facilities, the victims are in a vulnerable position. They have limited capacities to defend themselves against the intimidations of perpetrators and to deal with the consequences of the terrifying happenings. Finally, sexual abuse is a criminal offence. Much depends on the quality of the interviews. In the Dutch practice of forensic reactions to (suspected) sexual abuse of people with an intellectual disability, experience has been acquired with different types of interviewing.

With the help of a single case study between a health professional and a victim, these forms of interviewing are demonstrated. The professional pursuit is to let the client disclose what has happened in their own words. The study shows that in social health and welfare practices the professional task is to navigate between, on the one hand, the communicative space for the client to provide free recall and, on the other hand, the need to provide help to clients with an intellectual disability to verbalize inner cognitions and emotions.  相似文献

Young adults with disabilities are a specific target of the welfare-to-work policy introduced by many OECD countries over the past decade. The implementation of these policies is a significant concern for service delivery organisations and advocates in Australia and internationally due to complex intersecting structural barriers that persist for many young adults with disabilities. A particular focus of this article is work capacity assessments. Drawing on socio-political theories and interpretive policy analysis, the 22 in-depth interviews with personnel from service delivery organisations and advocacy organisations reveal how the deemed capacity to work process is not only interpreted as flawed, but the current policy approach disables young adults, perpetuates stigma, and creates division between service users and service providers. The accounts reinforce the need to contest such assessments and instead turn towards a rights-based capability approach permitting young adults with disability self-determination over their education-to-employment pathway.  相似文献

Although the concept of evidence-based practice (EBP) eludes precise definition, it is used as a trademark label to ensure that practice is based on science and thereby effective and of high quality. Proponents of EBP have proposed that both education and practice in social work should be transformed according to the principle of EBP. They attribute critical opposition to EBP to a lack of knowledge of what EBP is. In this article, we endeavour to clarify the concept and present results from a survey among social workers (N?=?2060) from Norway. The survey results show that although many have heard of the concept, few have precise knowledge about it. However, the more educated social workers are (master’s level), the clearer their opinions, both critical and non-critical. The results are discussed in relation to neo-liberal governance and development of social work.  相似文献

In this study we systematically map and analyze all disability-related laws and regulations in Israel from 1948 – the year the State of Israel was established – to the present. All 55 laws and 124 regulations (and their amendments) that addressed disability were analyzed via qualitative content analysis; we categorized the legislation into either bio-medical-based policy or rights-based policy. Findings show that most of the legislation reflects the bio-medical approach. Bio-medical-based legislation is being carried out in Israel alongside rights-based legislation even after the enactment of the Equal Rights for Persons with Disabilities Law of 1998. It seems that legislators tend to perceive disability as synonymous to impairment, as a personal tragedy and a medical problem, rather than as a civil rights issue.  相似文献

Critical disability studies has been accused of preoccupation with cultural, lingual and discursive matters, and in doing so failing to adequately engage with the often-harsh material reality of disability. This has contributed to a circumstance in which disability studies has produced a lack of material focused directly upon economic processes. Concurrently, disabled people have encountered a momentous economic recession that has threatened their basic economic and human rights. This article seeks to address what is evidently a gap in the burgeoning critical disability and disability studies literature. That is, a gap largely uninhabited by attempts to apply a critical disability studies perspective to macro-economic processes. The article focuses predominantly on two facets of critical disability studies as identified by Goodley: the self and other, and intersectionality. The article concludes that critical disability studies has much to offer through the production of new understandings of economic processes.  相似文献

Abstract

Traumatic brain injury (TBI) has become an important area for social work practice. Children and adults sustaining TBI often undergo hospitalisation, rehabilitation and face the prospect of lifelong cognitive and psychosocial impairments. Families are profoundly affected by the consequences of the injury. TBI is a ‘hidden disability’ because there are typically no physical markers indicating a person has brain damage. This paper aims to provide some guidelines for social work practice in the area, in particular, outlining options for social work interventions at individual, family, community, service system and policy levels. Social workers need to acquire specialised knowledge about brain injury, reformulate traditional models of grief counselling to address the adjustment challenges and utilise community education and service innovation to address the social stigma and reduced level of community participation associated with brain damage. Finally, social workers aim to nurture a sense of hope in the face of the tragedy.  相似文献

Summary

Welfare to work policies have developed partly from policy rhetoric that argues employment as the best way of ensuring social inclusion for marginalised groups. In the United Kingdom, welfare to work policies for disabled people have developed within an enabling rather than a mandatory system, although organisation and practice have lagged behind. This article explores policies that provide this enabling context for facilitating the transition of people with learning difficulties from benefits to paid employment. It also explores the role of social workers, examining the degree to which their practice reflects the empowering rhetoric of the policy framework and of contemporary social work values.  相似文献
